A Study on the Improvement Strategy of Environmental Noise and Vibration Administration System (환경소음·진동 관리체계 개선전략에 관한 연구)

  • Effects on increased noise influenced residents on the urban areas as well as the rural areas because of rapidly increasing traffic volume and newly-constructed road. The object of this study is to better establish environmental policy for the year 2000s through analyzing current environment administration system in the field of noise and vibration. Noise and vibration administration system in Korea is composed of various standards in areas of noise environment, traffic noise regulation, living noise regulation, factory noise and vibration regulation, and aircraft noise regulation. Furthermore, there exists environment noise and vibration monitoring networking system. This study is to improve noise and vibration administration system through analyzing present condition and problems. This study suggests improved noise and vibration administration system by achieving four steps ; 1) goal establishment in noise and vibration administration system; 2) development of reduction mitigation method; 3) estimation of reduction mitigation method; 4) establishment of enforcement method. Proposed "Noise and Vibration Policy Committee" should be established to harmonize noise and vibration policy on scientific basis for the $21^{st}$ century.

An Analysis on the Launch and Settlement of Agri-Environmental Policy of the UK (영국 농업환경정책의 도입 및 정착과정 분석)

  • This study aims at analysing the process of introduction and the development of the agri-environment policy of the UK and identifying the implication for the Korean government. The UK introduced the AES policy in order to reduce the negative impact of the farming practice on biodiversity and habitats. The initial process was only possible for the enormous research results on the relationship between the farming and environment. Since the UK launched the ESA scheme in 1987, it has extended the designated areas for four stages. Based on the success of the ESA scheme, it started CSS and other schemes. However, these had a modest success and were integrated into the CSS scheme, which from then on became the main measures of the AES in the UK. The whole process of the UK case tells us that the most important work for the start of the AES in Korea would be the necessity and feasibility of the environment protection measures in Korea which could be identified from academic and scientific research on the impact of agricultural practice on the rural environment in Korea.

An analysis of determinants of non-farming income activities of female farmers: Focused on female farmers of Chungnam area (여성농업인의 농외소득활동 참여 결정요인 분석: 충남 지역 여성농업인을 대상으로)

  • This study aims at analyzing determinants of non-farming income activities of female farmers, and presenting how to support their participation in non-farming activities. The result of logistic regressive analysis whose subjects are female farmers in the Chungnam area indicates that human and economic capital variables that can predict non-farming income activity participation statistically significantly are persons at the age of 40s to 50s and female farmers who returned to the rural areas. Farming characteristic variables are households that receive subsidiary and participate in two different types of farming whose main farming is rice. The female farmers who spend longer hours doing household chores participate in non-farming income activities more actively. In terms of policy and on-site response variables, the interest in farming and farming businesses shows positive relation, and that of farming and community organization participation presents negative relation. These analysis results indicate that the local government must present the policy that can select non-farming income activity participation groups strategically. This study suggest that it is necessary to expand community centered-non-farming income activities, and to expand or make laws to support female farmer's participation in non-farming activities.

Locally Made Liquor(LML) Industry Status and Development Plan Using a Scale Efficiency Analysis

  • Purpose - The domestic liquor market is steadily increasing, but locally made liquor markets remain stagnant. The market opening due to the FTA and westernized eating habits are expanding the consumption of imported liquor by Koreans and the demand for beer and soju is still high. Therefore, we analyzed the scale efficiency of Korean locally made liquor companies. Research design, data, and methodology - Based on a translog-cost function, a scale efficiency analysis was conducted using the government's information survey on the liquor industry. Data from 541 liquor companies analyzed from 2013 to 2014 were used for analysis. Results - As a result of the scale efficiency analysis, the average sales of the mid-sized locally made liquor companies is 171 million won, but the appropriate sales amount is 1 million won. It is estimated that there is a need to increase sales. Conclusions - The gap between the actual sales and the appropriate sales of mid-sized locally made liquor companies with 3~10 employees is larger, so it is necessary to reduce the average cost by increasing the sales of locally made liquor companies. In order to do so, it is necessary to acquire customer strategies such as product differentiation, advertising and publicity.

  • This study analyzed the relationship between the sense of community, organizational commitment, and business performance among farmers participating in the agricultural products processing center. As a result, the farmer's sense of community at the agricultural products processing center had a positive effect on organizational commitment, and the farmer's sense of community had a positive effect on business performance. In this regard, efforts should be made to systematically manage and sustain the future of formal, formal and informal activities of the agricultural products processing center. In addition, in order for the community formed at the agricultural products processing center to continue to grow, it is necessary to take the approach of improving the competence of personnel, organizing work, developing professional programs, and forming related networks. In addition, the organization formed through the agricultural products processing center should be grown as a farmer's organization of processing base so that it can be linked with the activation policy such as food plan and local food.

Living Lab as Transition Arena: Case Analysis and Implication (시스템 전환 실험의 장으로서 리빙랩: 사례분석과 시사점)

  • Current Korean innovation system is facing a new turning point while the growth-oriented and S&T provide-oriented development strategy. Accordingly, there are needs for not only system transition in various area, such as sustainable energy, agriculture, and rural area but also STI policy paradigm shift to create a new innovative pathway. Living lab is being discussed in European country as a new innovative model based on user participation and as a niche experiments for sustainable system transition. This study attempts to analyze the living lab cases which are for the purpose of energy transition, agriculture rural areas system transition, and STI policy paradigm shift. Based on this analysis, the implications were derived in Korea. European Suslab project, C@R project, and Taiwan living lab, promoted diverse transitional experiments successfully by collecting users' background and experiences from pre-planning stage and by maintaining the user-driven innovative actions within the whole development process. This result provides various suggestions to current Korean situation that central government and local governments are considering the introduction of living lab. Living lab can also be utilized as a strategic niche experiments for socio-technical system transition in region or country, as a mean of policy integration, and as a new regional innovation model. In addition, it can be an important platform to realize the policy integration reflecting the user and demand-side which are highlighted in recent innovative policy paradigm.

Seeding Soils and Tray Types Mediate Growth Characteristics of Perilla Seedlings (상토 및 트레이 종류에 따른 종실용 들깨의 육묘 특성)

  • The purpose of this study was to analyze the growth characteristics of perilla according to the materials of the seedbed for the development of seedling plug technology suitable for the mechanical transplantation of perilla. Perilla (Perilla frutescens var. japonica Hara) cultivars Deulsaem and Sodam were used in this experiment. The composition ratios of 170 products from 16 companies published in the 'Korean Association of Seedbed Media' homepage were compared according to usage and type, and 11 products that corresponded to the average were selected. The seedbed was classified according to the seedbed for paddy rice as light-weight, semi-weight, and weight, and based on the seedbed for horticulture, as light-weight and ultra-light. The seedlings were placed in 72-cell (semi-automatic), 128-cell (automatic) and 220-cell (automatic) plug trays. We selected 2 light-weight seedbeds of paddy rice and 2 light-weight seedbeds of horticultural products with the highest plant growth. We analyzed plant height and mat formation of the perilla roots. Results showed that the perilla height and mat formation were the best in light-weight seedbeds of paddy rice (product R1). Therefore, light-weight seedbeds of rice (product R1) were suitable for perilla plant transplantation. The estimated major components were vermiculite 41.0%, cocopeat 31.0%, peat moss 5.7%, and red-yellow soil 20.0%. The mechanical transplantation of perilla significantly boosts plant growth and reduces sowing and thinning efforts. However, continuous evaluation of newly introduced, commercial seedbeds is needed.

Linkage Disequilibrium and Effective Population Size in Hanwoo Korean Cattle

  • This study presents a linkage disequilibrium (LD) analysis and effective population size ($N_e$) for the entire Hanwoo Korean cattle genome, which is the first LD map and effective population size estimate ever calculated for this breed. A panel of 4,525 markers was used in the final LD analysis. The pairwise $r^2$ statistic of SNPs up to 50 Mb apart across the genome was estimated. A mean value of $r^2$ = 0.23 was observed in pairwise distances of <25 kb and dropped to 0.1 at 40 to 60 kb, which is similar to the average intermarker distance used in this study. The proportion of SNPs in useful LD ($r^2{\geq}0.25$) was 20% for the distance of 10 and 20 kb between SNPs. Analyses of past effective population size estimates based on direct estimates of recombination rates from SNP data demonstrated that a decline in effective population size to $N_e$ = 98.1 occurred up to three generations ago.

Nutrient digestibility in black soldier fly larva was greater than in adults for pigs and could be estimated using fiber

  • The objectives of the present study were to determine the nutrient digestibility of fish meal, defatted black soldier fly larvae (BSFL), and adult flies and to develop equations for estimating in vitro nutrient digestibility of BSFL for pigs. In vitro digestion procedures were employed to mimic the digestion and absorption of nutrients in the pig intestine. Correlation coefficients between chemical composition and in vitro nutrient digestibility of BSFL were calculated. In Exp. 1, in vitro ileal digestibility (IVID) of dry matter (DM) and crude protein (CP) and in vitro total tract digestibility (IVTTD) of DM and organic matter in defatted BSFL meal were less (p < 0.05) than those in fish meal but were greater (p < 0.05) than those in adult flies. In Exp. 2, CP concentrations in BSFL were negatively correlated with ether extract (r = -0.91) concentration but positively correlated with acid detergent fiber (ADF; r = 0.98) and chitin (r = 0.95) concentrations. ADF and chitin concentrations in BSFL were negatively correlated with IVID of DM (r = -0.98 and -0.88) and IVTTD of DM (r = -1.00 and -0.94) and organic matter (r = -0.99 and -0.98). Prediction equations for in vitro nutrient digestibility of BSFL were developed: IVID of CP (%) = -0.95 × ADF (% DM) + 95 (r2 = 0.75 and p = 0.058) and IVTTD of DM (%) = -2.09 × ADF + 113 (r2 = 0.99 and p < 0.001). The present in vitro experiments suggest that defatted BSFL meal was less digestible than fish meal but was more digestible than adult flies, and nutrient digestibility of BSFL can be predicted using ADF as an independent variable.

Present Status of Upbringing Young Farmers and Directions for Improvement (청년농업인 육성현황과 개선방안 연구:농촌지도공무원들의 의식조사 내용을 중심으로)

  • The objectives of this study were to analyze the present status of upbringing young farmers and to suggest directions for the future improvement for upbringing the young farmers' workforce in rural Korea. This study was conducted through review of literature related to agricultural workforce and young farmers. Opinions were collected from agricultural workforce staff of city and county extension center about role, development strategy of young farmers' workers. The total of 145 extension educators in charge of workforce section at Agricultural Extension Centers at city and county level participated in the study and 137 data were used for final analysis. The major findings from this study were as follows: 1) The strategy for the upbringing young farmers should be established by national and local governments. 2) The status for the young farmers' policy must be placed high er than present situation. 3) The systems and rules should be deregulated for the secure agricultural production base. 4) Agricultural income sources should be developed extensively by national and local governments.
