A by-product of construction can be easily reused through properly treatment. On the contrary, the level of technique to reuse the by-product is not so high. Especially, the bulky of trash concrete is huge. The demand and treatment cost of them is on the increase. So, the riffle effect of the recycle of the trash concrete cannot be bypassed. But the research on the recycle of them is few. Therefore, the reuse of recycled concrete, the treatment of them, and the promotion plan of them were suggested in this study

The rates of the reuse trash(reuse possible paper, plastic, bottle, can and metal) were 20.2% of the total, 21.8% at the southern district and 18.5% at the northern district by areas, 25.7% at the separate houses and 14.7% at the group houses(apartments and tenement houses) by patterns of house, and the door take method 34.3%, the bell take method 17.1% and the container take method 14.7% in order, respectively. There were the double envelopes of the plastic bag from stories 46.3% and the clear plastic bag 29.5% in the waste cycling system's envelopes. There were 1.9 double envelopes in the waste cycling system's envelopes. Garbage occupied more than half of the total trash, so it is need to be compost and provender.

For the while, food wastes have been mainly gathered in a trash place in outskirt of Seoul to bury under the ground. Recently the residents near the area strongly refused to fetch those food wastes to their area because of the terribly bad smell. According to the statistic, the food wastes have around $30\%$ portion of total living wastes, which are more than other countries. Most of the food wastes have been simply buried or incinerated without deep consideration of resource recovery view. Such burying or incineration makes problem to the residents' life condition. So the first is to reduce as much as possible and the rest should be controlled to reuse as resources.
In addition to landfilling and incineration, waste minimization and recycling have become priorities in Taiwan's municipal waste management strategies over the past 10 years. Major recycling initiatives being implemented in Taiwan include producer responsibility, "pay-as-you-throw, " and mandatory sorting provisions. Currently, the producer responsibility regime established under the Waste Disposal Act and administered by the Environmental Protection Administration (EPA) requires that manufacturers or importers of listed items, including containers, batteries. cars, motorcycles ("scooters"), tires, oil, televisions, refrigerators, air conditioners, washing machines, computers, and printers, pay recycling fees to government recycling funds. EPA then uses the recycling funds to subsidize collection and recycling. The 2001 recycling fund budget totals NT$57 billion (NT$35 = US$l). Under the producer responsibility regime, EPA-designated retailers ("sellers") must accept end-of-life items returned to them by the consumers. At the local level, Taipei City implements a pay-as-you-throw program, whereby citizens pay waste collection and treatment fees through the purchase of special trash bags approved by the Taipei City Government. However. recyclables that are separated by citizens are collected free-of-charge by the City. Taichung City and Kaohsiung City, on the other hand, enforce mandatory sorting schemes, whereby citizens face penalties if they don't separate recyclables from the trash before pick-up. These programs have resulted in a significant reduction in municipal waste. Per capita waste collected per day has dropped from 1.143 kg in 1997 to 0.978 kg in 2000. Targeting a 10% recycling rate for municipal waste in 2001. EPA plans to research and develop new recycling techniques, expand the scope of producer responsibilities, and strengthen existing municipal recyclable collection programs. To this end, among other initiatives, EPA has prepared a draft "Resource Recycling and Reuse Act" that would complement the existing producer responsibility programs by incorporating into the current recycling framework the concept of product life-cycle management.
'Control of Locus of Reinforcement(LOCR)' is considered one of the main important factors on responsible environmental behaviors(REB). It is defined as 'an individual's perception of his or her ability to bring about change through his or her behavior'. This phychological construct is divided in two, external locus and internal locus. Internal locus of reinforcement is important as predictor for REB. Lately, 'The Environmental Action Internal Control Index:EAICI' was developed. It is a valid and reliable instrument to measure relationships of two variables. The purposes of this study were to analyse the orientation of LOCR in high school students and relations with LOCR to REB. By the results, EAICI scores of total students, males, females are 99.83, 95.10, 104.56, respectively. LOCR of females was stronger and more internal than one of males. The item scores for behaviors that reduce the amount of household trash by reusing and recycling and convince someone to do this are 4.31, 4.05, respectively. The item scores for behaviors that convince someone to sign a petition regarding on environmental issues, convince someone to reuse envelopes by putting a label over the old address and convince someone to keep car tires properly inflated are 3.09, 3.09, 3.04, respectively. It shows that EAICI scores are dependent upon the degree of the chances and experiences to meet the various environmental events.
