전라북도 물이용 체계 및 과제(만경강과 동진강 중심으로) (Status of Water Infrastructure and Future Tasks in Jeollabuk-do Province(Focussed on the Mangyeong River and Dongjin River))

  • Mangyeong River and Dongjin River are highly dependent on external regions for domestic and agricultural water, and the agricultural water supply and use system of those rivers are very complicated. For smooth water supply, rivers are used as a supply system. Of the total river water use permits (as of 2019), agricultural water accounts for 97.5%, 80.4% in Mangyeong River and Dongjin River, respectively. The excessive intake of river water as agricultural purpose is causing the stream to dry out and to deteriorate the ecological health of the river. It is necessary to minimize the water use system that takes in and utilizes river water. In both rivers, the flow rate of agricultural drainage and the load of major water quality items that flowing into the main stream are similar to or higher than those of the major tributaries, indicating that management is necessary to improve the water quality of the river. It is necessary to understand the effect of agricultural drainage on river water quality by establishing a continuous monitoring system for the form of agricultural drainage.

  • In this paper, we introduce the watershed management (WSM) in Changjiang river. The Changjiang river and Changjiang Water Resources Commission (CWRC) are introduced. Then the acheivements and problems of Changjiang river watershed management are discussed. Lastly, the challenge and task are prospected.

A Study on River Space Restoration and Improvement of Water Quality in Nihonbashi River

  • Nihonbashi River takes more time to discharge water pollution because it runs low-lying areas and is easy to affect tidal flow from downstream. After rainfall, the water environment of the river has become worse. Even though the river is located in the important metropolitan area in Tokyo, it dose not have any connection with people's lives. We took Nihonbashi River as an example to consider methods for river restoration of improving water quality and river environment in densely inhabited urban areas. Especially, the major issue of river restoration is how smoothly and quickly discharges water pollution which flows into with river flow. The conclusion of this project is the effectiveness of improvement of water environment to construct of rock gates in Nihonbashi River and Kanda River to control inflows from upstream and tidal flows from downstream.

  • The characteristics of agricultural water rights in multi-purpose dams in Korea was examined. The river system with multi-purpose dams can be divided into national river system and WRC(Water Resources Corporation) river system according to ownership of dam use rights. While the national river system have permitted water rights, the WRC river system have vest water rights and contract water rights. The two river systems have different characteristics of agricultural water rights, and therefore the water right of two system need to be unified. It is also known that water release from multi-purpose dams against water demand does not satisfy agricultural water rights.

Study on Water Resources Allocation in the Lancangjiang River Basin of China

  • Based on water resources availability and development condition of the Lancang River, as well as considering the international river water resources characters, the paper put forwarded an integrated allocation way of the water resources of Lancang River Basin. According to the basic rules of equitable and suitable utilization of water resources of international rivers, water resources demand for domestic, industrial, irrigation and ecosystem system, and principles of society stabilities and the food safety etc, an index system of Lancang River water resources allocation was set up. Two levels scheme of Lancang River water allocation are proposed. First level is for an international water, which primarily to analysis the water quantity at the national boundary. Second level is for provincial water allocation among Qinghai, Yunnan provinces and Tibetan Autonomous Region. In the allocation schemes, the water resources development of Lancang River Basin at different scenarios and the related water allocation in different years and seasons were analyzed. A discharge to some cross sections of the river and a total amount water quantity for each district has been given as well.

유입지천을 고려한 낙동강 본류구간의 공간적 수질특성 분석 (Spatial Water Quality Analysis of Main Stream of Nakdong River Considering the Inflow of Tributaries)

  • The purpose of this study is the analysis of the water quality spatial characteristics for the main stream of Nakdong River in consideration of the tributary inflow. The flow and water quality (BOD, TOC, TP) data for 32 monitoring stations located in the main stream and the tributaries of Nakdong River were collected from 2003 to 2016. From the results of the flow and water quality analyses for each site, a status map of the flow and the water quality for Nakdong River was produced. The water quality of each river section was classified according to seven river-environment standards. The water quality changes in the main stream before and after the confluence were analyzed spatially. As a result, the water quality of Kumho River, in particular the Kumho B to Kumho C section, is the worst among the tributaries. In addition, the water quality grades of the lower streams such as Nam River and Miryang are worse than that of the upper streams of the Nakdong River. In the case of the main stream, the water quality grades of the sections between the Wicheon and Nam River confluences and the section from Nakbon L to Nakbon N are relatively poor.

시민 인식기반의 하천관리 정책에 관한 고찰 (A study on river management based on the results from a survey of citizens)

  • 시민인식은 하천관리를 포함한 공공정책 수립 시 결정적 요소 중 하나로 그 중요성이 점차 높아지고 있다. 시민인식 조사결과 시민들은 하천의 수질과 수생태계 상태를 과학적 측정자료보다 더 부정적으로 인식하고 있는 것으로 조사되었다. 이러한 인식의 괴리는 하천관리에 대한 신뢰성 회복이 중요함을 시사한다. 시민들은 전문성이 있는 기관에 의한 통합적이고 체계적인 하천관리를 바라는 것으로 나타났다. 따라서 시민들의 신뢰도개선을 위해 하천관리사업에 물전문기관이 참여하도록 유인하고 하천관리정책의 신뢰성을 강화할 필요가 있다.

낙동강 남강 합류부 수위와 수질 패턴 및 추세 (Patterns and Trends of Water Level and Water Quality at the Namgang Junction in the Nakdong River Based on Hourly Measurement Time Series Data)

  • As part of the Four Major Rivers Restoration Project, multifunctional weirs have been constructed in the rivers and operated for river-level management. As the weirs play a role in draining water from tributaries, the aim of this study was to determine the influence of the weirs on the water level of the Nam River, which is one of the Nakdong River's tributaries. Self-organizing maps (SOMs) and a locally weighted scatterplot smoothing (LOWESS) technique were applied to analyze the patterns and trends of water level and quality of the Nakdong River, considering the operation of the Changnyeong-Haman weir, which is located where the Nam River flows into the Nakdong River. The software program HEC-RAS was used to find the boundary points where the water is well drained. Per the study results at the monitoring points ranging between the junction of the two rivers and 17.5 km upstream toward the Nam River, the multifunctional weir influenced the water level at the Geoyrong and Daesan observation stations on the Nam River and the water quality based on automatic monitoring at the Chilseo station on the Nakdong River was affected strongly by the Nakdong River and partly by the Nam River.

안양천 도시하천 복원의 실행과 평가에 관한 연구 (A Study on the Application and Assessment of Urban River Restoration in the Anyang River)

  • The Anyang River which located in an urban area near Seoul had been managed focusing on supplying home and industrial water and preventing floods, coping with rapid industrialization and urbanization. Consequently, it was changed into a deadly river during 25 years. Its channel was straightened by concrete and water quality deteriorated to BOD 190mg/l. In addition, water quantity has been rapidly decreased and has been drying up. Also, as the river ecosystem, landscape, water-friendly function, and so forth were seriously deteriorated, people turn away from the urban river. From 2001, the master plan under the 10-year has been actively carried out centering on the preceding items, which are healthy river in which fishes inhabit, safe river free from floods and droughts, and pleasant river where citizens visit. As a result, its water quality was remarkably improved by BOD 5mg/l in 2005 and some upper zones were improved enough to allow people to swim. Moreover, various animals including fish and birds gather around the river. Now, the 'Anyang River Restoration Project' is recognized as the first comprehensive and systematic nature-friendly urban river improvement in Korea.

플랫강 유역의 위험에 처한 서식지 보호를 위한 MODSIM 하천 네트워크 흐름모의 (MOSIM NETWORK FLOW MODELING FOR IMPROVING CRITICAL HABITAT IN PLATTE RIVER BASIN)

  • Like other major river basin systems in the West of the United States the Platte River Basin are faced with the challenges of allocating more water for plant and animal species. A part of the Central Platte River was designated as critical habitat for the whooping crane in 1978. The water allocation system in the Platte River Basin is dominated by the Prior Appropriation Doctrine, which allocates water according to the priorities based on the date of water use. The Platte River Basin segregated into five subregions for purpose of analysis. 24 years of historic records of monthly flow and all the demands were complied. The simulation of river basin modeling includes physical operation of the system including water allocation by water rights and interstate compact agreements, reservoir operations, and diversion with consumptive use and return flow. MODSIM, a generalized river basin network model, was used for estimating the timing and magnitude of impacts on river flows and diversions associated with water transfers from each region. A total of 20 alternatives were considered, covering transfers from each of the five regions of basin with several options. The result shows that the timing and availability of augmented water at the critical habitat is not only a function of use by junior appropriators, but also of river losses, and timing of return flows.
