An Analysis of Importance for Institutional Improvement of Respond of Heavy Snowfall (대설 대응의 제도적 개선을 위한 중요도 분석)

  • This study deducted institutional improvement factors for respond of heavy snowfall disaster and performed AHP analysis for choosing the priority. The result of Analysis, establishment of plan concerned heavy snowfall respond was represented most important factor(Importance : 0.461), this is meaningful establishment of plan is more important than facilities, sources, policies for building system of heavy snowfall respond. Establishment of plan concerned respond was represented most important element(Comprehensive Importance : 0.175) in plan for heavy snowfall respond, it is suggested that establishment of respond plan of heavy snowfall has to need for improving law and institution about heavy snowfall. The result of this study will be useful when the central or local government establish institutional improvement plan for respond of heavy snowfall disaster.

Development of Emergency Response Plan System Using Quantitative Risk Assessment in Chemical Plants (화학공장에서의 정량적 위험성 평가를 이용한 비상 대응 계획 시스템 개발)

  • In this study, we analyzed the accident scenarios of chemical plants through the analysis of lots of chemical accidents and using experts knowledge, and looked into the method of prevention and response. Moreover, we developed a systemic and actual Emergency Response Plan Software(ERPS) that could prevent, prepare and respond totally for the chemical industry facilities using the data from the accident effect estimation from the local society and the geographic information of a chemical plant. The ERPS consists of the information for the plant and process, the consequence analysis and the ERPTA(Emergency Response Plan Tree Analysis). In conclusion, the program developed in this study could help effectively all the chemical industry facilities to prevent and respond to possible accidents.

The Strategic Plan for Preparedness and Response to Bioterrorism in Korea (우리나라의 생물테러 대비 및 대응방안)

  • Following the Anthrax bioterrorism attacks in the US in 2001, the Korean government established comprehensive countermeasures against bioterrorism. These measures included the government assuming management of all infectious agents that cause diseases, including smallpox, anthrax, plaque, botulism, and the causative agents of viral hemorrhagic fevers (ebola fever, marburg fever, and lassa fever) for national security. In addition, the Korean government is reinforcing the ability to prepare and respond to bioterrorism. Some of the measures being implemented include revising the laws and guidelines that apply to the use of infectious agents, the construction and operation of dual surveillance systems for bioterrorism, stockpiling and managing products necessary to respond to an emergency (smallpox vaccine, antibiotics, etc.) and vigorously training emergency room staff and heath workers to ensure they can respond appropriately. In addition, the government's measures include improved public relations, building and maintaining international cooperation, and developing new vaccines and drugs for treatments of infectious agents used to create bioweapons.

Trend Analysis and Development Direction of Domestic Urban Logistics Policy: Focusing on the Change of Logistics Master Plan (국내 도시물류정책의 추세 분석과 발전 방향: 물류기본계획의 변화를 중심으로)

  • This study aimed to present a policy direction that could preemptively respond to urban development by analyzing past trends and predicting future changes in urban logistics in South Korea. In particular, the scope of the study was centered on changes in the national and regional logistics master plans presented in a framework that acted on logistics policy. So, the study examined the policy changes related to urban logistics from the past to the present based on the national logistics master plan and identified a national policy base to respond to the expected changes in the logistics environment in the future. Moreover, by combining this base with the contents of the urban logistics master plan of Seoul, we proposed a logistics policy that should be continued or newly added to the urban logistics master plan. Policy proposals were also presented by dividing the future logistics environment changes into policy, social, and technological changes. In particular, the policies were proposed in urban planning (10 policies), transportation planning and ITS (8 policies), logistics technology and ITS (6 policies), and laws and systems (8 policies). Regarding policy continuity, 15 policies needed to be continued, and 17 policies were to be introduced later.

  • This study examines the meaning of the national education plan promotion background, focusing on the 5th Lifelong Education Promotion Basic Plan (2023-2027) and the 3rd 2023 Career Education Internalization Support Plan (2023-2027). The purpose of this study is to present future directions for lifelong education and career education. The research results indicate that The 5th Lifelong Education Promotion Basic Plan (2023-2027) and the 3rd 2023 Career Education Internalization Support Plan (2023-2027) have both been established to cope with the future social and educational environment; thus, it is necessary to realize them. For this purpose, concrete policy alternatives have been prepared. In modern society, it is vital for the state to promote basic plans related to education, particularly for developing and improving the education system. In this respect, when suggesting the direction of lifelong and career education, first, policies for social development and strengthening competitiveness are important. Second, policies are needed that respond to changes in jobs and occupations. Third, lifelong and career education are essential to ensure social inclusion and fairness. Fourth, lifelong and career education are vital in nurturing human resources for sustainable development.

  • This study analyzed the specific items and contents of district unit plan for responding to commercial gentrification on the west side of Gyeongbokgung Palace, Ikseon and Ttukseom surrounding area. By analyzing the major regulatory items and ranges currently used in the 'district unit plan' for responding to gentrification, it was intended to draw up the limitations of the district unit plan of the study target and the significant issues to be considered when establishing a district unit plan for future respond to gentrification. In the district unit plan around Seochon, Ikseon and Ttukseom surrounding area, location restrictions are imposed on franchises for responding to gentrification in common, and in the case of Ikseon and Ttukseom surrounding area, the maximum development scale is especially smaller than that of the surrounding areas. Also, in the Ttukseom surrounding area, incentives are given to the use of certain exterior materials to preserve regional characteristics.

A Comparative Study on the Development Characteristic of Parks and Green Systems between Korea and Japan (한국과 일본 녹지체계의 발전 특성에 대한 연구)

  • Japan has been tried to integrate Western planning theories into its parks and green systems in the past. However this effect has been regarded unsuccessful. One of reasons for this is that the green systems have been treated as an urban facility, instead as systems. Another reason has to deal with greenbelt's stationary and reservation characteristics that make difficulty to respond timely to the rapid urbanization. The parks and green systems in Korea was introduced in 1990 and began to be promoted fully with the 'Parte and Green Master Plan' established in 2005. However, due to its short history, incomplete aspects exist in its philosophy and methods for promoting the system. Based on these experiences, the current green zone plans in Japan considers the green structure as an independent institution and amenity plan, not a tool of urban planning, that can be a medium for realization of urban visions. And main characteristics of this approach are 1) classifying the green structure into four categories in order to respond to urban forms and purposes, 2) pursuing confirmity with urban planning, and 3) executing the landscape plan based upon core green areas. From reviews upon experiences of Japan as well as considerations on demands and conditions of green systems in Korea, we proposed the following five new strategies for the construction of the urban parte and green system in Korea. They are 1) to develop urban parks and green systems into a genre of urban development improving the quality and local competitiveness of cities rather than a means of urban planning; 2) to form the integrated structure of urban green zones; 3) to transform the urban parte and green systems into practical systems as the centers of localities; 4) to raise criteria for planning and execution plans for effective implementations of the urban parte and green systems, and 5) to provide specific guidelines for the construction of urban parks and green systems through organizing research groups or specialists.

  • Critical incident can be happened at any time, any places without any pre-notification. For minimizing the loss of the life safety, financial and so on caused by the risk, most of company needs a system what can activate the critical incident management plan to prevent, plan for and respond to events that become critical incident. But a lot of company still don't have such a detailed system in our country and almost company has no effective training way for to boot. This paper shows the way to activate the risk management system to work efficiently the plan. The training way, proposed by this paper, is a incident command simulator based on virtual reality and scenario generation software.
