중형 임대아파트 거주자의 거주 후 평가 (Tenants' Post Occupancy Evaluation in the Mid-sized Rental Apartment)

  • This study analyzes relevant data based on the mid-sized rental unit. It focuses on how we can set up appropriate mid-sized rental unit plan as its supply has been accelerated over time. The questionnaires used in this study cover a series of categories including site environment, unit plan, neighborhood, economy, and management. The 342 respondents are from the 3-year old apartments at Cheongju. The key findings are as follows. 1) As the average indices including number of family, life cycle, and income under the survey are different in terms of the rental unit sizes between 20 and 30 pyeongs. 2) In general, residents present comparatively high level of satisfaction in terms of residential environments. Their evaluation on the site environment unit plan, and neighborhood is around the average. In contrast, the economic and management efficiency categories are under the average. This study suggests residential guidelines should be derived from tenant differentiation policies dealing with diverse socio-demographic characteristics and satisfaction level. 3) In terms of improvement priority, residents present, higher preference on the management system and site environment. This study advises to establish an appropriate alternative to guarantee effective tenant participation. Considering the lower satisfaction level in the green space, common facilities, and resting space, this study also urges to secure quality control for desirable planning of the mid-sized rental apartments.

서울시 공공임대아파트 커뮤니티의 사회적 결속력에 관한 연구 - 단지 내 커뮤니티 활동과 주거문화 특성을 중심으로 - (Social Cohesion of Public Rental Housing Residents in Seoul - Community Activities and Cultural Influences -)

  • In line with the previous study on the level of social cohesiveness of public rental housing communities in Seoul, this study investigated the community activities as a result of community cohesiveness and identified the cultural influences on the cohesiveness of the same case study areas. In general, there was relatively more active and voluntary participation of the residents in the community activities in the housing estates with higher social cohesiveness. The four communities were active in reporting community problems to the housing managers, greatly relying on the housing managers to solve the problems. In addition, mutual aid and community self-help were facilitated mainly through the activities of women's associations. However, small membership of community organisations and occasional disputes between the community organisations and estate managers, and among the community organisations themselves, seemed to have hampered the positive effects of the social cohesiveness in the case study areas. In terms of the cultural attributes, coexistence of collectivism and individualism, consideration of neighbourliness as an ideal social norm, incorporation of the neighbourhood environment into the housing estate environment and extensive use of outdoor public spaces were found.

  • This study focused on the 'public architecture' of each local area as an alternative to local regeneration with a huge amount of funding. The starting point of this study is the public architecture that can be used as a strategic resource for local regeneration as a hub for communities for residents in the local area. The main content of the research is to identify the requirements of public architecture as a local regeneration hub and problems in the current public architecture management system. Based on results of the study, the following direction is to be presented for improvement of the public architecture management system to contribute to continuous local regeneration. The first results reveal there is a need to actively introduce measures to dualize facility maintenance and program operation. Secondly, the results show the participation of residents in public architecture management should be more active to reflect local demand. Thirdly, it is evident that the management entity should establish and implement goals and strategies toward local regeneration. Lastly, public architecture must strive to provide local community space.

  • Recently increasing in marketing or policy decision is the trend of reflecting big data, which, however, has yet to be used directly for the location analysis of public facilities in terms of urban planning. This study examined how the local currency big data, issued often recently by municipalities throughout the country, can be used for the decision-making to select the location of public facilities more rationally. It is such an interesting attempt to acquire the big data of local currency payments by local residents and directly apply it to analyzing the location analysis of public facilities they use. The big data of local currencies which are issued by most municipalities now in Korea will continue to extend its role as the public data. Relatively easily available for municipalities with low cost, it is expected to be used for various policy decisions in future. Although the analysis of big data can make more accurate results than conventional survey methods, however, local residents' participation should not be scaled down in policy decisions. Rather, they should be given the findings of this kind of scientific survey so as to extend the citizen-participatory decision-making model.

농어업유산, 유산관광 그리고 에코뮤지엄 -농어업유산의 지역 활성화 연계를 위한 에코뮤지엄 적용 연구- (The Agricluture Heritage, Heritage Tourism, and Ecomuseum -A Study on Application of Ecomuseum for Linking Agriculture Heritage to Regional Revitalization-)

  • 농어업유산의 지역 활성화 전략으로서 에코뮤지엄을 통한 유산관광의 활성화 방안을 살펴봤다. 에코뮤지엄은 '살아 있는 유산의 역동적 보전'이라는 농어업유산제도의 목적을 실현할 수 있는 중요한 수단이 될 수 있다. 하지만 실제 사례를 적용해본 결과, 유산으로서 가치가 높고 유산관광을 추진하고 있었으나, 유산관광의 4요소(진정성, 교육성, 엔터테인먼트, 향수)를 대비해보면 유산관광의 체계가 갖춰져 있지 않았다. 또한, 에코뮤지엄으로서 가능성이 높았으나, 에코뮤지엄의 4요소(유산, 박물관, 참여, 콘텐츠)별로 살펴보면 체계가 미흡하고 해결해야할 과제가 많았다. 에코뮤지엄을 통한 지역 활성화 성과를 거두기 위해서는 에코뮤지엄의 4요소를 구축하고, 유산관광의 4요소가 충족될 수 있도록 진정성 있는 콘텐츠 개발, 주민 창조계급 이해관계자의 참여, 사이트 구축, 다양한 학술적 접근, 주민소득 연계방안 마련 등이 필요하다. 또한, 국가농어업유산을 에코뮤지엄으로 조성할 경우에 박물관으로서 정부지원이 가능하도록 법적 근거를 마련해야 한다.

환경분쟁해결에 영향을 미치는 요인과 정책대안 (Factors Affecting the Resolution of Environmental Disputes and Relevant Policy Alternatives)

  • 오늘날 국가 또는 사회 문제 가운데서 가장 해결하기 어려운 것이 행정당국, 사업시행자, 해당 지역주민 그리고 시민단체 간의 환경분쟁이다. 이러한 분쟁은 환경파괴, 비용과 편익의 불공평성 등으로 인하여 입지과정에서 관련 지역공동체의 강력한 저항이나 반대, 즉 님비(NIMBYism)를 유발한다. 지역기피시설(locally unwanted land uses, LULUs)의 입지나 개발에 대한 반대는 지역공동체의 이기적 편협적인 님비에 기인하는 것이 아니라 삶의 장소와 생태계를 보호하려는 지역주민의 합리적이며 정당한 요구의 표현이다. 따라서 이러한 입지갈등을 해결하기 위해서는 종래와 같은 결정-발표-옹호(decide-announce-defend, DAD)로 표현되는 그들과 우리라는 적대적인 관계가 아닌, 이 해당사자들의 상호작용, 즉 협상에 의한 합의형성(consensus-building)을 하려는 상황이 이루어져야 할 것이다. 이러한 협상은 보다 바람직하며, 실행가능성이 높은 자발적인 과정으로 대안적 분쟁해결(alternative dispute resolution) 방법이다. 이러한 합의형성에 영향을 주는 요인으로 다음 3가지를 들 수 있는데 i)주민참여보장, ii)형평성제고 및 iii)신뢰성강화 등이 그것이다. 이러한 3가지 요인들은 상호 연계되어 상호작용을 하는 체제로 간주할 때 그 시너지효과는 보다 커질 것이다.

효율적 도시재생 활성화를 위한 지구단위계획기법 적용에 관한 연구 (A Study on the Application of District Unit Planning Techniques to Activate Efficient Urban Regeneration)

  • 본 연구의 목적은 도시재생사업을 추진함에 있어 단위사업의 개별적 추진에 따른 사업효과 확산의 한계를 보완하기 위하여 도시재생사업과 합리적 토지이용계획 기반의 도시계획 수립 기법인 지구단위계획의 연계방안을 도출하는데 있다. 이를 위해 제도의 변천과정과 선행연구를 이론적 배경으로 검토하고 제주특별자치도를 공간적 범위로 도시재생 전략계획과 지구단위계획 수립사례를 분석하여 계획간 유기적 연계성 강화를 위한 행정절차 일원화 방안을 제시함으로써 계획수립 단계에서부터 합리적 토지이용계획에 기반한 효율적 재생사업 추진 방안을 도출하였다. 또한 활성화지역간 우선순위를 선정함에 있어 주민참여도를 평가지표로 활용하기 위한 방안을 검토하였고 이를 통해 주민의 자발적 사업 참여를 유도하고 민원요소를 사전에 파악하여 사업을 원활하게 추진할 수 있다. 이와 함께 가상의 대상지를 설정하여 유형별 지구단위계획 기법 적용방안에 대하여 제시하였다. 대상지의 입지여건과 주변환경에 따라 합리적 토지이용계획을 기반으로 지구단위계획을 통한 규제와 완화를 적절히 활용하여 주민의 자발적 사업참여와 활성화 효과의 확산을 기대할 수 있다. 본 연구는 그간의 단순한 도시정비를 넘어 쇠퇴한 지역을 체계적인 도시계획과 연계하여 활성화시키고 그 효과의 확산을 도모하기 위한 행정절차 개선 및 지역주도의 상향식 사업추진 방안을 제시하였다.

친환경적 도시건축계획을 위한 환경계획지표개발의 방향 (Development Guidelines of Environmental planning Indicators for Environmentally friendly Urban and Architectural Planning)

  • Through the harmony of natural and artificial systems a city is composed of, the ecology-oriented urban planning seeks for qualitative improvements of a city on which our life is based. To enhance the ecology-oriented urban planning, the followings are suggested by a comparative analysis of Korea with Germany regarding the development process, the instruments, and the establishment of indicators for the planning. Firstly, though our national land development plan is closely connected with B-plan, it has little to do with the natural environment. Moreover, the natural environment plan of the Ministry of Environment is almost impossible to carry out in terms of urban construction work. For this reason, the instrument for dealing with the development and environment plan systems together as well as the completion of the current plan system is needed for the ecologically acceptable urban development in the long term. Secondly, in order to realize what is mentioned above in the concrete it seems to be desirable for the system and the instrument to be devised at the extent of B-plan. The regulations of the plan should have strong legal binding force and practicality as well. The element of ecology-oriented urban planning are (1) degree of independence and appropriate density, (2) conservation of natural elements such as soil, water, animals and plants etc., (3) energy saving in land use, (4) activation of B-plan and inducement of active participation of residents. Thirdly, it will be useful to develop various kinds of indicators for the environment plan provided in advance so that the ecology-oriented urban developments may be under control. It also should be taken into consideration that the indicators are supposed to be comprehensive, representative, and practical enough to make the most of at the early stage of drawing up a plan. The kinds of indicators which can be used in the ecology-oriented urban development include (1) soil, (2) water, (3) vegetation and plants, (4) animals, (5) climate, and (6) transportation.

초등학교 복합화시설 모니터링 평가연구 - 서울시 초등학교를 중심으로 - (A Study on the Monitoring Evaluation of Elementary School Complex Facilities - Focusing on Elementary Schools in Seoul -)

  • The purpose of this study is to provide an remodification method for elementary school complex facilities in Seoul Metropolitan city. This study analyzes the questionnaire survey for 568 entire elementary schools and the questionnaire survey for school facility complex project operated 44 elementary schools. Then the result of this study was deduced from the comparison between the 568 entire survey data and 44 survey data in terms of the cognition of school facility complex project, the required type of facility and the problems of complex facility maintenance and operation. Four major findings were revealed as the result of research. First, there is a very high agreement with the school facility complex projects. Second, it was need that the process of planning and design was remodified to enhance participation of parents of students and local residents for selecting an appropriate complex facility. Third, education environment and student safety should be protected from any other school facility complex environments. Fourth, an agreement and regulation is needed for more effective maintenance and operation of school complex facilities.

Surgical Informed Consent Process in Neurosurgery

  • The doctrine of informed consent, as opposed to medical paternalism, is intended to facilitate patient autonomy by allowing patient participation in the medical decision-making process. However, regrettably, the surgical informed consent (SIC) process is invariably underestimated and reduced to a documentary procedure to protect physicians from legal liability. Moreover, residents are rarely trained in the clinical and communicative skills required for the SIC process. Accordingly, to increase professional awareness of the SIC process, a brief history and introduction to the current elements of SIC, the obstacles to patient autonomy and SIC, benefits and drawbacks of SIC, planning of an optimal SIC process, and its application to cases of an unruptured intracranial aneurysm are all presented. Optimal informed consent process can provide patients with a good comprehension of their disease and treatment, augmented autonomy, a strong therapeutic alliance with their doctors, and psychological defenses for coping with stressful surgical circumstances.
