The object of this thesis is to evaluate performance of Industry Complex of Rural Areas Policy and to suggest solutions to solve problems of the policy and development plans for Industry Complex of Rural Areas in Korea. The Industry Complex of Rural Areas Policy has contributed to increase of income and growth of industries in farming areas. Since business environment has been changing rapidly and competition has been getting fierce, Korean small business in rural are as need to develop new strategies to strengthen their competitiveness. Therefore, this thesis will suggest public programs to support for development of Korean small businesses in rural areas. The suggestions are as below 1) plans to form funds to provide financial aid to small business in rural areas. Specific plans to raise funds for public programs that would be executed by National Industry Complex of Rural Areas Association are included. 2) plans to improve abilities of SBCs to develop technologies 3) plans to establish marketing channels for SBCs in rural areas. 4) plans to create systems to promote restructuring in Industry Complex of Rural Area.
Purpose - This study aims to suggest appropriate policies and performance indicators for financial aid recipients. It analyzes the existing regular government policy funds support project, especially its propriety and reasonability. Research design, data, and methodology - When financial aid is effective, it should be able to predict small enterprise business results. Additionally, there should be an evaluation, checking before and after performance rates so that the rate of achievement and outcome can be measured. This study's contribution for small enterprises is in researching the best way to improve this support system. Results - The Small Enterprise and Market Service (SEMAS), currently designated as a support organization for implementing the government financial aid project, has assessment indicators. However, these focus mainly on quantitative indicators and survey results. Conclusions - In the future, there is some need to draw up measures, setting the right direction for developing policies for the small enterprise fund loans and improving the management of the plans. Eventually, this effort will dispel concerns about the present support policy, which is considered to be weakening small enterprises.
This current study aims to investigate the reason for the low birth rate and increasing aging populations. It aims to offer potential countermeasures and possible solutions that might alleviate the decreasing birth rate and exponentially increasing aging populations. The present research has sought out to uncover the origin of the low birth rates and increasing aging populations by compiling various past studies and statistics in South Korea. It includes additional support from the government for working career women in easing their burden for raising a child and allocating the appropriate funds for the increasing elderly populations. The decreasing birth rate can be contributed as a side effect of the past policies passed in South Korea and in turn created an increase in the aging populations. Policies to tackle this current issue needs to be further investigated and employed for the future of the economic and sociological stability of the society. Consistent efforts need to be made to dispel the continuing decrease for birth rates and alarmingly increasing aging populations. Policies and redistribution of government funds are some of the many things that need to be revised.

Korean Land Spatialization Program (KLSP) is an R&D program of the National GIS Project for developing ubiquitous GIS technologies under the control of the M inistry of Land, Transport and Maritime Affairs (M LTM). The first program of the KLSP, which lasts from 2006 to 2012, initiated with $132 million of national funds and $42 million of private matching funds. Aiming to develop the 'Innovation of GIS technology for ubiquitous Korean land', the KLSP consists of five core research projects and one research coordination project to practically utilize and commercialize the results of core research projects. The Korean Land Spatialization Group (KLSG) is planning the KLSP Test-Bed for testing, integrating, and exhibiting the KLSP's outcomes. About 40% of the outcomes are related products to geo-sensor and wireless sensor network (W SN). Thus, interoperable, scalable and web accessible frameworks like an OGC SWE (Open Geospatial Consortium Sensor Web Enablement) are mandatory because some of the products must be connected to each other in a KLSG Test-Bed. The main objective of this paper is to introduce the KLSP Test-Bed and the SWE SOS (Sensor Observation Service) prototype, which is developed for interoperable geo-sensor networks of the KLSP.
This study explores hedge fund characteristics that affect hedge fund performance, namely, fund size, fund age, and performance fee. Previous studies have examined relationships between hedge fund characteristics and fund performance using singular and static thinking to report inconsistent findings without providing full understanding of the causal relationships among variables. To identify that comprehensive causal relationships between hedge fund characteristics and hedge fund performance, this research applies the system dynamics perspective, which allowed demonstration of the interactions within the overall system beyond the singular causal relationships between hedge fund characteristics and performance found in existing traditional research. This study contributes to existing literature in the following ways. First, it overcomes the limitations of singular research methodologies by looking at the integrated system of hedge fund characteristics and fund performance from a bird's eye view based on their dynamic feedback relationships. Second, policy suggestions in terms of regulation and education are presented as growth strategies for the sustainable development of the Korean hedge fund market.
This paper examines spillover effects of R&D investment in the ICT industry to other industries by analyzing panel data composed of 6 manufacturing industries for the period of 1983~2011. Major findings are as follows; (1) The increase of R&D investment in ICT industry has a significantly positive relationship with the increase in the value-added of the remaining 5 industries with 3~10 year lags, depending on the source of R&D funds and R&D stage. (2) More specifically, public R&D shows the spillover effects during 3~7-year lag periods, whereas private R&D started to exert spillover effects from 9-year lag. The result implies that the public R&D appropriately targets projects with more spillover effects. (3) Basic research, applied research, and development showed the spillover effects for the period of 9~10, 7~10, and 10-year lag, respectively. (4) The R&D investment in 5 other industries such as machinery, chemicals, and materials does not have positive spillover effects to the remaining industries. Few studies have been done to analyze the R&D spillover effects to other industries, with certain limitations. This study contributes to the existing literature by analyzing the spillover effects of the different R&D funds and R&D stages, and by considering various time-lag effects.
Purpose. Based on the comparison and analysis with those of United States, the aim of this research is to find the problems in current management, operation and future directions of emergency medical service (EMS) fund in S. Korea and to provide basic resources and appropriate measures to make a right decision in policies for EMS fund. Methods. Data from Ministry of Health and Welfare and other various sources during 1995 to 2012 were collected and analyzed. Results. From our analyses, several problems are identified in EMS fund operation. In brief, problems discerned are as follows. First, whereas the purpose and direction of EMS fund operations in United States are highlighted and focused on pre-hospital EMS system and associated infrastructures which need to be constructed, those of S. Korea are emphasized mainly on the in-hospital EMS system so far. Second, on the contrary to the fact that the EMS funds in United States are tuned to pre-hospital EMS system to provide prompt and efficient emergency care at the emergency scene of pre-hospital stage and to achieve the development, design, planning and demonstration projects for pre-hospital EMS systems, up to date, our investment of EMS funds demonstrated an excess biased inclination toward the construction of in-hospital EMS system, which is far from the realization of constructive and vital pre-hospital infrastructures. Third, while emergency medical technician is important and principal body in the management of emergency medical funds in United States, so far, no EMS funds in S. Korea existed for EMTs including the job condition, improved treatment and working environment for them. Conclusion. In conclusion, we strongly suggest that the problems pointed out must be revised and corrected. Current usage of EMS fund needs to be redirected predominatly to pre-hospital EMS system. Otherwise, unless current management and investment of emergency medical funds in S. Korea are applied and used for the vital necessities and demands of EMTs, public EMS units and private EMS units as well as related units in pre-hospital EMS system as in the cases of United States, in our consideration, they must be suspended or abolished.
본 논문은 거액지급결제시스템인 캐나다의 LVTS와 미국의 Fedwire를 비교하여 연구하였다. 왜냐하면 양국은 국제결제은행(BIS) 지급결제제도위원회(CPSS)에 참가하고 있는 주요 14개국 중 동일한 북미경제권이며, LVTS와 Fedwire는 양국을 대표하는 거액지급결제시스템이기 때문이다. 연구의 결과, 양국의 시스템은 지급시스템의 제도적 기반과 지배구조, 참가방법, 지급지시의 착오, 위험관리정책 및 지급의 최종성과 효과가 다르다는 결론에 도달하였다. 또한 양 지급시스템의 연구를 통하여 한국의 지급결제시스템이 참여자들에게 인정받으면서 더욱 보편적인 시스템으로 발전하기 위한 정책적 시사점으로 다음과 같은 점을 제시하였다. 첫째, 소액과 거액이체시스템을 분리운영하고 있는 미국 및 캐나다와 다르게 한국은 통합시스템을 운영해왔다. 비록 연계결제망의 구축으로 10억원이상의 거액자금도 1회이체가 가능하게 되었으나 이를 통제할 수 있는 제도적 장치, 즉, 자금이체 주체별 및 금액별로 분리하여 참가자를 규율하는 것이 바람직하다. 둘째, 미국이나 캐나다에서 규정하고 있는 착오에 관한 명확한 정의 및 유형에 관하 규정이 한국의 제도에서는 명확한 명시가 없다. 참가자를 안정적으로 규율하기 위해서는 이를 별도로 규정할 필요가 있다. 마지막으로 이체규모에 제한이 사라진 만큼 참가기관에게 지급시스템 운영 기술력 확보, 적절한 비상시에 대비 백업자원 및 엄격한 보안 및 기술 요구조건 등을 추가하여 참가요건을 더욱 엄격히 요구할 필요가 있다.
본 연구는 최근까지 우리나라는 재산 3분법을 바탕으로 주식, 채권, 실물부동산으로 구성된 전통적인 포트폴리오에 투자하는 것이 대부분이었으나, 포트폴리오 구성시 대표적인 부동산 간접투자상품인 리츠, 부동산펀드 등을 복합적으로 구성한 결과가 투자성과에 미치는 영향을 분석하였다. 이를 위하여 포트폴리오 구성의 가장 적합한 방법인 평균분산모형을 이용한 실증분석을 하였다. 사용변수는 복합자산 포트폴리오를 보유 자산의 구성에 따라 Portfolio A~Portfolio G까지 분류하였으며, 가격지수는 KOSPI, KRX BOND, REITs(TRUS Y7), FUND(HanwhaLasal), OFFICE(Seoul)로 선정하였다. 연구결과는 다음과 같다. 첫 번째의 경우 채권, 주식, 리츠와 부동산펀드가 결합된 Portfolio D와 실물부동산인 오피스가 추가된 Portfolio G의 위험이 가장 낮은 것으로 나타났다. 둘째, 채권, 주식, 리츠로 구성된 Portfolio B와 부동산펀드가 추가된 Portfolio D가 위험이 가장 낮은 것으로 나타났고, 수익률의 경우 채권, 주식, 오피스와 부동산펀드로 구성된 Portfolio F와 리츠까지 편입된 Portfolio G가 가장 높은 것으로 나타났다. 결과적으로 전통적인 재산 3분법으로 구성된 실물부동산 보다 부동산의 비유동성 한계를 제거한 부동산간접투자상품인 리츠와 부동산펀드를 포트폴리오에 구성시 더 효과적인 것으로 분석되었다. 따라서 직접투자의 가장 큰 단점인 비유동성 문제를 해결하여 투자자의 위험을 최소화할 수 있고, 부동산의 소유에 따른 비용을 절감할 수 있으며, 소액으로도 투자가 가능한 부동산 간접투자시장의 활성화가 더욱 필요할 것으로 보인다.
국가R&D의 규모가 커짐에 따라 연구결과의 활용 차원에서 주요한 이슈로 기술이전과 기술사업화가 다뤄져왔다. 본 연구에서는 국가R&D과제를 통하여 기술이전이 실시된 데이터를 바탕으로 기술이전이 되기까지 영향을 미치는 요인을 연구수행 주체에 따라 분석함으로써 효율적인 기술이전이 행해지기 위한 방안을 제시하였다. 기술이전 성과를 분석한 결과, 기술료 수익에 있어서 연구비가 각각의 연구주체인 대학과 정부연구기관, 산업체 모두에 정(+)의 영향을 미치는 것으로 나타났으며, 정부연구기관은 수도권과 대전지역에서 유의미한 영향을 미치는 것으로 나타났다. 또한 산업체의 경우 협동유무와 응용연구단계, 연구에 대한 시간에 대한 투자가 유의미한 영향을 미치는 것으로 나타났다. 반면, 기술이전 건수의 경우에는 대학은 연구비, 개발 단계의 연구에, 정부는 연구기간과 연구비, 개발단계의 연구에 유의미한 영향을 미치는 것으로 나타났으나, 산업체는 기술이전 건수에 응용연구만 정(+)의 영향을 미치는 것으로 나타났다. 따라서 효율적인 기술이전 성과 창출을 위하여 각각의 연구주체에 따른 차별화된 정책이 실행되어야 하는데 이를 위해서는 연구 주체들의 성과 분석을 통하여 주체들에 대한 구체적인 포지셔닝을 하고, 이를 바탕으로 연구과제의 목적과 미션을 차별화하여 기술이전이 효율적으로 행해질 수 있도록 지원해야 할 것이다.
