Most of marine casualties are caused by not only wrong operation of equipments but also lack of knowledge about navigational equipments or systems. But we can say these casualties result from lack of ship handling skill or lack of situational awareness. This study aims to investigate the recent status of SHS and suggest several recommendations such as teaching skills, evaluation skill, etc. to make more efficient crew training with SHS (ship handling simulator).

Several full mission simulators have been installed since about 10 years ago in Korea. The newly established Marine Simulation Training and Research Center at Korea Maritime University has played a key role for education and training of both cadets and in-service officers trainees, and for research on Korea ports such as Jeju international cruise port, Ulsan SBM and Kwangyang container port and many others. This study mainly focuses maritime education and training on the ship handling simulation and the bridge resource management conducted by Korea Maritime University.

최근 해상교통안전진단제도가 국내에 도입되면서 선박의 안전여부를 판별하는 중요한 핵심 기술 요소로 다양한 항행 환경을 인위적으로 재현하는 선박조종시뮬레이션이 활용되고 있다. 그러나 현행 시행지침에 명시된 진단기술은 국내 시뮬레이터 보유 기관에서 공통적으로 활용하고 있는 수행 절차 및 평가 방법 등을 일반화한 것으로 이에 대한 적절한 보완 또는 개선이 필요하다. 본 연구는 현행 선박조종시뮬레이션 진단기술의 기술력 분석과 함께 한계점 및 문제점 등의 적정성 평가를 수행하였다. 또한 선박조종시뮬레이션 선박모델의 표준화, 표준조선법, 평가 방법 등의 고도화 방안을 제시하였다. 이러한 연구 결과는 선박조종시뮬레이터 시스템 개선은 물론 해상교통안전진단제도에 활용되고 있는 진단 기술의 정량화 및 신뢰성 향상에 기여할 것으로 사료된다.

The evaluation systems in SHS(Ship Handling Simulator) or ERS(Engine Room Simulator) give trainees the opportunity to feedback how they responded suggesting them the operation result by scores. If SHS and ERS are integrated each other by network to enable the synchronous training for both deck and engine officers these systems need to include inherently the function of integrated evaluation which produces the evaluation score for the team play of deck and engine officers. The integrated evaluation is effective especially when assessing the responses at emergency situation of ship or the matter of efficiency of ship operation even if assessors feel difficult in editing simulation scenarios for integrated evaluation. This study focuses on the property of integrated evaluation and considerations when editing them. It suggests also a useful procedure to estimate whether a scenario for integrated evaluation is reasonable and balanced or not based on the analysis in the proprieties and reasonabilities which are to be prepared by assessors before testing trainees or examinees.

본 연구의 목적은 선박조종시뮬레이터(Ship Handling Simulator)를 이용하여 해기사 SRK(Skill-, Rule-, Knowledge) 기반 행동 측정을 하고자 하는 것이다. SRK 행동은 Rasmussen에 의해 제안된 행동 이론이며, 인적오류로 인한 사고는 매년 발생하고 있고, 인적오류로 인한 해양사고를 줄이고자 하는 연구가 필요하다. 우선 해기사 SRK 행동을 정의하고, 선박조종시뮬레이터를 이용하고 다양한 시나리오를 통해 해양사고 중 충돌상황에 대하여 측정 방법을 연구하고자 한다.

항해장비의 성능이 고도화되고 있으나 해기사의 항해기기 운용능력, 즉 해양사고 저감을 위한 항해사의 위험 예견 능력과 회피의무의 중요성은 지속적으로 증대되고 있다. 이 능력과 의무는 항해사의 인지능력으로도 표현할 수 있다. 해기능력이 상이한 각 선교팀이 선박 조종시뮬레이터로 인명구조조선을 실시하여 나타난 선박의 항적을 기반으로 인지상황 발생 초기대응별 사례를 분석하고, 단계별 항적, ROT 값 등 분석 자료를 인지교육모델, 해기사의 상황인식평가 기초자료로 활용하고자 한다.
