A Comparative Study on the Importance of the Components of the Community Disaster Resilience on Disaster Response (지역사회 재난회복력 구성요소와 재난관리정책 결정요인 분석)

  • Purpose: In fact, to manage response and recovery successfully, although mitigation and preparedness should be accomplished naturally and automatically through thorough analysis and assessment, response, recovery, mitigation, and preparedness have not done in the way of virtuous cycles and continued broken disaster management repeatedly. Method: By Analysis through the critical methods, to enhance the community disaster resilience centered by social disaster management system in Korea, Result: (1) public training & education preparing for emergency or disaster (2) supplying public with disaster, or hazards information, and sharing at real time (3) networking emergency and disaster informational communication system & alarm system (4) analysis and assessment of risk(or disaster) in community (5) inter-governmental cooperative relationship and agreements (6) adopting and implementing disaster or hazards mitigation plan Conclusion: These will be able to be fully melt down into and specifically focused in the disaster policies in Korea for the better disaster management.

Effects of Base Changes at the Transcription Start Site on Stringent Control of rnpB in Escherichia coli

  • The GC-rich discriminator sequence between the -10 region and the transcription start site of the rnpB promoter is responsible for stringent control of M1 RNA synthesis. The rnpB promoter also contains a G nucleotide at the previously identified transcription start site. In this study, we examined by mutagenesis of G to A whether this +1G nucleotide is involved in the stringent response. We found that the change did not alter the stringent response. Since the +1 mutation might alter transcription initiation, we compared the transcription start sites of the wt and mutant promoters by primer extension analysis. Surprisingly, we found that wild type rnpB transcription starts at both the +1G position (70%) and the -1C position (30%), and that the +1A mutation led to transcription initiation exclusively at the -1C position. We also generated two transversion mutations at the -1 position, both of which led to transcription starting exclusively at that position. The -1G mutant promoter gave a stringent signal similar to the wild-type, whereas the -1A mutant generated a significantly less stringent signal. Base on these results, we propose that a short sequence, up to 7 bp downstream of the -10 region, is involved in the stringent response of the rnpB promoter.

A study on damage prediction analysis for styrene monomer fire explosion accidents (스티렌 모노머 화재폭발사고 피해예측 분석에 관한 연구)

  • This study selected the worst-case scenario for fireball and vapor cloud explosion (VCE) of a styrene monomer storage tank installed in a petrochemical production plant and performed damage prediction and accident impact analysis. The range of influence of radiant heat and overpressure due to fireball and vapor VCE during the abnormal polymerization reaction of styrene monomer, the main component of the mixed residue oil storage tank, was quantitatively analyzed by applying the e-CA accident damage prediction program. The damage impact areas of radiant heat and explosion overpressure are analyzed to have a maximum radius of 1,150m and 626m, respectively. People within 1,150m of radiant heat of 4kW/m2 may have their skin swell when exposed to it for 20 seconds. In buildings within 626m, where an explosion overpressure of 21kPa is applied, steel structures may be damaged and separated from the foundation, and people may suffer physical injuries. In the event of a fire, explosion or leak, determine the risk standards such as the degree of risk and acceptability to workers in the work place, nearby residents, or surrounding facilities due to radiant heat or overpressure, identify the hazards and risks of the materials handled, and establish an emergency response system. It is expected that it will be helpful in establishing measures to minimize damage to workplaces through improvement and investment activities.

  • The rapid development of the information technology has passed over the implementation of the virtual reality. It is realizing information services that are form of the globalization, based on the Internet. In addition, the effort to apply IT to public administration for public services has been made. The remarkable development of computer hardware has overcome the limit of the information distribution and emerged for practical use in various fields such as public institution, underground facilities management, tourism industry development etc. However, the practical use of Virtual Reality with Three-Dimensional GIS on disaster management by Korea National Emergency Management Agency is very much low. Therefore, this studies focus on how to use 3-Dimensional GIS for the purpose of fire disaster prevention. The studies also discussed, through understanding of the limitations of 2-Dimensional GIS, the establishment of basis for fire prevention technology development and its utilization among those ubiquitous city paradigms, which have become so much issues these days.

  • The scale of disasters is very large, also the influence of disasters is irreversible. Korean people has continuously learned how to deal with disaster management law. However, as time goes by after the many disaster, the concern with the disaster management by the people seems to become old and banal topic which nobody has interest in. If so, can it be said that our society is safe from the disaster? This study start from critical mind of asking this question. This study puts an emphasis on the problems such as following; To realize whole concept of disaster management provided in the basic civil defense law, the combined disaster management should be required to be established, the combined law should play a integral part for prevention for the disaster and should be a concrete basis of various laws for disaster management. Establishing a consolidated organization for disaster managing and united response organization is necessary. This consolidated organization is not temporary one such as civil disaster control headquarter but permanent one such as Disaster Management Office which controls an over all aspects of disaster management. Temporary organization should not be divided into natural calamity and man-made calamity but integrated one as a single control tower for all sorts of disasters. The police and army under fire fighting system should be reconsidered. It is necessary to make leadership system on the disaster place more substantial centered around present fire fighting system. To do so, more clear division of duty is required. The working condition should be improved so that all public servants in this agency can play their roles with pride and worth. The resource owned the existing administrative organization must be used by an appointment system. And to manage a large scale of disaster, it is necessary to have interorganizational network system which many specialized organization including volunteer group are integrated. And the natural disaster happen, many professionals and volunteers are distributed to the spots of disaster in the right man in the right place. Finally, citizen's consciousness about safety supervision needs to be recover.

Sleep Quality and Associated Factors Among Firefighters in Bangkok, Thailand: A Cross-sectional Study

  • Objectives: Professional firefighters face various health hazards and are required to maintain both physical and mental fitness to effectively mitigate crises and respond to emergencies. Moreover, the long working hours and shift work of this profession impact sleep quality. This study investigated the quality of sleep and its associated factors among firefighters in Bangkok, Thailand. Methods: This was a cross-sectional study of firefighters affiliated with the Bangkok Fire and Rescue Department, Bangkok Metropolitan Administration, Thailand between January 2023 and March 2023. A cluster random sampling technique was utilized to distribute 600 questionnaires to firefighters in 15 fire stations. The questionnaire addressed demographic, work-related, and environmental factors. Sleep quality was assessed using the Thai version of the Pittsburgh Sleep Quality Index (PSQI). Data analysis involved both descriptive and inferential statistics. Bivariate and multiple logistic regressions were performed. Results: The response rate was 78.7% (n=472), and 44.1% of the firefighters reported poor sleep quality (PSQI score >5). Sleep quality was statistically associated with conflicting family relationships (odds ratio [OR], 1.8; 95% confidence interval [CI], 1.1 to 2.9), additional part-time jobs (daytime, OR, 2.4; 95% CI, 1.3 to 4.4; or nighttime, OR, 4.3; 95% CI, 1.1 to 16.7), noisy sleeping areas (OR, 1.7; 95% CI, 1.1 to 2.8), and the availability of adequate bedding (OR, 3.0; 95% CI, 1.8 to 4.9). Conclusions: Poor sleep quality among firefighters was associated with various personal, work-related, and environmental factors. Organizations should promote policies that improve sleep quality through good sleep hygiene practices and facilities.

  • The yeast three-hybrid system (Y3H), a powerful method for identifying RNA-binding proteins, still suffers from many false positives, due mostly to RNA-independent interactions. In this study, we attempted to efficiently identify false positives by introducing a tetracycline operator (tetO) motif into the RPR1 promoter of an RNA hybrid expression vector. We successfully developed a tight tetracycline-regulatable RPR1 promoter variant containing a single tetO motif between the transcription start site and the A-box sequence of the RPR1 promoter. Expression from this tetracycline-regulatable RPR1 promoter in the presence of tetracycline-response transcription activator (tTA) was positively controlled by doxycycline (Dox), a derivative of tetracycline. This on-off control runs opposite to the general knowledge that Dox negatively regulates tTA. This positively controlled RPR1 promoter system can therefore efficiently eliminate RNA-independent false positives commonly observed in the Y3H system by directly monitoring RNA hybrid expression.

A Model of Wireless Paging System Based on Context Aware Computing on Ubiquitous Environment

  • Ubiquitous computing environment means the computing environment that has taken its position so closely with the ordinary living so much like air or water. In building up the U-Korea, one of the important issues is the social issue from the drasticincrease of senior population. The contemporary society has its distinct trend in increase of senior household following the nuclear family orientation, increase of working parents with the advancement of women in society, unable to support seniors for long distance or short distance of business trip and other reasons that the need of senior welfare has been ever more felt. Accordingly, the Ministry of Government Affairs and Home Administration has developed the wireless paging system to make prompt response system for 119 Rescue when the single senior is encountered with emergency situation that is has been widely provided for the socially neglected people such as single senior, the disabled persons and others. Currently, the wireless paging system is operated as the sub-system for emergency rescue informationsystem, but due to the lack of reliability of product, problems of terminal portable transmitter, receptor and others, rejection of beneficiary and lack of knowledge in use, insufficient management and supervision of managing officers, the efficiency has been declined that there is a need of development for the system. Therefore, this study proposes the context aware information structure of the subject of ubiquitous wireless paging system required forthe development of the wireless paging system model of ubiquitous environment that improved the problems of currently operated wireless paging system.

Study on the Consequence Effect Analysis & Process Hazard Review at Gas Release from Hydrogen Fluoride Storage Tank (최근 불산 저장탱크에서의 가스 누출시 공정위험 및 결과영향 분석)

  • As the hydrofluoric acid leak in Gumi-si, Gyeongsangbuk-do or hydrochloric acid leak in Ulsan, Gyeongsangnam-do demonstrated, chemical related accidents are mostly caused by large amounts of volatile toxic substances leaking due to the damages of storage tank or pipe lines of transporter. Safety assessment is the most important concern because such toxic material accidents cause human and material damages to the environment and atmosphere of the surrounding area. Therefore, in this study, a hydrofluoric acid leaked from a storage tank was selected as the study example to simulate the leaked substance diffusing into the atmosphere and result analysis was performed through the numerical Analysis and diffusion simulation of ALOHA(Areal Location of Hazardous Atmospheres). the results of a qualitative evaluation of HAZOP (Hazard Operability)was looked at to find that the flange leak, operation delay due to leakage of the valve and the hose, and toxic gas leak were danger factors. Possibility of fire from temperature, pressure and corrosion, nitrogen supply overpressure and toxic leak from internal corrosion of tank or pipe joints were also found to be high. ALOHA resulting effects were a little different depending on the input data of Dense Gas Model, however, the wind direction and speed, rather than atmospheric stability, played bigger role. Higher wind speed affected the diffusion of contaminant. In term of the diffusion concentration, both liquid and gas leaks resulted in almost the same $LC_{50}$ and ALOHA AEGL-3(Acute Exposure Guidline Level) values. Each scenarios showed almost identical results in ALOHA model. Therefore, a buffer distance of toxic gas can be determined by comparing the numerical analysis and the diffusion concentration to the IDLH(Immediately Dangerous to Life and Health). Such study will help perform the risk assessment of toxic leak more efficiently and be utilized in establishing community emergency response system properly.
