우리나라 근해저인망어업의 축소재편에 관한 고찰 (Restructuring of the Off-Shore Otter Trawl Fishery in Korea)

  • This study focuses on the off-shore trawl fishery, specifically on its restructuring and new regulations governing its operation since the 1990s. This fishery has an important role in terms of fishing capacity and production amount and is dependent on close diplomatic relations with adjacent fishing countries. The off-shore trawl fishery has been shrinking since the 1990s. In addition to a decrease in stock and an increase in imports, there are vessel buyback programs and a decrease in fishing grounds related to a tri-lateral agreement among Korea, China and Japan which have sped up the shrinking of the fishery. In this processing, costs exceed the increase of revenue. Excess investments in fishing gear and salary for crews have lowered profits in this fishery. Considering the above, the off-shore otter trawl fishery should stop increases in production and restructure the fishery by coordinating fishing gear restrictions and fishing areas, and down-sizing management capacity.

우리나라 어선감척사업 현황과 개선방향 (Present Status and Direction of Improvements in Fishing Vessels Buyback Program in Korea)

  • The fishing vessel buyback program, that is, the project of fishing vessel reduction is a complex challenge that needs to take into consideration for both fishing resource protection and industrial restructuring. By the way, the fishing vessel buyback program in Korea is still poorly fruitful and there are few applications for the project in the country. For example, the buyback program of this nation has some problems like uncertainly set goals, conflicts among targets, no flexibility in the program implementation, low participation in the project and lack in follow-up actions. To solve these problems, this study offers the following alternatives. First, it is setting up detailed targets for fishing vessel buyback. Those targets should be what can be actually driven under policy support, such as reduction in illegal fishing, decrease in an exact number of fishing vessels and decline in fishing capacity rather than what seem to be comprehensive such as protection of coastal or offshore fishery and industrial restructuring. Second, it is taking measures for the livelihood of those who would face disadvantages due to fishing vessel reduction. Those measures providing or supporting the re-education and re-employment of fishery workers and building up systems that help the workers transfer fishing to another job. Third, it is adopting the governance system that overcomes lacks in communications between the fishing vessel buyback program and improves the performance effectiveness of that program. Here, governance means that businesses and authorities concerned in the program interact and cooperate with one another in making and implementing policies related to the project of fishing vessel reduction and assessing the results of that project. Fourth, it is taking actions for fishery reorganization after the fishing vessel buyback program. Factors that can be considered as those actions include supporting fishery workers' cost of fishing vessel reduction, decreasing and modernizing fishing fleets and improving the quality of fishing equipment. In conclusion, the fishing vessel buyback program should be prepared with comprehensive actions or measures that can cope well with a variety of problems that may be arisen from it while keeping itself on the track of its original goals.

어업구조조정 정책 방향에 관한 연구-외국사례 연구를 통한 분석 (A study on Policy Direction for Restructuring of Korean Fisheries-Case Analysis of Selected Countries)

  • Well-deviced buyback programs may be detrimental to achieve sustainable fisheries. However, it is not difficult to find undesirable examples that the result of buyback program have no impact on fish stocks or the sustainability of the fishery. This paper discusses the problems and policy directions for successful restructuring of Korean marine fisheries through comparative analysis of selected cases from five main countries including Japan, Norway, Italy, Taiwan and Australia. From the analysis, this study demonstrated that Korean buyback program just pursue the reduction of boat number but passed over alleviation of the real ability in fishing industry. Although there were clear decrease of fishing effort in a certain parts of fisheries and some evidences of advancement in efficiency, it seemed hard to continue these effects because the Korean policy lacks consistency and coherence of systematic restructuring. To summary, four things are recommended for successful application of Korean buyback program; first is to establish the obvious goal of the program, second is to introduce downsizing in both fleet capacity and engine power, third is to conduct other management tools simultaneously to help resource restoration, and last, but not the least is to induce voluntary participation of fishermen providing opportunity to pursue their mutual interest.

대형선망어업의 축소 동향과 경영대응 방향 (Trend of Reduction and Direction of Management Response in the Large Purse Seine Fishery)

  • This paper examines the trend of restructuring and direction of management response in the Large Purse Seine Fishery. The large-scale fishing industry is one of the most popular fishing areas in the coastal area, and it has been developed by providing exclusive supplies of many types of catchy fish, such as mackerel and horse mackerel through physical productivity in fleet operations. However, the Large Purse Seine Fishery has been declining in profitability due to the deterioration of the business environment since 2000. It is at a crossroads whether it will disappear or regenerate as it is. The Large Purse Seine Fishery's current problems are: firstly, the continued deterioration of the fishery business balance and worsening labor problems, secondly, insufficient freshness management and quality control after landing, and thirdly, import competition. The fourth is the intensification of the market competition, which is the evolution of fishing variability and the increase in the proportion of small fish. The fifth is the reduction of the operating fishing ground due to the suspension of mutual fishing in Korea and Japan. To address these problems and suggest management response directions for the survival of large-scale fishing businesses is as follows. First, a sustainable production system should be established through strengthening resource management and promoting international fisheries cooperation. Second, the profitability of fishing management should be improved by introducing a low-cost supplier system and securing a stable labor force. Third, we should improve the leading and quality control of catch, improve the high value-added value of catch through brand development, and secure competitive advantage with imported produce. Finally, the government should establish a cooperative system among private sector, government, and research institutes to push ahead with these tasks and strengthen the competitiveness of the front and rear industries.

조업기인 어업쓰레기 발생추정량에 대한 어업 및 해양환경 관련 정책 비교분석 (A Comparative Analysis of Fishery and Marine Environment-related Policies on Estimated Amount of Fishery Debris Caused by Fishing)

  • 본 연구의 목적은 조업기인 어업쓰레기 발생(추정)량에 대한 어업 및 해양환경 정책의 범주별 차이를 비교하고, 독립변수와 종속변수의 상관성을 분석하는 것이다. 독립변수는 세 가지로 구분되는데, 사전 예방정책, 현행 관리정책, 사후 대응정책이다. 사전 예방정책에는 친환경어업 지원사업, 제도적 예방활동, 물리적 차단 시설 설치가 있다. 현행 관리정책에는 관련 선박 운영, 어업질서 확립, 어업구조조정, 어장환경 개선이 해당된다. 사후 대응정책에는 하천~해안변 쓰레기 정화, 해양·침적·부유쓰레기 수거, 조업 중 인양쓰레기 수매, 어업관련 폐기물 처리, 해양쓰레기 피해복구가 포함된다. 측정지표는 각 사업별 결산액이다. 종속변수는 조업으로 인한 어업쓰레기 발생 추정량이고, 측정지표는 연안 통발 및 자망과 그 부속어구 유실량의 합이다. 평균순위 차이 검증결과 어업쓰레기 발생 추정량은 해역별로는 동해안이 가장 높게 나타났고, 기초자치단체별로는 시 지역이 가장 높게 나타났다. 해양환경 관련 결산액은 군 지역에서 가장 많이 투입하고 있었고, 대부분의 변수에서 유의한 차이가 나타났다. 어업쓰레기 발생 추정량과 관련있는 변수는 사후 정책 중 조업 중 인양쓰레기 수매 사업과 폐기물 처리 지원 사업이었다.

Operation of Smart Refrigeration Logistics Center based on Cold Chain System

  • This paper focuses on the frozen storage warehouse located in Busan area, and it is because Busan is the most dense area in Korea. Busan is a port city, and almost all of the frozen refrigerated cargo imported from abroad is concentrated. By taking advantage of its strength as a fishery industry as well as importing, Busan is building the largest international fishery logistics base in Northeast Asia and plays an important role in the export of refrigerated cargo is. Therefore, although the freezing and chilling facilities seem to be developed with the latest technology, the reality is not so. Most of them are functioning as a warehouse, that is, a storage function, and a considerable number of refrigerated warehouses are in a state of aging. Therefore, in this paper, the facility and function restructuring of the freezing storage warehouse have been set as a solution task, and the introduction of the cold chain system containing the latest smart technology has been proposed as a solution.

  • The school system of fisheries high school was proper to specialist objective school system in order to training for expert human resource development.Training a field of human resources development from fisheries high school is fallow; fisheries production, seamen's training, ship engine and refrigerator, marine electronic telecommunication and information, fisheries foods production and fisheries foods production and distribution, fishery fisheries self-management, marine distribution, management and conservation of marine environment, safety and marine prevention of disasters, apparatus of marine development, under water area development.A new department opening and each department was revised toward to department name and department character. The unit-lesson hour of curriculum according to specialist objective school system of fisheries and marine highschool was revised. professional subject 98 unit-lesson hour(52%), normality subject 90 unit-lesson hour(48%), and educational activity of professional subject 10unit-lesson hour, total training activity 10 unit-lesson hour. And the special objective school system need to revise curriculum of 208 total unit-lesson hour.

해산어류양식업 발전 전략에 관한 연구 (The Development Strategy for the Aquaculture of Marine Fishes in Korea)

  • 본 연구에서는 국내 해산어류 양식업의 여건을 문헌에 의거하여 종합 정리하고 생산자 설문조사를 통해 핵심 사항들을 살펴보았다. 이와 아울러 노르웨이, 중극 등 해외 제국의 어류양식 발전 전략을 분석하여 시사점을 도출하였고 이러한 분석들을 종합하여 우리 어류양식업의 전략적 강 약점을 파악하여 향후의 발전 전략을 도출하였다. 이러한 분석을 토대로 향후 어류양식업 생존의 경쟁력 강화를 위한 방향이 다음과 같이 제시되었다. 첫째, 철저한 구조조정을 통한 규모화가 요망되고, 둘째로 첨단 양식 기술의 도입과 활용이 필요하며 셋째로는 시간, 자본 등 가용자원의 부족을 고려하여 전략 어종의 선택과 집중화 전략을 도입하여 검증된 전략 어종에 대한 경쟁 프로그램을 시행하는 것이다. 이를 분야별로 검토해 보면 우선 구조조정 전략으로서 육상수조식 양식업에서 시급히 네트워크화에 의한 규모화를 이룩하고 규모가 작은 해상가두리의 경우 구조조정을 통하여 적정 생산 규모를 확보하여 생산성 제고, 고부가가치화 등이 이루어지도록 해야 할 것으로 판단된다. 이를 위한 단계별 전략으로서는 1단계에서는 내적인 구조조정을 통한 비용 구조개선, 기술첨단화 등이 요구되며 2단계에서는 외적인 구조조정으로서 규모화, 국제화 등이 이루어져야 할 것으로 분석되었다. 두 번째 전략 방향인 첨단 양식으로의 전환을 위해서는 사료 원가 절감을 중심으로 한 관련 기술 및 급이 장비 개선, 생존율의 향상(어류질병, 종묘, 환경 등) 부문 강화, 육종 기술의 개발 및 적용, 기타 부문의 첨단화 등이 이루어져야 할 것으로 분석되었다. 세 번째 전략 방향인 전략 어종의 선정 및 육성 부문에서는 전략 어종의 선정과 육성, 틈새 어종의 개발이 요구되며 이를 위한 단계별 전략으로서 1단계에서 전략 어종의 경쟁력 강화 프로그램 시행, 틈새 어종.의 개발, 그리고 2단계에서는 틈새 어종 중 전략 어종 선발과 경쟁력 강화 프로그램 시행, 틈새 어종의 지숙적 개발 등이 요구되는 것으로 분석되었다

  • 최근 어선어업 주변환경의 급속한 변화는 기존 어선어업의 구조조정과 새로운 사회, 경제적 환경에 부응하는 선형개발의 요구로 이어지고 있다. 한편, 서ㆍ남해 연안에서 작업 및 항해하는 연안어선들은 노출된 프로펠러에 어망, 로프 등이 감기는 사고가 매년 증가하고 있는 실정이다. 본 연구는 이상과 같은 관점에서 연안어선의 해난사고 방지를 위해 기존 선미형상을 수정한 프로펠러 보호터널 부착 연안어선을 대상으로 모형시험을 통하여 세미워터제트형 연안어선의 주요성능을 분석, 검토한 것이다.

해양생산분야의 요구기술 수요조사 및 전문가의 의견을 반영한 단·중기 기술 로드맵 작성 연구 (Investigation of Demand Technology and Construction of Technology Roadmap for Short and Middle-term Research and Development with Focus on the Consensus Link Between Fisheries Specialists and Managers in Marine Production Field)

  • The object of this study is to provide a framework of increasing the effectiveness of the R&D planning of experts in fisheries and the education of students with the theoretical background and analytical skills through the adoption of technology roadmapping process in the marine production industry. The study was conducted by fact-finding surveys and the response content for surveys obtained from each expert advisor in the field of fisheries and maritime affairs such as fishery industries, some government organizations and research institutes including the Ministry of Maritime Affairs and Fisheries (MOMAF), National Fisheries Research and Development Institute (NFRDI) and fisheries-related universities was analyzed. The major implementation tasks to effectively achieve the basic goals of technology roadmap for short and middle-term research and development in the fisheries production field are as follows: 1. Research in order to achieve the realization of community-based resource management fisheries or fishermen-oriented co-management fisheries with paradigm shift in fisheries management. 2. Research in order to derive the construction of cost reducing and manpower saving systems in fishery-related science, technology and engineering. 3. Research in order to create the high value-added fisheries products with a focus on the upgrading of processing, freezing and refrigerating facilities, the reduction of logistics costs and the minimization of distribution steps. 4. Research in order to achieve the realization and development of environmental-friendly fisheries and internationally competitive fisheries through restructuring the entire fishing industries, in particular, small-scale fisheries. 5. Research in order to achieve the effective utilization of fisheries resources with a new creation of clean and living marine environment by fisherman under the balanced management and protection of marine living resources and fishing grounds.
