VMS(Variable Message Sign) which makes the traffic flow smooth by providing traffic information to road users in real-time has been being installed or operated on the road as part of the detailed ITS system. However, some problems were found as a result of survey on express way currently. In the part of the phase operation, the message interpretation time wasn't defined so that the phase operation was difficult. In the part of the information service, not considering characteristic of the VMS section caused the confusion to drivers. In the part of the message exposure, font, alignment, conversion and composition of the information were not consistent and use of superfluous words and inconsistent use of word having the same meaning brought about the problem on information communication This study established the detailed exposure method based on instructions relative to VMS operation. The method established by defining the number of appropriate phase and setting required function of each individual VMS installation location. The method is as follow. the font type is the GULIM, the message conversion method is simple conversion method, the alignment method is centering alignment method and the color is defined according to each situation. In this study, the preference survey was performed to review the validity of the proposed improvement through the common driver. The results were similar with the pre-study except for the font type. This study established the detailed exposure method based on instructions relative to VMS operation. The method established by defining the number of appropriate phase and setting required function of individual VMS installation location. For the evaluation of status and improvement, preference survey of ordinary drivers and statistics analysis was carried.

This paper proposes a plan to improve the installation and operation of traffic safety facilities using a microscopic simulation by confirming the difference in the perception method and range of autonomous vehicles and human vehicles. In this study, the existing 『Traffic Safety Sign Installation·Management Guidelines』 was reviewed, and safety signs among traffic safety facilities were classified according to changes in vehicle behavior. Subsequently, for the classified facilities, the installation location of the traffic sign was changed through simulation experiments, and the optimal location was inferred to suggest an improvement plan. This study confirmed how traffic safety facilities installed based on the visibility of human drivers affect road efficiency and safety in mixed traffic flow with autonomous vehicles and human-controlled vehicles. The optimal location derived through this study is meaningful because it can be used as the basis for revising the guidelines on the installation and management of traffic safety facilities.

Recently ITS have been increasingly applied on the roads to resolve traffic problems. Especially, Variable Message Sign (VMS), which is the one of ITS for traffic management and traffic safety, can be used for providing information about road conditions, climate conditions. In this study, data acquisition and statistical analysis were conducted for estimating safety impacts of providing traffic information through VMS. As a result of analyzing traffic characteristics before and after providing traffic information through VMS, average travel speed was decreased and vehicles tended to drive on centerline of lanes in 1st and 2nd lane after providing traffic information through VMS. Also, in order to analyze safety impacts of provided VMS traffic information, traffic safety hazard zone was established in each lane and probability distributions of passing traffic on the study area was estimated through Anderson-Darling Test. As a result of this, safety impacts of VMS traffic information in 1st lane could, on average, increase in left and right side of the lane by 0.69% and 7.07%, respectively. In case of 2nd lane, safety impacts could, on average, increase in left and right side of the lane by 2.71% and 0.02%, respectively.

Drivers can receive diverse types of traffic information through a number of methods. However, there are not enough information services considering human factors. In this study, as a basic research on human factors of the drivers, characteristic analysis on drivers' mean glance (fixation) durations with different running speeds on the expressway was performed under diverse running environments. To control variables other than running speeds, running environments were categorized into 4 types: 'daytime running without preceding vehicles', 'daytime running with preceding vehicles', 'nighttime running without preceding vehicles', and 'nighttime running with preceding vehicles'. Furthermore, ANOVA Test was used to divide speed groups. As a result of performing a multiple comparison to compare differences in glance behavior per each group, the road item and the preceding vehicles item showed an increase in mean glance durations as the speed increased, while the front view showed a decrease in mean glance durations. It was confirmed that the road sign showed no statistically significant difference in glance durations as the speed varied.
This paper presents an image enhancement method in real road traffic scenes. The images captured by the camera on the car cannot keep the color constancy as illumination or weather changes. In the real environment, these problems are more worse at back light conditions and at night that make more difficult to the applications of the vision-based intelligent vehicles. Using the existing image enhancement methods without considering the position and intensity of the light source and their geometric relations the image quality can even be deteriorated. Thus, this paper presents a fast and effective method for image enhancement resembling human cognitive system which consists of 1) image preprocessing, 2) color-contrast evaluation, 3) alpha blending of over/under estimated image and preprocessed image. An input image is first preprocessed by gamma correction, and then enhanced by an Automatic Color Enhancement(ACE) method. Finally, the preprocessed image and the ACE image are blended to improve image visibility. The proposed method shows drastically enhanced results visually, and improves the performance in traffic sign detection of the vision based intelligent vehicle applications.
Traffic information provision plays an important role in increasing the efficiency of network operation and in providing convenience for roadway users. As a typical device for disseminating real-time traffic information for collective general public, VMS is a prevalent device nowadays and it is being expanded. However, the actual monetary value of traffic information is not quantified up to now. The previous studies regarding VMS traffic information are mainly focused on the behavioral aspects of road users such as departure time and route choices under traffic information provision conditions. This paper tried to estimate the monetary value of VMS traffic information using discrete choice theory and logit model through the stated preference study(SP). The methodological framework adopted in this paper can also be used in evaluating the monetary value of other traffic information providers including PDA, CNS, and mobile phone.
Under 'The Design Street' Project, one of the urban environment improvement projects of Seoul, the facilities on the street have been greatly varied in terms of design. In addition, the municipal authority has pushed each district to develop its own identity based on the integrated design of the city. This study was aimed to propose a design which could solve the current problem in street furniture in terms of environmental improvement through an analysis on current street conditions in "Y" District as a part of Seoul Design Street Project. It has attempted to propose 11 street furnitures based on the basic strategy of 'Soft City' which has been promoted by Seoul City in accordance with the Seoul Public Facility Guidelines as 1. Airy Design, 2. Integrated Design, 3. Collaborative Design and 4. Sustainable Design. Among them, for the total design in Seoul six facilities - kiosk, manhole, traffic signal controller, public phone, road sign and waste receptacle were proposed by Seoul City have been accepted. For local differentiation, on the contrary, five items - planter bench, bollard, lifter, bike rack and fence have been newly designed and proposed. Furthermore, it is essential to carry out systematic supervision and continuous management on the detail design and construction of current regional design development projects.
The behavior of walking involves our action of seeing things. It is the intention of this research that the cognitive process of perceiving things along the path can affect the way we sense the length of the journey. The theory generally accepted in this line of thought is the 'feature accumulation theory'. It assumes that if the journey includes many objects or memorable features, then our memory recalls that journey much farther than it really was. This study set up a real-life experiment by asking university students about their mental memory of the two different routes in the campus. One is a longer path that has not much to look at except trees and the other a shorter path yet with many buildings, sign boards and street furnitures. The subjects processed their mental image in the brain based on their experience. They showed a strong tendency that the path with more features were remembered longer while that with less features shorter. More interestingly, it was found that as their experience increases, they become more accurate about the exact length of the questioned paths. The result corroborates the theory that human perception of space is based on the topological understanding of surroundings rather than geometric understanding.
In this paper, the new improved method for photovoltaic system was studied available for a lighting load by measuring the state of charge of lead-acid batteries. Photovoltaic systems has been evaluated as one of the most new and renewable energy and especially, the Stand-Alone Photovoltaic system has been used to a street light, a road sign light, an air caution light, an emergency call. Many Stand-Alone PV system are installed by a group. Although the pre-installation cost of PV system is high and it has not been operated due to the absence of optimal management standards. In this paper, it is proposed a new operating method by the measurement of lead-acid battery's SOC with a Ah balancing.
주간선도로의 ITS 사업 등 동적정보의 제공이 최근 도로이용자에게 제공되고 있으나, 지방부의 정적인 정보를 제공하는 도로표지는 아직도 안내기능이 취약한 것이 사실이다. 지방부 도로를 대표하는 지방도는 연장에 있어서 모든 도로를 통해서 최장이며 고속국도, 국도, 국가지원지방도와 함께 복잡한 도로망을 형성하고 있다. 즉, 도로의 대종을 차지하는 지방도는 아직도 정적정보제공기반도 취약하다는 것이며, 증가하는 수요에도 불구하고 길 찾기의 기능이 가장 미흡한 도로가 지방도이다. 이러한 지방도의 경우 같은 위계의 지방도 간에도 노선연장 및 지역적 차이가 크며, 노선의 연속성 또한 미약하다. 이러한 지방도 도로안내체계의 문제를 해결하기 위해 본 연구에서는 노선별 적절한 안내지명을 선정하고, 선정된 지명을 통해 도로안내 및 표지간의 연계성을 유지하기 위한 도로표지시스템을 개발하는 것이 목적이다. 이동에 있어 중추적 기능을 수행하는 도로가 아닌 지방도는 장거리 통행을 위한 위계 높은 도로와의 연계가 필수적인 만큼 본 연구에서는 도로표지규칙의 지방도 안내지명 선정에 대한 선정원칙을 재검토하고, 지방도의 적절한 안내지명 선정을 위해서 타 노선과의 연계유형을 분석하였다. 분석결과 9가지의 유형을 도출하였고, 도출된 노선연계 유형을 기반으로 노선별 거점을 선택하는 것으로 하였다. 한편, 안내지명에 대한 설문을 실시하였고, 그 결과 각 노선별 거점을 중요지와 주요지로 구분하여 정의, 선정하여 안내를 위한 기본 틀을 제시하였다. 제시된 안내지명서정요령 및 틀을 통해 지방도내의 및 지방도와 기타도로와의 연계성이 더욱 고조되고, 안내체계의 효율성의 증대가 기대된다.
