The Korean government has implemented the policy for merging 141 health insurers into Korean Unified Health Insurer (KUHI) in July of 2000. The unification of multiple insurers will definitely effect the stability of financial management, equity of premium burdens and efficiency of administrative management. However, it is difficult to predict what forms the far-reaching effects of the unification would take. Thus, pursuing the unification may be express as a huge policy experiment. In order to lead the unification, which lies on a crossroad between success and failure, to the road of success, we need to infer the problems and obstacles predicted in the step-wise processes of merging organizations, finances and the systems of computing premium, and come up with the effective means to maintain the stability of financial management, to improve the equity of premium burdens and to increase the efficiency of administrative management. Thus, I first described the changes of the Korean medical insurance system, and analyzed the performances of self-employed medical insurance 1 year after the integration of societies in October of 1998. At the base of examining the stability of financial management, equity of premium burdens and efficiency of administrative management, I predicted the problems and obstacles that could occur after the unification of the multiple medical insurers, and proposed a few ways of leading the unification of the multiple medical insurers in Korea to success. The most worried factor is that insurance finance would become unstable since the expansion of premium revenues is not easy because raising the premium for all Koreans is to be difficult. In addition, the unification of insurance finance could weaken the insurer's efforts for declaring real incomes of the self-employed and increasing the collection rate of premiums from them. This weakening would be the decisive factor of lowering the equity of premium contributions between the self-employed and employees. And bureaucratization and rigidity that are unavoidable in a gigantic unified organization could lower the efficiency of administrative management. Furthermore, by having 3 labor unions in the unified organization, it is possible to experience frequent difficulties and discords among the unions and between the unions and organization. Thus, when smooth pursuing of the unification of multiple insurers gets difficult, the social expenses derived from the failure would eventually end up on all Koreans. The unification is to be performed after coming up with the ways to eradicate these worries, so that the unification of multiple insurers would step onto the road of success.

A traditional settlement, in a long history establishment, is appeared to be configured of the people and their life in the areas. This is, a positive aspects, compared to most of the city in these day which is monotonous aspects. The purpose of this research deals what is the formation process and spatial character in urban settlement of Naju city, and how to applicate in a modern city context. For the research goals, it analyse an old Naju Castle area, transformation of the land use through the cadastral survey, and spatial character through step by step in chronical approach. The process of change can be seen in the devide pattern in a lot, formation and extension of a private road, and formation and change of the road; This shows how to changes traditional settlement in a old urban areas of Naju city. A now road system in old area, as a conflict, push the change of the spatial organization, and the balance of the identity of a traditional settlement and a new change as a convenient needs, it is a key point to get ideal settlement.
In March 1245, Pope Innocent IV authorized three missions to the Mongols, seeking information about this menace from the East and summoning Eastern Christian support against an anticipated Mongol onslaught. In addition to presenting an overview of Mongol history and culture, Friar John's report provides detailed information on the Mongols' grand strategy, their military organization and armaments, and their battle tactics. Turning from intelligence gathering to military operations, he offered practical advice on how to meet and defeat the coming Mongol onslaught, an attack that, providentially for the West, never came. What did occur was a modest but significant migration of Western missionaries and merchants to East Asia in the century following this pioneering journey.
The street system in multi-family housing is an important design element to control the circulation of vehicles and pedestrians, and to form the spatial organization of the projects. In particular, in the case of high-rise apartments, the street patterns have an influence on the safety, amenity, and convenience of facilities. Until now, however, the design of street patterns in most high-rise multi-family housing projects has diminished the quality of residential environments because priority of design consideration has primarily been given to planning road ways and parking areas. Nevertheless, the design competitions introduced for the first time in the 1980s have played a significant role in developing fresh ideas and concepts in housing design. Because street patterns have been respectably modified as a result of the generalizing of design competitions, it is important to review the ideas that have been proposed in competitions over the recent past. In this context, this study classified the types of street patterns and analyzed their design characteristics for the proposals of housing design competitions since the 1990s. As a result of this analysis, the road patterns are classified into 4 types: 1) serial type, 2) isolated type, 3) mixed type, and 4) not a road pattern due to the system of connection. In addition, these were further divided into 8 types: 1) loop, 2) ring, 3) penetration, 4) tree, 5) direct entry, 6) ring and penetration, 7) loop and penetration, 8) not a road pattern due to appearance and the collector.
This research is intended to analyze the necessity of the integrated organization for the performance in order to the extension of scale and the systematic promotion concerning to the Korean medicine informational project, and to research the promotional method of Korean Medicine information through the constitution of organization for preparing the informational basic. There are three main important subjects to be done in this research project. The initial issue is to devise a comprehensive and systematic plan of Korean medicine information according to the Korean Medicine Rearing Raw('03. 8). Furthermore, it is necessary to reinforce the integrated informational ability of Organizations concerning to the Korean Medicine. Finally, with the above works accomplished, the overall standard of Korean Medicine Information should be settled. Initially, we compose an advisory committee of the Korean Medicine Information in the first year. The members of the committee include the informational coordinates of related government agencies, the experts in Korean Medicine Information, and specialists in the domains of computer science and information. In the next phase, we derive the promotional strategy for 'Center for Korean Medicine Information'. In other words, by means of analyzing the current issues and outstanding problems of on-going research projects and environments, the ultimate directions of the whole activities are established. Also, we build the medium and long-range road map of Korean Medicine Information Research by setting strategy for the policy projects related to the area. With the various research activities in this project, we can achieve the following practical strategic benefits. Firstly, we can lay a foundation for the Korean Medicine Information by establishing the fundamental plan for 'Korean Medicine Information Center'. Secondly, information strategic projects about 'Korean Medicine Information Center'. Secondly information strategic projects about 'Korean Medicine Information Development' can be performed in more systematic fashion and promoted by stages. Finally, by confirming the contents of the Korean Medicine of KMS system, we invent an opportunity of new project in the field of the Korean Medicine Information by means of practicing and managing the 'korean Medicine Information Custom Service'.
The evaluation of the ride quality had been performed by the subjective method before ISO2631(International Organization for Stadard 2631) and BS6841(British Standard 6841) was precented, but many research programs have been performed by the objective method after that. On this study, the ride quality was evaluated related with the objective method which considered the vibration which the human body feels on the driver's seat while driving on the road. In particular, we made the shock absorber nonlinear model and also selected the suitable shock absorber in the part of the vibration which the human body feels into the simulation. The shock absorber of suspension was dealt with 3 cases respectively with the front wheel and rear wheel. The vibration of the car driving on the road can be transferred to the wheel, the suspension, the vehicle body, the seat and the human body. The signal which was gained from the seat(hip) and the floor(foot) of the human body was changed to the vibration signal which the human body felt through using the frequency weighting function. And then the performance of the shock absorber was calculated through the statistic processing.
The effects of foundation scour depth and riverbed condition on the natural frequencies of a typical cross-river integral abutment bridge have been studied. The conventional operational modal analysis technique has been employed in order to extract the modal properties of the bridge and the results have been used in the Finite Element (FE) model updating procedure. Two tests have been carried out in two different levels of water and wet condition of the riverbed. In the first test, the riverbed was in dry condition for two subsequent years and the level of water was 10 meter lower than the natural riverbed. In the second test, the river was opened to water flow from the upstream dam and the level of water was 2 meter higher than the natural riverbed. The results of these two tests have also been used in order to find to what extend the presence of water flow in the river and saturation of the surrounding soil affect the bridge natural frequencies. Finally, the updated FE model of the bridge has been applied in a series of parametric analyses incorporating the effect of piles' relative scour depth on the bridge natural frequency of the first four vibration modes.
Objective: In order to secure the right to walk for the weak, such as the disabled, this study aims to suggest ways to improve the pedestrian environment by identifying factors that cause obstacles to walking. Design: Data Analysis and Perception Survey. Methods: The questionnaire was conducted separately between users of personal mobility vehicle and non-users. A total of 207 effective questionnaires were collected, and the analysis analyzed the perception of personal mobility vehicle by conducting frequency analysis using SAS 9.4. The survey focused on basic information on respondents, walking conditions, understanding of personal mobility vehicle, awareness of pedestrian space passage and parking, and awareness of the possibility of securing pedestrian rights due to new regulations. Results: First, when moving a pedestrian path by personal mobility vehicle, it shall be limited to less than the walking speed of pedestrians. Second, the parking location of the personal mobility vehicle is located at the boundary of the pedestrian road and the lane. Third, pay a fair price to park in a pedestrian space. Conclusions: It is necessary to improve the system to strengthen the contents of education to take into account the safety of pedestrians in education on how to use personal mobility vehicle.
Introduction: Despite huge investments in new technology and transportation infrastructure, terrible accidents still remain a reality of traffic. Methods: Severe traffic accidents were analyzed from four prevailing modes of today's transportations: sea, air, railway, and road. Main root causes of all four accidents were defined with implementation of the approach, based on Flanagan's critical incident technique. In accordance with Molan's Availability Humanization model (AH model), possible preventive or humanization interventions were defined with the focus on technology, environment, organization, and human factors. Results: According to our analyses, there are significant similarities between accidents. Root causes of accidents, human behavioral patterns, and possible humanization measures were presented with rooted graphs. It is possible to create a generalized model graph, which is similar to rooted graphs, for identification of possible humanization measures, intended to prevent similar accidents in the future. Majority of proposed humanization interventions are focused on organization. Organizational interventions are effective in assurance of adequate and safe behavior. Conclusions: Formalization of root cause analysis with rooted graphs in a model offers possibility for implementation of presented methods in analysis of particular events. Implementation of proposed humanization measures in a particular analyzed situation is the basis for creation of safety culture.
