We conducted human risk assessment due to inhalation exposure to heavy metals emitted from incinerator. The process of health impact assessment(HIA) on incinerator is as follows: The first step is to presume and calculate the amount of heavy metals emitted using emission factor. The second step is to conduct an exposure assessment using the K-SCREEN model which is used for predicting the concentration in a conservative method. The last step is to carry out a risk assessment on carcinogenic and non-carcinogenic substances. This study revealed that rank of carcinogenic human risk was $Cr^{+6}$ > As > Ni > Cd, and values of human risk assessment on carcinogenic and non-carcinogenic substances is lower than the US criteria for risk assessment except $Cr^{+6}$. It is expected that the technique of HIA, especially human risk assessment on heavy metals, would be applied to the incinerator construction project. In addition, more systematic studies are needed to overcome some weak points and limits found in this study.

The F&EI technique is one of the risk assessments with many advantages. It can save time and effort compared to quantitative risk assessment (QRA). By using the evaluation result of this technique, it is possible to check the effectiveness of the investment cost. In addition, a relative risk ranking can be created and used to establish the facility management cycle and to prioritize investment. However, evaluating the target process can be evaluated more than the actual risk since the LCCF, a loss prevention measure, is too limited. In addition, calculating premiums via this method can result in excessive premiums, making it difficult to evaluate the risk precisely. Therefore, new safety guard was added to the LCCF of the F&EI risk assessment with reference to HAZOP and LOPA techniques. Newly added LCCFs are Deflagration arrester, Check valve, SIS, and Vacuum beaker, etc. As a case study, F&EI risk assessment was performed on Acetone storage tank of a API (Active pharmaceutical ingredient) plant to compare actual MPPD. The estimated loss amount was 592,558$ for the existing technique and 563,571$ for the improved technique, which was reduced by about 5% compared to the previous one. This proved that a more precise evaluation is possible and that the efforts for safety at the workplace are reflected in the evaluation results.

The Ministry of Employment and Labor announced a roadmap for reducing serious accidents to create a "safe and healthy workplace, happy Korea" and ordered a risk assessment for all work processes in all workplaces on November 30, 2022. Accordingly, even workplaces that handle new chemicals must conduct risk assessment when introducing new chemicals, but the risk assessment techniques currently proposed by the government focus on preventing conventional accidents such as falls, getting caught, and bumping. Currently, there is a Chemical Hazard Risk Management (CHARM) technique that is most commonly used for chemical risk assessment, but in small and medium-sized businesses that lack professional manpower related to chemical substances, there are many technical terms in the technique and it is difficult to interpret, so its utilization is very low. Therefore, the purpose of this study is to present a method that can make risk assessment easier and simpler before handling new chemicals so that it can be used well in small and medium-sized businesses that lack professional manpower related to chemical substances. Through actual cases, the method of using CHARM was confirmed step by step, and based on this, risk reduction establishment and execution methods were derived. Based on the results of this study, it is expected that it will be used as the best tool for preventing accidents such as acute poisoning when handling chemicals in small and medium-sized workplaces that lack professional manpower related to chemical substances and make every effort to protect workers' health.
Decommissioning process of nuclear facilities consist of a sequence of problem solving activities, because there may exist not only working environments contaminated by radiological exposure but also industrial hazards such as fire, explosions, toxic materials, and electrical and physical hazards. Therefore, not a few countries in the world have been trying to develop appropriate counter techniques in order to guarantee safety and efficiency of the process. In spite of that, there still exists neither domestic nor international standard. Unfortunately, however, there are few workers who experienced decommissioning operations a lot in the past. As a solution, it is quite necessary to utilize experts' opinions for risk assessment in decommissioning process. As for an individual hazard factor, risk assessment techniques are getting known to industrial workers with advance of safety technology, but the way how to integrate those results is not yet. This paper aimed to find out an appropriate technique to integrate individual risk assessment results from the viewpoint of experts. Thus, on one hand the whole risk assessment activity for decommissioning operations was modeled as a sequence of individual risk assessment steps which can be classified into two activities, decontamination and dismantling, and on the other, a risk assessment structure was introduced. The whole model was inferred with Fuzzy theory and techniques, and a numerical example was appended for comprehension.
The events at the Fukushima Daiichi Nuclear Power Station in March 2011 point out, among other matters, that concurrent accidents at multiple units of a site can occur in reality. Although site risk has been deterministically considered to some extent in nuclear power plant siting and design, potential occurrence of multi-unit accident sequences at a site was not investigated in sufficient detail thus far in the nuclear power community. Therefore, there is considerable worldwide interest and research effort directed toward multi-unit site risk assessment, especially in the countries with high-density nuclear-power-plant sites such as Korea. As the technique of probabilistic safety assessment (PSA) has been successfully applied to evaluate the risk associated with operation of nuclear power plants in the past several decades, the PSA having primarily focused on single-unit risks is now being extended to the multi-unit PSA. In this paper we first characterize the site risk with explicit consideration of the risk associated with spent fuel pools as well as the reactor risks. The status of multi-unit risk assessment is discussed next, followed by a description of the emerging issues relevant to the multi-unit risk evaluation from a practical standpoint.
Environmental Impact Assessment(EIA) is defined as an activity designed to identify and predict the impact on the environment. In the process of an EIA, the quantitative evaluation is generally performed for the air and water quality which have the national environmental quality standards. But the predicted values for the air and water quality are simply compared to the environmental standards. At present, the EIA process of Korea has no consideration for the possible human health risk resulting from the development projects. Environmental Health Impact Assessment(EHIA) is an applied methodology of EIA to estimate the acceptable health risk caused by a specified level of environmental pollutants. Estimating the excessive lifetime risk that is a possibility of dying of a certain disease by environmental contaminants, is useful as an evaluation technique of EHIA. It is recommanded the decision-makers to make efficient use of EHIA not only the development projects but also legislative proposals, policies and programmes in future.
The hazard conditions on plant works of the steel industry have been investigated to efficiently prevent from industrial accidents. The plant works are eventually carried out by workers of smaller service companies where the safety management systems are not well established, on behalf of the main steel company. Based on the preliminary risk assessment on the plant working and open literature reviews, the safety management systems, which can be applied to the plant workplace of each process, are studied and then the step-by-step 4M check-list method is established. Accordingly, the risk assessment technique using 4M checklist for the plant workplace is proposed. In addition, a standardized flow-chart for safety management of plant work is introduced. These risk assessment technique and flow-chart can definitely contribute to the reduction of industrial accidents, considering the risk characterization and the unsafe conditions in small and medium-sized plant workplace, as effective safety management tools and safety guide line.

This study shows the developing process of the risk assessment models for railway casualty accidents. To evaluate the risks of these accidents, the hazardous events and the hazardous factors were identified by the review of the accident history and engineering interpretation of the accident behavior. The frequency of each hazardous event was evaluated from the historical accident data and structured expert judgments by using the Fault Tree Analysis (FTA) technique. In addition, to assess the severity of each hazardous event, the ETA (Event Tree Analysis) technique and other safety techniques were applied. The risk assessment models developed can be effectively utilized in defining the risk reduction measures in connection with the option analysis.
This paper presents the procedures and the results conducted by the proposed one for the risk assessment based on the accident statistics in the Korean railway. Approximately 1200 accident data were used for this study, and risk models were developed to describe the potential hazards. A risk assessment was conducted using the potential problem analysis technique qualitatively. Additionally, this study performed a regional risk assessment. The results of this study showed that the risks for collisions between trains and derailment are relatively low. However, grade crossing and public accident and accidents of workers on tracks take high risks. A large number of accidents is concentrated on the three regions such as Suwon, Chunan, and Chungrangri.

The decommissioning of nuclear power plants should be prepared by quantitative and qualitative risk assessment. Radiological and non-radiological hazards arising during decommissioning activities must be assessed to ensure the safety of decommissioning workers and the public. Decommissioning experiences by U.S. operators have mainly focused on deterministic risk assessment, which is standardized by the U.S. Nuclear Regulatory commission (NRC) and focuses only on the consequences of risk. However, the International Atomic Energy Agency (IAEA) has suggested an alternative to the deterministic approach, called the risk matrix technique. The risk matrix technique considers both the consequence and likelihood of risk. In this study, decommissioning stages, processes, and activities are organized under a work breakdown structure. Potential accidents in the decommissioning process of NPPs are analyzed using the composite risk matrix to assess both radiological and non-radiological hazards. The levels of risk for all potential accidents considered by U.S. NPP operators who have performed decommissioning were estimated based on their consequences and likelihood of events.
