Typical highway infrastructure systems include roadway pavement, drainage systems, tunneling, and other hardware components such as guardrails, traffic signs, and lighting. Tunnels in a highway system have provided significant advantages to overcoming various natural challenges including crossing underneath bodies of water or through mountainous areas. While only a few tunnel failure cases have been reported, the failure rate is likely to increase as these assets age and because agencies have not emphasized tunneling asset management. A tunnel system undergoes a deterioration life cycle pattern that is similar to other infrastructure systems. There are very few agencies in the United States implementing comprehensive tunnel asset management programs. While current tunnel asset management programs focus on inspection, maintenance, and operation safety, there is an increasing need for the development of a comprehensive life cycle tunnel asset management program. This paper describes a conceptual framework for a comprehensive tunnel asset management program. The framework consists of three basic phases including a strategic plan, a tactical plan, and an operational plan to provide better information to the decision makers. The strategic plan is a basic long term approach of tunnel asset management. The tactical plan determines specific objectives and the operational plan actually applies asset management objectives in practice. The information includes operational condition, structural condition, efficiency of the system, emergency response, and life cycle cost analysis for tunnel capital improvement project planning.

In autumn 2000, the Korea Ministry of Construction and Transportation (MOCT) announced that Daejeon metropolitan city, Jeonju and Jeju were chosen to showcase deployment of Intelligent Transportation Systems(ITS). The program called the Advanced Transportation Systems Model Deployment Initiatives makes a significant step in Intelligent Transportation Infrastructure (In) in Korea. The Initiative is poised to increase the performance and efficiency of the area's roadway and transportation systems to meet growth demand. Three citie's $\$$50 million Model Deployment Initiative project is poised to increase the performance and efficiency of the area's roadway and transportation systems to meet growth demand. The effort particularly focused on the traveler information systems that should raise the level of ITS awareness in Korea. In this paper, project management, funding, private investment, procedures and detailed review of ITS Model Deployment Initiatives are discussed.

Topographical features in South Korea is characterized that 70% of territory is composed of the mountains that can experience intense rainfall during storms in the summer and autumn. Efficient planning and management of landscape becomes utmost important since the cutting slopes in the mountain areas have been increased due to the limited construction areas for the roadway and residential development. This paper proposed an efficient way of slope management for the landslide risk by developing Web-GIS landslide risk management system. By deploying the Logistic Regression Analysis, the system could increase the prediction accuracy that the landslide disaster might be occurred. High resolution survey technology using GPS and Total-Station could extract the exact position and visual shape of the slopes that accurately describe the slope information. Through the proposed system, the prediction of damage areas from the landslide could also make it easy to efficiently identify the level of landslide risks via web-based user interface. It is expected that the proposed landslide risk management system can support the decision making framework during the identification, prediction, and management of the landslide risks.

Cost-Benefit Analysis (CBA) is a systematic optimization process that allows users to compare different alternatives and to determine if a project is a solid investment. Many state DOTs have included CBA in their pavement management systems (PMSs) to help allocate state funds for maintenance, rehabilitation, resurfacing, and reconstruction of pavements. In a typical CBA, each pavement type has an assigned weight factor which represents the level of importance of this pavement type. To conduct an accurate CBA, it is essential to select appropriate weight factors. Arbitrarily assigning weights factors to pavements can lead to biased and inaccurate funding allocation decisions. The purpose for this paper is to outline a method to develop an ideal set of weight factors that can be utilized to conduct more accurate CBA. To this end, a matrix of all possible weight factors sets was developed. CBA was conducted for each set of weight factors to obtain a population of possible optimization solutions. Then a regression analysis was performed to establish the relationship between benefit and weight factors. Finally, a multi-objective genetic algorithm was applied to select the optimal set of weight factors. The findings from this study can be used by state DOTs to strategically manage their roadway systems in a cost effective manner.

The objective of a traffic management system is to promote safe driving, low pollution, short travel time, and optimized traffic flow by naturally distributing the flow of traffic through the use of suitable telecommunications media. Such traffic management systems will be improved by integrating dynamic traffic data and two-way communication media because cars can work as sensors. The purpose of this paper is to help organizations trying to select the correct telecommunications media for minimal-cost investment options without loss of functionality. The wireless communications for an intelligent transportation system (ITS) are introduced in this paper. We describe which kind of telecommunication media are suitable. FM broadcast type media or cellular phone can be recommended to provide real time traffic and roadway conditions in the first stage of ITS, because existing broadcast base station or cellular network facilities can be used. It is expected that cellular radio network or satellites are used for communication. Finally, the strategy and deployment plan of an ITS are described based on selections of telecommunication media in Korea.

It is the actual condition that the increasing traffic delay and accident caused by inefficient management on various construction by occupying the roadways. Since almost roadway improvements are for the public convenient, negative effects by them are ignored. But now due to the increase of traffics demand and limitation of road supply, the positive management scheme and treatment plan on the constructions must be considered. Thus, to the extent of this study divides uninterrupted flow into freeways and the Highway, yielding the time spread between under construction and not, that is delay time, we build capacity and delay model in the change of traffic volume and occupying length.

Design-Build (DB) has gained in popularity in roadway projects due to its defining advantage to improve communication and fast-track project delivery. However, very little is known about the impact of change order frequency and occurrence timing pertaining to DB projects. The study analyzes their impacts on project time and cost performance by conducting a rigorous numerical analysis drawing on 530 3R (rehabilitation, reconstruction, and resurfacing) projects completed between 2002 and 2011 in Florida by using a multiple linear regression. The results indicate that DB outperformed Design-Bid-Build in project cost as well as time. Critically, the regression analysis signifies that earlier change order occurrence caused more unfavorable impacts on schedule and cost. The proposed analyses and models will lead to the improved ability of agencies to quickly and more reliably estimate the potential change order impacts on schedule and cost.

In the current pavement construction practice, the state agencies traditionally determine the quality of the as-constructed pavement mix based on individual mixture material parameters (e.g., air voids, cement or asphalt content, aggregate gradation, etc.) and consider these parameters as key variables to influence payment schedule to the contractors and the present and future quality of the as-constructed mixture. A set of empirically pre-determined pay adjustment schedule for each parameter that was differently developed and being used by the individual agencies is then applied to a given project, in order to judge whether each parameter conforms to the designated specifications and consequently the contractor may either be rewarded or penalized in accordance with the payment schedule. With an improved quality assurance system, the Performance Related Specification, the individual parameters are not utilized as a direct judgment factor; rather, they become independent variables within a performance prediction function which is directly used to predict the performance. The quantified performance based on the prediction model is then applied to evaluate the pavement quality. This paper presents the brief history of the quality assurance in asphalt pavement construction including the Performance Related Specifications, statistical performance models in terms of fatigue and rutting distresses, as an example of the performance prediction models, and envisions the possibilities as to how this Performance Related Specification could be utilized in other infrastructures construction quality assurance.

This article aims at presenting a new framework for traffic accident analysis by proposing a new methodology for the management of the accident data and by establishing the relationship between accidents and roadway characteristics within it For the first issue, authors introduced geographic information system (GIS) into the analysis framework of the accident data since it is believed that analysis based on GIS seems to provide more effective information in reducing accidents. Point-based, line-based, and polygon (grid)-based approaches were set of along with concrete examples. Especially, the location-based scores such as localization, specialization coefficients, and Tress score have been added to identify the intensity of certain accident types within study area or grids. The second issue addressed the equation formulation of accident and fatality numbers with roadway characteristics like number of intersections and road length in a grid with a sense that (1) accidents on roadways are the function of the roadway physical characteristics rather than the socio-economical secondary data (2) the equation can be applied to the any 'suggested' area, not just region or nation, and (3) the accident forecasting model should emphasize the accident location itself more than any other factors. Some equations based on those assumption have been derived along with some future research agenda.
In recently, a growing concern for the health of urban residents increased interests in a variety of outdoor activities simply be done in terms of cost and time. They are specially interested in low-impact and safe exercises around residential or working area. Walking is the one of easily doing exercise in daytime or nighttime near residential area. The sidewalks of boulevard near the residential area is the best place for exercise because of easy access and the green space with roadside trees. However, if the nighttime is not guaranteed the proper lighting condition, the possibility of exposure to crime and the threat to pedestrian safety can be increased. Because roadside trees are one of the potential obstacle for lighting condition, supplementary lightings are important to mitigate interruption for safety. To meet such a need, the purpose of this study is to propose a simulation approach which improves lighting condition on sidewalks of boulevard with variety of roadside trees. To do so, the simulation approach is applied for analyzing the interrupted condition by classified five standard types of roadside trees considering the growth of them and finding optimal layout of supplementary luminaires by lighting types. The results of this approach shows that it is useful for assessing the safety of pedestrian in nighttime.
