실험 I. : 본 실험은 단수수에 대하여 재배시기를 이동함에 따르는 실용 제형질의 변화를 구명하기 위하여 1968~1969년까지 2개년에 거쳐 작물시험장 특용작물 연구실(수원)에서 시행되었으며 품종은 조만생, 초형, Syrup형, Sugar형 등 생태적 특성을 달리한 17개품종이 공시되었으며 묘종기 양년 모두 4월 5일부터 8월 25일까지 20일 간격으로 8회에 걸쳐 파종하여 조사한 바 그 결과를 요약하면 다음과 같다. 1. 발아기(발아일수)는 파종기를 앞당겨 저온하에 파종하면 발아에 소요되는 일수가 많고 파종기가 늦어서 기온이 상승됨에 따라 발아 일수가 직선적으로 단축되다가 8월 25일 이후의 파종부터는 다시 지연되는 경향이었다. 발아기간의 일평균온도와 발아일수간에는 높은 부상관관계가 있으나 이와는 반대로 발아일수와 적산온도간에는 고도의 정상관이 인정되었다. 2. 파종기의 지연에 따라 출수일수는 거의 직선적으로 단축된다. 공시된 품종간에 평균출수일수차는 30.2일이란 큰 차이가 있었다. 이들을 10일간격으로 조, 중, 만생군으로 구별하면 조생군은 평균출수일수가 78.5
본실험은 우리 나라 중부지방에 있어서의 수도의 재배 시기를 이동함에 따르는 실용제형질의 변화를 구명하기 위하여1958~'60년의 3개년에 걸쳐 농업시험장(현 작물시험장) 답작과(수원)에서 시행한 실험으로서 공시품종은 조만성, 초형 등 생태적특성을 달리하는 연산.수원 8002.오조.팔달 및 조광의 5품종을 공시하였으며, 파종기는 3월 2일 ~7월 10일까지를 10일 간격으로 14회에 걸쳐 파종하였고, 또 각 파종기마다 각각 못자리 일수를 30일, 40일, 50일, 60일, 70일 및 8일묘로 하여 이앙하여 실험하였다. 그 결과를 요약하면 다음과 같다. 1. 출수기 : 1) 파종기가 지연됨에 따라서 출수기도 거의 일직선으로 지연되나, 그 정도는 조생종에서 크고 만생종은 작으며, 또 못자리 일수가 길어짐에 따라서 커진다. 2) 출수까지의 일수는 각 품종 모두 파종기의 지연에 따라서 거의 일직선으로 단축하나, 품종에 따라 그 정도의 차이가 있어서 조생종은 단축일수가 작고 만생종이 크다. 그리고 동일품종 내에서도 못자리 일수가 길어짐에 따라 단축일수는 작아졌다. 또 최단축일수에 도달하는 시기도 조생종은 빠르나 만생종은 늦어진다. 또 못자리 일수가 긴 구에서 그 시기는 빨라진다. 품종 및 못자리 일수에 따라 차이가 있으나 어느 시기 이후의 파종기가 되면 단축을 나타내지 않게 되고, 다시 파종기가 늦어지면 한냉한 기후의 영향을 받아 출수일수는 오히려 연장된다. 3) 파종기(X)와 출수까지의 일수(Y)와의 회귀직선식 Y=a+bX의 계수 b(출수일수단축율)와 평균일수일수와는 고도의 상관이 인정되며, 평균출수일수가 클수록, 즉 만생종일수록 파종기의 지연에 의한 출수촉진일수가 컸었다. 4) 어느 품종의 파종기가 동일역일이면 못자리 일수가 극단으로 길지 않은 범위 내에서는(파종기의 지연에 따라서 출수까지의 일수가 직선적으로 단축되는 범위내에서의) 출수일수의 년차간의 변이는 크지 않으므로 목적하는 품종에 대한 수회의 파종기에 걸쳐 출수기의 변동을 조사하여 실험식(파종기와 출수까지의 일수와의 회귀직선식)을 구해 두면 임의의 재배시기에 있어서의 출수기를 추정할 수 있다. 5) 파종기가 3월하순~6월중순, 못자리 일수가 30~50일의 범위에서는 보통기재배에 있어서의 품종의 출수기의 조만을 가지고 그 전후에 해당하는 파종기에 있어서의 각각의 품종에 대한 출수기를 추정할 수 있다. 2. 성숙기 : 6) 출수기가 지연됨에 따라서 성숙한계 출수기의 범위 내에서는 성숙기도 거의 일직선으로 지연된다. 그 정도는 품종 및 못자리 일수의 장단에 의한 차이가 크다. 평균온도의 영향을 받는 범위 내에서는 출수기(X)가 지연됨에 따라서 성숙기간 중의 평균온도(Y)는 그것에 따라서 저하하며 품종간에 차이가 있으나, 전체적으로 보아 양자의 관계를 8월 1일부터 9월 13일까지의 범위에서는 Y=25.53-0.182X의 회귀직선식으로 나타낼 수 있다. 7) 품종의 조만생에 의한 성숙기간에 있어서의 평균온도의 차이가 심하며, 조생종은 최고 28
토지국유원칙(土地國有原則)을 표방(標榜)하고 "공사(公私) 공리(共利)"를 기본원칙(基本原則)으로 하고 있었던 고려조(高麗朝)의 시전과제도(柴田科制度)도 집권력(執權力)의 약화(弱化)로 인(因)하여 조만간(早晩間), 붕괴(崩壞)되고 말았던 것이나 임지제도(林地制度)에 있어서는 분묘설정(墳墓設定)의 자유(自由)와 개간장려(開墾奬勵)를 이용(利用)한 삼림(森林)의 광점(廣占) 및 전시과제도(田柴科制度)로 인(因)한 시지(柴地)의 수조권위양(收租權委讓)으로 유래(由來)된 사적수조권(私的洙組權)이 결부(結付)된 삼림(森林)의 사점현상등(私占現象等)이 점차(漸次) 발전(發展)하여 고려중기(高麗中期)의 국정해지기이후(國政解地期以後)에는 대부분(大部分)의 삼림(森林)이 권력층(權力層)의 사점지(私占地)로 화(化)하여 왔었다. 고려조(高麗朝)의 모든 제도(制度)를 그대로 계승(繼承)한 이조(李朝)는 건국후(建國後) 국가소용(國家所用)의 삼림확보(森林確保)를 위(爲)한 삼림수용(森林收用)의 제도확립(制度確立)이 긴요(緊要)하였음으로 전국(全國)의 삼림(森林)을 국가권력(國家權力)에 의(依)하여 공수(公收)하고 국가(國家)와 궁실소용이외(宮室所用以外)의 모든 삼림(森林)은 사점(私占)을 금(禁)한다는 "시장사점금지(柴場私占禁止)"의 제도(制度)를 법제화(法制化)하였고 도성주변(都城周邊)의 사산(四山)을 금산(禁山)으로 함과 아울러 우량(優良)한 임상(林相)의 천연림(天然林)을 택(擇)하여 전조선용재(戰漕船用材)와 궁실용재(宮室用材)의 확보(確保)를 위(爲)한 외방금산(外方禁山)으로 정(定)하고 그 금양(禁養)을 위(爲)하여 산직(山直)을 배치(配置)하였다. 그리고 연병(練兵)과 국왕(國王)의 수렵(狩獵)을 위(爲)한 강무장(講武場)과 관용시장(官用柴場), 능원부속림(陵園附屬林)의 금벌(禁伐), 금화(禁火)를 제정(制定) 등(等) 필요(必要)에 따라 수시(隨時)로 삼림(森林)을 수용(收用)하였으나 고려조이래(高麗朝以來)로 권력층(權力層)에 의(依)하여 사점(私占)되어온 삼림(森林)을 왕권(王權)으로 모두 공수(公收)하지는 못하였던 것이다. 이조초기(李朝初期)에 있어서의 집권층(執權層)은 그 대부분(大部分)이 고려조(高麗朝)에서의 권력층(權力層)이었던것 임으로 그들은 이미 전조시대(前朝時代)로부터 많은 사점림(私占林)을 보유(保有)하고 있었던 것이고 따라서 그들이 권력(權力)을 장악(掌握)하고 있는 한(限) 사점림(私占林)을 공수(公收)한다는 것은 어려운 일이었으며 그들은 오히려 권력(權力)을 이용(利用)하여 사점림(私占林)을 확대(擴大)하고 있었던 것이다. 또 왕자(王子)들도 묘지(墓地)를 빙자(憑藉)하여 주(主)로 도성주변(都城周邊)의 삼림(森林)을 광점(廣占)하고 있던 터에 성종(成宗)의 대(代) 이후(以後)로는 왕자신(王自身)이 금령(禁令)을 어기면서 왕자(王子)에게 삼림(森林)을 사급(賜給)하였음으로 16세기말(世紀末)에는 원도지방(遠道地方)에 까지 왕자(王子)들의 삼림사점(森林私占)이 확대(擴大)되었고 이에 편승(便乘)한 권신(權臣)들의 삼림사점(森林私占)도 전국(全國)으로 파급(波及)하였다. 임진왜란후(壬辰倭亂後)에 시작(始作)된 왕자(王子)에 대(對)한 시장절급(柴場折給)은 삼림(森林)의 상속(相續)과 매매(賣買)를 합법화(合法化)시켰고 이로 인(因)하여 봉건제하(封建制下)에서의 사유림(私有林)을 발생(發生)시키게 된 것이다. 그리하여 권신(權臣)들도 합법적(合法的)으로 삼림(森林)을 사점(私占)하게 되었고 따라서 이조시대(李朝時代) 임지제도(林地制度)의 기본(基本)이었던 시장사점금지(柴場私占禁止)의 제도(制度)는 건국초(建國初)로부터 실행(實行)된 일이 없었으며 오로지 국가(國家)의 삼림수용(森林收用)을 합법화(合法化)시키는 의제(擬制)에 불과(不過)하였던 것이다. 금산(禁山)은 그 이용(利用)과 관리제도(管理制度)의 불비(不備)로 인(因)하여 산하주민(山下住民)들의 염오(厭惡)의 대상(對象)이 되었음으로 주민(住民)들의 고의적(故意的)인 금산(禁山)의 파괴(破壞)는 처음부터 심(甚)하였고 이로 인(因)하여 국가(國家)에서는 용재림확보(用材林確保)를 위(爲)한 금산(禁山)의 증설(增設)을 거듭하였으나 관리제도(管理制度)의 개선(改善)이 수반(隨伴)되지 않았음으로 금산(禁山)의 황폐(荒廢)는 더욱 증대(增大)되었다. 영조(英祖)는 정국(政局)을 안정(安定)시키기 위(爲)하여 경국대전이후(經國大典以後) 남발(濫發)된 교령(敎令)과 법령(法令)을 정비(整備)하여 속대전(續大典)을 편찬(編纂)하고 삼림법령(森林法令)을 정비(整備)하여 도성주변(都城周邊)의 금산(禁山)과 각도(各道) 금산(禁山)의 명칭대신(名稱代身) 서기(西紀) 1699년(年) 이후(以後) 개칭(改稱)하여온 봉산(封山)의 금양(禁養)을 강화(强化)시키는 한편 사양산(私養山)의 권한(權限)을 인정(認定)하는 등(等) 적극적(積極的)인 육림정책(育林政策)을 퍼려하였으나 계속적(繼續的)인 권력층(權力層)의 삼림사점광대(森林私占廣大)는 농민(農民)들로부터 삼림(森林)을 탈취(奪取)하였고 농민(農民)들 이 삼림(森林)을 상실(喪失)함으로써 국가(國家)의 육림장려등(育林奬勵策)은 효과(効果)를 나타내지 못하였던 것이다. 임진왜란후(壬辰倭亂後)의 국정해이(國定解弛)로 인(因)한 묘지광점(墓地廣占), 왕자(王子)에 대(對)한 삼림(森林)의 절급(折給) 권세층(權勢層)에 대(對)한 산림사점(森林私占)은 인허(認許)하는 입안문서(立案文書)의 발행등(發行等)으로 법전상(法典上)의 삼임사점금지조항(森林私占禁止條項)은 사문화(死文化)되었고 이조말기(李朝末期)에 있어서는 사양산(私養山)의 강탈(强奪)도 빈발(頻發)하고 있음을 볼수 있다. 이와 같이 이조시대(李朝時代)의 시장사점금지조항(柴場私占禁止條項)은 오로지 농민(農民)에게만 적용(適用)되는 규정(規定)에 불과(不過)하였고 이로 인(因)하여 농민(農民)들의 육림의욕(育林意慾)은 상실(喪失)되었으며 약탈적(掠奪的)인 삼림(森林)의 채취이용(採取利用)은은 금산(禁山), 봉산(封山) 및 사양산(私養山)을 막론(莫論)하고 황폐(荒廢)시키는 결과(結果)를 자아냈으며 권력층(權力層)의 삼림점탈(森林占奪)에 대항(對抗)한 송계(松契)의 활동(活動)으로 일부(一部) 공산(公山)이 농민(農民)의 입회지(入會地)로서 보존(保存)되어왔다. 그럼에도 불구(不拘)하고 일제(日帝)는 이조말기(李朝末期)의 삼림(森林) 거의 무주공산(無主公山)이 었던것처럼, 이미 사문화(死文化)된 삼림사점금지조항(森林私占禁止條項)을 활용(活用)함으로써, 국가림(國有林)으로 수탈(收奪)한후(後) 식민정책(植民政策)에 이용(利用)하였던 것이나, 실제(實際)에 있어서 이조시대(李朝時代)의 삼림(森林)은 금산(禁山), 봉산(封山), 능원부속림등(陸園附屬林等)의 관금지(官禁地)와 오지름(奧地林)을 제외(除外)하고는 대부분(大部分)의 임지(林地)가 권세층(權勢層)의 사유(私有) 내지(乃至)는 사점하(私占下)에 있었던 것이다.
The wall shear stress in the vicinity of end-to end anastomoses under steady flow conditions was measured using a flush-mounted hot-film anemometer(FMHFA) probe. The experimental measurements were in good agreement with numerical results except in flow with low Reynolds numbers. The wall shear stress increased proximal to the anastomosis in flow from the Penrose tubing (simulating an artery) to the PTFE: graft. In flow from the PTFE graft to the Penrose tubing, low wall shear stress was observed distal to the anastomosis. Abnormal distributions of wall shear stress in the vicinity of the anastomosis, resulting from the compliance mismatch between the graft and the host artery, might be an important factor of ANFH formation and the graft failure. The present study suggests a correlation between regions of the low wall shear stress and the development of anastomotic neointimal fibrous hyperplasia(ANPH) in end-to-end anastomoses. 30523 T00401030523 ^x Air pressure decay(APD) rate and ultrafiltration rate(UFR) tests were performed on new and saline rinsed dialyzers as well as those roused in patients several times. C-DAK 4000 (Cordis Dow) and CF IS-11 (Baxter Travenol) reused dialyzers obtained from the dialysis clinic were used in the present study. The new dialyzers exhibited a relatively flat APD, whereas saline rinsed and reused dialyzers showed considerable amount of decay. C-DAH dialyzers had a larger APD(11.70
Much has teed changed in the field of hospital administration in the It wake of the rapid development of sciences, techniques ana systematic hospital management. However, we still have a long way to go in organization, in the quality of hospital employees and hospital equipment and facilities, and in financial support in order to achieve proper hospital management. The above factors greatly effect the ability of hospitals to fulfill their obligation in patient care and nursing services. The purpose of this study is to determine the optimal methods of standardization and quality nursing so as to improve present nursing services through investigations and analyses of various problems concerning nursing administration. This study has been undertaken during the six month period from October 1971 to March 1972. The 41 comprehensive hospitals have been selected iron amongst the 139 in the whole country. These have been categorized according-to the specific purposes of their establishment, such as 7 university hospitals, 18 national or public hospitals, 12 religious hospitals and 4 enterprise ones. The following conclusions have been acquired thus far from information obtained through interviews with nursing directors who are in charge of the nursing administration in each hospital, and further investigations concerning the purposes of establishment, the organization, personnel arrangements, working conditions, practices of service, and budgets of the nursing service department. 1. The nursing administration along with its activities in this country has been uncritical1y adopted from that of the developed countries. It is necessary for us to re-establish a new medical and nursing system which is adequate for our social environments through continuous study and research. 2. The survey shows that the 7 university hospitals were chiefly concerned with education, medical care and research; the 18 national or public hospitals with medical care, public health and charity work; the 2 religious hospitals with medical care, charity and missionary works; and the 4 enterprise hospitals with public health, medical care and charity works. In general, the main purposes of the hospitals were those of charity organizations in the pursuit of medical care, education and public benefits. 3. The survey shows that in general hospital facilities rate 64 per cent and medical care 60 per-cent against a 100 per cent optimum basis in accordance with the medical treatment law and approved criteria for training hospitals. In these respects, university hospitals have achieved the highest standards, followed by religious ones, enterprise ones, and national or public ones in that order. 4. The ages of nursing directors range from 30 to 50. The level of education achieved by most of the directors is that of graduation from a nursing technical high school and a three year nursing junior college; a very few have graduated from college or have taken graduate courses. 5. As for the career tenure of nurses in the hospitals: one-third of the nurses, or 38 per cent, have worked less than one year; those in the category of one year to two represent 24 pet cent. This means that a total of 62 per cent of the career nurses have been practicing their profession for less than two years. Career nurses with over 5 years experience number only 16 per cent: therefore the efficiency of nursing services has been rated very low. 6. As for the standard of education of the nurses: 62 per cent of them have taken a three year course of nursing in junior colleges, and 22 per cent in nursing technical high schools. College graduate nurses come up to only 15 per cent; and those with graduate course only 0.4 per cent. This indicates that most of the nurses are front nursing technical high schools and three year nursing junior colleges. Accordingly, it is advisable that nursing services be divided according to their functions, such as professional, technical nurses and nurse's aides. 7. The survey also shows that the purpose of nursing service administration in the hospitals has been regulated in writing in 74 per cent of the hospitals and not regulated in writing in 26 per cent of the hospitals. The general purposes of nursing are as follows: patient care, assistance in medical care and education. The main purpose of these nursing services is to establish proper operational and personnel management which focus on in-service education. 8. The nursing service departments belong to the medical departments in almost 60 per cent of the hospitals. Even though the nursing service department is formally separated, about 24 per cent of the hospitals regard it as a functional unit in the medical department. Only 5 per cent of the hospitals keep the department as a separate one. To the contrary, approximately 12 per cent of the hospitals have not established a nursing service department at all but surbodinate it to the other department. In this respect, it is required that a new hospital organization be made to acknowledge the independent function of the nursing department. In 76 per cent of the hospitals they have advisory committees under the nursing department, such as a dormitory self·regulating committee, an in-service education committee and a nursing procedure and policy committee. 9. Personnel arrangement and working conditions of nurses 1) The ratio of nurses to patients is as follows: In university hospitals, 1 to 2.9 for hospitalized patients and 1 to 4.0 for out-patients; in religious hospitals, 1 to 2.3 for hospitalized patients and 1 to 5.4 for out-patients. Grouped together this indicates that one nurse covers 2.2 hospitalized patients and 4.3 out-patients on a daily basis. The current medical treatment law stipulates that one nurse should care for 2.5 hospitalized patients or 30.0 out-patients. Therefore the statistics indicate that nursing services are being peformed with an insufficient number of nurses to cover out-patients. The current law concerns the minimum number of nurses and disregards the required number of nurses for operation rooms, recovery rooms, delivery rooms, new-born baby rooms, central supply rooms and emergency rooms. Accordingly, tile medical treatment law has been requested to be amended. 2) The ratio of doctors to nurses: In university hospitals, the ratio is 1 to 1.1; in national of public hospitals, 1 to 0.8; in religious hospitals 1 to 0.5; and in private hospitals 1 to 0.7. The average ratio is 1 to 0.8; generally the ideal ratio is 3 to 1. Since the number of doctors working in hospitals has been recently increasing, the nursing services have consequently teen overloaded, sacrificing the services to the patients. 3) The ratio of nurses to clerical staff is 1 to 0.4. However, the ideal ratio is 5 to 1, that is, 1 to 0.2. This means that clerical personnel far outnumber the nursing staff. 4) The ratio of nurses to nurse's-aides; The average 2.5 to 1 indicates that most of the nursing service are delegated to nurse's-aides owing to the shortage of registered nurses. This is the main cause of the deterioration in the quality of nursing services. It is a real problem in the guest for better nursing services that certain hospitals employ a disproportionate number of nurse's-aides in order to meet financial requirements. 5) As for the working conditions, most of hospitals employ a three-shift day with 8 hours of duty each. However, certain hospitals still use two shifts a day. 6) As for the working environment, most of the hospitals lack welfare and hygienic facilities. 7) The salary basis is the highest in the private university hospitals, with enterprise hospitals next and religious hospitals and national or public ones lowest. 8) Method of employment is made through paper screening, and further that the appointment of nurses is conditional upon the favorable opinion of the nursing directors. 9) The unemployment ratio for one year in 1971 averaged 29 per cent. The reasons for unemployment indicate that the highest is because of marriage up to 40 per cent, and next is because of overseas employment. This high unemployment ratio further causes the deterioration of efficiency in nursing services and supplementary activities. The hospital authorities concerned should take this matter into a jeep consideration in order to reduce unemployment. 10) The importance of in-service education is well recognized and established. 1% has been noted that on the-job nurses. training has been most active, with nursing directors taking charge of the orientation programs of newly employed nurses. However, it is most necessary that a comprehensive study be made of instructors, contents and methods of education with a separate section for in-service education. 10. Nursing services'activities 1) Division of services and job descriptions are urgently required. 81 per rent of the hospitals keep written regulations of services in accordance with nursing service manuals. 19 per cent of the hospitals do not keep written regulations. Most of hospitals delegate to the nursing directors or certain supervisors the power of stipulating service regulations. In 21 per cent of the total hospitals they have policy committees, standardization committees and advisory committees to proceed with the stipulation of regulations. 2) Approximately 81 per cent of the hospitals have service channels in which directors, supervisors, head nurses and staff nurses perform their appropriate services according to the service plans and make up the service reports. In approximately 19 per cent of the hospitals the staff perform their nursing services without utilizing the above channels. 3) In the performance of nursing services, a ward manual is considered the most important one to be utilized in about 32 percent of hospitals. 25 per cent of hospitals indicate they use a kardex; 17 per cent use ward-rounding, and others take advantage of work sheets or coordination with other departments through conferences. 4) In about 78 per cent of hospitals they have records which indicate the status of personnel, and in 22 per cent they have not. 5) It has been advised that morale among nurses may be increased, ensuring more efficient services, by their being able to exchange opinions and views with each other. 6) The satisfactory performance of nursing services rely on the following factors to the degree indicated: approximately 32 per cent to the systematic nursing activities and services; 27 per cent to the head nurses ability for nursing diagnosis; 22 per cent to an effective supervisory system; 16 per cent to the hospital facilities and proper supply, and 3 per cent to effective in·service education. This means that nurses, supervisors, head nurses and directors play the most important roles in the performance of nursing services. 11. About 87 per cent of the hospitals do not have separate budgets for their nursing departments, and only 13 per cent of the hospitals have separate budgets. It is recommended that the planning and execution of the nursing administration be delegated to the pertinent administrators in order to bring about improved proved performances and activities in nursing services.
마늘의 단경기(端境期)인 3~4월(月)에 수확(收穫)할 수 있는 작형개발(作型開發)의 기술체계(技術體系)를 확립(確立)할 목적(目的)으로 난지계(暖地系)인 남해지방종(南海地方種)과 한지계(寒地系)인 의성지방종(義城地方種)을 공시(供試)하여 파종기별(播種期別)로 저온처리개시기(低溫處理開始期) 및 저온처리기간(低溫處理期間)을 달리하여 숙기(熟期)를 포함(包含)하는 몇가지 생육상태(生育狀態) 및 수량(收量)에 미치는 영향(影響)에 대(對)해서 시험(試驗)을 실시(實施)하였던 바 그 결과(結果)는 다음과 같다. 1. 맹아(萌芽)가 촉진(促進)되는 정도(程度)는 난지계(暖地系)의 경우 9월(月) 14일(日)과 9월(月) 29일(日) 파종(播種)에서 저온처리(低溫處理)의 효과(效果)가 높고, 맹아소요일수(萌芽所要日數)는 9월(月) 14일(日) 파종(播種)에서 30일간(日間) 저온처리(低溫處理), 9월(月) 29일(日) 파종(播種)에서 45일간(日間) 저온처리(低溫處理)를 할 경우 가장 짧았다. 저온처리개시일(低溫處理開始日)로 보면 7월(月) 31일(日) 이전(以前)과 8월(月) 15일(日) 이후(以後)에 저온처리(低溫處理)한 것에는 현저(顯著)한 차이(差異)를 보였는데 그 중 8월(月) 15일(日)~8월(月) 30일(日)에 45일간(日間) 저온처리(低溫處理)한 것이 맹아(萌芽)가 가장 빨랐다. 한지계(寒地系)에서는 9월(月) 29일(日)에서 11월(月) 13일(日) 파종(播種)까지는 저온처리(低溫處理)에 의(依)해서 촉진(促進)되었고 저온처리기간(低溫處理期間)은 60일간(日間) 저온처리(低溫處理)가 가장 효과적(效果的)이었다. 2. 파종기별(播種期別) 저온처리(低溫處理)에 의(依)한 초기생장(初期生長)의 효과(效果)는 9월(月) 14일(日)과 9월(月) 29일(日)에서 현저(顯著)하였고 중기이후(中期以後) 생장효과(生長效果)는 10월(月) 29일(日) 파종(播種)까지 나타났다. 또한 생장(生長)을 촉진(促進)시키는 저온처리기간(低溫處理期間)에 있어서 난지계(暖地系)는 45일(日)과 60일(日), 한지계(寒地系)는 60일간(日間) 저온처리(低溫處理)였다. 전개엽수(展開葉數)는 저온처리기간(低溫處理期間)이 길고 파종기(播種期)가 늦어질수록 적어지는 경향(傾向)이었다. 3. 인편분화기(鱗片分化期)와 구비대기(球肥大期)에 있어서 저온효과(低溫效果)가 가장 큰 것은 난지계(暖地系)는 7월(月) 31일(日)~8월(月) 15일(日)에 저온개시(低溫開始)하여 45일(日)과 60일간(日間) 처리(處理)로 9월(月) 14일(日), 9월(月) 29일(日), 10월(月) 14일(日)에 파종(播種)한 구(區)였다. 한지계(寒地系)에 있어서는 8월(月) 15일(日)에 저온(低溫) 개시(開始)하여 60일간(日間) 처리(處理)로 10월(月) 14일(日)에 파종(播種)한 구(區)였으며 그 이후(以後) 저온개시(低溫開始)한 것은 난(暖), 한지계(寒地系) 다같이 저온처리기간(低溫處理期間)이 길수록 빨랐다. 4. 추태(抽苔)에 있어서 난지계(暖地系)는 저온개시일(低溫開始日)이 빠르고 저온처리기간(低溫處理期間)이 길수록 빨랐으며 한지계(寒地系)는 8월(月) 15일(日)~8월(月) 30일(日)에 저온처리(低溫處理)를 개시(開始)하여 45일(日)과 60일간(日間) 저온처리(低溫處理)한 것이 빨랐고 그 이후(以後)는 저온처리기간(低溫處理期間)이 길수록 빨랐다. 이차생장(二次生長)은 난(暖), 한지계(寒地系) 다같이 파종기(播種期)가 빠르고 저온처리기간(低溫處理期間)이 길수록 많았다. 5. 수확기(收穫期)에 있어서 난지계(暖地系)는 7월(月) 31일(日)부터 8월(月) 30일(日)까지에 저온개시(低溫開始)한 45일(日)과 60일간(日間) 저온처리(低溫處理)가 빨랐고 한지계(寒地系)에 있어서는 7월(月) 31일(日)부터 8월(月) 30일(日)까지에 저온개시(低溫開始)하여 60일(日)과 90일간(日間) 저온처리(低溫處理)가 빨랐다. 6. 구중(球重)이 큰 순위(順位)는 난지계(暖地系)에서는 10월(月) 14일(日) 파종(播種)의 45일간(日間) 저온처리(低溫處理)가 가장 많았고, 다음은 9월(月) 29일(日) 파종(播種)의 45일간(日間) 저온처리(低溫處理)였다. 한지계(寒地系)에서는 10월(月) 14일(日) 파종(播種)의 60일간(日間) 저온처리(低溫處理)가 가장 많았고, 다음은 10월(月) 14일(日) 파종(播種)의 45일간(日間) 저온처리(低溫處理)였다. 구중(球重)을 저온개시일(低溫開始日)로 보면 난지계(暖地系)는 8월(月) 30일(日)에 저온개시(低溫開始)하여 45일간(日間) 저온처리(低溫處理)가, 한지계(寒地系)는 8월(月) 15일(日)에 저온개시(低溫開始)하여 60일간(日間) 저온처리(低溫處理)가 가장 많았다. 7. 수확일수(收穫日數)와 1월(月) 12일(日)의 초장(草長)과는 부(負)의 상관(相關)을, 인편분화일수(鱗片分化日數)와는 높은 정(正)의 상관(相關)을 나타냈는데 발육(發育)이 촉진(促進)되고 인편분화(鱗片分化)가 빠른 것이 수확일(收穫日)이 빨랐다. 구중(球重)과 초장(草長)과는 높은 정(正)의 상관(相關)을 나타내어 생육(生育)이 빠를수록 구중(球重)도 증가(增加)하였다. 구중(球重)과 인편분화일수(鱗片分化日數), 구(球) 비대일수(肥大日數), 수확일수(收穫日數)는 높은 부(負)의 상관(相關)을 나타내어 인편분화(鱗片分化)가 빠를수록 구중(球重)이 증가(增加)하는 경향(傾向)을 보였다. 이상(以上)의 결과(結果)로 마늘의 조기재배(早期栽培)는 난지계(暖地系) 마늘을 사용하여 8월(月) 15일(日)~8월(月) 30일(日)에 저온(低溫) 개시(開始)하여 45일간(日間) 저온처리(低溫處理)로 9월(月) 29일(日)과 10월(月) 14일(日)에 파종(播種)하면 무처리(無處理)에 비(比)해 30일간(日間) 단축(短縮)되어 4월(月) 12일(日)에 수확(收穫)할 수 있고 수량(收量)도 많아 가장 효과적(效果的)이라 사료(思料)된다.
1. The 'Kao Zheng Pai(考證派) comes from the 'Zhe Zhong Pai' and is a school that is influenced by the confucianism of the Qing dynasty. Just before the Korean War, the total number of the North Korean troops was 198,380, while that of the ROK(Republic of Korea) army troops 105,752. That is, the total number of the ROK army troops at that time was 53.3% of the total number of the North Korean army. As of December 2008, the total number of the North Korean troops is estimated to be 1,190,000, while that of the ROK troops is 655,000, so the ROK army maintains 55.04% of the total number of the North Korean troops. If the ROK army continues to reduce its troops according to [Military Reform Plan 2020], the total number of its troops will be 517,000 m 2020. If North Korea maintains the current status(l,190,000 troops), the number of the ROK troops will be 43.4% of the North Korean army. In terms of units, just before the Korean War, the number of the ROK army divisions and regiments was 80% and 44.8% of North Korean army. As of December 2008, North Korea maintains 86 divisions and 69 regiments. Compared to the North Korean army, the ROK army maintains 46 Divisions (53.4% of North Korean army) and 15 regiments (21.3% of North Korean army). If the ROK army continue to reduce the military units according to [Military Reform Plan 2020], the number of ROK army divisions will be 28(13 Active Division, 4 Mobilization Divisions and 11 Local Reserve Divisions), while that of the North Korean army will be 86 in 2020. In that case, the number of divisions of the ROK army will be 32.5% of North Korean army. During the Korean war, North Korea suddenly invaded the Republic of Korea and occupied its capital 3 days after the war began. At that time, the ROK army maintained 80% of army divisions, compared to the North Korean army. The lesson to be learned from this is that, if the ROK army is forced to disperse its divisions because of the simultaneous invasion of North Korea and attack of guerrillas in home front areas, the Republic of Korea can be in a serious military danger, even though it maintains 80% of military divisions of North Korea. If the ROK army promotes the plans in [Military Reform Plan 2020], the number of military units of the ROK army will be 32.5% of that of the North Korean army. This ratio is 2.4 times lower than that of the time when the Korean war began, and in this case, 90% of total military power should be placed in the DMZ area. If 90% of military power is placed in the DMZ area, few troops will be left for the defense of home front. In addition, if the ROK army continues to reduce the troops, it can allow North Korea to have asymmetrical superiority in military force and it will eventually exert negative influence on the stability and peace of the Korean peninsular. On the other hand, it should be reminded that, during the Korean War, the Republic of Korea was attacked by North Korea, though it kept 53.3% of troops, compared to North Korea. It should also be reminded that, as of 2008, the ROK army is defending its territory with the troops 55.04% of North Korea. Moreover, the national defense is assisted by 25,120 troops of the US Forces in Korea. In case the total number of the ROK troops falls below 43.4% of the North Korean army, it may cause social unrest about the national security and may lead North Korea's misjudgement. Besides, according to Lanchester strategy, the party with weaker military power (60% compared to the party with stronger military power) has the 4.1% of winning possibility. Therefore, if we consider the fact that the total number of the ROK army troops is 55.04% of that of the North Korean army, the winning possibility of the ROK army is not higher than 4.1%. If the total number of ROK troops is reduced to 43.4% of that of North Korea, the winning possibility will be lower and the military operations will be in critically difficult situation. [Military Reform Plan 2020] rums at the reduction of troops and units of the ground forces under the policy of 'select few'. However, the problem is that the financial support to achieve this goal is not secured. Therefore, the promotion of [Military Reform Plan 2020] may cause the weakening of military defence power in 2020. Some advanced countries such as Japan, UK, Germany, and France have promoted the policy of 'select few'. However, what is to be noted is that the national security situation of those countries is much different from that of Korea. With the collapse of the Soviet Unions and European communist countries, the military threat of those European advanced countries has almost disappeared. In addition, the threats those advanced countries are facing are not wars in national level, but terrorism in international level. To cope with the threats like terrorism, large scaled army trops would not be necessary. So those advanced European countries can promote the policy of 'select few'. In line with this, those European countries put their focuses on the development of military sections that deal with non-military operations and protection from unspecified enemies. That is, those countries are promoting the policy of 'select few', because they found that the policy is suitable for their national security environment. Moreover, since they are pursuing common interest under the European Union(EU) and they can form an allied force under NATO, it is natural that they are pursing the 'select few' policy. At present, NATO maintains the larger number of troops(2,446,000) than Russia(l,027,000) to prepare for the potential threat of Russia. The situation of japan is also much different from that of Korea. As a country composed of islands, its prime military focus is put on the maritime defense. Accordingly, the development of ground force is given secondary focus. The japanese government promotes the policy to develop technology-concentrated small size navy and air-forces, instead of maintaining large-scaled ground force. In addition, because of the 'Peace Constitution' that was enacted just after the end of World War II, japan cannot maintain troops more than 240,000. With the limited number of troops (240,000), japan has no choice but to promote the policy of 'select few'. However, the situation of Korea is much different from the situations of those countries. The Republic of Korea is facing the threat of the North Korean Army that aims at keeping a large-scale military force. In addition, the countries surrounding Korea are also super powers containing strong military forces. Therefore, to cope with the actual threat of present and unspecified threat of future, the importance of maintaining a carefully calculated large-scale military force cannot be denied. Furthermore, when considering the fact that Korea is in a peninsular, the Republic of Korea must take it into consideration the tradition of continental countries' to maintain large-scale military powers. Since the Korean War, the ROK army has developed the technology-force combined military system, maintaining proper number of troops and units and pursuing 'select few' policy at the same time. This has been promoted with the consideration of military situation in the Koran peninsular and the cooperation of ROK-US combined forces. This kind of unique military system that cannot be found in other countries can be said to be an insightful one for the preparation for the actual threat of North Korea and the conflicts between continental countries and maritime countries. In addition, this kind of technology-force combined military system has enabled us to keep peace in Korea. Therefore, it would be desirable to maintain this technology-force combined military system until the reunification of the Korean peninsular. Furthermore, it is to be pointed out that blindly following the 'select few' policy of advanced countries is not a good option, because it is ignoring the military strategic situation of the Korean peninsular. If the Republic of Korea pursues the reduction of troops and units radically without consideration of the threat of North Korea and surrounding countries, it could be a significant strategic mistake. In addition, the ROK army should keep an eye on the fact the European advanced countries and Japan that are not facing direct military threats are spending more defense expenditures than Korea. If the ROK army reduces military power without proper alternatives, it would exert a negative effect on the stable economic development of Korea and peaceful reunification of the Korean peninsular. Therefore, the desirable option would be to focus on the development of quality of forces, maintaining proper size and number of troops and units under the technology-force combined military system. The tableau above shows that the advanced countries like the UK, Germany, Italy, and Austria spend more defense expenditure per person than the Republic of Korea, although they do not face actual military threats, and that they keep achieving better economic progress than the countries that spend less defense expenditure. Therefore, it would be necessary to adopt the merits of the defense systems of those advanced countries. As we have examined, it would be desirable to maintain the current size and number of troops and units, to promote 'select few' policy with increased defense expenditure, and to strengthen the technology-force combined military system. On the basis of firm national security, the Republic of Korea can develop efficient policies for reunification and prosperity, and jump into the status of advanced countries. Therefore, the plans to reduce troops and units in [Military Reform Plan 2020] should be reexamined. If it is difficult for the ROK army to maintain its size of 655,000 troops because of low birth rate, the plans to establish the prompt mobilization force or to adopt drafting system should be considered for the maintenance of proper number of troops and units. From now on, the Republic of Korean government should develop plans to keep peace as well as to prepare unexpected changes in the Korean peninsular. For the achievement of these missions, some options can be considered. The first one is to maintain the same size of military troops and units as North Korea. The second one is to maintain the same level of military power as North Korea in terms of military force index. The third one is to maintain the same level of military power as North Korea, with the combination of the prompt mobilization force and the troops in active service under the system of technology-force combined military system. At present, it would be not possible for the ROK army to maintain such a large-size military force as North Korea (1,190,000 troops and 86 units). So it would be rational to maintain almost the same level of military force as North Korea with the combination of the troops on the active list and the prompt mobilization forces. In other words, with the combination of the troops in active service (60%) and the prompt mobilization force (40%), the ROK army should develop the strategies to harmonize technology and forces. The Korean government should also be prepared for the strategic flexibility of USFK, the possibility of American policy change about the location of foreign army, radical unexpected changes in North Korea, the emergence of potential threat, surrounding countries' demand for Korean force for the maintenance of regional stability, and demand for international cooperation against terrorism. For this, it is necessary to develop new approaches toward the proper number and size of troops and units. For instance, to prepare for radical unexpected political or military changes in North Korea, the Republic of Korea should have plans to protect a large number of refugees, to control arms and people, to maintain social security, and to keep orders in North Korea. From the experiences of other countries, it is estimated that 115,000 to 230,000 troops, plus ten thousands of police are required to stabilize the North Korean society, in the case radical unexpected military or political change happens in North Korea. In addition, if the Republic of Korea should perform the release of hostages, control of mass destruction weapons, and suppress the internal wars in North Korea, it should send 460,000 troops to North Korea. Moreover, if the Republic of Korea wants to stop the attack of North Korea and flow of refugees in DMZ area, at least 600,000 troops would be required. In sum, even if the ROK army maintains 600,000 troops, it may need additional 460,000 troops to prepare for unexpected radical changes in North Korea. For this, it is necessary to establish the prompt mobilization force whose size and number are almost the same as the troops in active service. In case the ROK army keeps 650,000 troops, the proper number of the prompt mobilization force would be 460,000 to 500,000.
