제천시의 방재형 도시 근린공원 조성 계획 (Planning of Neighborhood Parks for the Disaster Prevention in Jecheon City)

  • 급속한 기후변화에 따른 자연재해의 증가와 재해 규모의 대형화 및 다양화는 근본적인 해결 방안을 요구하고 있다. 특히 도시 공간은 도시 인구의 증가 현상과 불투수층의 기반시설에 기초하여 재해의 피해와 대응에 대한 복합적 대책을 수립해야 하는 실정이다. 이에 공공 공간인 도시의 녹색공간을 활용하여 방재공간을 확보하고, 재해저감형 공원시스템을 도입함으로써 토지 매입의 경제적 문제와 방재시스템의 문제를 동시에 해결할 수 있다. 각 지자체는 최근 발표된 국토교통부의 가이드라인을 통해 재해저감 유형별 시스템과 선도 사업을 선정하여 진행 중에 있다. 본 연구의 목적은 도시민의 생활 건강과 행복의 녹색 공간인 도보권 근린공원을 대상으로 도시의 물 관리와 소생태계 보전을 함께 갖추는 도시 녹지 공간을 방재형 근린공원의 조성 모델로 제시하는데 있다. 이를 통해 추후 기존 도시 구조 내 생활권 근린공원의 기후변화 적응 모델로 활용하는데 기여하고자 한다.

지역거점공공병원의 재난 대비 안전한 의료환경 실태조사 연구 (A Survey of Medical Environments in Regional Public Hospitals Respond to Disasters)

  • Purpose: It is the responsibility of public healthcare to respond quickly to infectious disease outbreaks and disasters such as MERS, COVID-19, the Syrian earthquake, and the Miryang Sejong Hospital fire accident. It is very important to secure safe medical facilities and protect lives through emergency medical support and disaster response systems. The purpose of this study is to investigate the safety status of regional medical facilities that play a central role in the event of a disaster. Methods: The target was 41 local public hospitals, including 35 regional medical centers and 6 Red Cross hospitals nationwide. We delivered a questionnaire to 41 medical facilities and collected data from 32 regional public hospitals that received responses. Results: In order to respond to safety accidents, a survey was conducted on infections, falls, patient identification, and incorrect connections for medical accidents, and for in-hospital accidents, a survey was conducted on entrapment, collision, water leaks, falling objects, and crime prevention. For natural disasters, we investigated the response environment for typhoons, floods, and snow damage, and for social disasters, we investigated the response environment for fire, power outages, and radiation damage. Implications: We hope that it will be used as basic data for developing standards and creating hospital facilities and environments that are safe for everyone to respond to various disasters and prevent patient safety accidents in the future.

모바일 어플리케이션을 이용한 재난상황 발생 시 최적 대피경로 설정 (A Mobile Application for Navigating the Optimal Escape Route in Accidents and Emergency Situations)

  • In early 2011, the Fukushima nuclear power plant had greater damage due to earthquake in Japan, and the awareness of safety has increased. In particular, special response systems should be required to handle disaster situations in plant sites which are likely to occur for large disasters. In this study, a program is designed to set up optimum escape routes, by a smart phone application, when a disaster situation occurs. This program could get information of the cumulative damage from sensors and display the escape route of the smallest damage in real-time on the screen. Utilizing our application in real-time evacuation has advantage in reducing cumulative damage. The optimal evacuation route, focusing on horizontal path, is calculated based on getting the data of fire, detected radioactivity and hazardous gas. Thus, using our application provides information of optimal evacuation to people who even can not hear sensor alarms or do not know geography, without requiring additional costs except fixed sensors or server network deployment cost. As a result, being informed of real-time escape route, the user could behave rapidly with suitable response to individual situation resulting in improved evacuation than simply reacting to existing warning alarms.

Shaking Table Model Test of Shanghai Tower

  • Shaking table test is an important and useful method to help structural engineers get better knowledge about the seismic performance of the buildings with complex structure, just like Shanghai tower. According to Chinese seismic design guidelines, buildings with a very complex and special structural system, or whose height is far beyond the limitation of interrelated codes, should be firstly studied through the experiment on seismic behavior. To investigate the structural response, the weak storey and crack pattern under earthquakes of different levels, and to help the designers improve the design scheme, the shaking table model tests of a scaled model of Shanghai tower were carried out at the State Key Laboratory of Disaster Reduction in Civil Engineering, Tongji University, Shanghai, China. This paper describes briefly the structural system, the design method and manufacture process of the scaled model, and the test results as well.

긴급구조통제단 운영 개선방안 (Study on the Improvement Operation of the Incident Command System)

  • 본 연구의 목적은 대형재난이 발생할 때 효과적인 재난대응을 위하여 긴급구조통제단의 운영 개선방안을 제시하는 데 있다. 연구의 결과 긴급구조통제단 운영 개선방안에 대한 인식에 영향을 미치는 정도에 유의수준 5%에서 유의미한 변수는 운영예산 확보, 유관기관 협력, 재난자원 지원, 전문가 양성이 긴급구조통제단 운영에 영향력이 있는 변수로 나타났다. 변수의 상대적 영향력을 보면 전문가 양성, 유관기관 협력, 재난자원 지원, 운영예산 확보의 순으로 긴급구조통제단 운영에 유의미한 영향력이 있는 변수로 나타났다.

  • '12년 9월 발생한 (주)휴브글로벌 불산사고를 계기로 화학사고를 대하는 국민과 대응기관의 인식은 많은 변화를 가져왔다. 화학물질 취급업체는 소량 누출시에도 신속하게 대응기관에 신고절차를 이행하고, 대응기관은 사고대응에 많은 인력과 장비를 투입하였다. 많은 화학사고 중 현장대응요원의 대응활동을 어렵게 하는 사고는 사고발생물질을 확인하기 어려운 경우와 혼합 화학물질, 대응과정 중 방재활동 즉, 소화용수 등에 의해 2차로 오염물질이 생성되는 현상이다. 이러한 경우에는 추가적인 대응정보가 필요하다. 본 연구에서는 대응활동 시 이상반응에 의한 화학사고의 확대 또는 2차 생성물로 인한 피해상황을 맞이하는 대응요원에게 조금이나마 도움이 되도록 관련된 화학사고를 고찰하여 해결방안을 찾고자 한다.

재난안전관리 체계 개선 방안 연구 - 해양오일유출 확산방지기술 중심으로 - (A Study on Improved Emergency Management System - Focused on Response to Diffusion of Oil Spilled in Marine -)

  • In Korea for 20 years(1993-2012), total number and average annual number of oil spills were 6,608 cases and total volume and average annual volume of oils spilt were $57,328k{\ell}$ and nearly $2,866k{\ell}/year$, respectively. The annual number of oil spills and annual amount of oil spilt tended to decrease with the lapse of year in Korea. As oil transportation worldwide continues to increase, many communities are at risk of oil spill disasters and must anticipate and prepare for them. Factors that influence oil spill consequences are myriad and rage from the biophysical to the social. In this paper, we analysed the emergency response systems and recovery apparatuses for oil spill accident in marine and proposed a developed oil diffusion apparatus which can be used to initial response stage by crew, and to extend golden times. This system can be minimized casualties for rescued people in disaster.

Performance of bridge structures under heavy goods vehicle impact

  • This paper presents a numerical study on the performance of reinforced concrete (RC) bridge structures subjected to heavy goods vehicle (HGV) collision. The objectives of this study are to investigate the dynamic response and failure modes of different types of bridges under impact loading as well as to give an insight into the simplified methods for modeling bridge structures. For this purpose, detailed finite-element models of HGV and bridges are established and verified against the full-scale collision experiment and a recent traffic accident. An intensive parametric study with the consideration of vehicle weight, vehicle velocity, structural type, simplified methods for modeling bridges is conducted; then the failure mode, impact force, deformation and internal force distribution of the validated bridge models are discussed. It is observed that the structural type has a significant effect on the force-transferring mechanism, failure mode and dynamic response of bridge structures, thus it should be considered in the anti-impact design of bridge structures. The impact force of HGV is mainly determined by the impact weight, impact velocity and contact interface, rather than the simplification of the superstructure. Furthermore, to reduce the modeling and computing cost, it is suggested to utilize the simplified bridge model considering the inertial effect of the superstructure to evaluate the structural impact behavior within a reasonable precision range.

재난대응 이동형 병원의 역사적 배경 및 배치 특성 연구 - 군 이동병원을 중심으로 (A Study on the Historical Background and Deployment Characteristics of Mobile Hospital for Disaster - Focused on Military Mobile Hospitals)

  • Purpose: The purpose of this study is to examine the deployment types and characteristics of mobile hospitals with it's historical backgrounds. Methods: Since the disaster can not be classified by country, the scope of the study is to include both domestic and foreign mobile hospitals. In order to minimize the casualties from the field hospitals used at the time of the First World War, which is the mother of mobile hospitals, we analyzed the mobile hospitals which are more compact and changed to the target areas and analyzed the mobile hospitals. Results: Historically, mobile hospitals have been transformed in a way that they are close to the target area and rapidly inject essential elements, and the deployment of wards has evolved to be able to combine in any form with center corridor. In the case of hospitals that can deal with infectious diseases, each treatment room was installed separately to thoroughly separate the copper wire. Implications: As disaster damage increases and incidence increases, field response should be quick. However, research on mobile hospitals, which are indispensable for field response in Korea, has not been conducted in various ways. From the origins of mobile hospitals, the development process is reviewed, and research is carried out to clarify the grounds and backgrounds for the planning of mobile hospitals that are quick and appropriate to the situation in Korea and abroad.

건설사업장 산업재해 피해 저감을 위한 비상사태 대응방안 (Emergency Response Strategy for Mitigating Industrial Disasters on Construction Site)

  • Construction sites have various risks, and safety managements are enforced based on the law such as Industrial Safety and Health Act, etc. Safety management by the law saves lives and preserves health of workers by removing and understanding risks in advance. When the emergency situation has come, poor response causes loss of lives and physical damages. This study suggests basic strategy that can mitigate the industrial disaster in all construction sites. A survey was conducted to identify the current safety consciousness and to evaluate first aid ability of coworkers. Finally, four measures were suggested: (1) designating muster points; (2) hiring occupational health managers; (3) increasing the first aid ability of coworkers; and (4) carrying safety brochure. The proposed suggestions can be helpful in mitigating the construction disaster, and in responding the major accident efficiently within a short time.
