  • Recently concept of self-leadership that leads one's own activities toward right direction through self-control or self-management has been being focused on practices as well as academia. This study is to investigate the influence between self-leadership strategies and learning performance at IT classes mediated by attitude of attendance focused on the social science students at an university. This study performed the comparative study to investigate whether differences among Korean(64 samples) and Chinese(31 samples) students is or not Research results can give us right direction of task-taking attitudes in firms or learning attitudes in teaching organization and implications to human resource managers who are in charge of improving learning performance or productivity.

  • Members of the private companies have the skills, knowledge, abilities, etc. In return for providing the organization from the organization granted a way to continue the relationship. From these companies in exchange for monetary compensation, such as wages and honors, including non-monetary benefits, and receive a reward. Interaction with each other in these companies are members of the organization to always think about the fairness issue. In this study, the performance of the company fairness affect whether any will be discussed. Organizational justice research on job satisfaction, organizational commitment influence. But that does not affect sales growth, respectively.

A Study on the Ordinance on Landscape Composition by Korean Local Government - Focused on the Present State in Comparison with Japanese Local Government - (한국 지방자치단체 경관형성관련조례에 관한 연구 - 일본지방자치단체와 비교고찰을 통하여 -)

  • This study conducted a comparative analysis on ordinances on landscape composition by local governments, which are a part of the policy to activate landscape composition, by examining the cases of Korea and Japan. For the purpose of specialized landscape compositions according to the own characteristics of Korean local governments, this study suggests factors to consider on the enactment of ordinance on landscape composition as follows. First, in order to compose landscape with an unique figure of the local government, it is required to collect and analyze informations about the local landscape, to provide consistent programs of education and publicity related to the landscape composition and to encourage the involvement of local citizens and reward it. Second, the construction of the ordinance needs to build a plan of landscape composition for each district focused on the landscape composition, to introduce a system which enables self-designation of an ordinance, to establish a detailed guidance, to assign the duty to keep the guidance and regulate punishment in case of a violation of the guidance. It could be done by completing the common or basic elements on the construction of the ordinance on landscape composition.

A Rusty but Provocative Knife? The Rationale behind China's Sanction Usage

  • China has initiated a series of "economic sanctions" against South Korea, affecting Korean pop stars visiting China and Korean investments in China. Sanctions were imposed on South Korea in response to the decision of South Korea to deploy Terminal High Altitude Area Defense (THAAD) in 2016. Furthermore, the Global Daily assembled local population to boycott Korean products and investments in China. However, the Chinese Foreign Ministry has never positively confirmed these activities as economic sanctions to South Korea related to the THAAD installation. In other words, the Chinese government singled a relatively weak message via these sanctions to South Korea. As a result, the THADD implementation continued in South Korea. In the paper, I interpret China's rationale to impost puzzling economic sanctions, which have a weak resolution, to South Korea and Taiwan. As signaling theory argues, economic sanctions with insufficient resolution, which are more likely to fail, is a more provocative foreign policy. By reviewing China's sanctions usage to South Korea and Taiwan, I propose arguments of bureaucratic competition to answer why China launched such sanctions to other countries: those are caused by domestic institutions who are seeking reward from the Communist Party of China. By comparing shifts of leadership between domestic agencies, the paper provides evidence to support the proposed argument. I also include two alternative explanations to strengthen the proposed argument, albeit connecting the paper with other two larger streams of research, which address analyses of China's aggressive foreign policies as well as the domestic politics of economic sanctions.

CRITICAL DRIVING FORCE FOR CONTRACTOR'S OPPORTUNISTIC BIDDING BEHAVIOR IN PUBLIC WORKS

  • Contractor's opportunistic bidding behavior refers to contractor's deliberate low-bid, which cannot accord with the cost, and expectation for beyond-contractual reward (BCR), the compensation earned through cutting corners or claims after undertaking the construction project. This research applies System Dynamics to develop a model of contractor's pricing with consideration for dimensions of "cost", "market competition", and "BCR". Iterative computer simulations were performed to analyze the effects of contractor's pricing on the market price. The results were then examined by statistical analysis on data collected from 44 highway projects in Taiwan. It is found that the critical force driving the contractors to bid opportunistically is their excessive expectations in BCR under the current environment. Within the price competition mechanism, if the problem of BCR exists, even if the bidding system is further improved, contractors would still prefer opportunistic bidding behavior, and eventually make the whole construction industry operate ineffectively. Therefore, it is crucial to remedy the aforementioned BCR problem by more effective management policy.

PGA: An Efficient Adaptive Traffic Signal Timing Optimization Scheme Using Actor-Critic Reinforcement Learning Algorithm

  • Advanced traffic signal timing method plays very important role in reducing road congestion and air pollution. Reinforcement learning is considered as superior approach to build traffic light timing scheme by many recent studies. It fulfills real adaptive control by the means of taking real-time traffic information as state, and adjusting traffic light scheme as action. However, existing works behave inefficient in complex intersections and they are lack of feasibility because most of them adopt traffic light scheme whose phase sequence is flexible. To address these issues, a novel adaptive traffic signal timing scheme is proposed. It's based on actor-critic reinforcement learning algorithm, and advanced techniques proximal policy optimization and generalized advantage estimation are integrated. In particular, a new kind of reward function and a simplified form of state representation are carefully defined, and they facilitate to improve the learning efficiency and reduce the computational complexity, respectively. Meanwhile, a fixed phase sequence signal scheme is derived, and constraint on the variations of successive phase durations is introduced, which enhances its feasibility and robustness in field applications. The proposed scheme is verified through field-data-based experiments in both medium and high traffic density scenarios. Simulation results exhibit remarkable improvement in traffic performance as well as the learning efficiency comparing with the existing reinforcement learning-based methods such as 3DQN and DDQN.

  • There is an inescapable requirement in public policy to provide evidence. For the evaluation of the EU Rural Development Policy, the European Commission has designed a Common Monitoring and Evaluation Framework(CMEF). The principal objectives of evaluations are to improve decision-making, resource allocation and accountability. In Korea, howerver, the opinion-based policy by expert is still rural development evaluation system. It does not provide the objective quantitative indicators for impact of rural development project. According to this, the budget-making body (parliament, government, etc.) have questioned the effectiveness of rural development projects, rural development projects often reduced or changed. To improve the accountability of rural development policy, it is necessary to build a reliable monitoring and evaluation system based on the evidence. First, rural development evaluation indicators should be considered the multipul goal of rural development, namely economic development, social development. Second, the purpose of the evaluation is necessary to be designed for the learning rather than reward. Third, the participation by local residents should be strengthened in evaluation process. Finally, it is necessary to establish rural development monitoring and evaluation system, such as CMEF of the EU (CMEF).

The Policies of Care Providers in the United Kingdom: Towards Emphasis On Carers Rights and Quality Employment (영국의 케어 제공자에 관한 정책 연구: 보호자 권리와 유급고용의 질 강조)

  • In a period of rapid change, transition and re-definition of care concept, this study reviewed social policies on care providers in the UK. In the face of care crisis, the British government has made a radical reform of the care system and enacted new legislations. In the UK social policy, care providers are classified into carers and care workers. Carers mean informal caregivers and care workers are those who are paid for providing care as part of a contract of employment. Recently, the United Kingdom has given carers recognition and reward. To enhance the status and right of carers, the Carers (Recognition and Services) Act 1995, the strategy document Caring about Carers 1999, Carers and Disabled Children Act 2000, and Carers (Equal Opportunities) Act 2004 have been enacted. At the heart of the policy for carers is the idea of active citizenship, carers-friendly employment and work-life balance etc. In case of paid care worker, government's focus seems to be on quality of employment. The government has established a new national infrastructure for quality. The five national bodies founded on Care Standards Act 2000 has been established. The UK government has realized care work would play an important part in job creation strategy. In this article, we have presented several criticisms and issues of current care policy in UK.

Evaluation and Forecast of North Korea's Nuclear Policy through Libya Model (리비아 모델을 통한 북한의 핵 정책 평가와 전망)

  • The issue of security on the Korean peninsula is facing the greatest upheaval in 2018 with the inter-Korean summit and the US-North Korea summit. North Korea has pursued the parallel policy developing military and economic at the same time. However, North Korea is changing its route to give up nuclear weapons and focus on the economy through summit talks. Since the change in North Korea is similar to that of Libya in the past, it is necessary to analyze why North Korea is trying to abandon its nuclear program and how the process is flowing compared to the case of Libya. The Libya model was constructed and analyzed in terms of international and domestic perpectives and recognition of the situation by leadership. North Korea's nuclear policy was evaluated based on the Libya model. The nuclear development of Libya and North Korea has caused diplomatic and economic pressures from the international community and ultimately led to instability of the regime. Two countries have tried to abandon nuclear program in order to solve the instability of the regime, also gain the economic reward insead. Libya took economic benefits and secured some of the stability of the regime, but the regime collapsed under the wave of democracy due to the influx of foreign capital and ideas. North Korea will seek diplomatic and economic gains with the example of Libya, but will try to limit as much as possible the culture of democracy and the full opening that can be incidental.

Moderating Effect of Self-efficacy between Convergence-type Job Insecurity and Organizational Citizen Behavior (융복합형 직무불안정성과 조직시민행동간 자기효능감의 조절효과)

  • Anxiety for employment of workers has been increased due to rapid change of management environment, which tends to increase psychological instability on the job of all workers. Accordingly, this study examined the moderating effect of self-efficacy between job instability and organizational citizenship behavior. The research subjects were employees of small and medium companies in the manufacturing industry in Daejeon-si, Sejong-si and Chungcheongnam-do and Chungcheongbuk-do. 500 sheets of the questionnaire were distributed from August 5, 2015 to August 30, 2015. Among them, 321 were collected with 64.2% of the response rate. Total 312 sheets were used for analysis excluding 9 sheets with incomplete answers. The results are as follows. Firstly, it proved that job instability had negative (-) effect on organizational citizenship behavior. Secondly, in the relation between job instability and organizational citizenship behavior, there was moderating effect of self-efficacy. Accordingly, if self-efficacy of the workers is higher in the threat of job instability, it means organizational citizenship behavior would increase. In conclusion, in the current situation where there is instable survival of corporation and job, the management of small and medium manufacturing company needs to increase self-efficacy through training and internal reward to employees. The limit of the study is that the research subjects were employees of small and medium companies in the manufacturing industry in Daejeon-si, Sejong-si and Chungcheongnam-do and Chungcheongbuk-do. Accordingly, as situational peculiarity may be observed, it is required to have expanded study to more various areas, works and industries.
