Exploring Methodologies for Facilitating Residents' Participation at Comprehensive Rural Village Development Projects in Korea (농촌마을종합개발사업 주민참여 방법론 탐색)

  • Comprehensive rural village development projects were launched by MAF(Ministry of Agriculture and Forestry) and KARICO (Korea Agricultural and Rural Infrastructure Cooperation). Since 2004, they received much attention for rural development policy, such as the bottom-up approach, inducing participation of residents and enhancing regional capacity. However, there still remain several problems to be solved. The purpose of this study was to suggest methodologies to facilitate residents' participation in comprehensive rural village development projects by literature review. The core problems of comprehensive rural village development projects in the planning stage were the conflicts among residents and the lack of resident capacity for rural development. Based on the findings of this study, the following recommendations were made to facilitate the residents' participation. In order to reinforce the residents' participation, the mediating skills of conflicts among residents and the strategies for strengthening the residents' capacity should be introduced in comprehensive rural village development projects.

  • The objectives of this study were 1) to explore the change features of rural development policy system, and 2) to get some policy counter measures for construction of desirable rural development policy system. First, the change features of rural development policy system are 1) to expand the rural development organization of local government, 2) to strengthen the finance basis for rural development policy, 3) to attempt building the cooperation network between the various local groups. And the policy counter measures derived from this study are 1) to convert the rural development policy system to that of local leading system, 2) to expand the actual rural inhabitant participation in policy making & performance process, 3) to prepare the effective governance system in local level.

  • This study aimed to find the way to help participants build capacity in rural development projects, through some case studies and Q-methodology. Decentralization and diffusion of bottom-up approach in rural development projects are the main contextual factors in this study. With the ethos of bottom-up approach in rural development, the human and financial inputs for capacity building increased drastically in the area of rural development policy. Four types of capacity building methods were identified in this study; training, consulting, learning organization, and forum. Theses methods were used more at planning step than implementation step in rural development projects. The government's effort to strengthen leadership in rural areas should be continued. The existing government's training program for capacity building had better include more diverse clients. Actions for capacity building should be centered on the needs of the participants in fields. Especially, organizing learning units is very important. Governments' rural development policy should establish the proper process which can help local actors plan their projects with enough time span.

  • The government has made a great effort for the development of rural area. The aim of this study is to analyze the change process and characteristics of the government's rural area development policies implemented so far and present an aid as adequate material to the direction of development policy for rural areas. The rural area development policy had been focused on maintenance of physical infrastructure facilities in the rural areas, pursuing urban convenience led by the government from the 1950s to 1990s. The policy has changed to local residents-led rural area development from the late 1990s to present time. The basic direction of the policy turned into making much of environment-friendliness and promotion of regional activation. The policy was transformed to recognize our rural area and also perceive it pastoral and resting space. In addition, green tourism has emerged as an important theme since 2000. In the rural area development policy, it is the most important to connect it with various development projects, select target areas from the long-term perspective and pursue efficiency through intensified investment of financial resources.

A Study on the Vocational Competencies of Rural Youths (농촌청소년의 직업능력분석)

  • The purpose of this study was to analyze vocational competencies of rural youths. The study was carried out by focus group interview and questionnaire. The data were collected from 200 rural youths by stratified random sampling. The SPSSWIN / ver13 was used for analyzing data with t-test, ANOVA, and factor analysis. The major findings of this study were as follows; Firstly, rural youths showed higher competencies in handling and fixing machines, selecting seeds, where as rural youths showed lower competencies in goal setting, envisioning, acquiring agricultural policy information, management evaluation. Secondly, rural youths predicted optimistic future of their own farming even though the future of national farming should get smaller. Lastly, rural youths who are higher education, extending farming size, establishing farm had higher vocational competencies than other youths. Conclusionally, the study suggests adult-farmers give rural youths an opportunity to participate in decision making and farming.

  • This study aimed at setting up the grading indicator standards on development stages for phasing the continuous development process. To achieve the objective of this study, after referring to the proposed cases derived from the reference analysis, the development stages were classified. Also grading criteria of indicators according to development stages were established through the statistical analysis and expert group checking. Development stages of rural village were stepped into 4-stages through the reviews and analysis of reference literature ; preparation-entry-development-advanced stage. Reasonable achievement level of each development stage was established by considering the necessary development period and benchmarking reference target together. On the basis of these clear stepwise development phases, the grading criteria were proposed for determination of the incumbent development stages.

Standardized Surveying Method of Rural Amenity Resources with Database Normalization Technique (자료정규화를 통한 농촌어메니티자원 조사표의 표준화)

  • In Korea, rural community has been becomming unstable by declining of agriculture. In order to solve this problem, there were some trials to activate rural communities by maintaining rural amenities. But, it is difficult to use rural amenities as a development factor to promote rural communities because there are few researches about quantifying rural amenities. In this study, a method fer quantifying rural amenities is suggested using database normalization technique. Previous thirty seven surveying items of rural amenity resources are formally reduced to five common surveying items, seven resources, and eleven surveying tables. Finally, big picture of rural amenity resource map with surveying data for rural development is suggested.
