With accommodation of a population of many young people and families due to Hangang River New Town Housing Project and development of railway station spheres, a need is increasing to improve the quality of public libraries service for Gimpo citizens and to establish more libraries. This study thus analyzed the book lending data of Gimpo City libraries, and the city's libraries-related social media big data in an effort to forecast the users, and thus to propose four library service improvement measures. First, in terms of book gathering and book development policy plans, a proposal was made to expand good books for children and youth, and to expand general original-language books related to learning of English, and English books for children. Second, in terms of the establishment of additional libraries or specialization strategy, a proposal was made to establish exclusive children's libraries or English libraries, and to establish library specialization strategy with a focus on children and English themes. Third, in terms of library culture programs, a proposal was made to provide library culture programs in relation to children education and to expand weekend library culture programs. Fourth, in terms of library facilities, considering the convenience of parking facilities, a proposal was made to establish libraries near apartment complexes.

This research presented a conceptual design of damage assessment inventory for efficient response to natural disaster damage of infrastructure close to the river. It consists of classification and categorization of facilities for accomplishing the conceptual design of inventory for damage of infrastructure close to the river. However, there are arising problems of efficient management on disaster, such as poor management of data facilities and constructions which is managed by the different types of government departments. Therefore, this research presented conceptual models of damage assessment inventory on risks of damage infrastructure close to the river using the United states' HAZUS-MH to analyze damage facilities, type of asset classification, classification of domestic facilities and guidelines for computing the value of assets. Conceptual models of inventory this research presented is to be used on the data for damage response on protected inland damage assessment and to increase efficiency for evaluating detailed damage amount of private property by natural disaster and to establish a restoration plan.

Current TMDL based on the 'Polluter Pays Principle' in Republic of Korea is individually operated by each local government for the designed allocated pollution load of unit watershed and unit district. However, unlike the motion of the air contaminants, the polluted contaminants in a river move from upstream to downstream, and a river can affect to districts more than two. In addition, a decision making on the construction of a sewage treatment facilities follows the concept of 'economy of scale'. These reasons support the collaboration among local governments in order to reduce the costs in improving water quality. This study suggested a method to reduce water quality management cost by redistributing reduction load considering cost-effectiveness for an entire watershed. The assessment on the suggested method is conducted in Youngsan river watershed. Without variation in total load, reduction load assigned for unit watershed and unit district is retributed in the region where pollutant source is concentrated, and then water quality and cost reduction improved from the redistribution of reduction load is analyzed. The results show that the cost saved by the suggested method is KRW 124 billion for scenario-1 and 172 billion for scenario-2 considering total cost of KRW 788 billion for the existing plan. We expect that the suggested method is a good example to reduce water quality management cost in local governments for TMDL.
Recently, 357 water-friendly space were established near the main streams of the country through the Four Major Rivers Project, which was used as a resting and leisure space for the citizens, and the river environment and ecological health were improved. We are working hard to reduce the number of points and plan and manage the water-friendly space. In particular, attempts are being made to utilize mobile big data to make more scientific and systematic research on the number of users. However, when using mobile big data compared to the existing method of conducting field surveys, it is possible to easily identify spatial user movement patterns, but it is different from the actual amount of use, so various verifications are required to solve this problem. Therefore, this study evaluated the accuracy of estimating the number of users using mobile big data by comparing the number of visitors using mobile big data and the number of visitors using drone for Samrak ecological park located in the mouth of Nakdong River. As a result, in the river hydrophilic district, it was difficult to accurately estimating the usage pattern of each facility due to the low precision of pCELL, and it was confirmed that the usage patterns in the park could be distorted due to the signals stopped at roads and parking lots. Therefore, it is necessary to improve the number of pCELLs in the water-friendly space and to estimate the number of visitors excluding facilities such as roads and parking lots in future mobile big data processing.
We investigated the ichthyofauna and fish community structure of the Mudeungsan National Park, Korea from 2014 to 2016 to prepare a conservation plan. We collected 21 species of 6 families collected from 8 survey stations through skimming nets and cast nets during the period. The dominant and subdominant species were Zacco temminckii (43.0%) and Rhynchocypris oxycephalus (15.1%), respectively. The other abundant species were Z. platypus (11.2%), Pungtungia herzi (10.1%), Squalidus gracilis majimae (8.9%), and Z. koreanus (4.5%). Among the fish collection, 13 species (61.9%) were Korean endemic species, but, endangered species and exotic species were not found. Similarity indices based on species composition and abundance showed the clear division of the fish community into two river systems (Yongsan River drainage system (St. 1-7) and Seomjin River drainage system (St. 8)). The Youngsan River system was further divided into the uppermost (St. 1, 2, 4, 6, and 7) and the upper-middle (St. 3 and 5) regions. The number of species appearing in a year was similar at 19 to 20 throughout the survey period. However, the individual number of fish in 2015 (2,670) was 20% less than that of 2014 (3,366) and 2016 (3,429), respectively. The probable reason for this decline is the rapid decline of stream level in 2015 compared to the other years. During the survey period, river works were undergoing at 3 out of 8 stations, having created disturbance in fish habitat and especially impacted on benthic fishes.

The objective of this study is the quantitative analysis of climate change effects by performing several statistical analyses with hydrometeorological data sets for past 30 years in Geum river watershed. Temperature, precipitation, relative humidity data sets were collected from eight observation stations for 37 years(1973~2009) in Geum river watershed. River level data was collected from Gongju and Gyuam gauge stations for 36 years(1973~2008) considering rating curve credibility problems and future long-term runoff modeling. Annual and seasonal year-to-year variation of hydrometeorological components were analyzed by calculating the average, standard deviation, skewness, and coefficient of variation. The results show precipitation has the strongest variability. Run test, Turning point test, and Anderson Exact test were performed to check if there is randomness in the data sets. Temperature and precipitation data have randomness and relative humidity and river level data have regularity. Groundwater level data has both aspects(randomness and regularity). Linear regression and Mann-Kendal test were performed for trend test. Temperature is increasing yearly and seasonally and precipitation is increasing in summer. Relative humidity is obviously decreasing. The results of this study can be used for the evaluation of the effects of climate change on water resources and the establishment of future water resources management technique development plan.
The purpose of this research is to develop an Integrated Water Resources Evaluation Index (IWREI) which can used to assess the performance of water resources projects in a regional perspective focusing on three major sectors including water use, flood, and river environment in water resources policies. The IWREI is estimated by integrating the Water Use Vulnerability Index (WUVI), the Flood Vulnerability Index (FVI), and the River Environment Vulnerability Index (REVI) which represent the vulnerability in each sector. These indices consist of total 26 indicators selected from the pressure indicators representing the causes of damages in water use, flood, and river environment, the state indicators and the response indicators. The estimated index describes the vulnerability and effectiveness of policies with five levels: Low, Medium Low, Medium, Medium High, and High. The results of evaluating total 115 hydrological units in Korea using the WUVI, FVI, REVI, and IWREI indicate that the project effectiveness in water resources policies is clearly verified by the improved index results compared to the past (early 1990s). Regional vulnerability and evaluation indices developed in this research could be used to establish goals of water resources policy and to select priority regions for project implementation.
In case of the axial line bikeway, the residents in the riverside use it frequently but those in the city center hardly do as the axis is formed along the riverside of the Han river. This situation happens due to the inefficient connectivity between the bikeway that leads to the riverside and that in the city center, which means the administrative policies have been focused on the facilities rather than on raising connectivity of the bikeway networks in the south of the Han River. Also, this is the point of time when a reasonable improvement plan is needed to raise the accessibilities of the bikeways in Seoul, not just a utilization of those in the south of the Han River. This study intends to analyse the connectivity between Gangseo (west of the Han River) and Gangdong (East of the Han River) districts by comparing the current spatial structure in the southern areas of the Han River and that after the installation of the axial line, and that after installation of the ordinary bikeway respectively with use of the Space Syntax Model, and to predict resultant changes there of. The Space Syntax Model was used as the major method of analysis in this study to find out characteristics of the bikeways in the south of the Han River. Consequently, as the analysis shows that when the bikeways in the Gangseo and Gangdong-gu districts are connected, the accessibility of the bikeways in the south of the Han River will improve while the spatial structure intelligibility will be lowered, it can be said the prediction rate in the all areas is low compared with the current status. It is analyzed that the intelligibility of the current bikeways in the south of the Han River appeared highest when compared with those of plans for installation of the axial line and ordinary bikeway because they don't interconnect with other areas.

This study aims at conducting an awareness survey of three parties, namely, citizens, government officials, and developers for improvement of urban landscape and, based on the survey result, to suggest a direction to develop a landscape plan for improvement of urban landscape of Yong-in city in the future. The summary of this study is as follows. First, in case of Yong-in, the main drivers of forest landscape destruction were "residential complexes developed for apartment buildings" and "golf courses", the driver of river landscape damage was "the status of cleanliness of riverside and poor facilities", the driver of roadside landscape damage was "construction sites" that completely eliminate original natural landscape in both citizen and government official groups. When granting development-related approvals in the future, appropriate actions should be prepared such as developing a landscape management guideline or including a landscape plan in advance to assure plans and designs fully reflecting landscape. Second, citizens' commitment to participate in urban landscape creation and improvement was rated high at even willing to tolerate regulations including restriction of property rights. In the future, landscape improvement programs allowing resident participation should be developed proactively. The roles of government officials include preparing various criteria at a city level and convincing and guiding citizens to initiate landscape improvement project together with citizens and developers through proactive efforts by government officials. Third, the role of developers would be to realize development projects conserving local environment and/or harmonizing with local natural environment before preparing a development plan or launching construction rather than offering various considerations after executing development projects.

Restoration is the process of reducing or reversing damage to an ecosystem so that it can function in its original manner. However, many restoration programs do not achieve this. In the Nakdong Estuary, the largest migratory nesting site in the center of the East Asian-Australasian flyway, an estuarine barrage was constructed in the 1980s that required site restoration following its completion in 1987 and the expansion of several large industrial complexes(Noksan and Jangrim) and a residential development(Myeongji). The goal of the restoration was to restore the function of the wetland to its pre-disturbance state. To achieve this, a restoration program was designed consisting of three stages. The first stage(1993-1995), saw the construction of three artificial wetlands(Shinhori, Daemadeung, and Eulsuk), the second(2003-2005) involved the dredging and returning of farmed lands to their natural state, and the third(2008-2012) focused on the rehabilitation and vegetation development of the wetlands. However, the project has not achieved all of the desired goals, and it is an example of the lapses in ecological restoration following anthropogenic disturbance. Issues that resulted in an incomplete restoration included the timing of the stages, noncompliance with the restoration plan, not directly monitoring the restoration or continuing the monitoring following completion of the development project, and the political subversion of the restoration plan. For the success of the restoration plan, it is necessary to avoid mistakes such as inconsistent monitoring, unequal levels of stakeholder involvement, and political interference.
