Science, technology, society and humanities (STSH) fusion research is aimed at creating new research areas and methods that can resolve complicated issues in society that cannot be solved by a single academic discipline. This study identifies initiatives that can promote STSH fusion research in Korea. We review the definition and characteristics of STSH fusion research to analyze the necessity of STSH fusion research with a focus on the structural changes in the S&T environment. The emergence and diffusion of generic technologies, transition to post catch-up innovation mode, and the evolution of policy to the third generation innovation policy are identified as notable changes. This paper briefly reviews the status of fusion research underway and presents initiatives to promote STSH fusion research.

Periodic replacement policies are proposed for a system whose repair cost, when it fails, can be estimated by inspection. The system is replaced when it reaches age T (Policy A), or when it fails for the first time after age T (Policy B). If it fails before reaching age T, the repair cost is estimated and minimal repair is then undertaken if the estimated cost is less than a predetermined limit L; otherwise, the system is replaced. The expected cost rate functions are obtained, their behaviors are examined, and ways of obtaining optimal T and L are explored.

This paper tries to identify emerging defense technology using S&T Text Mining. As a national agenda, there has been much effort to build S&T information systems including NTIS and DTiMS that enable researchers, policy makers, or field users to analyze technological changes and promote the best policy practices for efficient workflow, knowledge sharing, strategy development, or institutional competitiveness. In this paper, the S&T Text Mining application to unmanned combat technology using INSPEC DB is empirically illustrated and shows that it is a feasible approach to identify emerging defense technology as well as the structure of knowledge network of the future technology candidates.

In the paper, we designed a context aware task-role based access control system(CAT-RACS) which can control access and prevent illegal access efficiently for various information systems in ubiquitous computing environment. CAT-RACS applied CA-TRBAC, which adds context-role concept for achieve policy composition by context information and security level attribute to be kept confidentiality of information. CA-TRBAC doesn't permit access when context isn't coincident with access control conditions, or role and task's security level aren't accord with object's security level or their level is a lower level, even if user's role and task are coincident with access control conditions. It provides security services of user authentication and access control, etc. by a context-aware security manager, and provides context-aware security services and manages context information needed in security policy configuration by a context information fusion manager. Also, it manages CA-TRBAC policy, user authentication policy, and security domain management policy by a security policy manager.

The creation of S&T knowledge and development of S&T- based innovation has spread worldwide from traditionally advanced countries to traditionally developing countries, often under the direction of governments. Korea is an exemplar in this new locus. Korea's burst in Science and Technology during the last three decades has made Korea a substantive player in the global production of S&T knowledge and its application to business. Although Korea still trails the US and other top countries in the quality of research, it has leaped from its 1980s standing as bit player in the knowledge economy to being among the leaders in the early 21st Century. This paper shows that Korea's advance benefited from its active participation in the global market in higher education, in international research collaborations, and its close ties to the U.S. Korea's experience offers lessons for other countries who seek to advance by becoming knowledge economies. Korea proves that a developing country can gain comparative advantage in knowledge production and use; that government policy can stimulate such a development; and that openness to the world of higher education and research is the best way to move forward and overcome the middle income trap.

This article puts forward the opinion of a policy expert, who had been involved in Korea's science and technology policy for 30 years, about technology policy for SMEs. This article first explains why technology policies for SMEs are needed, and from what point of view. The next section looks at the current problems facing Korean SMEs, followed by the introduction of past and current polices to support SMEs. The comparison between current issues facing SMEs and past and current policies leads to lessons that can be learned. There are four lessons for the policy itself and three for the implementation of these policies. As for policy, the first four are about stages of development, concentration, R&D and diffusion, and policy mix. The latter three are policymakers, institutional building, and cooperation between ministries. This article makesfour suggestions for future policy: the importance of startups' culture, cooperation with others, infrastructure to reduce uncertainty, and policy monitoring and evaluation.

IPTV Service, a convergence service of broadcasting, seems to have great potential as a nation's future growth driver for the 21st century. As IPTV service is future-oriented industry, adopting IPTV policy by freeing oneself from shortsighted policy and considering long-term strategy and rapidly changing convergence environment would be desirable. Therefore, the purpose of this research is to deduct future IPTV service under convergence environment by applying T.A.I.D.A, which is strategy planning tool effective for planning mid-long strategy, under uncertain environment among scenario method and offer new policy direction in order to realize future IPTV service.
