  • Public library legislation is the essential means of providing for all the citizen in modern society with a standard public library service. We can trace the origin of that back to the Public Libraries Act 1850 in England. This paper is reviewing all the measures concerning public libraries of England since then in order to find out some guidelines for revision of the Korean Library Law enacted in 1963. Although Public Libraries Act 1850 was an output of a series of social reform movement in the 19th century, it established first the provision of public library service su n.0, pported by public funds. However the Act had several restrictions hindering public library service from making progress. These are: 1. Adoptive legislation in nature 2. Limitation of the size of population and rate income 3. Small library authorities 4. Procedure for adoption by public meeting 5. Restrictions on the ways in which rate income might be spent 6. No governmental organization to direct or control for a standardized public library service 7. No cooperative schemes among libraries. Subsequent development was directed largely to removal of those limitations. The present Public Libraries Act 1964 as a model of public library legislation was enacted on the basis of such reports as Kenyon, McColvin, Roberts, and Bourdillon. All but the problem of small library authorities were removed with this new Act. The final object could be achieved by the Local Government Act 1974 which reorganized existing 383 small authorities into new 115 ones the average population of which was 280, 000. Now, McColvin's dream of 30 years could be fulfilled in the late 70's. He argued that the minimum size of population of a viable authority should be 300, 000. Although the effect of the 1964 Act on the development of public library services in England was great, there must be some considerations as to the provisions of public library objective, government funding for library services, free use of library materials to all regardless of residence, and placement of library committee within the authority.

  • Multi-Level Marketing distribution process to reduce occurs in a number of the distribution costs to consumers of reducing its profits outside the area subject to the non-store or stores is the way to a special sale. This paper ascertains problems when a mobile application is transplanted for reusing into other platforms, and suggests to evaluation systems of portability's quality that we can check the portability convenience of the existing mobile application. As we confirm its grade that shows convenience of suggested portability, we are able to check problems issued when a mobile application implants to other platforms. Then it is expected that we can check capability of rebuilding and endeavor rate. Also if the method will be considered at the first step of designing a mobile application, it will be the best way to develop the better mobile application that we can easily implant many other mobile platforms.

Experimental Study of High-strength Steel CHS X-joints Under Axial Compression (지관 압축을 받는 고강도강 X형 원형강관접합부의 구조적 성능에 대한 실험적 연구)

  • Most of current representative design standards worldwide forbid or impose restrictions on the use of high-strength steels for hollow tubular structures. The mechanical background of these limitations appears unclear and unduly conservative, and their validity needs to be re-evaluated. In this study, a total of 9 CHS(Circular Hollow Section) X-joints were tested under axial compression and analyzed to examine if the high-strength steel restrictions specified by current design standards could be relaxed. All the high-strength steel CHS X-joints tested showed satisfactory performance compared to ordinary steel joints in terms of serviceability, ultimate strength, and ductility, although the yield strength of steel was even as high as 800MPa.

A Case Study on the Status and Problems of Regulations of Land Use in Gyeonggi-do (경기도 토지이용규제 현황과 문제점 고찰)

  • Purpose: Laws and regulations of land use are enormous, and the appliance of regulations is overlapped redundantly. Therefore, there are many problems such as time consuming in the process, limiting individual property rights, and interrupting enterprises' economic activities. This study will discuss problems of redundant regulations of land use and its improvement by figuring out current regulations of land use in Gyeonggi-do, one of provinces which applies the most various regulations of land use. Method: This study reviews laws on national land-use planning system and characteristics of land-use regulation in Korea. The extent of the review is limited to "framework act on the regulation of land use" with categories of national land, urban planing, architecture, etc. Through case studies in Gyeonggi-do, the status and problems of redundant regulations of land use are defined. For example, it is overlapped in "Seoul Metropolitan Area Readjustment Planning Act", Development Restriction Zone, Paldang Special District, and so on. It is mainly referred to 2015 Gyeonggi-do land-use restriction map. Result: First, Gyeonggi-do confronts many problems related to the development restrictions and the financial increasement for environmental management by redundant regulations. The development restrictions include supplying additional land for industrial use, relocating colleges, and height limitation relating to military facilities. Second, in order to organize redundant regulations, it is required to combine similar regulations and adjust through communication system among other departments. Third, regulations should consider unique local condition of each district. Lastly, efficient application of regulations is necessary so as to maximize the function of land, protect individual property rights, and stimulate local development.

  • This research thoroughly analyzes prior literature related to the flexibility of cargo airlines to switch the airport and discusses the driving factors of such footloose nature. The main purpose of the study is to identify the most deterrent factors leading to airport relocation decision which determines cargo industries role on the global trade. Qualitative research based on systematic process analysis was conducted as a main research method. As a result, 24 factors related to airport-airline relationship were chosen and categorized into four main groups; (1) Location issues, (2) Restrictions, (3) Poor quality, and (4) High costs. The findings derived from the analysis of selected studies suggest that restriction related issues (e.g. night-time flight restrictions, customs administration) followed by location issues (e.g. absence of origin destination demand) have created more constraint to airport-airline relationship.

Study on Optimal Appointment Pattern using Plastic Surgery Appointment Data (성형외과 예약 고객 데이터를 반영한 최적 예약 패턴 연구)

  • Purpose: This study investigates the best appointment pattern which can enhance customer's satisfaction and hospital's efficient management reflecting plastic surgery clinic's service characteristics. Methodology: The data of this study is obtained from Plastic surgery Clinic which is located in the civic center. By collecting and analyzing the data, we build the simulation model using ARENA. Based on 5 appointment patterns that was suggested in formal appointment scheduling studies, we experiment 3 simulation models; 'Basic Appointment Pattern' that has no restriction, 'Restriction on Second Customer' that restricts the number of second customer's in each slot, 'Restriction on Process Time' that restricts the number of second customer who has long process time in each slot. We can check robustness of the appointment patterns by experimenting on off-peak day and peak day, during peak season. Findings: This study confirms that these 2 restrictions can give a better result than 'Basic Appointment Pattern' that just simply distributes customers by number. Especially, the performance of Triangle-like pattern which is the best appointment pattern in the formal study has been improved by adding restrictions. Based on 'DET', 'Restriction on Second Customer' shows a better result. Meanwhile, based on 'E(WT)', 'Restriction on Process Time' shows a better result. Overall, based on 'DET+E(WT)', 'Restriction on Second Customer' shows a better result. Practical Implications: The purpose of each hospital may alter as demand for plastic surgery grows increasingly. Thus, each hospital should be always prepared to introduce appointment pattern for changed purpose. In order to respond flexibly to these changes, it is necessary for medical personnel to improve the awareness or for hospital to create an environment by constructing appointment program so that medical personnel does not need to put more labor on work.

A Study on the Women′s Underwear in the Later Chosun Dynasty (조선후기 여자속옷에 관한 연구)

  • This study attempts to understand women's underwear culture in the Later Chosun Dynasty, by investigating the kinds and constructions of them, which formed bulky and puffed silhouette of the lower half of the body. In the middle 17th century in Chosun, Confucianism settled down as fundamental idea of society, while whole country achieved considerable economic growth. As a result for upperclass women, female virtues was demanded more than any other period in Chosun. On the other hand, lower-class women including Kisaengs, had more freedom on their clothing behaviors. According to the literature on women's dress institutions and restrictions of the extravagance, the use of kinds of high-quality silk and false hair was criticized, compared to women's clothes in China. From this, one can see the luxury and affluence of women's clothes at that time, which also reflected in luxurious underclothes. Also, the movement of class, by economic development, led to changes in the costumes of middle-to-lower class women, relaxing restrictions on clothes. Underclothes included Bosomband(가슴띠; long sashes for bosom to wrap), Sokjucksam(속적삼), and Sokchogori(속저고리; Korean blouse, worn under the chogori) for upper garment, and Darisokkok(다리속곳; basic underwear like the panty), Soksokkot(속속곳; underwear paji to be wide of hem), Sokpaji(속바지;trouser front and back opening), Tansokkok(단속곳; large size underwear like Soksokkot), Noronpaji(너른바지; paji like the skirt or paji bulky than tansokkot,), Mujigi무지기; tiered skirt for underwear), and Daeshumchi'ma(대슘치마; Korean underskirt, shape hem as a pad into form) for lower clothes.

Maternal food restrictions during breastfeeding

  • Purpose: This study investigated self-food restriction during breastfeeding, reviewed the literature showing the effect of maternal diet on the health of breast-fed infants, and explored the validity of dietary restrictions. Methods: Questionnaire data were collected from breastfeeding Korean mothers who visited the pediatric clinic of Cheil General Hospital & Women's Healthcare Center from July 2015 through August 2015. The survey included items assessing maternal age, number of children, maternal educational attainment, household income, degree of difficulty with self-food restriction, types of self-restricted foods, dietary customs during breastfeeding, and sources of information about breastfeeding. Results: The questionnaire was completed by 145 mothers. More than a third (n=56, 39%) had discomfort from and usually avoided 4-5 types of food (mean, 4.92). Mothers younger than 40 years had more discomfort (odds ratio [OR], 12.762; P=0.017). Primiparas felt less discomfort than multiparas (OR, 0.436; P=0.036). Dietary practices were not influenced by maternal educational attainment or household income. The most common self-restricted foods were caffeine (n=131, 90.3%), spicy foods (n=124, 85.5%), raw foods (n=109, 75.2%), cold foods (n=100, 69%), and sikhye (traditional sweet Korean rice beverage) (n=100, 69%). Most mothers (n=122, 84.1%) avoided foods for vague reasons. Conclusion: Most mothers restricted certain foods unnecessarily. Literature review identified no foods that mothers should absolutely avoid during breastfeeding unless the infant reacts negatively to the food.

Case Report of Physical Therapy using Proprioceptive Neuromuscular Facilitation for Activity Improvement in a Patient with Parkinson's Disease (파킨슨 환자의 활동 개선을 위한 PNF 개념을 이용한 물리치료 사례보고)

  • Purpose: Patients with Parkinson's disease suffer many restrictions in daily life. This case report investigated how intervention with proprioceptive neuromuscular facilitation (PNF)-based physical therapy can affect the activities of Parkinson's patients. Methods: The subject was a 67-year-old female patient diagnosed with Parkinson's disease 3 years ago. Since the last five months, overall activities have become difficult for her, and she finally visited a hospital to take outpatient physical therapy because of the gait difficulties she suffered. The patient's medical history, system review, body structure and function, and activities were evaluated. The patient had difficulties in activities such as lying down, sitting, standing, maintaining a standing position, and walking. The PNF-based intervention was used for treating the impairments and improving the activities. The intervention was performed for 30 min a day, three times a week, for eight weeks. The qualifier of the international classification of functioning, disability, and health was used to measure the result, and the measurement was conducted before and after the intervention for eight weeks. Results: According to the result, the scores for maintaining a standing position, moving around within the home, and going to the toilet improved to "no problem" from "moderate problem." The scores for shifting the body's center of gravity, walking short distances, and washing oneself improved from "moderate problem" to "mild problem." The scores for sitting and standing improved to "no problem" and "mild problem" from "complete problem." The scores for preparing meals and doing housework improved from "severe problems" to "mild problem" or "moderate problem." The scores for walking long distances, moving around outside the home and other buildings, and using transportation did not show significant changes. Conclusion: Intervention with PNF-based physical therapy improved the activity of patients with Parkinson's disease, thus proving its effectiveness. The case report suggested that a therapist can use PNF as a physical therapy intervention for patients with Parkinson's who suffered restrictions in daily activities.
