A study on the Improving Effectiveness of the related State Councilor's Countersignature by the Constitution (헌법상 국무위원 부서(副署)제도의 개선방안 연구)

  • According to Article 82 of the Constitution of the Republic of Korea, the Prime Minister and the members of the State Council should countersign to assist the President's legal behavior. It has important implications to the members of the State Council for sharing responsibilities with the President. However, the 'related' State Councilor's countersignature by the Minister of Interior(MOI) for non-State member agencies have been operating as a ritual, since the Government Organization Act describes that non-specific affairs belongs to the MOI in accordance with Article 34, paragraph 2. This paper is to promote the department standard operating by the Presidential Decree. Its main idea is to categorize non-State Councilor agencies with most closely related to members of the State Council. I suggest to make a portfolio such as Australian Federal Government in Korea. It can be made easily in accordance with each agency's rights and responsibilities written in the Acts. That's the turning point to improve effectiveness of the related State councilor's countersignature by the constitution to the President's legal activity joint accountability with the Prime Minister.

A Task of the Administrative Function Transfer (행정기능 지방이양의 과제)

  • Local decentralization is a rational allocation of power and responsibilities between the state and local governments, but it is not just a transfer of administrative affairs and transfer of funds. In order to look at the task of moving administrative affairs to the districts, this paper first considered the relevant prior study. Next, we looked at the assessment of the level of function transfer and direction of transfer for government employees. Finally, the task for the transfer of functions has been drawn. Revitalizing functions or affair transfers requires the president's firm will and continued support, efforts to divide roles between central and local governments, increased responsibilities of local governments, revitalizing civic participation and establishing democracy. In addition, in order to expand the function transfer problem, the affair allocation system must be newly established. The discussion of such a system should take into account the issue of regional equity as well as financial transfers. Localization through transfer of functions requires, among other things, a change in perception of the relevant groups. Local decentralization requires long-term time and the participation and cooperation of not only the central but also related stakeholders are important, as seen in existing studies and in the nation's experience.

The Relationship between Corporate Social Responsibilities and Financial Reporting Quality: Focusing on Distribution & Service Companies (사회적 공헌활동과 재무보고품질: 유통, 서비스 기업을 중심으로)

  • Purpose - This paper examines the relationship between corporate social responsibility and financial reporting quality. Corporate social responsibility is a way for firms to take responsibility for the social and environmental impacts of their business operations. Corporate social responsibility is a broad concept that can take various forms depending on the firm and industry. Through corporate social responsibility programs, firms can benefit society. At the same time, firms improve their reputations by increasing engagement in corporate social responsibility activities. However, corporate social responsibility activities are not directly related to profitability, especially for distribution firms. Research design, data, and methodology - 229 distribution & service firm-years between 2011 and 2016 are used for the main analysis. In Korea, Korean Economic Justice Institute evaluates the ethical performance of Korean firms, and the institute annually discloses the scores of top firms. This study uses the KEJI Index scores to measure firm-level corporate social responsibility activities. Discretionary accruals are used as a proxy for financial reporting quality. Discretionary accruals can be used opportunistically, and thus distort the information in earnings. We extract financial data from the KIS Value database. Results - We find that distribution & service firms' engagement in corporate social responsibilities is positively related to their financial reporting quality. First, there is a negative correlation between implementation of corporate social responsibility activities and discretionary accruals. In addition, we find that the coefficient of CSR is significantly negative, supporting our prediction. The result is significant at the 1% level. Conclusions - We examine the relationship between corporate social responsibility activities of distribution firms and their financial reporting quality while most prior studies examine the engagement in corporate social responsibility activities of manufacturing firms. The results of this study show that distribution & service firms engaging in corporate social responsibility activities are likely to maintain high-quality financial reporting.

The Changes of Social Welfare Services in Korea - Analyzing the Changing Relationship between Actors - (한국 사회복지서비스의 변화 - 행위자간 관계의 분석 -)

  • This paper aims to analyse the recent changes in social welfare services from a relational perspective. Discourses of the privatization of welfare state, the welfare mix approach, and consumerism have provided frames for interpreting the changes in social services in Korea. The nature of social welfare services, being a "relational goods" requires its focus to be in its relational aspects: the relation between service user and service practitioner; the relation between service user and provider; the relation between service user and government; the relation between service practitioner and provider; the relation between service practitioner and government; and the relation between service provider and government. Analysis of such relations will explore their transformation toward formalness and equality in social welfare services. In conclude, the study reveals a process of modernization, defined as a transition from informal relations to formal contractual relations, based on one's rights, responsibilities and obligations. Previous relations, of paternalistic, arbitrary and hierarchical characteristics, can be seen as being substituted by more formal, institutionalized and equalized relations. In terms of service purchasing contract between service user and service provider and employment contract between service provider and service worker are recognized with the latter characteristics. This relational analysis leads a discussion concerning the creation of institutional basis of one's rights and responsibilities in the fields of social welfare services in Korea.

The Impact of Corporate Social Responsibility Activities on Organization Trust, Loyalty and Purchase Intention (기업의 사회적 책임활동이 조직신뢰와 충성도 및 구매의도에 미치는 영향)

  • This study examined the effects of corporate social responsibilities on company-consumer identification, Loyalty, purchase intention and trust. Questionnaires were distributed to 300 members of corporations. Of the returned questionnaires, 233 questionnaires were used for empirical study. Analysis of linear structural equation was used to test the model and the hypotheses. The overall adequacy was found to be allowable. Several important findings emerged from this research. First, corporate social responsibilities was related with company-consumer identification. Second, company-consumer identification had positive influences on purchase intention and trust. Third, trust was related with purchase intention. This study provides guidelines to help managers better understanding how to increase company-consumer identification, purchase intention and consumer's trust and make better decisions about procedures, outcomes and interactions for their consumers.

  • Marine environment is subject serious destruction because of frequent accidents during exploration of marine resources and overseas transport. Also, as many industrial enterprises discharge high volume of wastes and contamination, marine pollution has become a serious threat to people (especially in China). China is quickly becoming a world economic leader of the 21st century. Rapid industrialization and social changes have raised the standard of living of millions of the Chinese, mainly in the areas of East and South East coast. The process of industrialization, however, is often followed by deterioration of the marine environment and rarely turned around until a country has increased its standard of living. Solving these array of problems will take decades and currently the government is addressing minor specific issues only. Fortunately, the Chinese government has enacted a number of marine pollution control laws. On 25 December 1999, the 13th Session of the Ninth Standing Commettee of the National People's Congress passed the amended the Marine Environment Protection Law of the People's Republic of China. This Law establishes rights and responsibilities of the relevant departments concerning marine environment management and provides for two new chapters on "Marine Environment Supervision" and "Marine Ecological Protection", along with "Supervision of Pollution Prevention for Marine Construction Projects", "Marine Ecological Protection" and "Marine Environment Pollution Prevention for Marine Construction Projects". Also, the Law was amended with provisions for integrated pollution discharge control system and oil spillage emergency response plan and enhanced legal responsibilities. Chinese government recognizes that international and national experience can be useful for China to prevent further ecological degradation of the marine environment.

What Caused Acute Methanol Poisoning and What is the Countermeasure? (급성메탄올중독사고, 왜 발생했으며, 그 대책은 무엇인가?)

  • Objectives: Acute methanol poisonings known to be typical occupational diseases occurring in developing countries broke out in sub-contract manufacturers in the early 2016. The present paper attempted to identify underlying causes which hide under apparent findings, and suggest alternative policies to prevent recurrence of similar intoxication Methods: We evaluated occupational health and safety characteristics of workers in micro-enterprises similar to workplaces with methanol poisoning by in depth-interview of employers, workers, and labor inspectors, and literature review. Results: The common findings of workplaces with methanol poisoning were addressed; First, the victims were illegal agency workers. Second, the workplaces were sub-contract micro-manufacturers with less than 5 employees. Investigators found that local ventilations did not work, while most of workers did not wear any proper personal respiratory protective equipment in the workplace. In addition, periodic environmental monitoring and medical check-ups were not done. However, these apparent findings do not appear to be root causes of methanol poisoning. Our in depth-analysis clarified a root cause; micro-enterprises with less than 5 employees are exempted with essential regulations of OSH Act, and employers do not know about OSH Act. Conclusions: We suggest occupational health policies to prevent recurrence of similar intoxication; First, government should introduce programs so that all employers should know about employers' responsibilities in OSH Act from the start of business. Second, even manufacturers with less than 5 employees should not be exempted with essential regulations of OSH Act. Finally, employers should take responsibilities for health and safety of all the workers including agency workers working in workplaces.

  • Despite the importance of disaster management officers of disaster management agencies at the local government to protect the lives of civilians and their properties, there is a lack of research or literature in their roles and responsibilities. In fact, there is a urgent need to set clear roles and responsibilities for them. This study scrutinizes how to disaster managers should behave in specific setting that differentiates from other administrative managers based on domestic and foreign literature review. Although, the role of disaster manager seem to be similar to administrative manager, there are some differences particularly in the areas that disaster manager has to work as an expert in saving lives and properties that has to be further emphasized. When working on disaster management process of prevention and resoration, the key task are based on mid and low level officers. On the other hand, preparedness and response process that involve rapid decision making and cooperation with other department, persuasion of local residents and resource pooling are carried out by mid and high level managers because it requires control capacity and decision making skills.

Contemplation of Scientist's Social Role, Responsibility and its Educational Methods (과학자의 사회적 역할과 책임 및 교육 방법에 대한 고찰)

  • With increasing interest on scientists and the influence of science technology, their role in the modem society has been expanding. Scientists work in the laboratory as researchers, work in their expertise area as professionals, and work socially as social agents. Scientists are responsible to keep up the regulations during the research, and also are responsible for the results of the research. Therefore, there is a need of contemplation in terms of what their identity is and what their responsibilities are. Despite of this need, there hasn't been much discussion or education on the scientists social role or responsibilities as of now. This study purported to contemplate on the scientists role and responsibility, its qualification, and what it means to be a scientist as a social agent. Also the study further explored the efficient educational strategies and methods relevant to the contemplated issues.
