Despite the easing of social distancing, demand for non-face-to-face services continues to rise. Recently, the EU is pursuing a comprehensive plastic use reduction by expanding the scope of plastic use regulations for packaging plastics according to the New Cyclical Economy Action Plan(NCEAP). In response to this trend, the packaging industry is moving away from conventional non-degradable/petroleum-based plastics and conducting research on packaging materials using biodegradable plastics such as PLA(Poly Lactic Acid), PBAT(Poly Butylene Adipate-co-butylene Terephthalate). On the other hand, ginkgo leaves occur in large quantities in Korea and act as a cause of slip accidents and flooding. In this study, a method to utilize ginkgo biloba leaf as a new alternative biomass resource was proposed by producing lactic acid through pretreatment, enzymatic saccharification, and fermentation processes. For the efficiency of lactic acid production, a comparative analysis of lignin content from before and after browning was performed. In addition, the degree of glucan extraction was evaluated by applying a pretreatment method using three catalysts: hot water, sulfuric acid, and sodium hydroxide. It is difficult to expect high production of lactic acid with single process. Therefore, an integrated process operation using both the pretreated hydrolyzate and the residual solid enzymatic saccharification solution must necessarily be applied.

Wind power is one of the most efficient and reliable energy sources in the transition to a low-carbon society. In particular, offshore wind power provides a high-quality and stable wind resource compared to onshore wind power while both present a higher installed capacity than other renewables. In this paper, we present our new program, the X-WIND program well suitable for the assessment of the substructure of offshore wind turbines. We have developed this program to increase the usability of analysis programs for offshore wind energy substructures by addressing the shortcomings of existing programs. Unlike the existing programs which cannot solely perform the substructure analyses or lack pre-post processors, our X-WIND program can complete the assessment analysis for the offshore wind turbines alone. The X-WIND program is embedded in AutoCAD so that both design and analysis are performed on a single platform. This also performs static and dynamic analysis for wind, wave, and current loads, essential for offshore wind power structures, and includes pre/post processors for designs, mesh developments, graph plotting, and code checking. With this expertise, our program enhances the usability of analysis programs for offshore wind energy substructures, promoting convenience and efficiency.

Fish school monitoring technology is utilized for various purposes, such as boat fishing and resource surveys. With advancements in information and communication technology, this technology has expanded its application to remote areas. Its significance has grown in fishing sites, particularly for improving the efficiency and cost-effectiveness of set-net fishing. Set-net fishing gears are not limited to coastal areas, but are also installed in inland and remote sea regions. Consequently, fishermen require technology that allows them to quickly transmit information about approaching fish schools and enables them to perform long-term monitoring. The development of remote monitoring technology for set-net fish schools must consider crucial design factors such as communication range, transmission speed, power consumption of information modules, and operational expenses. In this study, we developed a low-power remote monitoring module for set-net fish school based on WCDMA. The module was specifically designed to minimize power consumption, allowing for communication over long distances and extended operation times in set-net fishing applications. Furthermore, we developed a web server software application that enables remote access to fish schools and provides real-time weather information. The performance of the developed module was evaluated through set-net fishing site application and experiments with moving ships on the sea. The experimental results demonstrated that the remote monitoring system, consisting of the developed low-power remote monitoring module for set-net fish school based on WCDMA and a fish finder, had an average power consumption of 4.6 W, a maximum communication range of 22.84 km, and a data transmission and reception rate of 98.79%. The maximum fish school information transmission and reception rate was 97.26%
Child policy has focused on needy children with special emphasis on residual services but youth policy has implemented to promote capabilities of general adolescents by various activities. The fragmented implementation of child-youth policy by several ministries resulted in possible redundancy of target groups and insufficient service delivery system. Thus, the Ministry of Health, Welfare, and Family Affairs has pushed forward to integrate service delivery systems in child-youth policy after the former Ministry of Health and Welfare and the Government Youth Commission were integrated as part of a government reorganization plan. The purpose of this study is to review limitations of Lee Myung-bak government's plan to integrate child-youth policy and to make important suggestions for effective integration. Lee Myung-bak government's plan seeks to help children and adolescents prepare for the future and move forward with dreams and hope. However, this plan has fatal problems of overemphasizing the efficiency of finance without expansion of budget for children and adolescents. To achieve well-being tailored to one's life cycle, the full-scale expansion of budget is indispensible through the induction of the special fund or the special tax for children and adolescents. Fortunately, Lee Myung-bak government recognized child-youth policy as the social investment that would heighten national competitiveness in the long term, but there was insufficient child-youth policy infrastructure for new implementation. Therefore, Lee Myung-bak government needs a new design for integrated and universal child-youth policy that should take into account national human resource development plan and its economic development policy. The public responsibility for children and adolescents should be strengthened and, in addition, the network function in service delivery system should be complemented.
In this research, we explore the effects of changes in industrial structure due to industrial restructuring on employment and growth in the Korean economy. To that end, we first investigate the impact of industrial restructuring on employment through Lilien's sectoral shift hypothesis, considering the dependence of industrial restructuring on business cycles. As a result of the analysis, we find that changes in the industrial structure have exerted a short-term effect of increasing unemployment, and that the effects of industrial restructuring are even greater during the economic downturn period. In light of these points, Lilien's sectoral shift hypothesis seems to be valid in Korea. Next, we examine the effect of industrial restructuring on economic growth in Korea by analyzing which one, between the Kuznetz hypothesis and the Baumol effect, is dominant. Empirical results reveal that the mid- to long-term effect of industrial restructuring on GDP growth is significant, which is in accordance with the Kuznets hypothesis, where resource allocation along with industrial restructuring to sectors with high productivity spurs economic growth.

Systematic risk management is necessary in grand scaled urban construction because of the existence of complicated and various risk factors. Problems of obstructions, adjacent structures, safety, environment, traffic and geotechnical properties need to be solved because urban construction is progressed in limited space not as general earthwork. Therefore the establishment of special risk management system is necessary to manage not only geotechnical properties but also social and cultural uncertainties. This research presents the technique analysis by the current state of risk management technique. Risk factors were noticed and the importance of each factor was estimated through survey. The systemically categorized database was established. Risk extraction module, matrix and score module were developed based on the database. Expected construction budget and time distribution can be computed by Monte Carlo analysis of probabilities and influences. Construction budgets and time distributions of before and after response can be compared and analyzed 80 the risks are manageable for entire whole construction time. This system will be the foundation of standardization and integration. Procurement, efficiency improvement, effective time and resource management are available through integrated management technique development and application. Conclusively decrease in cost and time is expected by systemization of project management.
Smart City Technology, which is significant in the era of the 4th industrial revolution, greatly increases the efficiency and productivity of cities nowadays. The purpose of this study is to present a strategic approach for industrial revitalization and overseas export by analyzing the current status of smart city-related companies and discovering high-priority smart city technologies. To this end, the smart city theory and ASEAN smart city were reviewed through prior research, and a survey of companies with domestic smart city technology was conducted. As a result of the survey, it is revealed that companies with smart city technology in Korea are highly willing to export to ASEAN countries. There is a strong desire to export the following technologies: construction, traffic, green·energy, etc. And there was a high willingness to export the following services: IoT, platform, AI, etc. The following solutions have been proposed as solutions to Strategic Plans to Promote the Export: 1) Deregulation and incentives, 2) Global human resource development, 3) Information provision and strengthening of local networks, 4) Financial and public relations support.

This study selected seven carbon-neutral villages, considering the characteristics of each region, including all five administrative districts of Changwon City, and proposed activation plans based on business evaluations through surveys of local residents and FGIs with leaders. The analysis showed that carbon-neutral education was the most important factor for activating carbon-neutral villages, with a response rate of 91.9% for 17 multiple-choice questions, followed by legal (ordinance) arrangements at 79.3% and village organization building at 74.1%. Based on this, the following activation plans through the participation of residents who are involved in the project of creating a carbon-neutral village in Changwon City were proposed. First, the characteristics of each carbon-neutral village model were classified into a resource circulation-based model, an environmental creation-based model, an environmental education and experience event-based model, and an energy efficiency-based model. Second, it is necessary to create and present carbon-neutral village growth stage guidelines for the growth of carbon-neutral villages. Third, manuals and teaching materials related to carbon neutrality, such as theories, issues, and practices, need to be produced and distributed for leaders and activists to easily apply and access for self-government operation of the village. Finally, if a carbon-neutral support center that is legally installable in Changwon City is established, it is expected that the lives of local residents will become more sustainable for carbon-neutral living in preparation for climate crises.

In this paper, we propose an AI-based system for automatically classifying industry and occupation codes in the population census. The accurate classification of industry and occupation codes is crucial for informing policy decisions, allocating resources, and conducting research. However, this task has traditionally been performed by human coders, which is time-consuming, resource-intensive, and prone to errors. Our system represents a significant improvement over the existing rule-based system used by the statistics agency, which relies on user-entered data for code classification. In this paper, we trained and evaluated several models, and developed an ensemble model that achieved an 86.76% match accuracy in industry and 81.84% in occupation, outperforming the best individual model. Additionally, we propose process improvement work based on the classification probability results of the model. Our proposed method utilizes an ensemble model that combines transfer learning techniques with pre-trained models. In this paper, we demonstrate the potential for AI-based systems to improve the accuracy and efficiency of population census data classification. By automating this process with AI, we can achieve more accurate and consistent results while reducing the workload on agency staff.
This study tries to categorize innovation types for social welfare organizations and investigate the level of innovation in each type in practical field. Firstly, this study scrutinizes the concept and classification's criterias of innovation. Secondly, this study reviews not only classification of innovation in profit organization but also several researches of innovation in service industry and public sectors, and finally, this study makes a suggestion of innovations' classification that is applicable for social welfare organizations. Based on this suggestion, fifteen questions are designed to ask the innovative activities in the organizations. And total 496 respondents from 116 organizations answered these questionnaire. The outcomes of this survey were substantiated by second data through converted procedures to mean value of organizations. Consquently, service innovation, administrative innovation and human resource innovation, proposed based on theoretical review, were subdivided into six categories such as service innovation, structural innovation, internal and efficiency innovation, marketing and communication innovation, external and employment innovation and evalution and mission innovation. The mean value of service(mean=14.7) and marketing innovation(mean=13.3) are higher than other type of innovations, which shows the aspect of innovative activities in social welfare organizations. Based on this result, we can get the directions of following study in investigating innovation of social welfare organization.
