한계 침투량을 고려한 강우와 지하수위의 상관관계를 이용한 주 단위 지하수자원 관리 취약시기 평가 방법 개발 (Development of the assessment method for weekly groundwater resources management vulnerability using the correlation between groundwater level and precipitation considering critical infiltration concept)

  • 본 연구에서는 주 단위 지하수자원 관리 취약시기 평가 방법을 개발하였다. 강수의 지하수위에 대한 영향을 고려하기 위하여 한계 침투량을 고려한 강우이동평균 방법을 통해 지하수위와의 상관계수를 산정하였다. 취약 시기 평가 기준을 개발하고 평가 기준에 대한 가중치를 엔트로피 방법을 이용하여 산정하였다. 강수와의 상관계수와 산정된 가중치를 이용한 주 단위 지하수자원 관리 취약시기 평가 방법을 개발하였으며, 개발한 방법을 통하여 소규모 행정구역을 대상으로 취약시기를 평가하였다. 본 연구에서 개발된 방법은 지역적일뿐만 아니라 계절적인 지하수자원의 효율적 관리 대책 수립의 근거가 될 수 있을 것이다.

중년기 기혼남녀의 가정자원 수준 및 집단별 생활만족도 (Family Resources and Life Satisfaction among Middle-aged Married Men and Women)

  • The purpose of this study was to assess middle-aged married men and women's access to family resources (economic and relationship) and to examine how this affects their life satisfaction. Data were drawn from the second wave of the Korean Longitudinal Study of Ageing (KLoSA). The sample consisted of 3,265 middle-aged married men and women aged between 45 and 60, who had children. The collected data were analyzed using multiple regression, ANOVA and the Scheff$\acute{e}$ctest using SPSS 18.0 The results showed that there was significant difference between men and women in terms of their access to economic and human relationship resources. In addition, the life satisfaction of the middle-aged was found to be significantly predicted by their access to economic and human relationship resources. In particular, the life satisfaction of group (A), who had low economic resource access but high family relationship satisfaction, was found to be higher than that of group (B), who had access to high economic resources but had low family relationship satisfaction This result indicated that there was an interaction effect between family resources. A number of policy implications were made.

지속가능한 이용을 위한 해양공간관리의 개념과 원칙에 대한 고찰 (Considering Concepts and Principles of Marine Spatial Management for Sustainable Use of Marine Resources)

  • The rapid industrial and technological development has made the human activities for the utilization of marine resources more complex. Marine spatial management is a space-based approach. It is a comprehensive and integrated management approach. The ultimate goal of marine spatial management is the "sustainable use" of marine resources. The partial approach is applied in the existing marine spatial management, mainly coastal zones which involves integrated approach. Also this showed various limitations including restricted mostly to coastal zones, and limitation to implementation tools. However, for marine spatial management to have a reasonable approach that attaches importance to the relationship between humans and the holistic ecosystem, it is important to internalize a central principle in marine spatial management that focuses on the sustainable use of marine resources. In the present study, four central principles are proposed that will eventually be applied through marine spatial management planning tools. These principles are 1) the establishment of a cooperative decision making and planning system that is based on stakeholder participation; 2) scientific assessment of the current status and impact on the basis of ecology, sociology, and economics; 3) reasonable and optimal spatial assignment based on the forecasting of future-use characteristics and environmental changes; and 4) ascribing importance to the implementation of the results of rational planning processes.

연구기관 생산 지식정보자원 관리에 관한 연구: 교육연구기관 홈페이지를 중심으로 (Management of Knowledge and Information Resources Made by Research Institutes: Focusing on the Homepags of Educational Research Institutes)

  • 본 연구는 교육연구기관에서 생산된 지식정보자원이 기관의 지식관리시스템으로 역할을 수행하는지 살펴보고, 국가지식관리시스템의 방안 제시를 위하여 시도되었다. 홈페이지에서 제공되는 지식정보자원을 '결과의 지식정보자원', '과정의 지식정보자원', '소통의 지식정보자원'으로 분류하고, 내용분석법을 사용하여 메타데이터의 적용 현황, 검색시스템의 구성 현황을 분석하였다. 연구결과, 홈페이지 지식정보자원 관리의 개선을 위하여 표준화된 유형별 메타데이터와 분류체계의 개발, 홈페이지가 기관 생산지식정보자원의 대외 유통 창구라는 인식 고취, 홈페이지 지식정보자원에 대한 다양한 검색기능과 지식지도 제공, 원문 획득을 위한 연계정보 제공, 조직 운영자와 홈페이지 관리자의 기관 홈페이지에 대한 지식관리시스템으로서의 인식, 모바일 환경에 적합한 데이터 크기 분할과 제공 단위의 다양화 작업, 내부 전자결재시스템과 홈페이지의 유기적인 연계 기능을 제시하였다.

한국임정(韓國林政)의 전환방향(轉換方向) (Study for new direction of Forest policy)

  • There are 3 kinds of forest managements: One of them is forest utilization management which collects abundant forest resources by felling the trees: the second of them is scientific forest management which cultivates forest resources; and the last one is emergency aid forest management, needed by the forest resources davastation, for the surposes of soil conservation and preventing the indirect damages. During the 36 years of Japanese occupation, they pillaged 600 to 800 million cubic meters of the forest resources, in the condition of the colonial system. After the emancipation from the Japanese occupation, the national soil conservation work has been practiced for 18 years without correcting the Japanese forest management (which means felling system); therefore the essential in the forest, conservation works is to get rid of imitating the Japanese pillage management so as to turn the direction of the forestry policy to the emergency aid management which means forest investment.

관계주도형 프랙탈 조직에서의 고용계약 기반 생산자원 관리모형 (Employment Contract-Based Management Model of Production Resources on Relation-Driven Fractal Organization)

  • Up-to-date market dynamics and intense competition have forced a production system to be more widely distributed and decentralized than ever, and the production system itself can be regarded as a collaborative network of autonomous production resources in which the responsibility of decision making is also decentralized into individual autonomous entities. The conventional resource management models, however, are not suitable for the distributed and decentralized environment because of their centralized nature. In this paper, an agent-based resource management model is proposed. The proposed model applies employment relation-driven fractal organization (FrOrg) into organizational model for distributed production resources and presents a resource management framework based on employment contracts. The fractal organization is a structured association in which a self-similar pattern recursively appears, and employment relations between production resources are recursively constructed throughout the entire production system.

댐상류하수도시설의 통합운영관리방안에 관한 연구(II) - 통합운영관리 조직구성, 인력절감효과 및 경제성 검토를 중심으로 - (Integrated Management of Sewage Facilities in Upstream Watershed of Dam(II) - Focusing on Organization, Human Resources Saving Effect and Economic Feasibility -)

  • A project constructing sewerage facilities in 9 upstream areas of 7 multi-purpose dams will have been completed by 2011. After all constructing and retrofitting of the new and the existing sewerage facilities, integrated management system with operation and control functions for the each levels of facilities will also be utilized. In this study, we studied how to compose the organization taking responsibility of the integrated management system and analysed human resources saving effect against conventional method of individual management of each sewerage facility. As a result, a method estimating the human resources in employing the integrated management among several sewerage facilities at upstream areas of dams were presented and some 23% of human resources could be saved by integrated management. Commissioning to a specialized public institute showed the highest B/C ratio of 4.5 among commissioning to local public corporations, commissioning to private corporations, and role-sharing partnership, etc.

국내 수자원 분야 연구 동향 분석을 통한 지역 맞춤형 지하수자원 최적 운영 관리 방안 제시 (A proposal for regional customization and optimal operation management of groundwater resources through analysis of water resources research trends in Korea)

  • 본 연구에서는 지역 맞춤형 지하수자원 최적 운영 관리 방안 제시를 위하여 국내 수자원 분야 연구 동향 분석을 실시하였다. 수자원 분야와 지하수 자원 분야에서 세부 분류 분야를 결정하였다. 수자원 및 지하수자원 관련 연구의 사례 및 동향 분석을 통해 장기 관측 가능 실증 연구 부지의 확충, 공간 단위 위주의 수자원 평가, 법률 및 조례의 유역 특성 미반영 등 세 가지 개선 사항을 제시하였다. 본 연구의 연구 결과는 지하수자원 관리 정책 입안자 집단으로 하여금 연구 현장에서 요구 사항을 파악할 수 있고, 이후 지하수자원 관리 정책 결정 시 정책적 판단 근거가 될 것으로 기대된다.

How to Keep the Sustainability of the Landscape Resources of the East Coast in South Korea

  • The purpose of this study is to present the conditions and methods for keeping the sustainability of the landscape resources of the East Coast of Gangwon province, the republic of Korea by investigating the landscape resources management in the area and pointing out its problems. The problems of the landscape resources management are: 1) the disturbance of the persistence of life by reclamation, the population reduction in the ecosystem due to the overload in environmental capacity, and the severance of space between land and water. 2) the reduction of the benefits from indirect experience by interfering with the conservation of fluxes -- the manipulation of horizontal arrangement of the landscape resource, the visual disturbance by the construction of high-storied buildings, and the disharmony between the color/image and the environment. The means for keeping sustainability of the landscape resources include the regulations of development and use, the change in the recognition of the value of landscape resources and the moral system, and the improvement of resource management skills.
