A Study on a Domestic Technical Standard and Effective Introduction of Class B AIS for Non-SOLAS Vessels (Non-SOLAS 선박용 Class B AIS의 국내 기술기준안 개발 및 효과적인 도입방안에 관한 연구)

  • An international study on Class B AIS for Non-SOLAS vessels is in progress through IMO and IEC. The IEC issued CDV(Committee Draft for Vote) on March 3, 2005, as IEC 62287, which includes operational and performance requirements, methods of test and required test results about Class B AIS. In this paper, we proposed the method of making Class B AIS properly onboard. This research deals with the problems of introducing Class B AIS which is properly applicable on small fishing vessels as well as domestic Non-SOLAS vessels. Moreover, several technical considerations were suggested to develop a national technical standards for Class B AIS.

  • After full implementation of the GMDSS on February 1, 1999, non GMDSS equipped vessels may experience difficulty in establishing communications with vessels complying with the GMDSS. These difficulties are associated with the differences between the automated equipment required in the GMDSSand the non-automated equipment typicaly carried on small vessels. The purpose of this paper is to describe the IMO activities on the application of the GMDSS to non-SOLAS Convention ships both from a radiocommunication and a SAR point of view, and the national GMDSS implementation programme for non-SOLAS vessels. There are no differentiation between SOLAS ships and non-SOLAS vessels complying with the GMDSS, but they have to comply with the GMDSS according to the trading area A1, A2, A3 and A4. Canadian commercial vessels not subjects to SOLAS , will be required to comply with the GMDSS. Carriage requirements are being developed in consultation with the marine industry. The vessels not subject to SOLAS will not be required to carry GMDSS equipment, however, it is recommeded they fit for the GMDSS as applicable to their area of operation in many countries. Some recommednations are made to implement the GMDSS for non-SOLAS vessels in Korea.

  • When we analyze incomplete data, i.e., data with missing values, we need treatment for the missing values. A common way to deal with this problem is to delete the cases with missing values. Various other methods have been developed. Among them are EM algorithm and regression algorithm which can estimate missing values and impute the missing elements with the estimated values. In this paper, we introduce multiple imputation software SOLAS which generates multiple data sets and imputes with them.

  • 전세계적으로 2002년 7월에 발효될 SOLAS 2000 규정에 의하면, 국제항해에 종사하는 선박의 경우, 선교(bridge)가 밀폐되어 외부 음향신호를 청취할 수 없을 때는 음향수신장치(SRS)를 설치해야한다. 이 연구에서는 SRS에 법적으로 요구되는 사양을 검토한 후, 부가하여 고려되어야할 사항에 대해서 논의하였다.

  • This paper describes on the development of Passive-type Radar Reflector for Fisheries (PRR-F) based on the newly revised 2000 SOLAS regulations. The purpose of PRR-F is to provide it as the protection devices of a fishing net and a fishing field. The PRR-F is composed of corner cluster bundle of light galvanized iron, and it is inserted into floating styrofoam. Performance tests for the PRR-F are carried out in an anechoic chamber. The test results show that the reflected radar signal from PRR-F is large enough for the purpose.

  • In this paper, we analysed the technical characteristics of a universal shipborne automatic identification system using self-organizing time division multiple access in the VHF marine mobile band. IMO's Marine Safety Committee approved revision of chapter V of the Safety of Life at Sea(SOLAS) Convention in 73rd meeting. According to this revision, AIS will become a nandatary carriage requirement by 01 July 2002. AIS is a broadcast system, operating in the VHF marine band. It is capable of sending infomation such as would be beneficial to the safety of navigation and the identification and monitoring of maritime traffic. It is absolutely necessary to analyse the related international and domestic specifications for the AIS implementation and installation.

  • In the IMO COMSAR 10th meeting, the SOLAS performance standard draft for Long-range Identification and Tracking(LRIT) was submitted to MSC. '81 meeting for its approval. The LRIT and AIS would provide an important data in monitoring SOLAS vessels at shore. This paper aims to suggest the vision and future directions for a successful E-navigation development in co-orporation with vessel monitoring.
