Project Financing의 자금재조달(Refinancing)에 따른 효과 분석 - 우리나라 SOC민간투자사업 중심으로 -

  • 프로젝트 파이낸싱은 프로젝트 자체의 사업성과 프로젝트 현금흐름에 근거하여 발생하는 수익을 담보로 사업자금을 차입하고 운영 시 발생하는 수익으로 대출금을 상환하는 재원조달방식이다. 이 금융기법은 주로 광산 및 천연자원개발 사업에서 수 백년동안 이용되어 왔으며, 우리나라의 경우는 대규모 SOC민간투자사업에서 주로 활용하고 있다. 최근 우리나라 SOC민간투자사업에서는 기존에 정부와 민간사업자간에 체결하였던 실시협약 상의 재원조달 구조를 새롭게 변경하거나 유리한 금융기법을 이용하는 사례가 빈번히 나타나고 있다. 본 연구는 우리나라에서 프로젝트 파이낸싱 기법으로 어떻게 SOC민간투자사업에 투자하고 있는 지 분석하고 현황을 파악하였다. 또한 민간투자사업의 자본구조와 Refinancing의 발생사유를 분석하였으며, 광주제2순환도로, 신공항고속도로, 천안논산고속도로 민간투자사업에서 Refinancing 사례도 분석하였다. 그리고, Refinancing에 대한 효과가 어느 정도 인지 측정을 하였다. 결론적으로 Refinancing 효과가 사업에 대한 수익성을 높이는 효과와 부채비율이 높아져 운영위험이 증가하는 것을 실증적으로 보여주었다.

  • The evaluation of the financial viability of a privatized infrastructure project is complex because of the uncertainties involved due to the project's scale, long concession period and complexity. Use the BOT option valuation(BOT-OV) model, for evaluating the financial analysis of a privatized infrastructure project. This sophisticated for financial evaluation compared with a traditional NPV analysis.

  • PFI(Private Finance Initiative) for suppling SOC and public facilities instead of Government Infrastructure Project introduced from 1994. BTO(Build-Transfer-Operate) project had been major type of PFI system from 1994 to 2005. But after changed the Law of PFI on SOC, the BTL project newly introduced. In BTO system, the Government retrieves the investment through the operating income, but in BTL system, the government lease the facilities. As the BTO and BTL projects are widely adopted and implemented to ease the fiscal burden of government, but it has caused the tremendous fiscal burden each year over the period operation. Therefore this study attempted to analyze the question, that is, why government fiscal burden tipping? Hence, this paper, compares the difference of business structure between BTO and BTL project and explore the vicious and virtuous business structure, with the method of circular causal loop analysis. As a result, it has shown that there are some positive feedback and negative feedback loops cause the tipping and easing of government fiscal burden.

Performance Analysis Framework for Post-Evaluation of Construction Projects through Benchmarking from Advanced Countries (선진국 사례 벤치마킹을 통한 건설공사 사후평가 성과분석 체계 개발)

  • Development of social overhead capital (SOC) requires huge national finance, and performance issues such as cost-efficiency, safety, and environment have been constantly raised. However, currently each construction client has limited access to its own projects' performance without analytic methodology for industry-level comparisons and benchmarking for improvement. To overcome this problem, this study proposes a comprehensive performance analysis framework for post-evaluation of large-scale construction projects. To this end, this study performed a case study of advanced countries (the U.S., the U.K. and Japan) and consultation with related experts to develop a tailored performance analysis framework for the Post- Construction Evaluation and Management system in Korea. The developed framework covers three categories (project performance, project efficiency, and ripple effect), nine areas (cost, schedule, change, safety, quality, demand, benefit-cost ratio, civil complaint, and defect), and 31 detailed metrics. Using industry-level project performance database and statistical techniques, the proposed framework can be used not only to diagnose excellent and unsatisfactory performance areas for completed construction projects, but also to provide reference data for future similar projects. This study can contribute to the improvement of clients' performance management practices and effectiveness of construction projects.

  • K-BEMS System was introduced to reduce peak load and to save total energy of the 200 buildings that KEPCO headquarter and branch offices use. And K-BEMS system is composed of PV, battery, and hybrid PCS. KEPCO research institute has carried out this K-BEMS research project for 3 years since January 2016. In this paper, the results of the project are shown. 9 modes of test results of K-BEMS system and are operational problems were analyzed. And measures to cure the trouble are also suggested. Batteries are operated more than 20% of SOC, and less than 20% of SOC battery protection switches are automatically shutting down the system and the system no longer respond to EMS, ending the supply of PV, and so therefore to continue the PV power supply it was turn out to be necessary that the EMS should automatically change its policy to change PV only supply mode automatically when the Battery Switch automatically operated. To operate the system continuously and automatically, it is necessary to modify the minimum operational SOC value, and in addition to that the EMS computer must remember the last shut-down SOC and Voltage which interrupted the system and add some margin to reflect the measurement error in the system.

  • The private investment on the SOC facilities is a worldwide tendency since it can supplement the insufficient investment of public finance in the construction of infrastructures. Alter the formulation of private investment law, private sector's investment on roads, harbors and environmental facilities are being progressed considerably. However, railway construction by private sector is not active comparing to the former areas because of huge investment for construction but relatively low and unpredictable benefit in operation. This paper reviews the financial, social and institutional aspects on the private investment for SOC projects, especially railway projects. Also, this paper tries to find the desirable way to expedite the private investment on railway project,. Conclusively, the paper propose that the private sector in railway projects is better constituted with financial investor and the private financing could be. activated and settled if a stable minimum benefit on their investment being ensured institutionally, for example, by BTL.

  • Present PII(Private Infrastructure Investment) in Korea has increased up to 11% compared to the year 2003 and is expected to increase in the future. In spite of its rapid increase, we don't have any definite standard or system which distinctly presents the rate of return for domestic PII yet, and practical and scientific research is not sufficient compared to its necessity and importance. Hence, in this study we suggests methods to estimate the rate of return of PII to promote SOC PII to last successfully and present the proper level of rate of return of PII which is appropriate for domestic situations through diverse analysis. Therefore, to present reasonable rate of return, we have used 5 methods: previous research analysis, case study, financial index analysis, analysis of investor's rate of return, and analysis of rate of return in a real estate market. After comparing and analyzing these methods, at the end, we have presented the appropriate level of rate of return of PII, which can be applied in the domestic market.

  • Present private infrastructure investment in SOC investment has increased up to $11\%$ compared to the year 2003 and it is expected to increase in the future. The SOC Building Strategy Planning of North Korea through Analysis of Domestic and Foreign Case (국내·외 사례분석을 통한 북한 SOC 구축 지원 전략)

  • The study proposed a strategy for supporting North Korea's SOC construction in the future by reviewing domestic and foreign cases. According to the literatureanalysis, we developed a candidate list of technology for SOC of North Korea in terms of Construction Management / economy sectors. The category is North Korea SOC construction support, and the sub-category is North Korea SOC construction support program. The implementation procedures included the following six steps: Preparation, Support for Establishing Construction Industry Base, Support for Establishing Business Management Base, Support for HR Management Base, Business Model Establishment/Expansion, and Monitoring of Management Result. Lastly, we developed twenty-five candidates of detailed technology. In the future, it is necessary to decide a methodology for project implementation by each scenario after selecting a study area, and to develop a more specified scenario.

  • National construction project for SOC(Social Overhead Capital) is led by the government and invested high cost and all capabilities for long times. In general case the life times of SOC facilities are permanently. According to the long life time of the facilities documents and records of national projects are also retained permanently. Consistent classification systems are required to operation and maintenance of the facilities efficiently and to support the organic co-works for several Stakeholders. Therefore the classification of national construction projects are based on WBS of the project. WBS is the hierarchy structure that established and developed in project management project management methodology to produce deliverables of the projects. As a result, this study provides a prospect of project records classification systems in the 21st Century.
