A Study on Introducing Security Certification for Control Systems (제어시스템 보안인증 도입 방안 연구)

  • SCADA(Supervisory Control and Data Acquisition) system is widely used for remote monitoring and control throughout the domestic industry. Due to a recent breach of security on SCADA systems, such as Stuxnet, the need of correctly established secure certification of a control system is growing. Currently, EDSA-CRT (Embedded Device Security Assurance-Communication Robustness Test), which tests the ability to provide core services properly in a normal/abnormal network protocol, is only focused on the testing of IP-based protocols such as IP, ARP, TCP, etc. Thus, in this paper, we propose test requirements for DNP3 protocol based on EDSA-CRT. Our analysis show that the specific test cases provide plentiful evidences that DNP3 should follow based on its functional requirements. As a result, we propose 33 specific test case for DNP3 protocol.

  • 전력계통의 원방감시제어시스템(SCADA)은 원방의 전력계동을 화면에 표시하고 감시하며 필요한 제어명령을 실행하는 시스템을 말한다. 철도청의 기존 전력계통 제어시스템은 UNIX를 기반으로 하여 특별히 교육 받은 운용자만이 감시제어 및 관리할 수 있고 구축비용이 많이 소요되며 지역 사무소에서 운용되기 때문에 원격지의 전력계통 사고의 경우 시스템 운용자는 현장의 근무자와 연락하여 사고의 원인을 파악하고 조치해야 하는 단점이 있다. 또한 새로운 통합 SCADA 시스템이 구축되면서 기존 지역사무소에서 운용하던 전력계통 제어시스템이 없어지고 중요 역사마다 지역사무소의 전력계통 제어시스템을 대체할 수 있는 소규모 전력계통 제어시스템의 설치가 요구되고 있다. 본 논문에서는 기존 UNIX를 기반으로 한 SCADA 시스템의 기능을 모두 수용하고 현장의 근무자들이 쉽게 감시제어 및 유지보수까지도 할 수 있는 경제적인 전력 계통 제어시스템을 개발하고자 한다. 소규모 전력 계통 제어시스템을 개발하기 위해 Cimon 이라는 산업자동화프로그램을 이용하였으며 철도청 철암 역사에 직접 시스템을 설치하여 원격소 장치(RTU)와 새로 추가 설치된 전자식배전반을 동시에 수용할 수 있는 소규모 전력계통 제어시스템을 개발하고 실험하였다.

  • Recently, the smart grid has become a hot issue and interest in related power sources have increased accordingly. The implementation of a smart grid can enable many generation resources to be linked to the power system, including small-scale reactors for the purpose of co-generation. Research on small-scale reactors is being carried out all over the world. Similarly, Korea is also conducting research on multi-purpose regional energy systems using nuclear energy. This paper proposes a real-time data acquisition and analysis system for small-scale reactors, and is known as the REX-10 (Regional Energy rX 10 MVA). This analysis requires real-time simulations for the power system since it needs data communication with a remote REX-10. A RTDS (Real Time Digital Simulator) has been used for the simulation, and a SCADA/HMI system interfaced with the RTDS is proposed for the purpose of monitoring and control of the regional energy system.

  • An Integrated Outage Management System (IOMS) is a utility owned, centralized information system. Using the Supervisory Control And Data Acquisition (SCADA) methodology, the IOMS integrates different databases and components of outage management systems to improve the quality of service of electrical power to customers. This paper describes the development of an IOMS and its related utility functionality. The design considerations, salient features, component integration, functional aspects, and implementation issues of the IOMS are discussed. Evidence shows that the IOMS implementation would result in improving the overall quality of electric power supply and effective outage management significantly.

  • 산업계에서의 제어시스템(Control System)은 크게 SCADA(Supervisory Control And Data Acquisition) 시스템, 분산 제어시스템(Distributed Control System, DCS), PLC 시스템 (Programmable Logic Controller System)으로 분류할 수 있다. 특히 전력분야의 SCADA 시스템은 목적상 실시간의 대규모 측정 정보 취득을 목적으로 운영되며, 실시간 및 이력 데이터베이스, 원격 데이터 취득, 다양한 데이터 처리, Supervisory Control 등 복잡한 기능과 다양한 전력시스템과의 정보교환이 요구된다. 다양한 전력시스템과의 정보 교환을 위한 표준화 요구에 부응하여, 향후 전력시스템은 표준화되고 공개된 정보모델을 활용한 통합시스템 개발이 요구된다. 본 논문에서는 전력 공통정보모델(CIM)과 애플리케이션 통합 정보기술을 이용한 전력시스템의 메시지 통합버스 설계에 대하여 기술하고자 한다.

  • In this study, authors have proposed the autonomous state estimation which has been composed with IEC61850, GPS time synchronization and objective model design concept. The proposed method is able to supervise/correct measurement and communication error from SCADA. The major advantages of the proposed autonomous state estimation are that it is possible to evaluate integrity of data measured and transferred from SCADA, to reduce human intervention and to expense national-size applications such as EMS (Energy Management System), WAMS (Wide Area Monitoring System) or WAPS (Wide Area Protection System). This study addresses the issues related to the operation of the smart grid and proposes a new automated approach to achieve this goal. Through applying the proposed system to IEEE 14-bus test electric system, we prove the possibility of the proposed idea.

Electromagnetic Environment of Transmission Line Based on Full Parameter Online Estimation

  • The parameters of transmission lines have an influence on the electromagnetic environment surrounding the line. This paper proposes a method based on phasor measurement unit (PMU) and supervisory control and data acquisition (SCADA) to achieve online estimation of transmission line full parameters, such as resistance, reactance and susceptance. The proposed full parameter estimation method is compared with the traditional method of estimating resistance independently based on SCADA system. Then, the electromagnetic environment is analyzed based on the different parameter estimation methods. The example results illustrate that online estimation of transmission line full parameters is more accurate in the analysis of electromagnetic environment, which further confirms its necessity and significance in engineering application.

  • The related industrial technologies are also being developed in medicine, education, the military, transportation, process management, security management and information technology industries due to a rapid progress in telecommunications technology. The supervisory remote control system is based upon telecommunications technology. The supervisory remote control systems are used in various ways such as city gas, water supply and drainage, environment, power, communication and device control fields. The supervisory remort control system became a solution with complex systems and important technologies in electricity, city gas filed that require safety management skills. The supervisory remote control system as a special technology has a lot of practical applications. In this paper, Let me examine the present status of remort control system applications and present development plans and alternatives in city-gas industrial technology.

  • 전력 사업자들은 일반 수용가에 대한 공급 신뢰도를 개선하기 위해서 배전 자동화 시스템을 도입, 실시간 고장구간 탐색 및 계통 재구성을 추진하고 있다. 그러나. 고장 감지기 자체의 오동작이나 통신상의 오류, 다중사고의 가능성 등 불확실성을 포함하고 있기 때문에 비상시 사고구간 추정에 많은 노력과 시간비용이 요구될 수 있다. 따라서. 본 연구에서는 확률론과 휴리스틱 탐색법을 이용하여 배전자동화 시스템에 수집된 정보가 불확실성을 포함하는 경우에도 신속하게 사고 예비 후보 지역을 제시함으로써 고장구간 추정시간을 최소화 할 수 있는 전문가 시스템이 개발된다.

An Implementation of communication protocol between control centers (전력제어센터간의 ICCP에 구현에 관한 연구)

  • Current power systems are integrated and operated in the form of EMS/SCADA with the development of computer and communication. With this EMS/SCADA system, the production, transmission and distribution of power are effectively operated. But if the communication protocol are different from each other, it is difficult to integrate the whole system. To solve this problem, Electric Power Research Institute (EPRI) issued new standard communication protocol between control centers named Inter-Control Center Protocol (ICCP). ICCP specifies the use of Manufacturing Message Specification(MMS) for the messaging services needed by ICCP in layer 7 and support the communication between heterogeneous control centers. This study deals the characteristics of ICCP, relation between ICCP and MMS and also implements the data exchange between control centers using ICCP.
