A flood -flow management system model of river basin has been developed in this study. The system model consists of the observation and telemetering system, the rainfall forecasting and data-bank system, the flood runoff simulation system, the dam operation simulation system, the flood forecasting simulation system and the flood warning system. The Multivariate model(MV) and Meterological-factor regression model(FR) for rainfall forecasting and the Streamflow synthesis and reservoir regulation(SSARR) model for flood runoff simulation have been adopted for the development of a new system model for flood-flow management. These models are calibrated to determine the optimal parameters on the basis of observed rainfall, streamflow and other hydrological data during the past flood periods. The flood-flow management system model with SSARR model(FFMM-SR,FFMM-SR(FR) and FFMM-SR(MV)), in which the integrated operation of dams and rainfall forecasting in the basin are considered, is then suggested and applied for flood-flow management and forecasting. The results of the simulations done at the base stations are analysed and were found to be more accurate and effective in the FFMM-SR and FFMM0-SR(MV).
An integrated system of GIS and water quality model was suggested including the pollutant loads from the watershed. The developed system consits of two parts. First part is the information on landuse and several surface factors concerning the overland flow processes of water and pollutants. Second part is the modeling modules which include storm event pollutant load model(SEPLM), non-storm event pollutant load model(NSPLM), and river water quality simulation model(RWQSM). Models can calculate the pollutant load from the study area. The databases and models are linked through the interface modules resided in the overall system, which incorporate the graphical display modules and the operating scheme for the optimal use of the system. The developed system was applied to the Chungju multi-purpose reservoir to estimate the pollutant load during the four selected rainfall events between 1991 and 1993, based upon monthly basis and seasonal basis in drought flow, low flow, normal flow and wet flow.
To utilize the hydraulic and hydrological models when simulating floods in agricultural watersheds, it is necessary to consider agricultural reservoirs, farmland, and farmland drainage system, which are characteristics of agricultural watersheds. However, most of them are developed individually by different researchers, also, each model has a different simulation scope, so it is hard to use them integrally. As a result, there is a need to link each hydraulic and hydrological model. Therefore, this study established an integrated flood simulation system for the comprehensive flood simulation of agricultural reservoir watersheds. The system can be applied easily to various watersheds because historical weather data and the SSP (Shared Socio-economic Pathways) climate change scenario database of ninety weather stations were built-in. Individual hydraulic and hydrological models were coded and coupled through Python. The system consists of multiplicative random cascade model, Clark unit hydrograph model, frequency analysis model, HEC-5 (Hydrologic Engineering Center-5), HEC-RAS (Hydrologic Engineering Center-River Analysis System), and farmland drainage simulation model. In the case of external models with limitations in conceptualization, such as HEC-5 and HEC-RAS, the python interpreter approaches the operating system and gives commands to run the models. All models except two are built based on the logical concept.

본 연구는 수계별 한정된 수자원의 효율적 관리를 위한 기존댐의 연계운영과 병행하여 댐 상·하류 유출을 고려한 종합적인 수자원관리방안 수립의 필요성이 대두됨에 따라, 고수기 및 저수기 댐 상 하류의 수계주요지점에 대한 하천유출상황을 모의할 수 있는 유출모형을 구성하는데 목적이 있다. 또한 장 단기적으로는 기존 모형을 검토하여 한국수자원공사의 "한강수계 댐 통합운영계획 수립" 업무에 활용될 수 있도록 하는데 있다. 본 연구에서는 한강수계의 소유역을 24개로 분할하였고 강우의 공간 분포를 작성하기 위해 151개의 강우관측소를 이용하여 강우자료를 정리하였다. 한강수계의 주요 제어지점으로 소양강댐, 충주댐, 충주 조정지댐, 횡성댐, 화천댐, 춘천댐, 의암댐, 청평댐, 팔당댐을 선정하였다. SSARR(Streamflow Synthesis and Reservoir Regulation) 모형을 기반모형으로 선정하여 모형의 입력자료를 작성하고 2002년의 수문자료를 이용하여 매개변수의 민감도 분석을 수행하였다. 민감도 분석 결과, 유역유출과 관련된 매개변수 중 토양습윤상태별 유출율, 침투량별 지하수유입률 및 지표수와 복류수를 분리하는 매개변수가 비교적 큰 민감도를 나타내었다.
대명포구 건설 전후의 지형 변화를 예측하기 위하여 수심적분 이차원 유사이동모형인 MOSU 모형을 사용하여 수치모의하였다. 이 모형은 반조합 유한차분모형으로 하천, 저수지, 호수, 하구, 해안에 적용가능하며, 세립 모래, 실트, 점토의 침식, 퇴적, 이동현상을 모의할 수 있다. 모형의 매개변수는 정성적 보정을 통해 추정하였다. 수치모형의 적용결과 포구 건설로 인한 염하수로의 지형변화는 거의 나타나지 않았다.
기후변화로 인해 강우의 변동성이 증가하여가뭄 또는 홍수가 빈번하게 발생하고 있다. 불확실성이 증가하는 기후 조건에 대응하는 수자원 시설 관리대책의 수립을 위해서는, 하천의 자연 유출량과 인공계 물공급을 모두 고려한 저수지 운영 모의를 통하여, 이수 및 치수 측면의 수자원 시설 영향에 대한 종합적인 분석이 선행되어야 한다. 본 연구에서는 강우-유출과 저수지 운영 모형을 연계 모의하여, 합천댐 유역을 대상으로 기후변화에 대한 이수안전도 및 홍수위험도 분석을 수행하였다. 강우-유출모형으로는 modèledu Génie Rural à 4 paramètres Journalier (GR4J) 모형을, 저수지운영 모형은 HEC-Ressim 모형의 구조를 가지는 R 기반모형을 적용하였다. 구축된 연계 모형에 기후변화 시나리오를 2100년까지적용하여 합천댐의 이수안전도 및 홍수위험도 변화를 정량적으로 분석하였다. 이수안전도 분석 결과, SSP5-8.5에 비해 SSP2-4.5 조건에서 이수안전도가 더높으며, 먼미래로 갈수록 모두 과거 조건보다 이수안전도가 증가하는 것으로 나타났다. 특히, 먼미래 기간에서는 홍수 위험도의 범위가 더욱 넓어지는 것으로나타났으며, SSP2-4.5와 SSP5-8.5 두 시나리오모두 먼미래 기간에서 홍수 위험도의 중앙값이 가장 높았다. 또한, 연총강수량과연총유출은 과거 대비 10% 미만 증가하는데 비해, 홍수시댐무효방류량은 120%이상 증가하여, 연구대상지역인 합천댐유역의 경우, 미래 기후변화로 인한 홍수위험도가 상승할 것으로 예상된다.
수자원의 개발 및 관리 문제에 있어 양적인 문제가 질적인 문제에 우선하여 왔으나 산업화와 생활수준의 향상에 따라 질적인 문제도 양(量)적인 문제만큼 중요하게 되었다. 본 연구에서는 수량과 수질문제를 동시에 고려하면서 수계내의 저수지 시스템을 종합관리하는 방안을 제시하며, 개발된 인(燐) 수지(收支) 모형(模型)에 따라 저수지 수질을 장기예측하는 기법도 제시한다. 개발된 기법은 5개의 저수지 운영을 감안한 한강 유역의 저수지군 관리에 적용하였으며, 적용 결과 수량적인 면과 수질적인 면에 있어 시간과 공간적으로 편기된 수자원을 모든 제약(制約) 조건(條件)을 만족시키면서 활용할 수 있다는 것을 입증하였다.
To effectively implement the integrated water management policy outlined in the National Water Management Act, it is essential to analyze agricultural water supply and demand at both basin and water district levels. Currently, agricultural water is primarily distributed through open canal systems and controlled by floodgates, yet the utilization-to-supply ratio remains at a mere 48%. In the case of agricultural water, when analyzing water balance through existing national basin water resource models (K-WEAP, K-MODISM), distortion of supply and regression occurs due to calculation of regression rate based on the concept of net water consumption. In addition, by simplifying the complex and diverse agricultural water supply system within the basin into a single virtual reservoir, it is difficult to analyze the surplus or shortage of agricultural water for each field within the basin. There are limitations in reflecting the characteristics and actual sites of rural water areas, such as inconsistencies with river and reservoir supply priority sites. This study focuses on the development of a model aimed at improving the deficiencies of current water balance analysis methods. The developed model aims to provide standardized water balance analysis nationwide, with initial application to the Anseo standard watershed. Utilizing data from 32 facilities within the standard watershed, the study conducted water balance analysis through watershed linkage, highlighting differences and improvements compared to existing methods.
본 연구에서는 기상청에서 제공하는 RCP 기후변화시나리오를 이용하여 기후변화와 유역유출특성에 따른 환경영향을 평가하였다. SWAT모형을 이용한 미래 댐 유입량 평가, HEC-ResSim 모형을 이용한 댐 안전성 평가 및 하류 유황분석을 수행하였다. 또한, 기존 수질관측자료를 이용하여 Seasonal-Kendall Test를 통해 수질변화 추세에 대해 분석하였고, SWAT과 HEC-ResSim 모형으로 도출된 방류량 및 지류유출량을 Qual2E모형에 적용하여 미래 수질변화 추세에 대해 분석하였다. 다음과 같은 유역 통합환경검토 기법은 하천환경에 대한 과학적 물환경 관리 체계를 확보하고, 기후변화 등 새로운 환경문제에 선제적으로 대응하기 위한 지침을 마련할 수 있을 것이다.
