Issues and Directions for Rural Settlement Development (농촌 취락개발의 문제점과 개선방향)

  • This paper is intended to review the major problems of rural settlement development and attempts to find the direction to enhance the effectiveness of rural settlement development policies and strategies. Small amount of financial resources being mobilized, similar policies for rural settlement development have been implemented sectionally by the respective sectoral goverment bodies. It has resulted in a lot of coulict and ineffectiveness in the process of rural settlement development To rationalize the rural settlement development, there should be some change in the current practice of the project: integration of development efforts, consideration of regional situation and settlement system, and introduction of principles and criteria suitable for rural settlement planning.

An Alternative Model on Hierachial Settlement System in Rural Areas (농어촌지역 하위정주체계 모형의 대안설정)

  • In rural settlement planning, its spatial development framework should be constructed on the basis of the hierachial settlement system. However, up to now, there does not exist widely - accepted model on rural settlement hierachy. In this study the basic planning principles and directions on the modelling of the settlement hireachy in rural areas have been consolidated through theoretical study and situational analysis on planning environments. And also, a new yardstick on the grading of the middle - level centers between villages and rural towns has been tried to find out. The research resulted that the existance of periodical rural market might be used as a simple and innovative yardstick on the hierachial ordering of rural settlement system. Based on the above results, an alternative 4 - step model of rural settlement hierachy was proposed ; Rural Town(county hall sitted) -Market Center(having standard periodical market) - Village Center(having no market) - Village. Finally, because the conclusion has been made by very limited case studies and several previous works, there should need continuous studies and checks in future for full reasoning of the proposed model.

Changes in Rural Settlement Development System and its Effects on the facilities & houses of Village settlements in Rural area (농촌마을 개발제도의 변천과 농촌마을에 대한 영향)

  • The purpose of the study is to evaluate the Rural Settlement Development(RSD) driven by government in historical view, and its effects on the facilities and houses of rural village in the country. Through the study, we have come to the results that the major concerns of the RSD projects since 1950s has been transferred to as following. First, the reformation of inter-facility; dressing room, kitchen, bath-house, etc of rural houses, from that of outer facility; roof, fence and etc. Secondly, the substantial objects of the projects of village settlement improvement have been changed from partial reformation of individual houses, public facilities, etc early, to comprehensive reformation by master plan for village settlement recently. Lastly, those have been established that the process of planning village settlement available to carry out landuse division and the various program for village improvement, based on its inherent circumstances.

Development of a Web-based Information System for Rural Settlement Environment Diagnosis (웹기반의 농촌정주환경진단 정보시스템 개발)

  • The purpose of this paper is to develop a web-based information system for rural settlement environment diagnosis which is useful to apply the village based evaluation for new rural development projects. To achieve this purpose, this study performed : 1) analyzing the business process in the field of rural settlement environment diagnosis, 2) designing the data flow diagram and the database based on settlement environment diagnostic indices(SEDI), and 3) developing the system using APM (Apache, PHP, and MySQL) of web-system development environment. The developed system was applied to the study rural villages for testing of efficient and logical working. Users of the system, such as, researchers, decision makers, and rural residents, can input directly the village data to diagnose through a file format of Excel in MS Office. Futhermore, they can analyze the visual results with graphic and graph types, simultaneously. From the results of this study, it showed that the developed system enables decision-makers not only to assist the planning process of the rural village development project, but also to improve the level of information technology in the research and planning field concerning with rural development.

A Study on the Rural Settlement and Rural House Planning in North Korea (북한의 농촌 마을배치 및 주거 계획에 관한 연구)

  • This paper is a study of rural settlement and housing planning in North-Korea. All the housing facilities belong to the government in North-Korea. which leads to the system in which the North-Korea government controls all the housing problems. The North-Korea government actively engages in the settlement of housing problems have close relations with and effects on the urban housing ones. The government has designed to make the rural areas self-sufficient in matters of the rural housing arrangement. They try to make an axis in the middle of each village uniformly and heighten its symbolism of the rural. They place all the symbolic structures in the center to express the ideas of the ruler's. thus making the whole village a study hall where the villagers are forced to learn the ruler's ideas as a way of brainwashing the people.

Policy Issues for Integrated Approach to Rural Regional Development (농어촌지역개발의 종합적 접근을 위한 정책 과제)

  • The objectives of the study are to identify the issues and problems encountered in Korea's current integrated rural regional development(IRRD) program and to suggest policy remedies to cope with them. Secondary data and materials ate mainly used for the study. Since the mid-1980s, rural settlement planning has been carried out in the Republic of Korea, In the planning process,'scale of economy'perspectives and settlement policy have been emphasized for increasing the efficiency of investment. During the 1990s, rural settlement and major village development projects have been implemented under the rural structure transformation programs. Agricultural structure adjustment projects for land consolidation and sizable farming have been separated from the rural settlement and mojor village development projects. Based on the evaluative analysis for the rural structure transformation policy and program, some problematic issues were raised as follows: (a) lack of integrative control function in the program'(b) weak linkage between living environment improvement and agricultural development projects: and (c) lack of comprehensive village development planning and implementation system. The policy issues to solve the problems were suggested as follows: (a) adoption of bottom-up approach in new IRRD planning and project system : (b) projection of comprehensive development planning and project at the village level; and (c) introduction of new regional agriculture development projects such as direct payment system for farming in less favorable areas and organic farming.

Development of Settlement Environment Diagnostic Indices for Rural Village Unit (농촌마을단위의 정주환경진단지표 개발)

  • This study developed a settlement environment diagnostic indices (SEDI) of rural villages which can apply to analyze variable conditions of villages having development projects. The index consists of 5 diagnostic areas (first level) with 13 items (second level), including detail indices of 40 criteria (third level) defined by specialists' brainstorming process. In order to develop the index system, object-oriented approach was used to extract the 5 diagnostic areas (infra-basic settlement facility, life condition & environmental resources, industry & economic infrastructure, community, and residents) from rural villages. For the 40 criteria, it was introduced a quantification method that all villages have absolute values in national level, not relative value between villages within an unit area. The diagnostic diagram and table were developed to evaluate the villages compositively. The developed SEDI was applied to study areas, 56 villages in 2 subdivision areas of county, located on county of Keumsan. Applicability of the index system, database system should be developed with the surveying method of data in village level.

A Study on Revising the Program for Enhancing Rural Living Environment in Korea (현행 농어촌 정주권개발사업의 문제점과 개선방안)

  • Since 1990, the Korean Ministry of Agriculture and Forestry(MAF) has implemented the program for enhancing rural living environment (Jungjookunkaebal program) to stabilize rural population and community. The program has focused on providing rural areas with various social infrastructure facilities. But, because the program has been done without appropriate consideration on rural settlement system and the unevenness of rurality, people has discredit its necessity and efficacy. This paper discussed desirable strategies and tools to overcome criticism on the program.

A Study on Establishment of Rural Living Service Functions by Settlement Class (정주계층별 농촌생활서비스 기능정립 및 취약지역 기준에 관한 연구)

  • Recently, South Korea has prepared laws and systems to systematically manage rural spaces in response to the era of population decline and is making various efforts to promote related policies. However, various basic studies that can support this are still insufficient. In particular, in this study, the functions and roles of each settlement class were established along with the classification of the sedentary classes in rural areas, and the classification system for rural living services was established, and the hierarchy by functional facilities and the minimum standards for vulnerable areas (accessibility) were established. Specifically, in this study, the settlement class was divided into 4 classes of "central area - midpoint area - small point area - hinterland", and each function and role was presented, and the rural living service classification system was finally reestablished as 10 sectors and 31 functional facilities. In addition, the hierarchy and accessibility standards of rural living service functional facilities was set within 5 to 15 minutes for 'lower and basic services', within 10 to 20 minutes for 'medium and basic services', within 15 to 30 minutes for 'intermediate and complex services', within 20 to 60 minutes for 'high car/complex service' and within 10 minutes for 'urgent service'.

Recognition and Intent-to-Participate of Rural Migrants on Urban and Rural Exchange Business in Namhae County, South Korea

  • Background and objective: Rural migrants are an important human resource in urban and rural exchange (URE) business, therefore it is necessary to enhance their awareness and intent-to-participate. This study was to analyze the rural migrants' recognition and intent-to-participate of URE business and to propose the enhancement of them both. Methods: The questionnaire was designed to analyze the socio-demographic background, motivations, satisfaction with settlement, intent-to-persist, and intent-to-participate of URE business including tourism. The data of 144 respondents was subject to the statistical analysis. Results: The motives of migration were to enjoy leisure life after retirement, increased tiredness of city life, health problems, etc. The satisfaction with settlement was 3.67 at 5-point Likert scale. The intent-to-recommend and intent-to-publicize were 3.40 and 3.46, respectively. The intent-to-participate was 3.45, which was affected by the necessity of URE business and the support of central/local governments, and also showed a significant correlation with the satisfaction with settlement, intent-to-recommend, intent-to-publicize, tourism resources for green tourism or rural tourism, driving a car in Namhae county, and the service and price of meals. They thought the missions that the Namhae county office must focus on were to establish an internal/external public relations systems, establish a support system of central/local governments, and foster/support local leaders. Conclusion: It is necessary to improve the satisfaction with settlement and intent-to-persist, expand exchanges with local people, improve internal/external public relations systems, foster/support leaders, improve transportation in the county, enhance the service and price of meals, and develop/operate URE programs including tourism.
