Biological weapon is manipulated and produced from microorganisms such as bacteria, virus, rickettsia, fungi etc. It is classified as one of the Weapons of Mass Destruction (WMD) along with chemical weapon and radiological weapon. Biological weapon has a number of operational advantages over the other WMDs including ease of development and production, low cost and possibility of covert dissemination. In this study we analyze the history of biological weapon's development and the existing biological threats. Then, we predict the social impact of biological attack based on the physical properties of biological agent and infection mechanisms. By analyzing the recognition, dispersion pattern of agents, characteristics of the diseases in the biological weapon related historical events such as Sverdlovsk anthrax accident, 2001 anthrax attack, we found out some of the facts that biological attack would not likely to be recognized rapidly, produce large number of the exposed, increase number of paients who suffed from severe respiratory illness. It would lead the public health and medical service providers to be struggled with hugh burden. Base on the facts that we found from this case study, we suggested the main capabilities of public health required to respond to bioterrorism event efficiently. Syndromic surveillance and other reporting system need to be operated effeciently so that any suspicious event should be detected promptly. the pathogen which suspected to be used should be identified through laboratory diagnostic system. It is critical for the public health agency to define potentially exposed population under close cooperation with law enforcement agencies. Lastly, massive prophylaxis should be provided rapidly to the people at need by operating human and material resources effeciently. If those capacities of public health are consistantly fortified we would be able to deal with threat of bioterrorism successfully.

An open-spandrel arch bridges, which consists of slab deck, arch rib, and vertical members, shows a various level of moment and axial forces according to the supporting boundary condition of arch rib and vehicle speeds. Also, the definition of impact factor accepts any kind of response parameters, not only displacement response at slab deck. The present study considers concrete open-spandrel arch bridges constrained with fixed conditions at the ends of arch rib and investigates the impact factor variation due to moving load speeds, response parameters, measuring locations, and vertical member spacing ratio of the bridges. The results of Reference model show that the impact factor is biggest when the reactive moment resulted at the vehicle-inducing opposite end of the arch rib is applied. The peak impact factor is a similar level obtained for the middle of the span adjacent to the slab deck center, but it is 19% higher than the peak impact factor calculated using the axial force developed at the same location. Reducing the spacing ratio of the vertical members as half as the reference model whose ratio is 1/9.375 produces a similar level of the moment-based peak impact factor compared to the reference model. However, when the spacing ratio is doubled, the peak impact factor is 4.4 times greater than the reference model.
The author Nakajima was involved in the field of disaster communications and emergency medical care as guest research scientist at the Fukushima Nuclear Accident Independent Investigation Commission established by the National Diet of Japan and reviewer of the Commission's report, and Kurokawa was the chairman of this Commission. Looking back over a decade, we are on the liability issue of bureaucrats and telecom operators, so it's becoming clear what was hidden at the time. The battery of NTT DoCoMo's mobile phone repeaters had a capacity of only about 24 hours, and communication failures increased after one day. The Government also failed to issue an announcement of "Vent from reactor" under the Telecommunications Act Article No. 129. This mistake lost the opportunity to use the third-party telecommunications (e.g. taxi radios). Furthermore, as a result of LASCOM (telecommunications satellite network for local governments via GEO) and a variety of unexpected communication failures, the evacuation order "Escape!" could not be notified to the general public well. As a result, the general public was exposed to unnecessary radiation exposure. Such bureaucratic slow action in emergencies is common in the response to the 2020 coronavirus.
The process for establishment of Operational Continuity Management Plan is organized repeatedly of Business Risk Assessment, Crisis Analysis, Business Impact Analysis, Establishing Business Recovery Strategies, Detailed Planning, Plan Execution, Test and Maintenance(Including Monitoring). In the three-phase power system, when any one-phase or two-phases is open-phase, the unbalanced current flows and the single-phase power supplies to three-phase loads. Specially, motor coil and transformer coil receive over-current. As a result, great damage as well as electrical fire can occur to the power system. In order to improve these problems, this paper proposes that an open-phase detection device is designed by a new algorithm using electric potential difference between the resultant voltage of neutral point and ground, and a control circuit topology of open-phase protector is composed of highly efficient semiconductor devices. It improves response speed and reliability. The control algorithm circuit also operates the cut-off of a conventional residual current protective device (RCD) which flows an enforced leakage current to ground wire at open-phase accident. Furthermore, time delay circuit is added to prevent the incapable operation of open-phase protector about instantaneous open-phase not open-phase fault. The time delay circuit improves more reliability.
In this study, the capacity of supplying agricultural water to 13 districts was analyzed by calculating the necessary water supply for the arable land of Gunwi-gun and examining the capacity of supplying water to reservoirs, streams, pumping stations, collection sites, and groundwater wells in Gunwi-gun. As a result, among the 13 districts the second district was found to be short of water by 1.2×106 tons/year. In general, local governments establish drought measures by selecting drought disaster risk zones. While selecting drought-risk areas, some water-poor areas that do not have water sources should be selected, even if the entire area has a sufficient water supply. The water-supply evaluation at the regional level was insufficient for locating areas without water sources, but most areas with water sources, such as streams, reservoirs, and pumping stations, were found to have no shortage of water. To locate water shortage areas without water sources, GIS analysis conducted a field survey of areas with a distance of 4 or less than that of water sources analyzed by GIS analysis. Sixty-nine sites in 13 districts were selected for the on-site survey and six areas of water shortage were identified in areas other than the second district.

A brief emergency planning educational presentation was taught during work hours to a convenience sample of employees of various workplaces in Northern Missouri, USA. Participants were familiarized with details about how an emergency plan is prepared by management and implemented by management-employee crisis management teams - focusing on both employee and management roles. They then applied the presentation information to assess their own organization's emergency preparedness level. Participants possessed significantly (p < 0.05) higher perceptions of their organization's level of emergency preparedness than non-participants. It is recommended that an assessment of organizational preparedness level supplement emergency planning educational presentations in order to immediately apply the material covered and encourage employees to become more involved in their organization's emergency planning and response. Educational strategies that involve management-employee collaboration in activities tailored to each workplace's operations and risk level for emergencies should be implemented.

Magnesium powder has been widely used in various industries because it is light weight and extremely high mechanical strength including aeronautics and chemicals. However, magnesium, as a combustible metal, poses serious safety issues such as fires and explosions if it is not managed properly. Especially, magnesium's max adiabatic flame temperature is 3,340℃ and it is impossible to extinguish it by using water, CO2 and Halonagents. The aim of this study is to identify the combustion characteristics of magnesium powder. We carried out a combustion experiment, using 1 kg of magnesium (purity > 99 %, particle < 150 ㎛). The features of the magnesium burning process were scrutinized using infrared thermal image analysis. Also, a field-emission scanning electron microscope (FE-SEM) were used employed to analyze particulate composites and properties. It concludes the significant tendency of magnesium fire and light, combustion carbide's particle characteristics. This study contributes to make better prevention and response manners to magnesium fires, as well as fire investigation measures.
