This study is to evaluate the per capita accessibility to child care facilities using road map in rural village unit considering the supply and demand of child care facilities in municipal (Si-Gun) units. Using these estimated accessibility, the most accessible regions to child care facilities was identifies using Moran's index. Assuming establish a new child care facility in the most accessible region, the sensitivity of child care environment was analyzed. The number of regions are 71 si-gun-gu where supply of child care facilities is insufficient. The average accessibility per capita is 1.09 km to child care facilities and the average accessibility in Myeon unit is approximately 2.2 times higher than accessibility in Eup unit (Eup unit 0.54 km, Myeon unit 1.21 km). This study focused on developing various application services for smart phones in the rural amenity resources information service. By developing application services for smart phones, this study aims to stimulate rural tourism and increase the rural tourism economy. The main findings of this study revealed that 'information for reports/cultural/recreational facilities, etc', 'maps for rural villages(food, attractions, etc)', 'regional weather information', 'traffic reports for rural villages(public transportation, etc)' and 'introduction of rural experiences (festivals, exhibitions, events, etc)' are preferentially needed as the contents services of the rural amenity resources. Moreover, it has been found that the types of services firstly needed to offer information of rural amenity resources include 'searching the information around me(where I am)', 'wayfinding such as navigation', 'information sharing function with messenger and SNS, etc', 'taking and editing photography', 'searching information of rural villages about festivals, events, etc'. These are the items that can be utilized in developing application services needed by information services of rural amenity resources. It is expected that the future real-time smart phone services for rural amenity resources will be able to reinforce the competitiveness of rural tourism by giving urban dwellers the chance to utilize the customized information whenever they want.
Rural tourism has been identified as providing opportunities to revitalize the rural economies since early 2000s. During last decade in South Korea, government has enacted many policies aiming to establish tourism support programs as well as instigating activities between rural and nearby urban districts. In particular, the promotion of the rural tourism has been actively sought in various forms of products and services, such as green tourism village, village festival, one-company one-village campaign and etc. However, in order to prepare effective policies, it is very crucial to identify measureable evaluation criteria that can be used to assess socio-economic situations of the rural districts. Such criteria should be objective, timely and provide insights about living conditions of local residents and relevant properties. They can also be used to evaluate if progress is being made after the policies are implemented. While considerable efforts and resources have been invested to aid the tourism programs in South Korea, we still lack such systematic means to quantify and evaluate its impact on rural districts. In this work, we have applied regional deprivation analysis on well-established community experiential and recreational business in rural villages throughout the country based on three criteria (i.e., population, local commerce, and buildings). Surprisingly, the result shows that the implementation of the community experiential and recreational businesses did not bring any noticeable changes to at least one of the evaluation criteria. We concluded that the current government policies on revitalization of rural tourism at the village scale is insufficient for bringing meaningful socio-economic impacts to rural districts, with rare exceptions.
The purpose of this study is to develop the evaluation factors for formation of the future - oriented rural residential environment and to derive the importance of this evaluation factors. The main research methods are network analysis using Net-miner, AHP analysis and importance analysis for experts. The main research results are as follows. First, 6 factors for evaluation rural residential environment(environmental-sustainability, communality, self-reliance, aesthetic, enjoyment, settlement), 3 sub-factors of each factors, and key physical facilities(10 for rural center and 28 for rural villages) were derived by literature analysis and network analysis on it. Second, key priority factors that should be considered in physical formation of rural residential environment was deducted by AHP analysis. Improving accessibility of living services in the settlement factor, improvement of garbage collection and wastewater treatment system around the residential area, and ensuring topographic continuity in the environmental-sustainability factor was derived as a priority factors. Third, as a result of evaluation of the importance of physical facilities in the rural residential environment, there was a high demand for cultural welfare facilities in common. However, when compared with the villages where the harmony between the natural environment and the living environment is emphasized, convenience of living and accessibility of transportation were important in the rural center. These results suggest that solving the qualitative conditions as residential environment will help to attract new population. This study will contribute to enhance the qualitative level of the rural residential environment by suggesting strategic priority items when carrying out projects related to the rural residential environment creation in the future.
This paper proposes a village level settlement environment diagnostic indices in rural areas which can apply to analyze various conditions at village level. A living space in rural areas has been changed with a diverse aspect according to living infrastructure, industrial structure, accessibility to neighbor city and so on. This indicators considered these mega-regionalization of economy and lifestyle in rural areas. The indicators consists of basic indices for all types villages and convenience service indices for center villages and the other neighbor ones classified by a functionality of their convenience facilities. As the results of delphi expert survey and a field validation, rural village settlement environment diagnostic indicators were selected 3 types, 15 domains, 24 subdomains and 61 items. And these indicators weight were determinted by AHP method. These developed indicators were used to diagnosis settlement conditions of 31 villages, located on county of Yeongdong. to validate a applicability and feasibility.
This study attempts to review the present situations of rural schools in South Korea, to analyze problems regarding the educational environments for their students, and to present direction for improving toward better educational environments. All the data and information are based on using avaiable documents and personal macro observation and insights. The sharp decrease of rural population for recent decades has made lots of public schools unexceptionall much smaller by school number and students' number. Nearly five thousands of rural small schools have already been abolished and the rest are also endangered to be dosed. In order to tackIe such problem, the Government has been trying to provide rural students with better educational environment, but failed to attract them to stay in rural schools. Most of rural school students have poorer family environment, underprivilged school learning environment, and less civilized community environment. Those normal parents living in rural areas are likely to send their kids to urban schools for prior opportunities to enter better quality of higher level of schools and then the remained attending rural schools are those who live with grand parents or whose parents are very disadvantaged. The rural school teachers are teaching much less number of students compared to urban teachers, but their students are less achieved learners. Notwithstanding their abudant natural community learning environments, the rural school students are less making use of those resources and less benefited from more civilized life due to their underdeveloped community conditions. In order to improve such educational environments, incentives for young couples to safely reside in rural communities, incentives for better qualified teachers to preferably work for rural schools, better learning facilities for rural school students and for better vocational experiences, lifelong learning opportunities for all community people, and increased public support to rural development for rural people not to worry about their rural lives, need to be guarantyed.
This study of the living environment for rural residents to identify the relationship between perception and satisfaction are as. The main contents of revision of the rural landscape planning according to Landscape Law discussed in this study show that the urban landscape and rural landscape have a propulsion system which integrate them into the national landscape and manages through the landscape planning. However, management and conservation reflecting the fundamental difference between urban and rural areas are needed. Planning the landscape by generalizing the size of the population, administrative district, the surface area does not meet the ultimate purpose of the Landscape Law that tries to establish differentiated local landscapes. Therefore, the association of professionals who can support and establish a propulsion system for landscape planning with the consideration of regional characteristics. For the urban landscape, the landscape committee is fulfilling the role, but none is available for the rural areas. This study is mostly based on previous literatures, however, in the future, it is desirable to have selected pilot areas for different landscape types and review problems that may occur during the application and process, in order to establish the landscape guidelines for the rural landscape plan.
