Despite international laws and government efforts, most of the world's fishery resources and ecosystems have continued to decline since the 1970s. In response, international non-governmental organizations have launched sustainable seafood movements and attempted various strategic approaches. These include the "boycott" strategy of the 1980s and 1990s, and the expansion of certified fisheries through Fishery Improvement Projects (FIPs) in the 2000s. According to data from the Marine Stewardship Council (MSC), currently there are 274 MSC-certified fisheries in 63 countries, covering 179 species, and 264 fisheries engaged in FIPs in 67 countries, covering 233 species. In Korea, the adoption of private fishery governance, which complements international and domestic fishery laws and government management, remains relatively low. Therefore, we examined private fishery governance with respect to its governance, interaction with laws, credibility, legitimacy, current status, and key considerations for its implementation. We emphasize the utilizing MSC fishery certification schemes as an audit approach to sustainability, implementating FIPs to address the fisheries sustainability gap, using councils for leadership, and securing government financing for fisheries with no market incentives.
Coastal marine ecosystem plays important role of spawning and nursery grounds for fisheries resources. Yongil Bay is one of major coastal marine ecosystems, which is located in the southwestern East Sea of Korea. Species composition and abundance of marine organism in the Yongil Bay were investigated by season from March to November 2009. Gill net and pot fisheries were used for survey of pelagic and demersal species composition, and collected 106 species, 67 families, and 7 taxa of fisheries resources from the coastal ecosystem. Species were included 2 species in Ascidiacea, 2 species in Bivalvia, 6 in Cephalopoda, 22 in Crustacea, 5 in Echinodermata, 12 in Gastropoda, and 57 in Pisces. Diversity indices (Shannon index, H') showed seasonal variation with low value of 2.11 in winter, and high value of 2.63 in autumn. Main dominant species were Asterias amurensis, Pleuronectes yokohamae, Siphonalia spadicea fuscolineata, Trachurus japonicas, Sillago japonica, Conger myriaster, Volutharpa ampullaceal, Engraulis japonicus, Asterina pectinifera, and Portunus (Portunus) sanguinolentus that were occupied over 71.5% of total individuals, and 52.9% of wet weight. Seasonal variations of fisheries resources composition were discussed on correlationships with those of environmental factors in the coastal ecosystem of the Yongil Bay in Korea. Those results from this study will provide scientific data and information to develop the ecosystem-based coastal fisheries assessment and management system in Korea.
This research aims at establishing the application of canvas kite to the fishing gear through the analysis of the lift/drag tests of the kites have been performed in our previous finding. Now that several methodologies were designed to find the most effective triangular model as a buoyancy device applied to the fishing gear. Comparisons of drag/lift were made by installing the model in an installation frame instead of the prototype. Also, we have considered the application of canvas kite to the prototypic fishing gear by calculation using the result of this test. The results obtained from the above approaches are summarized as follows, where attack angle, lift coefficient, maximum lift coefficient and drag coefficient are denoted as $B,\;C_L,\;C_Lmax\;and\;C_D$ respectively. The camber showed a gradual increase with an increase of fluid velocity. There was a big discrepancy in B=20 unlike B=30. Even if the kite retreats along the fluid flow, there is little relationship with the velocity variation. Lifts calculated with the kites were bigger and drags were smaller than those of the calculations with the float only. The kite as the buoyancy device will be very useful when the appropriate applications and the stability are met.
The transmittance properties of fishing lamp of the squid jigging vessel was investigated during nighttime operations in the Northwest Pacific on 21 and 29 September 2005. The metal halide lamps of white color($2.0kW{\times}168$) in the air and metal halide lamp of white color($10.0kW{\times}1$) in the underwater were used as a fishing lamp for gathering squids. The relative irradiance of metal halide lamp in the air showed peak in 850nm of wave length. The relationship between underwater illuminance(Y) and water depth(X) of metal halide lamp light in the observation areas is represented, $Y=84.137e^{-0.1105X},\;R^2=0.9974$. The distribution of underwater illuminance of measure points St. 1-5 showed low value of 0.11x in 80m depth.
This study analyzed the multivariate impacts of subsidies on the sustainability of fish stock using a dynamic bioeconomic modeling and fisheries resources economic approaches for understanding impacts of a subsidy on the sustainability of a fish stock. According to the results of analysis, the conclusion of former studies is true only there are imperfect control of fishing effort and enforcement under management rerime and under open access. However, if there are perfect control of effort and enforcement, the subsidies do not give any negative impacts on the sustainability of fish stock. Further, if even so-called bad subsidy is also provided necessarily in response to the condition of fishing industry and the characteristic of fishermen, it can give positive impacts on fishing income by which fishermen can improve their fishing condition.
Marine recreational fishing is one of the most popular outdoor leisures and the number of people who are participating is sharply increasing more and more because of the increasement of their income and demand for marine leisure. However our ecosystem is inevitably facing marine environmental deterioration and overfishing. That is because marine recreational fisheries resources are common property resources which can be catched by anyone not willing to pay for them except their private costs as commercial fisheries. Also fisheries resources unlike other resources are renewable resources and have a critical zone. That is, having a possibility of severe depletion may result from high discount rates used by private exploiters. This paper is focused on that marine recreational fishing license system which is adopted in most advanced countries such as Canada and U.S. and included in deterioration. And money obtained by license fee should be spent for more improvement fishing culture and welfare for marine recreational fishers. This system can lower the high rates of discount and be useful to become a sustainable marine recreational fishing industry.
This study monitored a variety of marine fish communities in artificial reefs unit of the total 5 types (Dice type, Octagonal turtle type, Two-stage tube type, Gazebo type, Tetrapod type) which are located in the marine ranching at Jeju island by scuba diving in May, July, October and December 2009. Underwater photographing was accomplished at total 3 phases (condition of artificial reefs photographing, concentric circle movement photographing and line transect photographing). The preservation condition of artificial reefs facility was very good, and the dominant species were Chromis notatus, Sebastes thompsoni, Oplegnathus fasciatus and Halichoeres poecilopterus. Fish abundance was high in May and June, and low in October and December, 2009. Chromis notatus was dominant at the all types of artificial reefs, Halichoeres poecilopterus for Gazebo type and Tetrapod type of artificial reefs, and Sebastes thompsoni for Dice type, Octagonal turtle type and Two-stage tube type of artificial reefs.
This paper seeks to find out possibility of introducing market order into Korean fisheries regulatory system. Hayek tells us that market order is equivalent to spontaneous order, while regulations are man-made order created based on incomplete knowledge. He also sees market competition as a discovery procedure of knowledge and information. From this perspective is discussed Korean fisheries regulatory reform-particularly issues of establishing property right on fishery resources. It appears that there is quite a large room for substituting market functions for the regulations regarding fishery resources management, even though fishery resources have a very nature of common pool. Advanced fisheries suggest that successful regulatory reform require a well-prepared strategic plan and check list. In addition, the government should be able to secure sufficient monitoring and surveillance power and to play an important role as a fair supervisor.
