ORGANIZATIONAL CONTRIBUTIONS TO NUCLEAR POWER PLANT SAFETY

  • Nuclear power plants (NPP) are complex socio-technological systems that rely on the success of both hardware and human components. Empirical studies of plant operating experience show that human errors are important contributors to accidents and incidents, and that organizational factors play an important role in creating contexts for human errors. Current probabilistic safety assessments (PSA) do not explicitly model the systematic contribution of organizational factors to safety. As some countries, like the United States, are moving towards increased use of risk information in the regulation and operation of nuclear facilities, PSA quality has been identified as an area for improvement. The modeling of human errors, and underlying organizational weaknesses at the root of these errors, are important sources of uncertainty in existing PSAs and areas of on-going research. This paper presents a review of research into the following questions: Is there evidence that organizational factors are important to NPP safety? How do organizations contribute to safety in NPP operations? And how can these organizational contributions be captured more explicitly in PSA? We present a few past incidents that illustrate the potential safety implications of organizational deficiencies, some mechanisms by which organizational factors contribute to NPP risk, and some of the methods proposed in the literature for performing root-cause analyses and including organizational factors in PSA.

  • National performance-based design methods and prescribed standards for various input data not defined as separated regulation, ASET and RSET fire and evacuation simulations on the data cited by different designers. This is also directly connected reliability problems for the evacuation simulation and performance-based fire. standardizing the various input to performance-based fire and evacuation simulations of a similar risk, regardless of the experience of designer or technical skills. The performance-based targets proper fire-fighting and emergency equipment installed reasonable initial investment cost to done ensure safety.

Job Characteristics in Nursing and Cognitive Failure at Work

  • Objectives: Stressors in nursing put high demands on cognitive control and, therefore, may increase the risk of cognitive failures that put patients at risk. Task-related stressors were expected to be positively associated with cognitive failure at work and job control was expected to be negatively associated with cognitive failure at work. Methods: Ninety-six registered nurses from 11 Swiss hospitals were investigated (89 women, 7 men, mean age = 36 years, standard deviation = 12 years, 80% supervisors, response rate 48%). A new German version of the Workplace Cognitive Failure Scale (WCFS) was employed to assess failure in memory function, failure in attention regulation, and failure in action exertion. In linear regression analyses, WCFS was related to work characteristics, neuroticism, and conscientiousness. Results: The German WCFS was valid and reliable. The factorial structure of the original WCF could be replicated. Multilevel regression task-related stressors and conscientiousness were significantly related to attention control and action exertion. Conclusion: The study sheds light on the association between job characteristics and work-related cognitive failure. These associations were unique, i.e. associations were shown even when individual differences in conscientiousness and neuroticism were controlled for. A job redesign in nursing should address task stressors.

  • Objectives: Epichlorohydrin is a material that has been predicted to have high volatility and strong toxicity and is used normally in working area. Therefore, the hazardous and dangerous level and the foreign management system about epichlorohydrin should be invested at home and abroad and through hazard assessment for occupational environment measurement and exposure status of industrial workers in domestic working area. Methods: To assess risk and to suggest Development and Adoption to prevent health damage of workers owing to the epichlorohydrin exposure, the hazardousness and dangerousness of epichlorohydrin and its practical examples and regulation level for domestic and abroad health impairment are researched on the base of various references. Results: The epichlorohydrin caused skin and mucus membrane irritation, respiratory paralysis, kidney and live damage under the influence of acute toxicity and in animal study, it was confirmed as a doubtful carcinogenic substance to trigger reducement of sperm number and reproduction ability, abnormal spermatogenesis, mutagen, increase of forestomach epithelium and occurrence of papilloma and so on, as well as it induced stimulus asthma and allergic contact dermatitis for exposure workers. Conclusions: Epichlorohydrin was found to occur allergic contact dermatitis, carcinogenesis doubt and reproduction toxicity and was verified as a material which would be established reinforcement of management level to care health of handlers, such as denotement dangerousness of skin absorption.

Factors Affecting Consumer Intention on QR Payment of Mobile Banking: A Case Study in Indonesia

  • Technological developments facilitate payment transactions. In 2020, Bank Indonesia issued a regulation that supports QR payments using the Indonesian Standard Quick Response Code (QRIS). PT ABC is one of the banks that launched a QR payment feature on mobile banking with QRIS standards to make it easier for customers to make payment transactions at various merchants. In its implementation, the interest of QR payment users still tends to be small, so an analysis of the interests of QR payment users is carried out. The purpose of this study is to analyze the factors that influence user interest by using a modified UTAUT model. The UTAUT model was modified by adding variables to perceived trust, perceived risk, perceived regulatory support, and promotional benefits. The population taken is the company's customers in the DKI Jakarta area and it takes 403 samples for this case study. The results of empirical analysis show that 8 out of 12 hypotheses are considered proven where business expectations, social influence, perceived trust, perceived risk, perceptions of regulatory support, promotion benefits, age-moderated performance expectations, and age-moderate effort expectations have a significant effect on behavioral intentions, while performance expectations, facilitation conditions, business expectations are moderated by experience and social influence.

  • The purpose of this study is to screen for the effects of climate change and climate change adaptation in the insurance industry. There is now a consensus that the climate is changing, with potential risk to the global economy and human health and so on. On the other hand, unknown is the extent to which insurance business pattern have already been affected. But the increase in damage due to climate change is likely to raise insurance company losses. In this regard, I conduct especially an effects of the insurance industry on climate change. And than, I analyzed what insurance companies would do to lessen the impact of climate change. As a result, the impact of climate change on the insurance industry is a huge increases in claims due to disasters and diseases arising from climate change. And another thing is growth in climate change-related legislation, regulations and reporting requirements such as financial soundness regulation and climate change risk disclosure. Therefore, the insurance industry needs to build a climate change adaptation strategies include capital raising, liquidity of assets, faithful debt management and so forth.

  • After the Tianjin Port explosion on 2015, it is highlighted that securing safety for dangerous goods in Korea and try to establish safety standards for railroad dangerous substances transport. In Korea, the regulation for the transport of dangerous goods is stipulated to need 3 buffer cars. However, It is inefficient that 3 buffer cars. because 3 buffer cars, increase transportation too much costs in transit and it is too strict compared to other country rules. The purpose of this study was to improve transportation efficiency by mitigating the criteria for isolated railroads through rational safety assessment. In order to verify this, we used a risk assessment software which is PHAST 7.2 developed by DNV GL. We calculated safety distances that could prevent ignitions setting up scenarios when relief system work installed on a train loaded with propylene, nonane. As a result, we confirmed that buffer cars can be reduced from three to one. This result would be implemented in the application of Korail.

Review of the regulatory periodic inspection system from the viewpoint of defense-in-depth in nuclear safety

  • The regulatory periodic safety inspection system is one of the most important methods for confirming the safety of nuclear power plants and the defense in depth in nuclear safety is the most important basic means for accident prevention and mitigation. Recently, a new regulatory technology based on risk-informed and safety performance has been developed and used in advanced countries. However, since the domestic periodic inspection system is being used in the same way over 30 years, it is necessary to know how the inspection contributes to the safety confirmation of the nuclear power plants. In this study, the domestic periodic inspection system currently in use was analyzed from the perspective of defense in depth in nuclear safety. In addition, the analysis results were compared to the U.S. NRC's safety inspection system to obtain consistency and lessons in this study. As a result of analysis, the NRC's safety inspections were distributed almost evenly at the all levels of defense in depth, while in the case of domestic inspection, they were heavily focused on the level 1 of defense in depth. Therefore, it appeared urgent to improve the inspection system to strengthen the other levels of defense in depth in nuclear safety.

The Impact of Capital Requirement on Bank Performance: Empirical Evidence from Vietnamese Commercial Banks

  • This paper examines the effects of regulatory capital on a bank's profitability and risk. We employ annual data from Vietnamese commercial banks from 2005 to 2020 and use the dynamic GMM regression method to address the potential endogeneity issue, more suitable for panel data with relatively low time dimensions. Our panel regressions indicate that higher regulatory capital would significantly improve the bank's profitability and lower the bank risks. In particular, a one percent increase in the regulatory capital would significantly increase the bank's return on assets by 1.9%. We further explore the heterogeneous impacts of regulatory capital on the Vietnamese bank's performance across bank characteristics. We find that smaller, non-state-owned and non-listed banks would benefit from stringent regulatory capital requirements. The improvements in bank performance are mainly driven by reductions in the risk premium of the banks, resulting in lower funding costs and higher profitability. These findings are essential since Vietnam, as an emerging market, has only implemented the Basel II reform recently on a stable and fast-growing background rather than as a reaction to the global financial crisis. Thus, our empirical results support stringent regulatory capital in emerging countries to ensure a stable banking sector and boost economic growth.

ISO14971:2019 detailed analysis and Post Market Surveillance Application Method - Focusing on IVDR requirements (ISO14971:2019 세부분석과 Post Market Surveillance의 적용 방안 - IVDR 요구사항 중심으로)

  • EN ISO 14971:2012 a risk management standard approved and applied as a European standard in 2012, will be adopted and applied as ISO 14971:2019 published in December 2019, ISO/TR 24971(Guidance) published in June 2020 from May 2022. After that, it is applied to IVDD surveillance and IVDR new and conversion, and the manufacturer is already preparing for application or is starting preparation for application. In addition, 98/78/EEC IVDD applied from 1998 will also be applied as REGULATION (EU) 2017/746 IVDR from May 2022. In particular, in IVDR, the requirements for post-marketing investigations such as Post Market Surveillance (PMS), Summary of safety and performance(SSP), Periodic Safety Update Report(PSUR) and Post Market Performance Follow Up(PMPF), which were not required in the existing IVDD, increased, and the contents were also specified. This study focused on ISO14971:2019 among these strengthened and newly applied regulations, and tried to present a detailed analysis and application plan of Post Market Surveillance (PMS) required by 2017/746 IVDR.
