  • This study deals with the cases of policy changes of the research council system which exists since 1999 as a policy tool to achieve the goals for autonomy and independence of Government-funded Research Institutes (GRIs) in the field of science and technology and their cooperation and organic connection. The purpose of the study was to analyze through which process policies about the research council system have changed and whether they resulted in the successful achievements of the aimed policy goals, and to contribute to the effective policy implementation in the future. The Research Council System of Science and Technology has been undergoing a change for four government replacements (from Kim Dae-jung's Government to Park Geun-hye's Government). In this study, the major policy making factors and the policy change process of each government case are analyzed in comparison using Kingdon's multiple streams framework, as a result, their policy change type by the Hogwood and Peters's theory and the achievement of their policy goals of autonomy and responsibility were examined.

  • Egypt has been known as the light house of science and innovation not only in the Middle East but to the world across ages. Recently, there have been many ups and downs that positioned Egypt in a lower rank that it actually deserves according to its long history. This review entitles the current condition of science, technology and innovation in Egypt and the consequent setting up of best practices of science and technology parks (STPs) experiences. Egypt's science, technology and innovation (STI) system is highly centralized and dominated by the public sector, with R&D happening mostly in state-run universities and research centers supervised by the Ministry of Higher Education and Ministry of Scientific Research. R&D indicators state that Egypt ranking is 40th worldwide for the published articles (around 10,000 papers in 2011), while the numbers of issued patents (350 local and 50 international in 2011) is still far beyond expected. STPs in Egypt are addressed in this review by three examples; smart village in Cairo, Investment zone in Borg El-Arab City and Technology Valley in Ismailia. The three models are discussed in details and a suggested road map for developing more STPs is estimated.

  • This study, in order to derive the implications for managing policy changes in the research council system, were analyzed together with research council functions changes as the sub-policy means of achieving the its policy objectives as the excellence of Government-funded Research Institutes (GRIs), and recognition survey of the members of GRIs in the its functions and roles. Through this process, it was intended to derive and discuss ways to organizational change of research council system, to adjust the policy means (autonomy, responsibility and connectivity) to achieve the policy objectives or to redesign the functions of the research council as a sub-policy means. The research method of this study was to establish and analyze the Structural Equation Model (SEM) based on a survey of the members of the GRIs. In addition, it attempted to supplement the limitations of quantitative research methods by analyzing the change process of policy measures with the survey. This policy change management plan of the research council system is expected to contribute to the of a policy formulation necessary for enhancing roles based on autonomy and securing independence in the GRIs, and establishing a direction for development of its management.

  • Primary frequency control(PFC) has the ability to regulate short period random variations of frequency during normal operation conditions and also to respond rapidly to emergencies. However, during the past decade, numerous significant sized blackouts occurred worldwide that resulted in serious economic losses. Therefore, the conclusion has been reached that the ability of the current PFC to meet an emergency is poor, and security of power systems should be improved. An alternative to enhance the PFC and thus security is to store excessive amounts of energy during off-peak load periods in efficient energy storage systems for substituting the primary control reserve. In this sense, superconducting magnetic energy storage(SMES) in combination with a static synchronous compensator(STATCOM) is capable of supplying power systems with both active and reactive powers simultaneously and very rapidly, and thus is able to enhance the security dramatically. In this paper, a new concept of PFC based on incorporating a STATCOM-SMES is presented. A complete detailed model is proposed and a new control scheme is designed, comprising an enhanced frequency control scheme, and a fully decoupled current control strategy in d-q coordinates with a novel controller to prevent dc bus capacitors voltage drift/imbalance. The performance of the proposed control schemes is validated through digital simulation carried out using MATLAB/Simulink.

  • To achieve the "low carbon green growth" vision, the first step is securing core technologies. Therefore, S&T policy direction for green technology development is urgently needed. As of 2008, investment in green technology (GT) development hovered around 10% of the government's total R&D budget. Thus, the Korean government developed a plan to increase that percentage to 15%, by 2013. To develop reasonable investment strategies for green technology development, targeted strategies that reflect technology and market changes by green technology area are needed. However, the overall planning and coordination of national GT development is currently split among, approximately, 10 government ministries. To establish an efficient green technology development system, the so-called "Green Technology R&D Council" should be launched in collaboration with the Presidential Committee on Green Growth and the National Science and Technology Council. Furthermore, to build a solid foundation for commercializing the outcomes of GT development projects and promote GT transfer, the government should undertake two initiatives. First, the government should reinforce GT R&D performance management, by establishing a GT R&D performance management and evaluation system. Second, the government should implement the "customized packaged support for promoting green technology business rights and commercialization" and present "e-marketplace for market-oriented green technologies". Creating a pan-ministerial policy for GT development policy would necessitate restructuring the HR(Human Resources) development system, which is currently separated by technology area. Based upon mid/long-term HR supply and demand forecasts, the government should design differentiated HR development projects, continuously evaluate those projects, and reflect the evaluation results in future policy development. Finally, to create new GT-related industries, the "Green TCS (Testing, Certification, and Standards) System" needs to be implemented. For objective evaluation and diffusion of R&D results by green technology area, a common standardization plan for testing, analysis, and measurement, like the "Green TCS", should be developed and integrated.

  • Many records and documents are produced during the process of functions of local councils such as resolution, monitoring and balancing function, representation for the residents, Such records of local councils have importance in terms of objective basis and standards for local policy building and making. The most essential records among these are those of local councils assembly. The fundamental function of local councils is the assembly of individual members of the council and standing committees. For this, the author firstly reviewed the current management system of local council assembly records focusing on Daejeon Yuseonggu Council and conducted researches and interviews with the officers responsible for record keeping. And finally, the author analyzed such researches and findings. From this analysis, the author discovered the problems in the management of record keeping and suggested the improvement for the systematic management firstly in terms of institutional aspects and secondly in terms of the stages of record keeping and management based on ISO 15489, the international standard for information and documentation, records management.

  • Agrobacterium-mediated genetic transformation has been widely used for the production of genetically modified transgenic plants to obtain specific desired traits. Most of the molecular mechanisms that underlie the transformation steps have been well elucidated over the years. However, a few steps, such as nuclear targeting, T-DNA integration, and Agrobacterium-plant proteins involved remain largely obscure and are still under extensive studies. This review describes the major steps involved in the molecular mechanism of Agrobacterium-mediated transformation and provides insight in the recent developments in studies on the Agrobacterium-mediated genetic transformation system. Some factors affecting the transformation efficiency are also briefly discussed.
