대규모 협동조합형 임대주택 입주예정자의 공동체 의식과 공동체 프로그램 요구에 관한 연구 (A Study on Community Sense and Needs of Community Programs for Large-scale Cooperative Rental Housing Resident)

  • 본 연구는 대규모 협동조합형 임대주택의 입주예정자가 느끼는 공동체 의식과 공동체 프로그램의 요구를 파악하여 대규모 협동조합형 임대주택의 건축계획방향을 설정하는데 목적이 있다. 이를 위하여 위스테이별내 모델하우스 방문자와 입주예정자를 대상으로 설문조사를 실시하였다. 분석결과, 모델하우스 방문자는 20대와 30대가 가장 많았으나, 입주예정자는 30대가 가장 많았다. 모델하우스 방문자 대부분은 현재 공동체 활동에 참여하지 않으나, 입주예정자는 주1회 정도 이웃과 교류하기를 원하고 있었다. 입주예정자들은 운동시설과 육아관련 시설에 대한 요구가 높았으며, 생활협동조합 및 아이돌봄 서비스에 대한 요구가 가장 많았다. 다만, 연령별로 요구하는 이웃의 범위, 만남정도, 공동시설 및 요구 프로그램이 달랐다. 본 연구는 방문자와 입주예정자가 동일한 설문을 실시하지 않은 점, 수도권에 한정된 하나의 사례만을 분석한 점이 한계이며, 입주 후의 공동체 의식과 운영 중인 공동체 프로그램 등에 대한 추가적인 연구가 필요하다.

지하철 역사 내 임대시설 적정 면적 및 임대료 산정에 영향을 미치는 변수에 관한 연구: 서울 지하철 5호선, 6호선을 사례로 (A Study on the Influences of the Estimation of Areas and Fees for Rental Facilities Affiliated with Subway Stations: A Case of Seoul Subway Lines 5 and 6)

  • 서울 지하철의 노선 연장, 역사 신설, 운영주체의 변화 등이 예고되는 상황에서 지하철 운영적자의 해소 또는 최소화 방안에 대한 검토가 필요하다. 운영적자와 관련하여 그간 부대사업 수입확충이 대안으로 제시되어 왔으나, 국외 사례처럼 부대사업의 범위를 도시(역세권) 개발로 확장할 수 없는 국내의 여건을 고려할 때 현실적인 대안은 역사 내부 임대시설의 효율적 활용을 통해 수입을 극대화하는 방안이 될 것이다. 이를 위해서는 지하철 역사별로 적정한 임대면적과 임대료 산정이 필요하지만, 관련 연구는 미진한 실정이다. 본 연구는 지하철 5호선과 6호선을 사례로 노선별 특성 및 입지특성을 반영한 적정 임대면적 및 임대료 산정식 도출을 목표로 하였다. 분석결과 지하철 역사 내 임대시설 면적과 임대수입은 지하철의 승 하차 인구수 또는 수입금에 큰 영향을 받았으며, 지상 상권의 영향력은 상대적으로 적은 것으로 나타났다. 특히 노선이 통과하는 지역의 아파트 매매가격의 영향이 큰 것으로 나타났다. 아파트 매매가격이 높은 지역을 통과하는 5호선은 상대적으로 가격이 낮은 6호선 대비 임대면적은 적고 적정 임대료는 높은 것으로 나타났다. 본 연구에서 제시된 산정식은 신규역사 부대시설 도입에 따른 매출액 산정 및 현재 운영 중인 부대 시설 확장방안 고려 시, 보다 현실적인 타당성 검토에 도움을 줄 수 있을 것으로 기대된다.

사회물리적재생을 통한 주거환경개선이 영구임대아파트 주민의 사회적 관계에 미치는 영향 (The Effect of Socio-Physical Regeneration on Social Network of Public Rental Residence)

  • In the 20th Century, urban regeneration was changed to holistic regeneration and Ballymun of Ireland was one of the example of leading projects which using holistic regeneration over ten years. In Deajeon, there is a successful project call as "Rainbow project", using holistic regeneration. Any previous case needs to be checked thoroughly and the result needs to be studied for next project. The purpose of this study was to delineate the effect of Socio-Physical regeneration on social network. For this research, research tool was developed to combination of previous social exclusion index. This research was a survey research which used Systematic Random Sampling. In conclusion, it was not enough time to change people's behavior dramatically but even though a change is very low, it is very meaningful. Changing from people's behavior to people's mind, is a step to a goal.

일본 UR도시기구의 안심주공간사업자참여제도를 통한 지역복지거점시설 정비사례 연구 (A Case Study on the Local-based Welfare Facilities of Urban Renaissance Agency in Japan by Business Entry System for Stable Living)

  • The purpose of this study is to analyze local-based social welfare facilities to respond to secular change of the UR rental housing estates in Japan. The selected case studies for the analysis are Hibarigaoka, Hamakousien, Turumai UR rental housing estates constructed around 1960's. The analysis was done through UR website, MLIT (Ministry of Land, Infrastructure, Transport and Tourism) and MHLW (Ministry of Health, Labour and Welfare) policy report, and related literature. These case studies are connected with housing policy as well as welfare policy and performed to Stable Living Creation Project by Business Entry System for Stable Living. The types of local-based social welfare facilities are classified by welfare corporation and medical corporation. The results are as follows: 1) The implementation of cooperative and participative system not only the private sector (welfare and medical Corporation, etc.) but also the public (MLIT, MHLW, UR Renaissance Agency, Local government, etc.). 2) Repurposed of land through rent and transfer of land for local-based social welfare facilities in the process of housing stock renewal utilization. 3) The pursue of regional revitalization through attached to multi-generation facility or local community space for elderly in local-based social welfare facilities.

1인 거주 쉐어하우스 연구에서 만족도 조사항목 추출에 관한 연구 (A Study on the Deduction of Satisfaction Survey Factors in the Study of One-person Living Sharehouse)

  • Sharehouse has been supplied as an alternative to solving the steadily increasing one-room housing problem of single-person households every year, and it is necessary to investigate the satisfaction of residents who actually live in sharehouse through P.O.E. Therefore, this study analyzed priror researches related to the existing one-person households, sharehouses, and satisfaction surveys, and summarized indicators with high relevance and frequency to derive satisfaction survey factors that can clearly evaluate the improvement architectural plan of sharehouses. As a result, it was classified into 4 items in the 'general information' category to investigate the status, housing rental type, and housing cost of the sharehouse, 15 factors in the 'peripheral environment' category to evaluate the safety, 3 factors in the 'community' category, and 17 factors in the space (facility) and service category. In the "General Information" section, the overall one-person housing satisfaction, desired sharehouse type, housing rental type, housing cost, and living expenses were reduced. In the "Surrounding Environment", accessibility to public office, accessibility to cultural facilities, accessibility to medical facilities, accessibility to work and school, convenience stores, noise pollution and safety. In addition, in the "community" section, it consists of interactions with various people, relationships with housemates and in the "space (facilities) and service" section, heating, waterproof, soundproof, ventilation, moisture and condensation blocking, facility management, interior, room size, built-in furniture, storage space, laundry, parking. Most of the scales for each factor were 5-point Likert scales, allowing evaluation of the degree of satisfaction, and some factors presented criteria to induce structured answers. Therfore, it is expected that the survey will be conducted on residents who actually live by deriving factors for the satisfaction survey of one-person households living in the sharehouse, and the current status of the sharehouse will be identified, and the degree of satisfaction will be analyzed to be used for research.

전기자동차 보급에 따른 공공임대아파트의 변압기 안정성 평가에 관한 연구 (A Study on the Safety Evaluation of the Transformer for the Public Rental Apartments Considering the Increase of EVs)

  • This paper aims to analyze the safety evaluation of the existing transformer for the 0.85 millions of public rental apartments as EVs(Electric Vehicles) increase in order to overcome the environment pollution issue and maintain sustainable development. It is analyzed that the 56.4% capacity of power transformer could secure as EV charging infrastructure, based on the analysis of respective utilization patterns of the housing and power transformer. The acceptable number of EVs is 0.04~0.06 per household from the spare capacity of the power transformer. It is analyzed that EV stock is prospected less than 0.03 per household in 2030, considering the condition of the public rental apartments residents and the growth rate of EVs according to practical scenario. The power demand for EVs is within the allowable capacity range of the power transformer, so the research shows that there is no problem in the stability of the existing transformer until 2030.

거주 후 평가(P.O.E)에 의한 공공실버주택의 거주환경 분석 (An Analysis of Dwelling Environment of Public Retirement(Silver) Housing Based on Post Occupancy Evaluation)

  • Due to the rapid demographic and structural changes, Korea has faced a variety of social issues and quickly entered the aged society since the 2000s. In order deal with this reality, diverse types of welfare policies are emerging in the society as a whole. The government began to supply domestic public silver housing in 2016 to provide against the quickly growing aged society and now, the government is planning to supply approximately 50,000 housing by 2022 for quantitative growth of aged society, by selecting 1st and 2nd designated areas for the project additionally. This public retirement(silver) housing combines 'space' with 'service'. The lower floors are a public silver welfare Facilities and the upper floors are a housing spaces. This type of housing is to deal with requirements of rental housing residents by combining physical space with supporting service. Based on barrier-free design, the complex and unit house have safety handles and alarm bells in the bathroom, undulating washstands, bathroom sliding doors, corridor safety handles, and emergency safety exit lamps in each housing unit so the aged and the disabled can use easily and conveniently. Also, hand rails are installed and stepped pulleys are removed to promote convenience. Currently, the government is planning to increase the supply, focusing on low-income groups, such as beneficiaries of national basic livelihood and the working poor. Recognizing that the public retirement(silver) housing project is at its early stage, this study examined satisfaction, based on evaluations of real residents. This study aimed to obtain more empirical research data and apply them to public retirement(silver) house space analysis. For analysis, this study targeted Wirye public retirement(silver) housing and Magnolia public retirement(silver) housing that are in operation, and literature review, previous research review, and field survey were conducted to examine the present state. Using the questionnaires consisting of four large classification items; Block Layout, Housing Unit, Welfare Facilities, and Barrier-free Design, and sub-details, a survey was conducted to analyze residents' satisfaction. In conclusion, it is anticipated that this study would serve as basic research data about public retirement(silver) housing to increase continuously in future by analyzing public retirement(silver) housing spaces, on the basis of the analyzed data.

주거복지 현장의 전문인력 직무내용과 특성 분석 (Analysis of Roles and Responsibilities of Housing Welfare Professionals in Fields)

  • The study aimed to analyze roles and responsibilities of housing welfare professionals in fields in order to provide directions of the Housing Welfare Professional Certificate program operated by the Korean Housing Association. In October 2013, a series of interviews were performed to five housing welfare professionals in local governments, public enterprises and private organizations in order to explore field cases. Additionally, administrative works related to housing welfare were explored based on information from local government websites. It was found that roles and responsibilities of housing welfare professionals included a wide range of works such as provisions and management of public rental housing, housing counseling, investment and analysis of residential environment, exploring resources, education, and improvement of poor-condition housing and urban environment. In order for more efficient and effective provisions of housing welfare services, it was suggested to improve housing welfare service delivery systems and to make clear definition of job ranges, and knowledges and experiences required to be housing welfare professionals.

UK Social Housing and Housing Market in England: A Statistical Review and Trends

  • Around 80% of the 63 million people in the UK live in urban areas where demand for affordable housing is highest. Supply of new dwellings is a long way short of demand and with an average annual replacement rate of 0.5% more than 80% of the existing residential housing stock will still be in use by 2050. A high proportion of owner-occupiers, a weak private rental sector and lack of sustainable financing models render England's housing market one of the least responsive in the developed world. As an exploratory research the purpose of this paper is to examine the provision of social housing in the United Kingdom with a particular focus on England, and to set out implications for housing associations delivering sustainable community development. The paper is based on an analysis of historical data series (Census data), current macro-economic data and population projections to 2033. The paper identifies a chronic undersupply of affordable housing in England which is likely to be exacerbated by demographic development, changes in household composition and reduced availability of finance to develop new homes. Based on the housing market trends analysed in this paper opportunities are identified for policy makers to remove barriers to the delivery of new affordable homes and for social housing providers to evolve their business models by taking a wider role in sustainable community development.

주거복지 공적 전달체계 개편방안 연구 - 통합적 지역거점 구축방안을 중심으로 - (A Study for the Reform of Public Housing Welfare Delivery System)

  • In era of lowbirth, aging population, low growth and social polarization, the effective welfare delivery systems are taking on added significance than past years. Public housing welfare resources, such as public rental housing, housing voucher, affordable housing loan, are more diversified and expanded. These programs could work effectively by the comprehensive interlink and community based delivery system. From the standpoint of recipients, how effectively the substantial benefits of welfare resources being delivered to each individual is more important than how much welfare resources being produced totally. This study aimed to explore the reform of public housing welfare delivery system. For this purpose, diagnosed the current states and key issues related to public delivery system, and analyzed what kinds of housing welfare services should be strengthened, and finally suggested the collaboration among the public sectors (local government, LH, HUG, HF etc.) and the partnership with non-profit organizations. Main research implications are as follows. The main housing welfare services which could be categorized as the housing welfare center's role are advice & information offering, several public resources interlink and accessibility improvement, community based network construction, etc. And the most important key for successful delivery system reorganization is the collaborative operation of the public sectors and local government, non-profit organizations.
