  • PURPOSES : Ambiguous decision on whether rural or urban area for road design can increase the construction cost and restrict the land use of surrounding area. However, administrative classification on rural and urban area is not directly related to road design because of this classification is not based on the engineering viewpoint, so method which can explain the road design context is required. METHODS : Method which enables to identify the area for road design is suggested based on the deceleration expected to be experienced by drivers who use the road section concerned. Deceleration rate corresponding to the area such as rural or urban suggested in Road Design Guideline is used as the criteria to identify the area by comparing this value with the estimated deceleration rate at the road section concerned. Speed profile method is utilized to derive the deceleration rate, and speed estimation way for reflecting both road geometry and intersection is suggested using stopping sight distance concept. RESULTS : The procedure of the method application is suggested, and the design example utilizing the method is provided. CONCLUSIONS : The method is expected to be used to identify the area for road design with engineering viewpoint, and design consistency among the roads with similar driving environment can be made.

  • This study deals with the rear-end collisions in the rural aiea. The objectives of this study are 1) to analyze the characteristics of rear-end accidents of signalized intersections, and 2) to develop the accident models for Cheongju-Cheongwon. In pursing the above, this study gives the particular attentions to comparing the characters of urban and rural area. In this study, the dependent variables are the number of accidents and value of EPDO(equivalent property damage only), and independent variables are the traffic volumes and geometric elements. The main results analyzed are the followings. First, the statistical analyses show that the Poisson accident model using the number of accident as a dependant variable are statistically significant and the negative binomial accident model using the value of EPDO are statistically significant. Second, the independent variables of Poisson model are analyzed to be the ratio of high-occupancy vehicles, total traffic volume and the sum of exit/entry, and those of negative binomial regression are the main road width, total traffic volume and the ratio of high-occupancy vehicles. Finally, the specific independent variables to the rural area are the main road width, the ratio of high occupancy vehicle, and the sum exit/entry.

  • Although many efforts to stop speeding or inappropriate speed, it failed to reduce the number of speeding-related crashes. Therefore, it is important to analyze the characteristics of speeding offenders and the cause of speeding at hot spots. In this study, we investigate the level of severity in speeding by the characteristics of speeding offenders using the Ordered Logistics Regression Models(OLRM). For the analysis, we use the speeding data collected by 39 traffic enforcement cameras in city of Cheongju and other related data including the speeding ticket history of drivers during the most recent 3 years, their demographic characteristics, their own vehicles, and road environment factors. The major results of this study are as follows. Firstly, commercial fleet drivers are more likely to repeat the conviction of high-range speeding with more than 30km/h over speed limits than other drivers. Secondly, mid-range speeding are observed as 21,462 frequency which is 76.7% of total speeding frequency and occurred mostly at suburban and rural area. It concludes that contributory factors affecting the severity of speeding at signalized intersection are drivers' speeding offence history, posted speed limits, time of day, gender of driver, and location of the intersection as show by the OLRM developed in this study(McFadden R-square : 0.296).

  • This study analyzed the characteristics of traffic accidents among elderly drivers according to area type in Gyeonggido(urban areas, urban-rural complex areas, and rural areas). Traffic accidents caused by unsafe driving are common in all three types of areas. In urban areas and urban-rural complex areas, traffic accidents were more frequent due to traffic violations and intersection accidents, while rural areas were more affected by central lines. Urban areas and urban-rural complex areas require simpler signal exposures, such as a simple straight line, left turn, or straight line and left turn signal rather than complex signal operations, such as overlaps in a signal operation. Improvement of non-signal intersections and unprotected traffic signal processing is also needed. In order to prevent the intrusion of the central line in rural areas, the center line guard rail should be prevented from penetrating the center line, and the influence of the vehicle headlamp should be reduced in the opposite direction. It is necessary to improve the visibility by using fluorescent letters to enlarge the font size of traffic signs and road signs, particularly to increase visibility at night and prevent traffic accidents at sunset. Minimal, simplified should be provided rather than complex phrases and information.

  • On the basis of the study intended to research by crosssectional study keeps pace with semilongitudinal study the growthaccelerating phenomena that Maximum Growth age in teenager's body-height. By the random sampling method, the subject of study are 12659 persons(male; 6355, female; 6304) that they are from 7 ages to 17 ages in the whole country including the rural community. The measurement period passed three month days, the statistical data became electronic data processing system with computer. The other side, body-height and MGA of Koreans who had been for during the period from 1925 to 1966 proved transition of the growth-accelerating phenomena by research data reported between 1913 and 1983. The results are as follows; 1. The Growth and Development-Value of Body-height An age bracket the growth and development-value of body-height were, respectively, male is $123.88{\pm}5.05cm$ and female is $123.29{\pm}5.54cm$ for 7 ages group. these indices increased with age. the top-value reach, respectively. $169.08{\pm}5.62cm$ and $157.57{\pm}6.13cm$. The intersecting ages of male and female were the age $8.5{\sim}12.5$, during these periods, female excelled male but after these periods, male excelled female again. In case of body-height, MGA's are 7.0cm for male between 12 and 13 ages, and 7.01cm for female between 8 and 9 ages. As a rule, body-height of male excelled female but intersection phenomena of male and female appeared between 8.5 and 12.5 ages. By reginal groups, it is most prevailing is Seoul, and medium size cities and rural community rome in order. By regional groups, intersection phenomena of male and female are. a region of Seoul; $$8.5{\sim}11.5$$ ages a region of Daejeon; $$7.5{\sim}9.5$$ ages rural community; $$11.5{\sim}14.5$$ ages the whole country's average; $$8.5{\sim}12.5$$ ages By regional groups, the rate of maximum increase in a year are a region of Seoul; male is 7.23cm as 13 ages female is 7.65cm as 9 ages. a region of Daejeon; male is 7.85cm as 11 ages. female is 8.39cm as 9 ages. rural community; male is 7.65cm as 14 ages. female is 6.25cm as 12 ages. the whole country's average; male is 7.0cm as 13 ages. female is 7.01 as 9 ages. 2. Maximum Growth Age (M.G.A.) By reginal groups, maximum Growth Age's are as below in a region of Seoul, MGA's are 12.63 for male and 9.01 for female, which shows that MGA for female appears about 3.5 years earlier than that for male. In a region of Daejeon, MGA's are 9.20 for male and 8.93 for female, which. show that they are all much the same in M.G.A. In rural community, MGA's are 14.00 for male and 11.89 for female, which shows that MGA for female apperars about 2 years earlier than that for male. In the whole average, MGA's are 13.01 for male and 8.97 for femal, which shows that for female appears about 4 years earlier than that for male. For boy, M.G.A. shows fastest-growing in Daejeon, and Seoul and rural commonly come in order. For girl, It shows equal growth in Seoul and Daejeon, rural community comes later. 3. The M.G.A's in body height of male are respectively the age 15.02 in 1913, 14.23 in 1956, 13.86 in 1967, 13.62 in 1975, and 12.82 in 1981, while those of female are the age 12.0 in 1940, 11.52 in 1965, 9.53 in 1975, and 11.16 in 1980; these data show that the MGA of the Koreans has been getting younger. 4. The equation of linear regression of all the MGA's in body height are as follow; Male: Y(M.G.A)=$-0.020{\times}$ (the year)+15.19: female:Y(MGA)=$-0.028{\times}$(the year)+13.2549. 5. The corelation of all the MGA's in body height are as below; male; r=-0.329 female;r=-0.252 6. From the transition of the growth-accelating phenomena in 1980 we can capture the fact that the MGA's has been getting younger by 0.2 year per 10 years. 7. The MGA's in bodyheight are shown in table 4... 8. The future growth-accelating phenomena in body height are expected to show the similar tendency like that of the past, in 1910's but it should by more precisely reviewed after investigating the phenomena of the years directly ahead.

  • Even though the efficiency of a point based black spot improvement project has been low, none of solid methodology, which is based on section not point, and is considered as one of the promising substitute, has not been come up with yet. Thus, this research aims at proposing the adequate length of a hazardous section and a method to set segment length over which the project needs to be performed on rural highways by analyzing the distances from project-conducted sites to new black spots in the following year and distances between project needed but not conducted sites and new black spots in the following year. According to the analysis, the probability of being a new black spot near the project conducted intersection is higher than that of a non-conducted intersection within 2km, however, no strong relationships between project types and distance distribution have been found. Based on those findings, a method to determine the target segment including adjacent black spots within 2 kilometers-range was proposed.

  • Speeding is an important factor in traffic safety. Speed not only affects crash severity, but is also related to the possibility of crash occurrence. This study presents results from an analysis of 27,968 speed violation cases collected from 36 red light and speed enforcement cameras at signalized intersections in the city of Cheongju. Data included details of their violation history such as speeding tickets within a recent 3-year span and their demographic characteristics. The goal of this analysis is to understand the correlation between speed violations and various factors in terms of humans, vehicles and road environments. This study used descriptive statistics and Binary Logistics Regression(BLR) analysis with SPSS 20.0 software. The major results of this study are as follows. First, speed violations occurred at rural and suburban area. Second, about 25.6% of the violators committed to more than 20km/h over a speed limit. Third, the difference between speed violators and normal drivers clearly appeared in location of intersection(urban/rural/suburban area), gender and age. Finally, a statistically significant model(Hosmer and Lemeshow test: 11.586, p-value: 0.171) was developed through the BLR.

  • Previous count models using fixed parameter can not consider the unobserved heterogeneity, as the standard error of the count value is underestimated, excessive t-values are derived thereby reducing the reliability of the model. Also, the study of unsignalized intersections are inadequate because of the difficulty of collecting data and statistical limits for accurate analytical processes compared to the signalized intersections. The purpose of this study is to analyze the factors affecting traffic accidents by constructing the count model using random parameters, and it aimed to distinguish between existing studies based on the rural unsignalized intersections. As a result of the analysis, 7 variables were presented as significant variables, and 2 variables(presence of crosswalk, speed limit) were presented as random parameter.
