The modal spilt for road has been increased, but, for railroad it has been decreased from 17.2%(1990) to 6.3%(2006). It is important to study on improving competition for railroad transportation so that freight transport industry for railroad which is getting to decrease in Korea will be increased. The objective of this study is to analyze the competitiveness of railroad transport compared with road by providing a high-speed railway. The indicators representing the competitiveness of railroad transport are determined. The main influenced factors for mode choice include transport cost, transport time, level of service. Precisely, three commodities type, container, cement, steel, are analyzed.
In 1997, 180 countries signed the Kyoto Protocol in Kyoto, Japan. The Kyoto Protocol came into force in February 2005. The agreement calls for industrialized nations to cut greenhouse gas emissions by 5 percent from 1990 levels by 2008 to 2012. This study is intended to outline the lessons that can be learned from European experience of the opportunities and challenges involved in operating train ferries to carry freight. The study considers the various train ferry routes that have operated over recent years in Europe, examines their characteristics, and then proceeds to evaluate the economic viability of train ferries in general. On the basis of this analysis, we have attempted to outline the conditions that appear to be required under which Train Ferries may be competitive. This study shows that long crossing train ferries in Europe have survived where the adjacent railway systems handle a significant volume of domestic traffic and do themselves playa serious role in the transport industry. There is no reason to suppose railway wagons cannot be carried economically over long distances. Experience in Western Europe is that they are best operated as mixed road trailer and rail wagon services. Only the lower deck need carry railway wagons, which greatly simplifies loading and the physical construction of the ship. Existing road based ro-ro ferries can be adapted to become rail ferries. It is, however, essential that there is commercial clarity as to the responsibility for ensuring the overall service is viable. To that end, the ferry company is responsible for marketing the service and managing relationships between the two railway authorities.
Recently, much literature has surveyed the economic effects of transportation investment, focusing on the relationship between transportation infrastructure investment and economic development. Although the conventional views assume that transportation investment stimulates economic growth, the results of recent studies are not conclusive and in some cases reject the conventional views. The contradictory results are linked with double counting Problem and Keynesian/Neo-classical economics theory. This article investigates the economic effects of road transportation with regard to freight transport using Stated Preference technique. This study examines, in particular, the value of time saving for freight which has been rarely studied in this area. In the first part, the value of time saving, excluding the value for driver and operating cost, is theoretically investigated through the model of continuous review system and periodic review system. At last, the empirical study using the Seated Preference technique shows the value of time saving for freight and the value of reliability, compared with other studies and the value of those in COBA. The result makes us conclude that road investment produces the secondary effects as well as the direct benefit such as time saving for passengers, operating cost saving. and accident cost reduction. The secondary effect includes the contribution to economic development.
The purpose of this paper is to analyze the competitiveness of the logistics industry of three countries - Korea, China and Japan - by looking into their logistics industry structure and the related regulations. For this aim, the paper examined the modal distribution of transportation, transport infrastructure, freight cost structure and regulation in transport sector in these countries. Furthermore, this study suggests some proposals for the further cooperation to bring sustainable progress in the logistics sector across Northeast Asia. The main suggestions of this paper are as follows: First, Korean government needs to strategize its options in the logistics industry, the most competitive in the country’s service sector, in upcoming FTA negotiations with China and Japan. Second, Korea needs to foster Busan into a strategic point for the Rail Ferry System and Road Feeder System. Third, Korea should participate in establishing shuttle flight service in Northeast Asia amid exploding flight demand from active economic interchange and tourism industry development.
The logistics industry is growing rapidly with China's economic development in recent years. Particularly, the intermodal freight system is becoming the main issue to reduce the logistic costs under the situation that the quantity of cargo transported between Korea and China is continuously increasing. Shift from road transportation to eco-friendly modes such as rail and coastwise shipping is also increasing. The present study suggests technical aspects related to the implementation of intermodal transport system centered on train ferries between two countries with already employed Chinese infrastructure into consideration. Technical assessment of intermodal train ferry system entails not only the vessels but supporting facilities and technologies as well. Port and rail facilities and operating skills for efficient modal shifting, and their standardization is indispensible to the realization of an intermodal train ferry system between the two countries.
