Review of the marine environmental impact assessment reports regarding offshore wind farm

  • The energy production of offshore wind farms plays an important role in expanding renewable energy. However, the development of offshore wind farms faces many challenges due to its incompatibility with marine environments and its social acceptability among the local community. In this study, we reviewed the marine environmental impact assessment status of offshore wind farm development projects for 2012-2019 in South Korea. A total of nine projects were selected for this study, all of which experienced considerable conflict with local fisheries resources. To appropriately respond to the underlying challenges faced by offshore wind farm development and in order to better support decision-making for future impact assessment, our findings identified: i) a need for adequate preliminary investigation and technical examination of fisheries resources; ii) a need to assess and estimate the impact of underwater noise, vibration, and electromagnetic waves on fisheries resources during wind farm construction and operation; and iii) a need for a bottom-up approach that allows for communication with local stakeholders and policy-makers to guarantee the local acceptability of the development.

  • The technological revolution, also referred to as the Fourth Industrial Revolution, it embraced by government should transform the way governments serve their citizens. The growth of broadband in Africa is leapfrogging its technological development. And thus, many African governments will soon be able to offer quality e-Government services to their citizens. These technologically driven governments will be able to provide decision-makers with timeous information to make judgments that could influence policies. Proponents of e-Government believe that in the digital age, governments can use this information to reduce corruption and increase, accountability, transparency, efficiency, and public participation. e-Government service quality should ensure customer satisfaction. Although many studies have examined the role of e-Government and the quality of its services, few studies have examined the quality of e-Government services in terms of both supply and demand. This paper examines and reviews the academic-state-of-the-art on the factors that affect the quality of e-Government services from both perspectives. Utilizing both qualitative and quantitative methods for data gathering and analysis, a mixed methods research methodology was used.

  • Today, the logistics industry has played a critical role in national economy activities. The low cost and high efficiency of the logistics industry are meaningful in the improvement of national competitiveness and the logistics industry. However, efficiency of logistics is lower than that of the United States and Japan since most quantities are processed in road transportation in Korea. With regard to this, existing studies expected a saving of social and environmental costs due to a decrease of road transportation as well as improvement of logistics productivity due to bulk transportation through activation of rail and costal transport. For the expectation, the existing multimodal transport systems should be improved first. Therefore it aimed to develop scenario-based simulation models of multimodal transport systems for decision makers in charge of improvement in the logistics area. For model development, this study utilized Thinking Process and System Dynamics(TP-SD) methodology.

Spatial Interpolation of Rainfall by Areal Reduction Factor (ARF) Analysis for Hancheon Watershed

  • The storm water management and drainage relation are the key variable that plays a vital role on hydrological design and risk analysis. These require knowledge about spatial variability over a specified area. Generally, design rainfall values are expressed from the fixed point rainfall, which is depth at a specific location. Concurrently, determine the areal rainfall amount is also very important. Therefore, a spatial rainfall interpolation (point rainfall converting to areal rainfall) can be solved by areal reduction factor (ARF) estimation. In mainland of South Korea, for dam design and its operation, public safety, other surface water projects concerned about ARF for extreme hydrological events. In spite of the long term average rainfall (2,061 mm) and increasing extreme rainfall events, ARF estimation is also essential for Jeju Island's water control structures. To meet up this purpose, five fixed rainfall stations of automatic weather stations (AWS) near the "Hancheon Stream Watershed" area has been considered and more than 50 years of high quality rainfall data have been analyzed for estimating design rainfall. The relationship approach for the 24 hour design storm is assessed based on ARF. Furthermore, this presentation will provide an outline of ARF standards that can be used to assist the decision makers and water resources engineers for other streams of Jeju Island.

The Impact of Microfinance Programs on Borrowers' Asset Accumulation: An Empirical Study in Bangladesh

  • The study aimed to investigate the impact of the microfinance program on loan borrowers' asset accumulation. In doing this, the study used descriptive and statistical methods to achieve the objectives. Primary data were collected from 192 respondents from Bangladesh using survey questionnaires. The data were analyzed using the multiple linear regression model. The result revealed that the majority of the borrowers said their assets such as farm, land, and livestock remained the same, which implies that microfinance borrowers still lag behind accumulating household assets. However, in the case of housing conditions and household appliances, there was a marginal increase. The regression result provides evidence that, among other factors, the amount of loan received from microfinance institutions and time duration with them is the most significant role-playing factor for borrower's sustainable well-being. The age and education level of borrowers are identified as positively related to asset accumulations, but not substantially so. Moreover, training provided by microfinance institutions is not effective and influential for microfinance borrowers' wealth accumulation, which is evidenced by the findings. This study's insights are worthwhile for any microfinance institution's decision-makers, development partners, and government to stress the shortcomings and accelerate the borrower's wealth status.

  • Due to recent growing interest in autonomous software agents and their potential application in areas such as electronic commerce, the autonomous negotiation become more important. Evidence from both theoretical analysis and observations of human interactions suggests that if decision makers have prior information on opponents and furthermore learn the behaviors of other agents from interaction, the overall payoff would increase. We propose a new methodology for a strategy finding process using data mining in autonomous negotiation system ; ANSIA (Autonomous Negotiation System using Intelligent Agent). ANSIA is a strategy based negotiation system. The framework of ANSIA is composed of following component layers : 1) search agent layer, 2) data mining agent layer and 3) negotiation agent layer. In the data mining agent layer, that plays a key role as a system engine, extracts strategy from the historic negotiation is extracted by competitive learning in neural network. In negotiation agent layer, we propose the autonomous negotiation process model that enables to estimate the strategy of opponent and achieve interactive settlement of negotiation. ANISIA is motivated by providing a computational framework for negotiation and by defining a strategy finding model with an autonomous negotiation process.

The Effect of Service Quality on Student Loyalty and Student Satisfaction: An Empirical Study of Universities in Vietnam

  • In recent years, there have been several studies on service quality in higher education, however, research on service quality and sustainable activities affecting student loyalty has been largely ignored in previous studies. This paper investigates the role of service quality in creating student loyalty, and how university sustainability practices and student satisfaction mediate the relationship between service quality and student loyalty. The paper draws attention to university sustainability practices and understanding its impact on student satisfaction and loyalty in Vietnamese public universities. A quantitative methodology is explored, and data was collected through an online structured questionnaire. Responses are gathered from 278 students of public universities in Ho Chi Minh City, Vietnam. Structural equation modeling is used to examine the associations between the constructs by using the PLS-SEM approach. The results show that service quality has a significant effect on university sustainability practices, student satisfaction, and student loyalty. In addition, university sustainability practices and student satisfaction also mediate the relationship between service quality and student loyalty. The author's findings may guide the key decision-makers in universities to incorporate service quality and universities' sustainability practices in their strategy and thereby improve student satisfaction and student loyalty.

Attitudes Toward Legalization of Death with Dignity (존엄사의 법제화에 대한 태도)

  • The purpose of this study is to research on attitudes toward legalization of death with dignity. The respondents are 561 adults aged 20 years old and over, living in Seoul and Kyunggi Province. Research questionnaire consist of 28 questions concerning general background, personal experiences of death, attitudes toward death, pros and cons on death with dignity and legalization. Statistical analyses employ frequency, mean, cross tab, and t-test. 87.3% of respondents agree the legalization of death with dignity. The persons who are older, self-employed, and production employees, get married, live with spouse, believe buddhism, experience care for the death, believe life after death, recognize the necessity of testament agree more on death with dignity. The first requisite for legalization of death with dignity is the standard of judgement concerning self decision on death with dignity. The decision makers are prioritized by self, family member in order. The necessary services for decisions on death with dignity are the mediation role between medical team and family, medical information about illness prognosis and prolongation, psychological counselling on depression.

A Study on the Impact of Artificial Intelligence on Decision Making : Focusing on Human-AI Collaboration and Decision-Maker's Personality Trait (인공지능이 의사결정에 미치는 영향에 관한 연구 : 인간과 인공지능의 협업 및 의사결정자의 성격 특성을 중심으로)

  • Artificial intelligence (AI) is a key technology that will change the future the most. It affects the industry as a whole and daily life in various ways. As data availability increases, artificial intelligence finds an optimal solution and infers/predicts through self-learning. Research and investment related to automation that discovers and solves problems on its own are ongoing continuously. Automation of artificial intelligence has benefits such as cost reduction, minimization of human intervention and the difference of human capability. However, there are side effects, such as limiting the artificial intelligence's autonomy and erroneous results due to algorithmic bias. In the labor market, it raises the fear of job replacement. Prior studies on the utilization of artificial intelligence have shown that individuals do not necessarily use the information (or advice) it provides. Algorithm error is more sensitive than human error; so, people avoid algorithms after seeing errors, which is called "algorithm aversion." Recently, artificial intelligence has begun to be understood from the perspective of the augmentation of human intelligence. We have started to be interested in Human-AI collaboration rather than AI alone without human. A study of 1500 companies in various industries found that human-AI collaboration outperformed AI alone. In the medicine area, pathologist-deep learning collaboration dropped the pathologist cancer diagnosis error rate by 85%. Leading AI companies, such as IBM and Microsoft, are starting to adopt the direction of AI as augmented intelligence. Human-AI collaboration is emphasized in the decision-making process, because artificial intelligence is superior in analysis ability based on information. Intuition is a unique human capability so that human-AI collaboration can make optimal decisions. In an environment where change is getting faster and uncertainty increases, the need for artificial intelligence in decision-making will increase. In addition, active discussions are expected on approaches that utilize artificial intelligence for rational decision-making. This study investigates the impact of artificial intelligence on decision-making focuses on human-AI collaboration and the interaction between the decision maker personal traits and advisor type. The advisors were classified into three types: human, artificial intelligence, and human-AI collaboration. We investigated perceived usefulness of advice and the utilization of advice in decision making and whether the decision-maker's personal traits are influencing factors. Three hundred and eleven adult male and female experimenters conducted a task that predicts the age of faces in photos and the results showed that the advisor type does not directly affect the utilization of advice. The decision-maker utilizes it only when they believed advice can improve prediction performance. In the case of human-AI collaboration, decision-makers higher evaluated the perceived usefulness of advice, regardless of the decision maker's personal traits and the advice was more actively utilized. If the type of advisor was artificial intelligence alone, decision-makers who scored high in conscientiousness, high in extroversion, or low in neuroticism, high evaluated the perceived usefulness of the advice so they utilized advice actively. This study has academic significance in that it focuses on human-AI collaboration that the recent growing interest in artificial intelligence roles. It has expanded the relevant research area by considering the role of artificial intelligence as an advisor of decision-making and judgment research, and in aspects of practical significance, suggested views that companies should consider in order to enhance AI capability. To improve the effectiveness of AI-based systems, companies not only must introduce high-performance systems, but also need employees who properly understand digital information presented by AI, and can add non-digital information to make decisions. Moreover, to increase utilization in AI-based systems, task-oriented competencies, such as analytical skills and information technology capabilities, are important. in addition, it is expected that greater performance will be achieved if employee's personal traits are considered.

A Study on New Appreciation of Cultural Industry and the Role of Design Policies (문화산업에 대한 재인식과 디자인 정책의 역할 연구)

  • Design, to all of us living in the 21st century, is not just an action that revs up the production and consumption as an added value of an industry, but it is recognized as a broader social and cultural action in practice. The purpose of this study is to broaden the role of design as a principal body producing culture, and to proclaim that design itself has to have self-sufficiency as culture. The study starts from a hypothesis that the action of design should be at the core of cultural industry. The study includes studying the documents on and analyzing the current status and case studies of cultural industry and design policies for macro view. Comparative research and analysis of how designers from three countries, Korea, United States and England, perceive policies is a microscopic part of this study. The methods for this study include survey for quantitative research in Korea, United States and England, and intensive interviews for qualitative research to explain past facts and the current situation of design policies. The survey compares design professionals of three countries, and the intensive interviews are done with manager level design professionals who are both decision makers and policy makers. On order to prove the appropriateness of the survey structure, three pilot studies and a pre-test were carried out. As shown in the verification of the subject of study, if, in the cultural industry which was considered to be the blossom of 20th century, the blind running without intervention of reason still keeps its former state and is unable to go beyond history, we will not be able to enter the age of mentality and fall behind. The value of design that we shall judge depends on the dialectic of 'past' and 'present' regarding the principle of enlightenment, and it will open up a new philosophy, a new civilization and a new world.
