Development of Maintenance Scenario Method for Small and Medium-sized Bridges Using Risk Matrix (리스크매트릭스를 활용한 중소규모 교량의 유지관리 시나리오 기법 개발)

  • This paper is a maintenance system for bridge represented by Class 3 and other than by law bridges. Domestic bridge are divided into Class 1 & 2 bridges and Class 3 & other than by law bridges. The number of type 3 and other than by law bridges is very large. But, it is considered to be of relatively low importance compared to Class 1 & 2 Bridge Bridge. So, in this paper is propose a maintenance system and procedure for small & medium-sized bridges. However, because the number of small & medium-sized bridges is large, it is not possible to evaluate the performance of all bridges like Class 1 & 2 bridge. The reason is the lack of manpower and budget. Based on the Risk Matrix method, a maintenance procedure was created to select the bridge for which performance evaluation should be performed first. For this purpose, basic information of the bridge is used. And, the developed maintenance procedures were applied to the bridges in actual use.

A Study on the Gas-liquid Separation Effect of the Knockout Drum in the Flare System (플레어시스템에서 녹아웃드럼의 기·액 분리효과에 관한 연구)

  • Among the flare systems that handle discharged substances from safety valves, the knockout drum was a key facility for safety, but the installation standards were not clear, so it was necessary to review the standards acceptable to the workplace and regulatory agencies. After investigating the domestic and foreign technical standards of knockout drums and the deficiencies of previous studies, research was first conducted on the degree of mass discharge, the installation location of the intermediate knockout drum, and the effect of changes in the composition of the discharged material. As a result of the study under the process simulation conditions, the gas-liquid separation of the knockout drum was completed in a small amount of less than 7,500kg/hr. However, when more than that was released, the gas-liquid separation effect was small even with the addition of an intermediate knockout drum. In addition, when the composition ratio of the material easily condensed was increased (molar fraction 10%), the gas-liquid separation effect of the knockout drum increased in the case of mass release. The gas-liquid separation effect was analyzed to be greater when the knockout drum was installed adjacent to the stack than the knockout drum was installed adjacent to the process equipment.

A Study on Decision Factors Affecting Utilization of Elderly Welfare Center: Focus on Gimpo City (노인복지관 이용 결정요인에 관한 연구: 김포시 노인을 중심으로)

  • The purpose of this study is to learn about the decision factors affecting utilization of elderly welfare center of the elderly living in Gimpo city. The reason of the study is that the elderly welfare center as a provider of general welfare services could not only thinking about the state policy but also need to consider about the inherent role and function of the elderly. Especially for these elders living in rural areas, although the number of elderly welfare centers of the whole country has greatly increased in last 10 years, the effect and function of the facility are almost the same and they are still lack of leisure activities. This issue become a serious problem nowadays. For the above reasons, this article conducts a social survey of 360 elderly people over the age of 65 who lives in the Gimpo city which is a rural-urban type city. The research method is to examine the relationship between the predisposing factors, enabling factors and need factors of Andersen's behavior model with binary logistic regression analysis and the decision tree analysis. The result of binary logistic regression shows the most of factors of Andersen's model is significant. The factors of age, gender, education level in predisposing factors; monthly income in enabling factors and the reserve for old life, the preparation of economic activity for old life in need factors are significant. Then the result of decision tree analysis shows the interaction between factors; when the education level in predisposing factors is higher, the possibility of using of elderly welfare center becomes bigger. Also as the level of healthy promoting preparation in the need factors gets lower, the possibility of using of elderly welfare center still becomes bigger. Although differences were found in the interpretation of the results of regression analysis and decision tree analysis, the results of this study can still provide support for the necessity of elderly welfare centers providing integrated welfare services.

Development of Flood Rapid Defense System(FRDS) suitable for Southeast Asian Disaster (동남아시아 재난에 적합한 도심형 홍수임시차수시스템 개발)

  • A large urban region in Bangkok, Thailand is often inundated due to shallow water floods along the paved roads that have poor drainage facilities, and that can cause urban flooding. Existing methods, including using sand bags are not effective to prevent flooding in urban areas where the amount of sand is not sufficient. Thus, it is necessary to install artificial flood defense structures. However flooding and overflow defense equipment, which was developed in some advanced nations in Europe and in the USA, is highly expensive and complex construction methods are needed, therefore they are not suitable to be used in Southeast Asia. Thus, it is necessary to develop a flood rapid defense system(FRDS), which is inexpensive and simple to build, but is also highly functional. Thus, this study developed an FRDS that can be applied to Southeast Asia through the careful study of FRDS overviews, an analysis on the development trends in Korea and overseas, and the proposal of development needs and directions of the region. For the system developed, Korean Standards(KS) performance evaluations on leakage ratio deformation tests and impact resistance tests were conducted at the Outdoor Demonstration Test Center(Seosan) in the Korea Conformity Laboratories(KCL) and the system satisfied the standards of KS F 2639(leakage and deformation test) and KS F 2236(impact resistance test). The present study results can not only be applied to urban floods in Southeast Asian nations to cope with flood-related disasters, but also be utilized in flood prone regions and for major facilities in Korea. They can also induce scientific and pro-active responses from major local governments and facility management organizations in relation to urban floods.

Estimation of the Kinetic Energy of Raindrops for Hourly Rainfall Considering the Rainfall Particle Distribution (강우입자분포를 고려한 시강우의 강우에너지 산정 연구)

  • The occurrence of soil erosions in Korea is mostly driven by flowing water which has a close relationship with rainfalls. The soil eroded by rainfalls flows into and deposits in the river and it polluted the water resources and making the rivers become difficult to be managed. Recently, the frequency of heavy rainfall events that are more than 30 mm/hr has been increasing in Korea due to the influence of climate change, which creating a favourable condition for the occurrence of soil erosion within a short time. In this study, we proposed a method to estimate the distribution of rainfall intensity and to calculate the energy produced by a single rainfall event using the cumulative distribution function that take into account of the physical characteristics of rainfall. The raindrops kinetic energy estimated by the proposed method are compared with the measured data from the previous studies and it is noticed that the raindrops kinetic energy estimated by the rainfall intensity variation is very similar to the results concluded from the previous studies. In order to develop an equation for estimating rainfall kinetic energy, rainfall particle size data measured at a rainfall intensity of 0.254~152.4 mm/hr were used. The rainfall kinetic energy estimated by applying the cumulative distribution function tended to increase in the form of a power function in the relation of rainfall intensity. Based on the equation obtained from this relationship, the rainfall kinetic energy of 1~80 mm/hr rainfall intensity was estimated to be $0.03{\sim}48.26Jm^{-2}mm^{-1}$. Based on the relationship between rainfall intensity and rainfall energy, rainfall kinetic energy equation is proposed as a power function form and it is expected that it can be used in the design of short-term operated facility such as the sizing of sedimentation basin that requires prediction of soil loss by a single rainfall event.

Selection of Appropriate Location for Civil Defense Shelters Using Genetic Algorithm and Network Analysis (유전자 알고리즘과 네트워크 분석을 활용한 민방위 대피시설 위치 선정)

  • Various studies have been conducted to analyze the location appropriateness and capacity of shelters. However, research on how to select new shelters is relatively insufficient. Since the shelter is designated in case of emergency, it is also necessary to efficiently select the location of the shelter. Therefore, this study presented a method for selecting the location of the shelter using network analysis that has been used to analyze the location appropriateness of shelters and genetic algorithm which is a representative heuristic algorithm. First, the network analysis using the existing civil defense evacuation facility data was performed and the result showed that the vulnerability of evacuation has a high deviation by region in the study area. In order to minimize the evacuation vulnerable area, the genetic algorithm was designed then the location of new shelters was determined. The initial solution consisting of candidate locations of new shelters was randomly generated and the optimal solution was found through the process of selection, crossover, and mutation. As a result of the experiment, the area with a high percentage of the evacuation vulnerable areas was prioritized and the effectiveness of the proposed method could be confirmed. The results of this study is expected to contribute to the positioning of new shelters and the establishment of an efficient evacuation plan in the future.

  • Recently, the paradigm of road policy has been focused on user safety. Recently, the number of road facility improvement project has been continuously increased but the economic feasibility (B/C ratio) is insufficient. Therefore, it is necessary to select a reasonable road improvement project through accurate and objective analysis of the road safety evaluation. In this study, to develop a new road safety evaluation method, data were collected based on the current road safety evaluation method for 75 routes including national roads and provincial ones. Based on the collected data, problems were analyzed and utilized as the basic factors of the new road safety evaluation method. Therefore, in this study, traffic accidents were reflected as a general evaluation item by weighing to solve these problems, and the evaluation items were added from experiences and ideas of the local public officials. For each evaluation item, a reasonable weight was determined through AHP (Analytic Hierarchy Process) questionnaire evaluation with highway experts. In addition, the safety index was determined based on the evaluation criteria for each evaluation item. The criteria for evaluating the danger zone are determined by the overall safety index. Finally, the criteria for selection of road improvement projects based on the overall risk level were derived.

Experiences of Latent Tuberculosis Infection Treatment for the North Korean Refugees

  • Background: Tuberculosis (TB) is increasing in immigrants. We aimed to investigate the current status of latent tuberculosis infection (LTBI) treatment for North Korean Refugees (NKR) compared to South Koreans Contacts (SKC). Methods: TB close contacts in a closed facility of SKC and NKR who underwent LTBI screening in a settlement support center for NKR were analyzed retrospectively. Results: Among tuberculin skin test (TST) ${\geq}10mm$ (n=298) reactors, the males accounted for 72.2% in SKC (n=126) and 19.5% in NKR (n=172) (p<0.01). The mean age was higher in South Korea ($42.8{\pm}9.9years$ vs. $35.4{\pm}10.0years$, p<0.01). Additionally, the mean TST size was significantly bigger in NKR ($17.39{\pm}3.9mm$ vs. $16.57{\pm}4.2mm$, p=0.03). The LTBI treatments were initiated for all screened NKR, and LTBI completion rate was only 68.0%. However, in NKR, LTBI treatment completion rate was significantly increased by shorter 4R regimen (odds ratio [OR], 9.296; 95% confidence interval [CI], 4.159-20.774; p<0.01) and male (OR, 3.447; 95% CI, 1.191-9.974; p=0.02). Conclusion: LTBI treatment compliance must be improved in NKR with a shorter regimen. In addition, a larger study regarding a focus on LTBI with easy access to related data for NKR should be conducted.

Introduction to Current Status and Researches for Rock Engineering of Finnish Geological Disposal of Spent Fuel (핀란드의 사용후핵연료 지층처분 현황 및 암반공학 관련 연구소개)

  • This technical note describes the current status of Finnish radioactive waste disposal project which started to construct the repository for spent nuclear waste for the first time in the world. Finland started operating nuclear power plant in 1977 and is currently operating four nuclear power plants. After detailed site surveys started in 1993, Olkiluoto was finally selected by the parliament of Finland as the site for geological disposal in 2001 followed by a construction license in 2015. If the operating license is approved by the government in the 2020s, it would be the world's first case of geological disposal. In ONKALO, a site-specific underground research facility at the site of Olkiluoto, various studies were conducted to verify the safety of the repository. Finland uses the KBS-3 disposal concept, and Korea considers a similar disposal concept because of similar rock formations. The entire process in Finland including the operation status of intermediate and low-level waste disposal, site investigation and selection stages, and the latest rock mechanics and hydrogeological studies in ONKALO are presented. Suggestions for the radioactive waste disposal in Korea is given based on the Finnish case.

Research on Impact Sensors for Developing the Electronic Body Protector of Taekwondo (태권도 전자호구 개발을 위한 충격감지 센서 연구)

  • This paper proposes the differential development of a Taekwondo electronic body protector. For this development, the most suitable sensor system was selected after analyzing and testing various sensor methods (magnetic sensors, electric capacity sensors, contact switch sensors, and piezo-film sensors) that could be applied in the electronic body protector, the selected sensors were distributed to the body and feet to make a more precise hit score, unlike the existing system in which all sensors are centralized on the body. Furthermore, it aims to illuminate using a lightweight film-type piezoelectric sensor on the body protector. In the case of an existing electronic body protector, all sensors and network device were concentrated on the body protector, so users need to purchase a set if they want it. On the other hand, the proposed system cloud can be used individually using a smart scoring WEP program. The effects of decreasing weight by up to 20% were compared with those of the existing system. Setting up a test facility is very difficult, so more study will be needed to analyze the effects of a hit.
