선박에서의 석면사용금지와 관련 당사자의 대응전략에 관한 연구 (A Study on the Strategy of Parties Concerned with regard to the Ban of the Use of Asbestos on Ships)

  • 선박에서의 석면사용은 SOLAS 규정에 의거 2011년 1월 1일부터 전면 금지되었다. 이는 우리나라 선박설비기준에서도 동일한 내용으로 금지하고 있다. 하지만 규정의 내용이 선언적이며 구체적으로 사용된 석면의 발견, 제거 및 확인에 대한 방안이 제시되지 않고 있다. 이 연구에서는 선박재활용협약, IMO 회보 및 육상에서의 석면안전관리법의 내용을 검토하여 각 관련당사자들의 대응 방안을 다음과 같이 제시하였다. 정부 및 선급단체는 조사대상 선박의 지정, 석면관리 기준 및 석면처리 전문가의 지정 등에 관한 규정을 제정하여야 하며, 조선소 및 기기 제조자는 그들의 제품에 석면이 사용되지 않았음을 확인하고 이를 문서화하여야 한다. 또한 선주 및 선박관리자는 선박의 안전경영시스템에 석면의 선내 사용을 통제할 수 있어야 한다.

크루즈선 주요 제원분석을 통한 항만 및 어항설계기준 개선 연구 (A Study on Supplement of Harbour and Fishery Design Criteria through the Statistical Characteristics Analysis of Cruise Ship's Specification)

  • 최근 총톤수 16만 톤급 이상의 대형 크루즈선이 국내 항에 정기입항하고 있다. 크루즈를 이용한 국내 관광객이 증가함에 따라 정부에서는 크루즈산업 활성화를 위해 항만기반시설 확충에 많은 노력을 하고 있다. 현재 국내 주요 항구에서 크루즈전용부두 공사가 진행되고 있다. 그러나 국내 항만 및 어항설계기준에는 크루즈선 및 접안시설에 대한 표준제원이 제시되어있지 않다. 대상선박의 표준제원이 제시되어있지 않아 전용시설물 설계 및 인허가에 많은 어려움이 예상된다. 그래서 본 연구에서는 크루즈선에 대한 표준제원을 제시하기 위하여 현재 운항중인 크루즈선의 톤수별 대표선형의 제원을 분석하고 PIANC 사례 및 국내 항설기준을 비교분석 하였다. 분석결과 크루즈선은 연안여객선과 선박제원 및 선박조종성능에 차이가 있음을 알 수 있었다. 따라서 크루즈 전용시설물 설계를 위해서는 반드시 대상선박의 제원이 국내항설기준에 반드시 포함되어야 한다. 그리고 선박의 범위를 산정하기 위하여 크루즈선 평균제원 값에 커버율(75%)을 적용하여 크루즈선 표준제원과 수역시설물에 대한 기준을 제시하였다.

  • Nowaday all the countries of the world have studied the various problems caused in operating their own ports efficiently. Ship delay in the port is attributal to the inefficient operation in the navigation aids, the cargo handling, the storage and transfer facilities, and to the inefficient allocation of gangs or to a bad service for ships. Among these elements the allocation of gangs is the predominating factor in minimizing ship's turn round time. At present, in the case of Pusan Port. the labour union and stevedoring companies allocate gangs in every hatches of ships by a rule of thumb, just placing emphasis on minimizing ship's turn round time, without applying the principle of allocation during the cargo handling. Owing to this the efficiency of the cargo handling could not be expected to be maximized and this unsystematic operation result in supplying human resources of much unnecessary surplus gangs. Therefore in this paper the optimal size and allocation of gangs for minimizing the ship's turn round time is studied and formularized. For the determination of the priority for allocation the evaluation function, namely $F=PHi^{n}{\times}(W+H)$, can be obtained; where, PHI : Principal Hatch Index W : Total Cargo Weight represented in Gang-Shifts H : Total Number of Ship's hatches and also for the optimal size of gangs the average number of gang allocated per shift (Ng), namely Ng=W/PHI, is used. The proposed algorithm is applied to Pusan Port and its validity is verified.

물동량 연동 항만개발제도 개선방안 연구 (A Study on Improvement of throughput-linked Port Development (Trigger Rule) System)

  • 우리나라의 현행 항만개발제도는 장래 항만물동량을 기준으로 항만시설의 완공 시기와 규모를 조정한다. 물동량 연동 항만개발제도라 불리는 현행 항만개발제도는 효율적으로 한정된 예산을 집행했다는 긍정적인 평가를 받았다. 그러나 최근 국내 항만시설의 노후화가 가속화 되면서 국내 항만시설의 서비스 수준저하에 대한 우려가 커지고 있다. 하지만 현재 우리나라 항만개발제도에는 서비스 수준을 평가하고 개발 결정지표로 활용할 수 있는 기준이 마련되어 있지 않다. 이에 본 논문의 목적은 항만의 서비스 수준을 측정하기 위한 지표를 선택하고 지표 간 가중치를 도출하여 현재의 '물동량 연동 항만개발제도'과 연계될 수 있는 항만서비스 지수(PSI)를 개발하는 것이다. 다양한 선행연구 분석 결과를 바탕으로 선박 대기율, 선석 생산성, 선박 재항 시간, 선박 생산성을 항만 서비스 지수를 구성하는 4가지 지표로 선정하였다. AHP 및 엔트로피 방법론을 통해 도출된 네 개 지표의 가중치를 종합하여 적용하였으며 항만서비스 지수(PSI) 산식을 도출하고, 이를 바탕으로 국내 컨테이너 및 벌크터미널의 서비스 수준을 평가하였다. 다음으로 본 논문에서는 측정 결과를 6개 등급으로 범주화 하여 각 등급의 서비스 수준을 정의하였다. 마지막으로 물동량이라는 정량적 지표와 "서비스" 수준이라는 정성적 지표를 연계시킬 수 있는 항만개발제도의 개선 방안을 도출하여 제시하였다.

  • Global Energy Industry's high oil prices persist while their petroleum and gas production areas are entering the decline phase. More and more the drilling facilities used to bore oil from deeper depths are advancing further out into the oceans, which cause the development of "OFFSHORE" ship manufacturer facility's production demands to increase. The "OFFSHORE" ships provide a living space or L.Q (Living Quarters) for crewmen who work on the water far away from any mainland for extended periods of time. This research analyzes the LQ areas and the characterization of interior designs of different types of "OFFSHORE" ships that were built in South Korea. Also using overseas countries' Classification Society, known as "NORSOK," and analyzing their own design guidelines in conjunction with the research, the process of interior design and baseline data research was used to blueprint the new LQ areas. According to the results of the research, where ships get comprised of characteristics and operations by standards of the Classification Society's RULE, has the greatest effect on the design and design method of the LQ area. The research also shows that a conservative shipbuilding market of the Shipbuilding Company and ship owners' feelings are steadily changing to more open mindedness of acceptance. Therefore, the Korean Classification Society has to provide the new design principle to correspond to the international regulations and more various interior design plans of LQ areas needed to be present based on the new design guidelines. The capacity of the South Korean OFFSHORE shipbuilding industry is the world's top leader; however, the interior design of the LQ areas are still based from outdated designs from the 1980's. Hopefully these research results will be the cornerstone to help the shift from the outdated designs of the LQ areas to more practical modern designs.

부정기선 운임율의 결정에 관한 이론적 고찰 (A Study on the Determination of Tramp Freight Rates)

  • The aim of this paper is to analyze the mechanics of price formation in the tramp shipping. For the purpose of this study, the main characteristics of tramp freight rates and the market is examined, and a brief examination of the nature ofthe costs of operation is given which are essential for the understanding of the functioning of shipping firms as well as for the understanding of developments in the tramp freight market. The demand and supply relationships in the market is also analysed in detail. Tramp shipping is an industry that has a market which functions under conditions that are not dissimilar to the theoretical model of perfect competition. However, it does notmean that tramp shipping market is a perfectly competitive market. It is apparent that this realworld competitive system has its imperfections, which means that the market for tramp shipping is near to being a perfectly competitive market on an internaitonal scale and it is freight are therefore subjext to the laws of supply and demand. In theory, the minimum freight rate in the short term is that at which the lowest cost vessels will lay-up in preference to operating, and is equal to the variable costs minus lay-up costs; and this would imply that in all times except those of full employment for ships there is a tendency for newer low-cost, and, probably, faster vessels to be driving the older high-cost vessels in the breaker's yards. In this case, shipowners may be reluctant to lay-up their ships becasue of obligations to crews, or because they would lose credibility with shippers or financiers, or simply because of lost prestige. Mainly, however, the decision is made on strictly economic grounds. When, for example, the total operating costs minus the likely freight earnings are greater than the cost of taking the ship out of service, maintaining it, and recommissioning it, then a ship may be considered for laying-up; shipowners will, in other words, run the ships at freight earnings below operating costs by as much as the cost of laying them up. As described above, the freight rates fixed on the tramp shipping market are subject to the laws of supply and demand. In other words, the basic properties of supply and demand are of significance so far as price or rate fluctuations in the tramp freight market are concerned. In connection with the same of the demand for tramp shipping services, the following points should be brone in mind: (a) That the magnitude of demand for sea transport of dry cargoes in general and for tramp shipping services in particular is increasing in the long run. (b) That owning to external factors, the demand for tramp shipping services is capable of varying sharphy at a given going of time. (c) The demad for the industry's services tends to be price inelastic in the short run. On the other hand the demand for the services offered by the individual shipping firm tends as a rule to be infinitely price elastic. In the meantime, the properties of the supply of the tramp shipping facilities are that it cannot expand or contract in the short run. Also, that in the long run there is a time-lag between entrepreneurs' decision to expand their fleets and the actual time of delivery of the new vessels. Thus, supply is inelastic and not capable of responding to demand and price changes at a given period of time. In conclusion, it can be safely stated that short-run changes in freight rates are a direct result of variations in the magnitude of demand for tramp shipping facilities, whilest the average level of freight rates is brought down to relatively low levels over prolonged periods of time.
