Analysis of Road Snow-removal Infrastructure using Road Snow-removal Historical Data (도로제설 이력자료 기반 제설 인프라 분석)

  • PURPOSES : In this study, systematic road snow-removal capabilities were estimated based on previous historical data for road-snowremoval works. The final results can be used to aid decision-making strategies for cost-effective snow-removal works by regional offices. METHODS : First, road snow-removal historical data from the road snow-removal management system (RSMS), operated by the Ministry of Land, Infrastructure and Transport, were employed to determine specific characteristics of the snow-removal capabilities by region. The actual owned amount and actual used amount of infrastructure were analyzed for the past three years. Second, the regional offices were classified using K-means clustering into groups "close" to one another. Actual used snow-removal infrastructure was determined from the number of snow-removal working days. Finally, the correlation between the de-icing materials used and infrastructure was analyzed. Significant differences were found among the amounts of used infrastructure depending on snowfall intensity for each regional office during the past three years. RESULTS:The results showed that the amount of snow-removal infrastructure used for low heavy-snowfall intensity did not appear to depend on the amount of heavy snowfall, and therefore, high variation is observed in each area. CONCLUSIONS:This implies that the final analysis results will be useful when making decisions on snow-removal works.

Analysis of Snow Removal Vulnerability through Relationship between Snow Removal Works and Weather Forecasts (제설작업과 기상정보의 상관관계를 통한 제설취약성 분석)

  • PURPOSES : This study demonstrates the need for the collection of road weather information in order to perform efficient snow removal works during the winter season. Snow removal operations are usually dependent upon weather information obtained from the Automatic Weather Station provided by the Korea Meteorological Administration. However, there are some difference between road weather and weather forecasts in their scope. This is because general weather forecasts are focused on macroscopic standpoints rather than microscopic perspectives. METHODS : In this study, the relationship between snow removal works and historical weather forecasts are properly analyzed to prove the importance of road weather information. We collected both weather data and snow removal works during winter season at "A" regional offices in Gangwon areas. RESULTS : Results showed that the validation of weather forecasts for snow removal works were depended on the height difference between AWS location and its neighboring roadway. CONCLUSIONS : Namely, it appears that road weather information should be collected where AWS location and its neighboring roadway have relatively big difference in their heights.

A Case Analysis Study on the Development of Snow Removal Equipment Using Smart Mobility (스마트 모빌리티를 적용한 제설장비 개발을 위한 사례분석 연구)

  • Purpose: The purpose of this study is to find cases of using information and communication technology and smart mobility technology in snow removal vehicles and equipment for rapid and efficient road snow removal in the event of a snowstorm, and to find ways to utilize them. Method: Cases of domestic and overseas snow removal methods are investigated, and snow removal operation methods incorporating new technologies are presented. Result: Most of the operation of snow removal equipment in Korea uses GPS, CCTV, and road traffic information systems, and in the case of overseas, road weather information systems and road snow removal monitoring systems are used. It is expected that snow removal technology using autonomous snow removal vehicles, which are smart mobility, will be developed in the future. Conclusion: The results of this study can contribute to the policy of using snow removal equipment and snow removal vehicles of local governments and related organizations.

  • PURPOSES : This study evaluates the efficiency of snow removal operation resources using data envelopment analysis (DEA). The results of this study can help decision-making strategies, especially for resource allocation for snow removal works on national highways. METHODS : First, regional road management offices (DMUs) for efficiency evaluation were set up, and a database (for years 2012-2016) for analysis was formed. Second, DEA was carried out by selecting input and output variables based on the constructed database. Lastly, based on the results of the DEA, the efficiency of each regional road management office was evaluated. In addition, the potential for future improvement was determined. RESULTS : The results showed that there was a large variation in efficiency of snow removal operation resources by regional offices. CONCLUSIONS : The results of this study imply that the evaluation of efficiency for snow removal operation resources is important when decisions related to snow-removal strategies are made by road management offices.

Estimating Equipment and vehicle Demands for Snow Removal Tasks by Road Snow Removal Scenarios (도로 제설 시나리오별 소요 제설장비 및 차량 추정에 관한 연구)

  • Rapid roadway snow removal is significantly important due to difficult occurrence estimation of heavy snowfall disasters by global warming and climate change. Local governments of S. Korea have snow removal equipments and vehicles based on past experiences without considering snowfall and roadway characteristics. The objective of this research is to develop the demand estimation procedure for snow removal equipments and vehicles based on regional snowfall and roadway characteristics. This research first classifies regional snowfall characteristics using KMO's ten-year snowfall data. Second, roadway snow removal length is computed for local governments. Real possession data is compared with demand estimation of snow removal equipments & vehicles for each local government with roadway snow removal scenarios. Finally, required demands of snow removal equipments & vehicles are predicted by concerning regional snowfall amount and required snow removal hours. Results from this research are used for developing heavy snowfall disaster management policies for optimal demands and snow removal routes of 229 local governments.

  • Snow removal system is named for machinery which manages roads for passing of pedestrians and automobiles when snow is piled up on the road. This paper studies configuration design of snow removal system that has several functions-melting snow in the street without moving it to other place, transferring snow to the melter and cleaning road by spraying water for cleaning road. These sorts of functions are analyzed by function decomposition method of Kirshman and Fadel and, based upon which, machine parts are selected. Layout design would follow functional design to testify if the selected component satisfies space which is allowed by constraints.

Estimates on appropriate storage for deicing materials for the 2018 Pyeongchang Winter Olympic Games (평창 동계올림픽을 대비한 적정 제설제 비축량 추정)

  • OBJECTIVES : The objective of this study is to estimate the appropriate storage required for deicing materials in Gangwon-do for successful snow removal operations during the 2018 Pyeongchang Winter Olympic Games. The final estimates of the deicing chemicals can be used by public agencies to aid decision making. METHODS : First, the database that exists in the road snow-removal management system (RSMS) of the Ministry of Land, Infrastructure, and Transport, South Korea was used to determine historical characteristics of snow removal experiences in Gangwon-do. The database includes historical information, including regional and road weather data and number of snow-removal works. Second, both the maximum and the actual amount of storages used for deicing materials in the past three years were analyzed. Lastly, the final estimates of the deicing materials were evaluated using an additional equation. It considers frequency of salt spray application, total administrative road length estimated by road agencies, and number of days required for snow removal works in Gangwon-do. Consequently, the results show that significant differences were not observed between the final estimates and the maximum amount used during the past three years. RESULTS : The final estimates of the deicing materials are almost similar to the maximum amount used during the past three years in Gangwon-do. CONCLUSIONS : The study shows that the estimates of deicing chemicals can be useful when decision making is required for the snow-removal policy.

Evaluation of Reasonableness of the Recommended Spraying Amount Equation for De-icing Chemicals (도로 제설제 권장 살포량 산정식의 적정성 평가)

  • PURPOSES : This study evaluates the reasonableness of the recommended amount of deicing chemicals based on historical data for snow removal. The result can be used to aid decision-making for the reservation of cost-effective de-icing chemicals. METHODS : First, the recommended amount of de-icing chemical to use and historical usage data were evaluated to identify specific usage characteristics for each region. Road maintenance length and snow-removal working days were analyzed over the past five winter seasons. Next, differences in the recommended amount of chemical to use and actual use were compared using the Kolmogorov-Smirnov test. Last, the two types of data were analyzed using a chi-square test to verify if the two distributions of variation pattern are statistically significant. We found that there are significant differences between the data from each region during the past five winter seasons. RESULTS : The results showed that the equation for calculating the amount of de-icing chemical to use appears to be revised. CONCLUSIONS : The results imply that the equation for calculating the amount of de-icing chemical to apply as a national standard is very important when the public agency makes decisions related to snow-removal.

Operation Case Analyses of Snow Removal Equipments using Information system Technologies (정보 시스템 기술을 적용한 제설장비 운영 사례 분석)

  • Purpose: Recent climate change makes weather-related disasters such as summer storms, heavy rains, winter snowfall disasters, and extreme cold temperature increase in trend. Heavy snowfall disasters requires speedy response due to various effects to traffic flows, buildings, and infrastructure. Heavy snowfall disaster response of South Korea is insufficient, even though heavy snowfall disasters affect urban safety. There have been lack of policy studies for heavy snowfall disasters. Method: This research analyzes case studies and explores implications using Information system technologies to snow removal vehicles and equipments for speedy snow removal during the heavy snowfall disasters. Results: Information system technology attachment to snow removal equipments can identify locations of snow removal vehicles and equipments for emergency period to support snow removal of adjacent jurisdictions. Conclusion: Case studies of this research can be further used for efficient application of snow removal tools of local governments.

A Study of Determining Priorities of RWIS Installation (RWIS 설치를 위한 우선순위 선정 기법에 관한 연구)

  • PURPOSES : This paper presents how to determine priorities of RWIS installation on national highways within the limited budget. METHODS : Analytical hierarchy process was employed to develop the entire methodology. In addition to this, various data such as vulnerable roadway section for snow removal, RWIS, AWS, AADT, and traffic accident were properly collected and analyzed for the future analysis. Then, GIS analysis was performed to find out the final candidate vulnerable roadway section for snow removal. In the end, expert survey was conducted to estimate weights for evaluation criteria. RESULTS : Results showed that metropolitan area has the most high priority, and Gangwon area, ChungCheung, and Honam in order. CONCLUSIONS : The main contribution of this paper is to suggest a logical methodology to prioritize RWIS installation within the limited budget, and thus snow removal operation during the winter season can improve in terms of getting more valuable information.
