기술적 해결을 통한 위험관리의 가능성과 한계: 지하철 스크린도어를 중심으로 (The Possibility and Limit of Risk Management through Technological Fix: A Case Study into the Platform Screen Door (PSD))

  • 이 글은 지하철 위험의 해결책으로 제시된 스크린도어를 대상으로 "기술적 해결"(technological fix)의 가능성과 한계를 검토하고 있다. 지하철 위험은 그 유형에 따라 모두 다섯 종류―"전철운행 사고", "역사 내 사고", "승강장 사고", "지하의 공간적 위험", "범죄 및 테러의 위험"―로 분류할 수 있는데, 가장 중요한 것은 궤도와 역사의 접촉면에 위치한 승강장에서 발생하는 승강장 사고이다. 스크린도어는 승강장 사고를 예방할 수 있는 효과적인 기술적 수단으로 여겨진다. 여기에는 사고를 기술적 수단을 통해 해결하려는 기술적 해결의 이데올로기가 강하게 작용한다. 신설되는 역이 아니라 기존 역의 승강장에 스크린도어를 설치하는 것이 세계적으로 유래를 찾기 힘든 경우라는 사실이 이를 잘 보여준다. 스크린도어는 현실적 수단으로서 가시적 효과를 낳았지만 예상치 못한 비가시적 위험을 가중시킨 측면도 없지 않다. 승강장 내부, 특히 출퇴근 환승역 승강장에서 화재가 발생했을 때, 스크린도어는 승객의 탈출로를 차단하는 "통곡의 벽"으로 돌변할 수 있다. 기술적 해결에 대한 지나친 기대와 의존은 금물이며, 그 한계에 대한 성찰이 요구되는 이유이다.

  • Recently, the importance of prevention has emerged for the management of construction safety accidents.. Accordingly, this study collects and quantifies various risk factors at the construction site to represent them as direct risks and to create a predictive process for prevention in advance. These risk figures can be used as comprehensive safety figures to reflect current site conditions and past accidentt cases. The prevention of industrial accidents is managed in advance through the development of applications thatt quantify and predict the risks of individuals working at construction sites. The purpose of the project is to reduce industrial accidents in the construction industry by supporting safety management of site managers and workers.

한국철도의 위험도 평가방안에 관한 연구 (Risk Assessment for Railway Related Accidents in Korea)

  • This paper presents the procedures and the results conducted by the proposed one for the risk assessment based on the accident statistics in the Korean railway. Approximately 1200 accident data were used for this study, and risk models were developed to describe the potential hazards. A risk assessment was conducted using the potential problem analysis technique qualitatively. Additionally, this study performed a regional risk assessment. The results of this study showed that the risks for collisions between trains and derailment are relatively low. However, grade crossing and public accident and accidents of workers on tracks take high risks. A large number of accidents is concentrated on the three regions such as Suwon, Chunan, and Chungrangri.

  • Avoiding the industrial accidents is one of the goals in manufacturing industries from the top manager to the foremen. Therefore all the companies try to prevent occupational accidents using system safety programs in order to increase the productivity. Korean industries have been tended to depend upon historical information to control risks. The other hand, foreign industries have identified risk factors using system safety techniques to predict future risks. This study presents the method to apply the foreign industries risk control technique to the Korean industries.

Finding Hazard Factors by New Risks on Maritime Safety in Korea

  • The key features of maritime accidents are the change of their attributes by new risks from time to time. To prevent maritime accidents in Korea, the impacts by new risks on domestic safety environments should be identified or predicted. The purpose of this paper is to find the hazard factors by new risks on maritime safety in Korea. The meaning of new risks is the elements of accident hazard which is compiled from new or rare or unprecedented events in the worldwide maritime transportations. The problems of new risks are the lacks of optimum countermeasures to mitigate accident risks. Using the questionnaires with 152 event scenarios classified by 20 accident causes, the hazard identification and risk analysis of new risks was performed based on the Formal Safety Assessment (FSA) by IMO. A total of 22 Influence Diagrams, which is to depict the transit flows between accident causes to consequences, is used in the construction of 152 event scenarios. A total of 20 accidents causes is the same contents as the causation factors represented in Statistical Year Book for Maritime Accidents of Korean Maritime Safety Tribunals. After defining the evaluation equations to the response results of questionnaires by 46 experts, the work for risk analysis is carried out. As results from the analysis of 152 scenarios, it is known that the root cause to affect on maritime safety in Korea is the pressure of business competition and it led to the lacks of well experienced crews, the overload of vessel operations and crew's fatigue. In addition, as results from the analysis of 20 accident causes, the three accident causes are to be candidate as main issues in Korea such as the inadequate preparedness of departure, the neglecting of watch keeping in bridge and the inadequate management of ship operations. All of the results are thought to be as basic hazard factors to safety impediments. It is thus found that the optimum Risk Control Options to remove the hazard factors and to mitigate consequences required are the following two factors: business competition and crewing problems.

  • 해상환경 변화와 과학기술 발전 등에 따라 기존에 알지 못하던 미식별 위기가 새롭게 창출되고 있다. 새로운 위기는 새로운 해양사고를 야기하기 때문에 이를 조기에 인지하지 못하면 해양사고는 지속 발생할 수밖에 없다. 따라서 미 식별된 또는 새로운 위기요소의 식별은 해양사고 예방에 중요하다. 그리고 많은 나라에서 다양한 해양사고 분석 기법과 모델들을 사용하여 해양사고를 줄이기 위해 노력하고 있는데, 해양사고 모델 개발을 위해서는 앞으로 발생할 수 있는 위기요소들에 대한 식별 및 분류도 필요하다. 이 연구에서는 기존의 식별된 위기요소와 새로운 위기요소 식별에 관하여 기초 조사하였다.

항해사의 피로가 해양사고에 미치는 영향 평가에 관한 연구 (A Study on the Effects of Marine Accidents by Navigation Officers' Fatigue)

  • 최근 국내에서는 연간 약 600여건의 각종 해양사고가 발생하고 있다. 해양사고의 발생에 관한 국 내외 많은 연구와 분석에 의하면 해양사고의 약 70~80%가 인적요인에 의해 발생하고 있다. 여러 인적요인 중에서도 항해사의 피로는 매우 중요한 요인이다. 항해사의 피로가 해양사고에 중요한 역할을 한다고 인식되고 있음에도 불구하고 항해사의 피로도를 정량적으로 파악할 수 있는 연구는 거의 미미하다. 따라서 본 연구에서는 해양사고 종류별로 인적요인에 의한 발생률을 분석하고, 문헌과 5점 척도를 이용한 설문조사를 통하여 항해사의 피로에 영향을 미치는 중요한 5가지 요인을 추출하였다. 그리고 ISM법을 이용하여 피로요인에 의한 해양사고 발생 위험성의 평가요소를 계층구조화하였다. 마지막으로 AHP법을 이용하여 추출된 각 피로요인의 중요도를 구하고 항해사의 피로에 의해 발생할 가능성이 높은 해양사고의 순위를 결정하였다. 그 결과 수면시간 0.386, 스트레스 0.302, 건강상태 0.139, 휴식시간 0.099, 음주 약물 0.074순으로 높은 것으로 나타났다. 또한, 인명사상사고 0.328, 충돌사고 0.308, 좌초사고 0.195, 침몰사고 0.094, 화재사고 0.075로 나타났다. 따라서 중요도가 높은 요소들을 중심으로 제어방안을 마련해야 할 필요가 있다.

근로자의 사고 경험과 업무 위험 인식이 안전문화에 미치는 영향 (The Effects of Workers' Accident Experiences and Perception of Work Risks on Safety Culture)

  • This study would analyze a survey conducted with 609 workers to use the results as materials for the settlement of safety culture for the characteristics of the establishment by assessing the status of the workers' exposure to harmful risks and the impact on safety culture to present the following conclusions. This study has significance in that it found that exposure to harmful/dangerous factors in the establishment and the workers' experiences of occupational accidents affect their perception of safety culture and that in particular, 'worker safety priority' of the safety cultural factors was an important factor, and it is judged that continuous studies are necessary so that the perceptions of safety culture will spread in the establishment.

  • Establishing a framework, to explain the path to safety accidents considering major safety management factors such as physical conditions including on-site activities and workplace, as well as human factors as to labor, supervisors, or managers, would be effective as the basis to control project's risks by preventing disasters. Therefore, this study aimed to clarify the mechanism in safety management and disaster occurrence. In order to accomplish the purpose, it identified and classified the factors related to accidents, reviewed the causal relationships among them, and suggested the influence diagram. The results of this research are expected to contribute to reinforcing the preventive management, and facilitating the development of integrated site control system based on safety risks.

단체급식 안전관리에 대한 영양사 인식 조사(I) - 사고 현황 및 위해 평가 - (Dietitians' Perceptions of Safety Supervision in Institutional Foodservices (I) - Status of Accidents and Assessment of Hazards -)

  • The objectives of this study were to investigate the status of accidents and to assess hazards in institutional foodservices in the Changwon and Masan areas. A survey was conducted from February 1 to March 31, 2009 using questionnaires, and 142 dietitians participated. The dietitians' perception of accident risks in workplace averaged 3.11 points. Forty-five percent of the respondents responded that accidents had occurred more than once between 2006 and 2008. In addition, 28.2% of the respondents experienced employee absences or turnover due to accidents during Year 2008. 'Musculoskelectal injuries or disorders (65.5%)', 'slips or falls (64.8%)', 'burns (57.7%)', and 'cuts and punctures (48.6%)' were the predominant accidents in foodservice. 'Knives (76 points)', 'steam kettles (41 points)', 'vegetable cutters (34 points)' and 'turn kettles (26 points)' were the equipment with severe accidents, such as burns or cut injuries. Among foodservice processes, 'carpal tunnel syndrome while washing (2.83 points)', 'burned by frying oil (2.64 points)', 'cut by sharp tools (2.55 points)', 'musculoskelectal injury by moving heavy weight food materials (2.41 points)', and 'injury by slipping on wet workplace floors and trenches (2.19 points)' were the most frequently occurring accidents at foodservice sites. To prevent safety accidents, dietitians' perceptions of safety supervision should be improved, and therefore, it is necessary they receive safety education.
