Flash floods are one of the types of natural hazards which has severe consequences. Flash floods cause high mortality, about 5,000 deaths a year worldwide. Flash floods usually occur in mountainous areas in conditions where the soil is highly saturated and also when heavy rainfall happens in a short period of time. The magnitude of a flash flood depends on several natural and human factors, including: rainfall duration and intensity, antecedent soil moisture conditions, land cover, soil type, watershed characteristics, land use. Among these rainfall intensity and antecedent soil moisture, play the most important roles, respectively. Flash Flood Guidance is the amount of rainfall of a given duration over a small stream basin needed to create minor flooding (bank-full) conditions at the outlet of the stream basin. In this study, the Sejong University Rainfall-Runoff model (SURR model) was used to calculate soil moisture along with FFG in order to identify flash flood events for the Geum basin. The division of Geum river basin led to 177 head-water catchments, with an average of 38 km2. the soil moisture of head-water catchments is considered the same as sub-basin. The study has measured the threshold of flash flood generation by GIUH method. Finally, the flash flood events were used for verification of FFG. The results of the validation of seven past independent events of flash flood events are very satisfying.
The objective of the research is to analyze changing trend of water discharge in precipitation, according to changing land use, through an environment-friendly urban development method called LID. The study chose S1 basin (Separated Sewer districts) in Cheongju region for survey. Among LID methods, relatively more applicable methods of green rooftop space and parking lot with permeable material were selected to construct plausible scenarios. Curve Number (CN) value was calculated due to land use patterns in each scenario, and SWMM model simulation were conducted during 2008 for comparative analysis. For Case 1, only parking lot with permeable material was applied to the scenario. Green rooftop space I and II were applied to Case 2 and 3 respectively. For Case 4 and 5, green rooftop space I and II were applied, in addition to parking lot with permeable material, Calculation of CN value showed that for S1 basin, the value was 88.1 (prior to scenario application), 86.5 (Case 1), 81.9 (Case 2), 68.5 (Case 3), 80.4 (Case 4) and 67.2 (Case 5). Changing pattern of rain water discharge was analyzed for each scenario. For Case 1, the change was not remarkable before and after application of scenario. In Case 2 and 4, the impact of rain water discharge as source of pollutant fell to 20~30%. The rate dropped to 30~50% in Case 3 and 5 respectively. The result demonstrates that the amount of rain water discharge, amount and frequency of sewer overflow, frequency of rain water discharge, and pollution load decreased in accordance with declining CN value in each scenario. In installing green rooftop space, the effect was twice greater when rain water discharge was directly infiltrated into soil.

In order to preserve water environment, Total Maximum Daily Load(TMDL) is used to manage the total amount of pollutant from various sources, and the annual average load of source is calculated by the unit load method. Determination of the unit load requires reliable data accumulation and analysis based on a reasonable estimation method. In this study, we propose a revised unit load estimation method by analyzing the unit load calculation procedure of National Institute of Environment Research(NIER) method. Both methods were tested using observed runoff ratio and water quality data of rice paddy fields. The estimated values with the respective NIER and revised NIER methods were highly correlated each other. However, the Event Mean Concentration(EMC) and the runoff ratio considered in the NIER method appeared to be influenced by rainfall classes, and the difference in unit load increases as the runoff and EMC increase. The error can be further increased when the EMC and runoff ratio are changed according to changes in rainfall patterns by climate change and change of agricultural activities. Therefore, it is recommended to calculate unit load by applying the revised NIER method reflecting the non point pollution runoff characteristics for different rainfall classes.

Four actual cultivations were prepared and a variety of soybean was cultivated. A H-flume, an automatic water level gauge and an automatic water sampler were installed at the outlet of each plot equipped for the measurement of flow rate and its water quality. The amount of rainfall of the study area in 2013 was measured as 975.6 mm which was much lower than the annual average rainfall of 1,271.8 mm, resulting in less occurrences in rainfall-runoff events. Rainfall-runoff events were occurred three times during the rainfall event of 4~5 July, 23 and 24 August. The characteristics of NPS pollution discharge of the plots and the reduction effect of the selected BMPs were analyzed during these events. The reduction effect of straw mat and soil amendments (Polyacrylamide (PAM) and Gypsum) on runoff ratio ranged between 38.2 and 92.9% (average 71.6%). The NPS pollution load reduced between 27.7 and 95.1% (average 70.0%) by the application of rice straw mat and soil conditioner when compared with that of control plot. Soybean yield (2,133.3 kg/ha) of the straw mat covered plots increased by 14.3% when compared with control (1,866.7 kg/ha). The effect of straw mat on the yield was not economically viable if the material and accompanying labor costs were considered. The data collected and analyzed on different soil textures and crops in this study are expected to be a fundamental reference for the expansion of the results to the application nationwide and the development of NPS pollution management policies.
This study proposed a simple estimation method for irrigation return flow from paddy fields using the water balance model. The merit of this method is applicability to other paddy fields irrigated from agricultural reservoirs due to the simplicity compared with the previous monitoring based estimation method. It was assumed that the unused amount of irrigation water was the return flow which included the quick and delayed return flows. The amount of irrigation supply from a reservoir was estimated from the reservoir water balance with the storage rate and runoff model. It was also assumed that the infiltration was the main source of the delayed return flow and that the other delayed return flow was neglected. In this study, the amount of reservoir inflow and water demand from paddy field are calculated on a daily basis, and irrigation supply was calculated on 10-day basis, taking into account the uncertainty of the model and the reliability of the data. The regression rate was calculated on a yearly basis, and yearly data was computed by accumulating daily and 10-day data, considering that the recirculating water circulation cycle was relatively long. The proposed method was applied to the paddy blocks of the Jamhong and Seosan agricultural reservoirs and the results were acceptable.
Growth in population and urbanization has progressively increased the loadings of pollutants from non-point sources as well as point sources. Separated sewer overflows(SSO) have been considered as a major cause of water-quality deterioration of natural water-courses in the vicinity of the heavily urbanized areas. The factors defining the magnitude and occurrence of SSO are site-specific. It is important to know exact properties of pollutants contained in SSO to address water quality impacts that are caused by SSO inputs to the receiving waters. Site and event parameters found to have significant influences on urban runoff pollutant EMCs include total event rainfall, antecedent dry period, rainfall intensity. In this study, a field survey was carried out in some selected areas of Cheongju city. Literature from previous similar studies was consulted and some important factors affecting the runoff characteristics of urban drainage areas were analyzed for some selected survey points. It was found that the factors most affecting BOD are the number of dry days prior to rainfall and the intensity of the rainfall. The factor most affecting CODcr is the number of dry days prior to rainfall. The factors most affecting SS are the amount of rainfall and the number of dry days prior to rainfall. The factor most affecting TN is the amount of rainfall. The factor most affecting TP is the amount of rainfall and the number of dry days prior to rainfall.
Most fields in highland areas are covered with rye or hairy vetch for conservation during a fallow. However, using cover crops needs an effort to sow, and this makes top soil more vulnerable to loss due to surface disturbances. The aims of this study were to develop an automatic seeding-regulator device using a low-price, extensive-use GPS sensors and a DC motors and to evaluate a working efficiency of it after adaptation to partial tillage machine for reducing seeding effort. The amount of runoff water and soil loss was evaluated with partial tillage and simultaneous-seeding after harvesting soybean, in 17% slope lysimeters. In results, the seeding amount with the machine speed was stable between $0.5{\sim}0.8m\;s^{-1}$ of working sections. The automatic control device of seeding-rate could be enough to solve the slip problems of power selecting supply system or five four-wheel drive device. In partial tillage and simultaneous seeding, runoff water was 11.6% ($1.8m^3ha^{-1}$) of the scatter-seeding control ($15.5m^3ha^{-1}$) and soil loss was 13.2% ($7kg\;ha^{-1}$) of the scatter-seeding control ($53kg\;ha^{-1}$). These results suggest that partial tillage and simultaneous-seeding methods are very effective in decreasing work effort and soil loss of sloped land.
New diagnosing method o flood possibility was proposed. The method can be processed by following steps: first, decide if current available water resources are above normal or not; second, compute a consecutive period above normal; third, precipitation is accumulate through the period; fourth, daily depletion (runoff and evapotranspiration) amount is subtracted from the accumulated precipitation and remains are translated to one day's precipitation, which is called effective precipitation; and finally, effective precipitation index. the larger effective precipitation index means the higher flood possibility. This method has been applied to the flood event occurred in the central region of Korea at late July 1996 and compared with the study by Korea Water resources Association (1996). The new method is proven to be much faster in computation, and therefore much better in practical use for emergency situation than current rainfall-runoff models. It is because the new method simplifies some steps of currently used method such as parameter estimation and water level observation. It is also known that new method is more scientific than any other methods that use accumulated precipitation only as it considers the runoff depletion in time

Several studies on development of water quality treatment systems by wetlands are on going because of their benefits of low construction cost and high efficiency of waste water treatment. The objectives of this study were to review the necessary contents of survey and design factors for constructing constructed wetlands and to examine the required wetland area to treat non-point source pollution through case studies. The measurement of water quality and quantity in precipitation period is needed to analyse the inflow characteristics of the non-point pollution and to determine the amount of design flow. The design inflow for constructing constructed wetland was determined to the total runoff from 30mm of daily rainfall in the AMC(III) condition of the SCS method and is similar 70% of the annual mean runoff. The natural type wetland system with 0.1m of water depth and 5 hours of detention time was applied. From the results of the case studies, 70% of inflow could be treated and 1∼3% of wetland area of the total basin is needed.

In the processes of hydrological cycle, when precipitation reaches the ground surface, water may become surface runoff or infiltrate into soil and then possibly further percolate into groundwater aquifer. A part of the water is returned to the atmosphere through evaporation and transpiration. Soil moisture dynamics driven climate fluctuations plays a key role in the simulation of water transfer among ground surface, unsaturated zone and aquifer. In this study, a one-layer canopy and a four-layer soil representation is used for a coupled soil-vegetation modeling scheme. A non-zero hydraulic diffusivity between the deepest soil layer modeled and groundwater table is used to couple the numerical equations of soil moisture and groundwater dynamics. Simulation of runoff generation is based on the mechanism of both infiltration excess overland flow and saturation overland flow nested in a numerical model of soil moisture dynamics. Thus, a comprehensive hydrological model integrating canopy, soil zone and aquifer has been developed to evaluate water resources in the plain region of Huaihe River basin in East China and simulate water transfer among precipitation, surface water, soil moisture and groundwater. The newly developed model is capable of calculating hydrological components of surface runoff, evapotranpiration from soil and aquifer, and groundwater recharge from precipitation and discharge into rivers. Regional parameterization is made by using two approaches. One is to determine most parameters representing specific physical values on the basis of characterization of soil properties in unsaturated zone and aquifer, and vegetations. The other is to calibrate the remaining few parameters on the basis of comparison between measured and simulated streamflow and groundwater tables. The integrated modeling system was successfully used in the Linhuanji catchment of Huaihe plain region. Study results demonstrate that (1) on the average 14.2% of precipitation becomes surface runoff and baseflow during a ten-year period from 1986 to 1995 and this figure fluctuates between only 3.0% in drought years of 1986, 1988, 1993 and 1994 to 24.0% in wet year of 1991; (2) groundwater directly deriving from precipitation recharge is about 15.0% t of the precipitation amount, and (3) about half of the groundwater recharge flows into rivers and loses through evaporation.
