A Study on the Effective Application of the Project Finance to the Korean Private Infrastructure Projects (SOC 민자사업과 프로젝트 파이낸싱의 효율적 결합방안에 관한 연구)

  • For the successful performance of a private infrastructure project, an effective project financing is indispensable through various domestic/overseas sources. This study explains the concept of the private infrastructure development and investigates its current status in Korea. In addition, the details of the changed environment for the project finance under the newly enacted 'Private Investment Act' are compared in an analytical manner to those under the previous law. Finally, it discusses the problems that still remain and recommends the remedies available for the better financing environment.

  • To enlarge the international competition and construction productivity, the domestic construction market attracts the private capital and expands the facility of :iocial Overhead Capital(SOC). However, the application of the business system used at the public project didn't utilize the effect of social overhead capital. It caused problems that parties' business was inefficient and their allotment of the risk was inadequate. This paper presents the course to reorganize the business system which the coincides with the origin aim of the SOC. For the reformation of the supervisor's work scope and business system and the government's overall project management, in other words, this paper proposes the professional organization to replace the superintendence and the formation of optimal business system. This paper confirms the privity of contract among parties of SOC project and parties' work scope and system between relative laws and concession agreement that government made a contract with Special purpose Company (SPC).

  • 최근 건설산업은 공공 및 민간부문의 발주물량 감소가 가시화되고 있으며, 최저가입제에 의한 사업수익율 하락 추세는 향후 건설업 붕괴위기, 건설산업 사양산업화라는 비관적 견해가 떠돌 만큼 건설업 전반이 심각한 위기를 맞고 있다. 정부는 재정 부족으로 인하여 SOC사업의 축소조정이 불가피하지만 국가경제의 악영향 해소와 신속한 경쟁력 회복을 위해 SOC사업에 대한 투자확대와 푹소범위 최소화의 필요성을 인식하고 있으며, 이에 재정부족과 SOC 확충이라는 두가지 문제를 해격하기 위해 민간투자사업이 활성화되고 있는 실정이다. 현재, 정부에 의해 주도되고 있는 민간투자사업의 제도 및 법률의 개정방향은 피간 건설업체가 주도하던 민자사업에 대하여 연기금 및 금융권으로의 전환을 예고하고 있으나, 현실적으로 금융권이 자체적으로 SOC 사업에 대한 투자를 위한 사업 타당성 분석이 어려운 실정이므로 이에 대한 대안으로 SOC 민간투자사업에 대한 노하우를 축적한 건설업체의 SOC 민간투자사업 분야에 아웃소싱 개닐념 도입, 특화하여 효율성을 극대화 시킴으로써 사업의 안정성 확보와 동시에 투자 수익 실현을 통하여 SOC 민간투자 활성화에 견인차 역학을 할 수 있는 전문운영회사의 도입에 대하여 논하고자 한다.

3자 투자 방식에 의한 대북 도로 민자 사업을 제안하며

  • 남북 쌍방의 정치 협상이나 현황에 의미를 두지 말고 제 3 세계 주관사를 초청하여 서울 신의주 간 고속도로 민자 사업을 계획, 시공 및 관리하자는 주장은 이상에 불과할 수 있다. 남북 간 정경 분리 원칙을 내세우지만 간단한 미풍에도 흔들리고 있는 것이 개성공단의 현실이다. 필자는 거창한 통일 관련 학자는 아니지만 도로를 사랑하는 사람으로 도로인에 남북 화합의 지휘자가 되라고 권한다. 통상 사업 초기, 기획의 미비로 드는 추가 비용을 예방비용, 평가비용, 실패비용으로 구성할 수 있는데 대기업들은 예방비용에 미리 투자함으로써 품질은 높이고 비용은 줄이는 전략을 구사하고 있다. 대북 인프라 사업은 예방비용에 투자하는 것과 같다. 북한에 투자하는 SOC 사업은 비용은 파악하기 쉬운 반면, 그것이 가지고 올 이익은 장기적이고, 위험도가 크며, 또한 편익을 정량화하는 것이 어려운 특성이 있어 반대 여론이 높은 것이 사실이다. 그러나 조건 없는 남북 경협을 주장하는 것이 아닌 이상 남북 양 정부 이익을 창출할 수 있는 제 3자 방식의 민자를 통한 도로 사업은 현재 논의되고 있는 어떠한 SOC 사업보다 타당성이 있다. 도로 건설 불가론이란 거대 여론앞에 풍전등화의 두려움에 떨고 있는 건설인들에게 북한 도로 시장이라는 커다란 선물 보따리를 정부가 앞장 서 풀어주길 기대한다.

  • 건설산업의 경쟁력 제고를 위해 건설산업에서 기획${\cdot}$설계${\cdot}$시공${\cdot}$사후관리단계에서 엔지니어링분야에 대한 고도의 기술력과 함께 이들을 총체적으로 관리할 수 있는 사업관리능력의 향상이 매우 중요하다. 최근 SOC사업이 대형화, 복잡화됨에 따라 전문 기술과 경험을 보유한 전문 건설사업관리 인력이 필요하고, 대형 사업의 사업관리수행방법의 형태가 발주 직영에서 사업관리 대리인인 CMr 체계로 바뀌어 가고 있다. 이와 같은 배경아래 대형 민자유치사업의 성공적인 수행을 위해서는 통합 CM/PM능력을 구비한 전략적 건설수행체제 구축이 필요하며, 이를 통해 사업비의 감소와 공기단축을 이루어 궁극적으로는 국내 건설업체의 경쟁력강화와 전문화/특화화를 이룰 수 있을 것이다. 이를 위해 본고에서는 민자사업에서의 CM의 역활을 중점적으로 논하고져 한다.

A Study on the Causal Loop Analysis and the Economics of BTO and BTL System of PFI (BTL과 BTO사업의 인과순환구조 분석과 경제성 비교에 관한 연구)

  • PFI(Private Finance Initiative) for suppling SOC and public facilities instead of Government Infrastructure Project introduced from 1994. BTO(Build-Transfer-Operate) project had been major type of PFI system from 1994 to 2005. But after changed the Law of PFI on SOC, the BTL project newly introduced. In BTO system, the Government retrieves the investment through the operating income, but in BTL system, the government lease the facilities. As the BTO and BTL projects are widely adopted and implemented to ease the fiscal burden of government, but it has caused the tremendous fiscal burden each year over the period operation. Therefore this study attempted to analyze the question, that is, why government fiscal burden tipping? Hence, this paper, compares the difference of business structure between BTO and BTL project and explore the vicious and virtuous business structure, with the method of circular causal loop analysis. As a result, it has shown that there are some positive feedback and negative feedback loops cause the tipping and easing of government fiscal burden.

  • Recently, there are growing concerns on the introduction of private financing in railroad station construction project. But private-funded station project does not have the efficient delivery system. This study is focused on the recommended solutions about the private-funded station project management. Through the literature survey and interview, it is investigated and analyzed that project management has the problems. The problems are classified as 2 areas: law & regulations and job practice. The problems in law & regulations are a lowing on the profitability, and an unreasonable project team selection process. Job practice has problems such as delaying in authorization process, and inferior feasibility analysis. The study suggests several recommended solutions related to the problem areas. That are as follows: the efficient return of investment system, the project financing system, the professional project management, the benchmarking team operation, and the cut down on discussion period

A Development of the Risk Factor Dictionary for the Private Finance Construction Project (민간투자 건설사업 위험요인사전 개발)

  • Recently, the government is very active to secure the financial resources by inducement of the private investment in fulfilling an extension of the SOC facilities. One of the reasons that the private investors hesitate to put money into the private finance projects, however, is the lack of knowledges about various risks to be possibly incurred during the project execution. This research was performed as one of the preparation works in order for a A engineering company to act as a prime contractor of the project management service in the private finance project, and finally developed the risk factor dictionary as a new concept to satisfy the requirement of a A company and overcome a limit of the existing risk checklists. Although the risk factor dictionary looks like the only simplified table to be the risk factors identified in three dimensions, the impacts and response strategies expressed in narrative and multi-items, and the responsible parties indicated, it has great meanings to get a lot of direct and indirect accomplishments over the simplified table during the development process.

  • The PPPs(public private partnerships) which was introduced in the later part of the 1990s has grown since 2005, with the beginning of BTL(Build Transfer Lease) type which retrieves the investment by receiving the lease payment from the government. As application areas and scale of the PPPs have been further expanded, it is expected the demand on special purpose facilities will be increased. We do know only successful foreign practices of the PPPs but have rarely consider the failure cases. Therefore, this paper derives implications by analyzing the case of National physical laboratory project which is known as a typical failure case of UK's PFI. We find that from the perspective of governance, the reasons leading to the failure of business are an insufficient of technical rationality, unsettled social relationships and inefficient risk management. Based on the case study, this study shows how to improve management system for special purpose PPPs business in Korea.
