Reformation Methods of Environmental Impact Assessment in Water Resources Development Project by Examining Local Resident Opinions (수자원 개발사업 주민의견 유형분석을 통한 환경영향평가 개선방안)

  • This study was carried out for improving the effectiveness of water resources development project through local resident opinions in the environmental impact assessment(EIA). The EIA reports of seven dams were examined. Four dams -Youngju Dam, Seongduck Dam, Buhang Dam and Hantangang Dam- which included many local opinions including 470 opinions of 341 local residents were selected to be analyzed. Local residents submitted their opinions in the six fields which are meteorological phenomena, water quality, land use, fauna and flora, noise and vibration, and residence, and the major opinions of those opinions came from the atmosphere environment field which is 32% of total opinions and social and economic field which is 38% of total opinions, respectively. In submerged area, opinions of the measure for migration and compensation were 91% and in non-submerged area, opinions of the measure for meteorological phenomena was 86%. Those percentages were maximum in each area. Opinions concerned meteorological phenomena were 86% and 53% in Youngju Dam and Seongduck Dam where area is surrounded by existing dam, but there was only 9% and 0% of opinions in Buhang Dam and Hantangang Dam where area is without existing dam nearby. The reformation methods which reflected the resident's opinions were suggested on EIA in dam development projects. First of all, reliability and objectivity of the field of meteorological phenoma should be enhanced by scientific prediction of the phenomenon days. Secondly, techniques reducing uncertainty of various water quality prediction models ought to be developed and effectiveness of the reduction strategies in environmental impact should be quantified. Finally, the draft of EIA report should involve the detailed plans of migration and compensation's procedures, criteria and measures to support.

Effectiveness of "Village Image Construction Tool Kit" in the Residents Workshop of a Housing Improvement Area (주거지 정비지역 주민 워크샵을 통한 마을이미지 맵 제작도구의 효용성 연구)

  • Citizen participation in local redevelopment has recently been regarded as essential, since progress in democracy and diversified public interests have contributed to more importance being placed on citizen participation in the implementation of public policies. While the importance of resident participation has been increasingly emphasized in principle, in reality more effort is still required in its application. We need to develop practical strategies of collecting community opinion in order to reflect it in public policy, if we are to achieve a resident and citizen-centered society. The purpose of this study is to develop an image map construction tool that can be applied to the "Maul-Mandulgi" projects as a visualized method to facilitate the exchange of opinions and work toward agreements. The tool is intended to assist public discussion by visualizing policies and plans and reducing the possibility of misunderstanding, so that residents can properly respond to the plans. Second, this study will verify the effectiveness of the tool in the application to local community workshops. The main research method is participant observation method and field study. Major findings are as follows, First, every resident who had participated in previous workshops gathered together, used the tool and represented their opinions unusually more than once. Each resident tried to make sure that other participants appropriately understood his or her opinion. The workshop finished when all participants agreed and produced a consensus. The workshop took much less time, which is in stark contrast to previous workshops in which it took significantly more time to collect opinions. Second, it proved that residents in the redevelopment area can strike a broad agreement by themselves on a method and direction for residential improvement. In previous workshops, conflicts between residents developed over the choice between the two methods, of local improvement and total demolition prior to multi-housing construction. In this study, opinions of residents were not limited to the two methods by finding a winwin solution. Third, the use of the tool kit for image map became efficient for inactive residents to develop their own opinions in regard to the direction and orientations of the residential improvement process. In addition, for those who have either no or a slight understanding of the residential improvement projects, the tool can provide access to information and knowledge. This study concludes that the developed tool for imaging of the redevelopment projection like a design game, rather than using forms of text and speech, can be a useful tool in collecting opinions and forming an agreed opinion for forthcoming residential improvement plans.

A Review of the Reflection of Residents' Opinions in Reconstruction-Planned Apartments - A Case Study of Public Housing in Yongbong-dong, Gwangju (재건축 예정 아파트 거주민의 의사반영에 대한 결과 인식에 관한 연구 -광주광역시 용봉동 국민주택단지를 중심으로-)

  • The purpose of this study is to investigate the reflection degree of residents' opinions and their participation, on the premise that the reconstruction of apartments is a process of the concrete realization of residents' dwelling needs and of the recreation of living spaces. Here are some of results of this research; Although apartment residents who have experienced the process of reconstruction have a great desire to participate and a wide range of participation, the proper procedure of participation is not prepared and the contents of reconstruction is not fully understood. And the residents have the different opinions on 'height and mass of apartment' and 'amount of compensation and payment'. Meanwhile, the residents believe that all of them should take part in the participation process and some government interventions are needed. Accordingly, various ways for resident participation in the process of reconstruction are to be provided and new techniques for encouraging public participation are to be sought.

  • For the past few decades, residential improvement projects have been mainly carried out after demolition of the original dwelling place. So far, interests and opinions of the existing residents have largely been ignored during the projects. However, citizen participation in local redevelopment has recently been regarded as essential part as progress in democracy and diversified public interests have offered more importance to citizen participation in the implementation of public policies. While the importance of resident participation has been increasingly emphasized in principle, there still has been more to do in its application in reality. We should develop the experience of collecting community opinion to make them reflected in public policy, if we are to achieve the resident and citizen-centered society. The purpose of this study is to develop an image map tool that can be applied to "Maul-Mandulgi" projects as a visualized method to facilitate the exchange of opinions and work toward agreements.   • The study is to analyze the role of highschool youth group in a rural regeneration project. The process of youth group becoming subjective in resident participation plan was classified into isolation reduction, self-awareness, perspective-taking, subjectivity practice, and opinion expression. Isolation reduction is a stage in which youth group is gradually drawn into the community from a limited society of home and school, self-awareness is a stage in which they discover their thoughts, and view perspective-taking is a stage in which they objectify themselves and surroundings through communication with other members of the region, social experiment was analyzed as a practice of subjectivity that experiences leadership guiding the local community independently, and expressing opinions is a stage of representing the region and giving responsibility for the specific issue of the implementation plan. The study is also an analysis of how residents committee, local governments, and local research institutes perform both regeneration and community revitalization in rural areas. Therefore, the analysis of the cooperative organization of these institutions was conducted simultaneously. The leadership program was effectively linked to the project of rural regeneration. Since high school students themselves are family members of the local people, the process of accepting the project is unaffected, and the feasibility of the project is also increased, such as forming a positive atmosphere for the project and easing resistance to minority opinions.

  • This study is result of interview and investigation into three rural communities progressing Rural activity, and points to be considered before promoting policy 1) Resident participation taking a lot of time, need to sustainable education and chance of personal experience, as well as stage of working plan and performance must be a serious consideration about resident opinions. 2) Until placing operation and management on the right track, experts and administrators will be help aspects of software and finance. 3) It is necessary to periodically train rural activity experts, and educate business persons. 4) Through checking a process, each community improve, supplement, will work out the next support system.

  • The purpose of this study was to offer improvements, by deriving practical problems and suggesting ways to improve more realistic solutions in the multi-family housing management industry. This study is conducted in two ways. First, it was performed by reviewing related previous studies and clarifying major issues in the multi-family housing management. Second, it was performed by a questionnaire survey method, focused on the worker's opinions for that matters. The respondents work in an apartment in Seoul and the metropolitan area. A questionnaire distributed via e-mail, and then were collected. And questionnaire did not respond were excluded from the analysis. Finding were as follows -; first, it was possible to clarify four types regarding major issues in the multi-family housing management such as 'management system', 'housing management market conditions', 'management consciousness of resident', 'management performances'. Second, it was found that the competition was fierce in the same kind. And it was quite a high turnover rate of workers because of poor working conditions. Third, the most hard part was that the employee welfare was not good at work.

  • In analyzing the issues of ecotourism, collecting opinions of local residents and participants is an essential process because ecotourism needs to keep ecological sensitivity and respect local residents' ecological lives. Thus, the objective of this study is to analyze the local participants' attitude in resident-oriented ecotourism. Maha ecotourism site, as a study site, is located in Pyeongchang-gun, one of the twelve ecotourism sites designated by the Ministry of Environment. This site has drawn attention since the local government of Pyeongchang-gun transferred its management right on Maha ecotourism sit to the organization of local residents in 2013. This study uses Q methodology which is the most popular research method in analyzing people's subjectivity, that is, viewpoint and attitude. This study have found that there are four features in the subjectivities of participants toward ecotourism site: first group is the people who want more autonomous management right of local residents on Maha ecotourism site. Second group is the people who only want to stand by the ecotourism management. Third group is the people who focus on the migration of talented persons into their neighborhood owing to the program. Lastly, fourth group is the people who focus on the quality of the ecotourism program. In case of the second group, though they have negative opinions of the program, they have much interest in successful cases in other countries managed similar programs with Maha ecotourism. It would be effective for the group to have opportunities to experience successful ecotourism cases in other countries. On top of it, having seminars regarding ecotourism or holding community councils frequently would be very helpful for encouraging the second group of people to join in the ecotourism program actively like other groups of people. Supplying more manpower and developing various programs are also necessary in order to support other three groups.

A Case Study of Resident Satisfaction of Assisted Living facilities - Focusing on Virginia, U.S.A. - (노인보호시설주거 거주자들의 주거만족도에 관한 사례연구 - 미국 Virginia주를 중심으로 -)

  • The purpose of this study was to examine how residents of assisted living facility (ALF) are satisfied with their residence and to identify the reasons for this satisfaction or dissatisfaction as a home. For this purpose, residents'experiences and opinions of the physical environment, the social environment, and the organizational environments such as policies and programs of ALFs were identified. As a multi-site case study, five ALFS in Southwest Virginia were studied using a cross-case analysis. Face-to-face interviews with 25 residents and five administrators of five ALFs, observations, and personal journal were done. Regardless of the type of facilities and the residents'characteristics, most of the respondents were satisfied with their current dwelling. In spite of high satisfaction with the facility, many people did not think of their current dwelling as a real "home." Residents of ALFs may have reordered their priorities in their current life situation so that safety, security, and care were more important to them than feeling "at home.""at home."

Future Residents' Opinions about the Services and Programs in the University-Based Retirement Community - Focusing on the Opinion Differences Depending on Residents' Intention to Live in the UBRC - (대학 연계형 은퇴주거단지의 서비스 및 프로그램에 대한 잠재 수요자의 의견 분석 - 거주의사 유무에 따른 차이를 중심으로 -)

  • The purpose of this study was to identify services and programs that will be needed for helping senior residents to be aging healthfully and comfortably in the university-based retirement community (UBRC). This study conducted a questionnaire survey targeting about 900 faculty and staff members in one of national universities. A total of 214 valid responses were analyzed for identifying necessary services and programs. The study also analyzed the differences in resident's opinions depending on their intention to live in the UBRC. Over 65% of the respondents were willing to live in the UBRC. The most desirable services were healthcare services including emergency care and nursing care and cleaning and laundry services. Regarding the educational and recreational programs, future residents chose physical exercises such as swimming and tennis and music activities such as playing instruments and singing as the most interesting programs they want to experience in UBRC. Most of the respondents were interested in mentoring college students or international students who come to the university for their degrees. The findings from the study should provide a guideline when offering services, programs, and activities in the future UBRC in Korea.
