21세기 다원화된 사회에서 도서관의 발전을 위해서는 도서관인 스스로가 많은 노력을 기울여야 할 것이다. 본 연구는 도서관 발전을 위해 많은 도서관인들이 함께 참여 할 수 있는 영역으로 도서관 관련 위원회 활동을 제안한다. 도서관전문가들이 도서관 관련 위원회에 위원으로 활동하면서 다른 위원들을 대상으로 도서관과 사서배치의 중요성과 필요성을 이해시키고 도서관 정책제언을 한다면, 이러한 활동이 개별 도서관과 더 나아가 국가 전체의 도서관 발전으로 이어질 것이다. 본 연구는 도서관전문가들의 공공 및 대학도서관 운영위원회 그리고 학교도서관 운영에 영향을 미치는 학교운영위원회 활동을 통한 도서관 발전 방안에 대해서 살펴보았다.

As a part of the status report of all the libraries of Gyeong Buk Province, the libraries of the higher educational institutions in the province were first examined in this study. The following methods were employed for this investigation: 1) questionnaires were sent to the libraries to gather necessary data and 2) the library standards as set by the government were applied for the analysis of the data and other related statistical studies and reports were consulted. Eighteen libraries in the 22 higher educational institutions in the province were examined as of August 1974. For the convenience of the study, the 18 libraries were classified into the following four categories: four-year college library, two-year normal school library, two-year junior college library, and three-year nursing school library. Paul Buck contends that the library is the center of academic life and that the quality higher education is not possible without a quality library. This is so because all the research activities have to be supported by good library facilities. Moreover it is difficult to justify the raison d'etre of an academic community if there is no active research activities in it. If the proposition is accepted that the library plays one of the most important roles in research and that research is one of the most important aspects of an academic community, it cannot be helped but observe that the role the libraries in the province play today is irregular and is far from the educational ideals the higher educational institutions envisage. The present study revealed that there was not a single library in the province which could truly support the research and classroom activities of the higher educational institutions. The college and the normal school libraries, nonetheless, had some facilities to be analyzed. The nursing school and the junior college libraries unfortunately had virtually nothing. It is hoped on the basis of the present study that the libraries should reorganize themselves and look for new directions for active support of research activities.

본 연구의 목적은 농산어촌 지역에 학교도서관을 설치하여 효과적으로 운영하기 위해 농산어촌 지역의 학교도서관을 담당하는 교사들이 가지고 있는 학교도서관 운영에 대한 인식을 조사하는데 있다. 사용된 연구방법은 설문지법과 면담법이 사용되었다. 조사결과 농산어촌 학교도서관의 역할은 독서교육 공간과 학생들의 문화 및 여가활용 공간으로 나타났다. 특히 학생들이 사회생활에 필요한 견문을 넓히는 공간으로 다양한 정보매체 활용을 위한 공간을 강조하였다. 또한 농산어촌의 학교도서관은 지역주민과 결합된 문화공간의 기능을 강조하였다. 이에 본 연구에서는 유연성 있는 도서관 운영시간, 학업능력 향상 프로그램 교양능력향상 프로그램, 문화공간 프로그램을 제시하였다.

대학도서관 발전계획은 외부적으로는 도서관의 역할과 발전 방향에 대한 명시적인 선언이자 내부적으로는 도서관 서비스 제공을 위한 지침으로 기능한다는 점에서 중요한 의미를 지닌다. 발전계획 수립을 위해서는 국제적, 국가적 환경에 대한 이해, 개별 대학과 대학구성원에 대한 이해가 요구된다. 본 연구는 대학도서관과 관련된 국제 환경의 추세를 파악하기 위하여 해외 대학도서관 발전계획 사례를 조사하고, 내용분석과 네트워크 분석을 통해 그 동향을 파악하였다. 그 결과, 대부분의 해외 대학도서관에서는 '협업', '컬렉션 개발 및 구축', '연구지원'이라는 키워드를 주축으로 다양한 전략과 세부 계획을 제시하고 있는 것으로 나타났다. 이에 본 연구에서는 향후 대학도서관 발전계획 수립 시 고려해야 하는 사항으로, 발전계획 내 대학도서관의 사명과 비전, 가치의 구체적 명시, 문화적 다양성성과 형평성, 포용성 등의 핵심가치의 중요성 인식, 대학도서관 내외부의 파트너십 및 협업의 중요성 인식, 경영 목적 달성의 도구로서 대학도서관 발전계획의 활용을 제시하였다.

대학도서관은 어느 관종보다 정보기술의 도입에 적극적이다. 그러나 국내 대학도서관의 경우, 특히 무비판적 수용에 따른 규모의 비경제성과 비효율적 관리에 따른 활용성의 저하가 경영관리의 최대 난제로 부상하고 있다. 대학도서관이 정보기술을 경영관리의 핵심요소로 상정하여 그 영향과 파장에서 배태되는 무수한 담론의 곡절과 고저를 평 면화하고 맹목적 수용의 예각을 둔화시키며 체계적 관리방안을 모색하지 않을 경우. 정체성의 심각한 훼손과 위상의 격하가 초래될 것이다. 따라서 본 연구는 정보기술이 대학도서관의 경영관리(조직구조, 인력과 직무, 예산배정과 지출, 공간구조와 기능성, 장서패러다임, 이용자봉사)와 학술적 정체성에 미치는 영향을 분서하고 바람직한 수용자세와 관리방안을 모색하였다.

학교도서관 운영의 활성화를 통해 얻을 수 있는 효과로는 학생들의 인성교육을 비롯하여 폭넓은 독서를 통한 기본소양 및 교양지식의 습득 등 다양한 요소들이 있다. 그러나 학교교육은 학생들에게 단계적인 교육과정을 통하여 다양한 교육을 계획하고 제공함으로써 특히 학생들의 지적수준을 향상시키는 것을 그 목적으로 한다. 이러한 학교의 목적달성을 위하여 학교도서관의 역할과 필요성에 대한 관심이 커지고 있으며, 학생들의 지적수준을 높이는 방법 다시 말해서 학업성취도를 향상시킬 수 있는 방안에 대한 연구에 관심이 집중되고 있다. 이에 본 연구에서는 우선적으로 학습능력에 대한 학교도서관의 영향에 초점을 맞추어 연구를 실시하였으며, 학습능력의 측정을 위해 학업성취도를 지표로 사용하였다. 실질적인 통계 분석 결과를 살펴보면 학교도서관을 이용하는 빈도보다는 이용하는 장서의 유형 및 학교도서관을 이용하는 목적이 학업성취도에 영향을 미치는 것으로 분석되었다. 또한 경제적 사회적 요인의 학업성취도에 대한 영향력이 너무 강하여 다른 요소들의 영향력은 상대적으로 미미한 것으로 나타났다. 그러나 이는 역설적으로 공교육의 역할과 학교도서관이 수행해야 할 교육적 기능의 필요성을 보여주는 결과이기도 하다. 학교도서관은 학생들에게 양질의 독서체험을 제공하고, 정보와 자료를 수집하여 관리하고 활용하는 방법을 교육함으로써 학생들의 학업성취도 향상에 긍정적 영향을 미칠 수 있을 것이다.

This paper is intended to analyze and investigate the versity libraries in Korea. Nineteen national col-present status of four-year national college and unileges and universities based on a number of faculty member, enrollment, department, library staff, volumes in library, academic journals, book budget and facilities of library, and so we have to improve and develop a kind of problems with which national college and university libraries are confronted as follows: 1) Establishment of a position for the INFORMATION SPECIALIST. 2) Reorganization of the organization of college and university library. 3) Securing a position for the EDUCATIONAL RESEARCHER. 4) Upgrading a part of temporary employees. 5) Securing a self-control of library's administration. 6) Revising rules for labor employees in library. 7) Revising a STANDARD STATEMENT FOR ESTABLISHMENT OF UNIVERSITY. (Books and academic journals) 8) ' ( Facilities of library ) 9) Increase of a budget of library and establishing for an article of library budget. 10) Establishment of a new department exclusively responsible for library administration in the Ministry of Education. 11) Giving a leading(proper) role to Seoul National University Library among the other college and university libraries. 12) Establishment of The master course of INFORMATION SCIENCE or THE RESEARCH CENTER FOR INFORMATION SCIENCE in Seoul National University.

대학도서관의 참고정보서비스는 정보통신기술과 인터넷의 발전으로 온라인상에서 이용자와 사서의 질문답변과정이 가능한 디지털 참고정보서비스로 발전되어 왔다. 이에 본 연구는 이러한 디지털 환경에서 국내 대학도서관의 디지털 참고정보서비스가 효율적이며 체계적으로 운영될 수 있도록 필요한 조건 중 가장 근본이 되는 가이드라인을 제시하였다. 디지털 참고정보서비스 가이드라인은 계획, 운영, 평가 단계로 구분된다. 계획 단계는 운영/관리, 협력, 서비스정책, 디자인의 4개 범주로 구성되어 있으며, 운영 단계는 질문/답변, 정보원, 근무시간, 홍보, 교육과 같은 5개 범주로 구성되어 있다. 마지막으로 평가 단계는 서비스평가와 평가방법으로 2개의 범주로 구성되어 있다.

본 연구의 목적은 국내 대학도서관의 발전계획 현황과 수립에 관한 대학도서관 사서들의 인식을 조사하여 발전계획의 유용성을 높일 수 있는 방안을 제시하는 것이다. 또한 본 연구는 발전계획의 핵심 구성요소를 반영하는 대학도서관 발전계획 수립 방안을 모색하였다. 이를 위해 대학도서관 사서들을 대상으로 설문을 수행하고, 설문의 한계를 보완하기 위해 대학도서관 발전계획 담당자들과 심층인터뷰를 실시하였다. 그 결과는 다음과 같다. 첫째, 대학도서관 발전계획 수립은 형식적이고 수동적인 면에 치우치고, 외부기관과 대학도서관의 협력을 이끌어내는 데 한계가 있다. 둘째, 대다수 대학도서관이 홈페이지에 발전계획을 공개하고 있지 않다. 셋째, 대학도서관 조직의 지도자들의 자각이 선행될 필요가 있고, 발전계획 수립을 위한 테스크포스 구성이 필요하다는 것이다. 연구결과, 개선방안으로 '대학도서관 내부의 인식과 운영방식의 적극적인 변화', '발전계획의 외부 공개 및 협력 강화', '사서의 주도성과 역할 강화'를 제안하였다.

The purpose of this article is to take a look into the past twenty years and to evaluate the changes in the organization of the library and the information function during this time period. Academic and special libraries are the ones that have made an impressive progress and innovations to keep pace with a changing environment. New technologies and ideas have brought strong supporters of offering various specialized information services to the library users. The different approaches and experiments to better perform this professional role in the library and in turn, the efforts in the educational institutions to meet the challenges were reviewed through the literature. Much of the literature available regarding the reference and information function deals mainly with the trends in the u. s. libraries. The implications of these trends to Korean libraries and library education are sought in view of our social, economic, and educational circumstances as well as our user behavior.
