다가구매입임대주택과 영구임대주택 거주자의 사회적 배제 실태조사 연구 (A Study on Social Exclusion of Residents Livng in 'Da-Ka-Gu' Rental Housing and Permanent Rental Apartments)

  • The purpose of this study was to investigate the social exclusion of 'Da-Ka-Gu' rental housing and permanent rental apartments and to provide basic source of their socio-demographic characteristics and actual conditions of social exclusion. Self-administered questionnaires and interviews were carried out with 212 dwellers in 'Da-Ka-Gu' rental housing and permanent rental apartments in the city of Gwangju from July to October of 2010. The main findings are: 1. The social exclusion of physical deficiency dimension composed of income and employment has been found to be the most serious level, compared to all the other dimensions. 2. The social exclusion from health has been found to be the highest level in the dimension of the approach to social rights. The next highest level has been found to be the social exclusions from residential areas and education and service areas. 3. The level of social exclusions from the areas of family relations and social relations, which are in the dimension of social participation, has been found to be next highest to the level of physical deficiency dimension. 4. The level of exclusion from cultural and normative integration has not been found to be of significant difference between the two types of residence in this study. This study of the actual conditions of social exclusion among residents living in 'Da-Ka-Gu' rental housing and permanent rental apartments suggests the necessity and some practical implications for policy measures of social integration for the residents of lowincome housing.

Characterization of Indoor Temperature and Humidity in Low-income Residences over a Year in Seoul, Korea

  • People spend the majority of their time in indoor environments. Maintaining adequate indoor temperature and humidity is necessary to support health and improve quality of life. However, people with low incomes can be vulnerable because they may not be able to use effective cooling and heating systems in their homes. In this study, the indoor temperature and humidity in low-income residences over a year in Seoul, Korea was characterized. Indoor temperature and humidity were measured in three types of homes (12 rooftop residences, 16 basement residences, and 18 public rental apartments) occupied by low-income residents. Both differed significantly among the three types of residence, particularly during the summer and winter seasons. A regression model between indoor and outdoor temperature detected a heating threshold at $3.9^{\circ}C$ for rooftop residences, $9.9^{\circ}C$ for basement residences, and $17.1^{\circ}C$ for public rental apartments. During tropical nights and cold-wave advisory days, rooftop residences showed the most extreme indoor temperatures. This study demonstrates that people living in rooftop residences could be at risk from extreme hot and cold conditions.

  • In recent, the concept of management is emphasizing the aspects of social welfare, especially in permanent public rental housing that most of the residents are very low income households. Although the quality of service for the residents of permanent public rental housing was improved comparatively, it still needs to continually change in response to the needs of residents. To figure out the better way of supporting the service for the residents of permanent public rental housing, this study examined the role and function of management office and the residents' perception. Two types of survey questionnaire (residents/staffs of management office) were developed for the research purpose. A sample of 89 management office staffs and 111 residents were used for the data analysis. The result showed that both of residents and management office staffs recognized the need for the participation of residents in management process.

공공임대주택 구성재의 적정 수선주기 산정 연구 (Establishment of the Optimal Repair Cycle of the Components of the Rental Housing)

  • A rental housing has a key role to supply the living space to non-ownership. A public rental housing is particularly aimed at providing the living space for the low-income households with a low rent fee. Therefore, the local government would try to maintain the facilities of the rental housing and to get the decent living condition. For getting the required living condition, it should make a maintenance plan, which contains the repair time, repair scope and targeted component and finishings. This study is aimed at providing the optimal repair time in 12 components and components of the rental housing which is controlled by the local government. The optimal repair time has two steps to get the final result. First, it would draw the 1'st repair time with the probabilistic and empirical approach. Second, comparing the drawn data and the service life, the optima repair time would be provided with considering the components' attributes. Result are as follows : First, the optimal repair time would be considered with the component attributes. There are user's convenience, its safety and physical aspect. Second, the kitchen utensils, elevator and water tap has a optimal time of 16, 19, 17 years respectively which is considered with physical aspect. In addition, the optima repair time of the wiring appliance and lighting equipment are 12 years and 10 years respectively.

임대주택단지의 생활안전 사고유형 및 위해요인 분석 (Analysis of Accident Patterns and Hazard Factor for Life Safety in Rental Housing Complex)

  • 정부는 서민들의 주거안정을 위해 1989년부터 공공임대 주택을 지속적으로 공급하고 있다. 하지만 노후 공공임대 주택들은 시설물의 노후화로 인해 안전사고가 발생할 가능성이 높은 편이다. 따라서 본 연구에서는 공공 임대주택단지 내에서 발생하는 생활안전 사고의 유형을 조사하고, 각 유형별 위해요인을 분석하였다. 본 연구의 진행방법은 먼저 선행연구와 인터뷰조사를 통해 아파트단지 내에서 발생하는 생활안전 사고의 유형을 파악하였다. 그리고 설문조사를 통해 공공 임대주택단지에서 주로 발생하는 생활안전 사고의 유형을 파악하고, 사고유형별 생활안전 위해요인을 분석하였다. 본 연구의 결과는 공공임대주택 거주자들이 안전하고 편안한 주거생활을 위해 계획적이고 체계적인 관리를 위한 계획관리의 기본정보가 될 것이며, 향후 신규 임대주택공급 시 설계 및 관리방법 개선의 기초정보로 유용할 것이다.

지하철 역사 내 임대시설 적정 면적 및 임대료 산정에 영향을 미치는 변수에 관한 연구: 서울 지하철 5호선, 6호선을 사례로 (A Study on the Influences of the Estimation of Areas and Fees for Rental Facilities Affiliated with Subway Stations: A Case of Seoul Subway Lines 5 and 6)

  • 서울 지하철의 노선 연장, 역사 신설, 운영주체의 변화 등이 예고되는 상황에서 지하철 운영적자의 해소 또는 최소화 방안에 대한 검토가 필요하다. 운영적자와 관련하여 그간 부대사업 수입확충이 대안으로 제시되어 왔으나, 국외 사례처럼 부대사업의 범위를 도시(역세권) 개발로 확장할 수 없는 국내의 여건을 고려할 때 현실적인 대안은 역사 내부 임대시설의 효율적 활용을 통해 수입을 극대화하는 방안이 될 것이다. 이를 위해서는 지하철 역사별로 적정한 임대면적과 임대료 산정이 필요하지만, 관련 연구는 미진한 실정이다. 본 연구는 지하철 5호선과 6호선을 사례로 노선별 특성 및 입지특성을 반영한 적정 임대면적 및 임대료 산정식 도출을 목표로 하였다. 분석결과 지하철 역사 내 임대시설 면적과 임대수입은 지하철의 승 하차 인구수 또는 수입금에 큰 영향을 받았으며, 지상 상권의 영향력은 상대적으로 적은 것으로 나타났다. 특히 노선이 통과하는 지역의 아파트 매매가격의 영향이 큰 것으로 나타났다. 아파트 매매가격이 높은 지역을 통과하는 5호선은 상대적으로 가격이 낮은 6호선 대비 임대면적은 적고 적정 임대료는 높은 것으로 나타났다. 본 연구에서 제시된 산정식은 신규역사 부대시설 도입에 따른 매출액 산정 및 현재 운영 중인 부대 시설 확장방안 고려 시, 보다 현실적인 타당성 검토에 도움을 줄 수 있을 것으로 기대된다.

  • In Korea, the rental apartments for low-income bracket have greatly been built and are being built now. But their management system is quite unstable and the residents' participation in the management is excluded throughly from the beginning. As a result, there are increasing complaints about their low quality of management as well as a self-righteous managerial behavior by the housing company. Therefore, it is required to be managed by residents in the rental apartmenr and especially the organization of management, such as decision making-executing-audition body, should be operated by the residents. To achieve this purpose, the management law should be consolidated into one and the method o imposing the expenses of repairing and maintenance should be improved by The Ministry of Construction and Transportation.

다가구 매입임대주택의 주거환경 실태 평가 (Evaluation on Residential Environment of Purchased Rental Housing)

  • The purpose of this study is to evaluate the residential environment by indicators of internal and external conditions of Purchased Rental Housings (PRH). In this study, we conducted a field survey on 200 units of PRH to evaluate the residental environment located in Seoul, Incehon, Kyounggi, Daejeon, Busan and Daegu. As a result, the residential environment of PRH is managed as above average at most indicators. Partly parking areas and fire-fighting facilities are need to be improved for safety and health. It is considered that the political goal of PRH, such as housing safety and stability for low-income class, is achieved by decent housings and appropriate maintenance. However, it is still necessary to improve its management system for sustainable and safe residential environments.

임대주택 커뮤니티시설의 거주자 이용현황 및 개선 요구 (Resident's Usage and needs for the improvement of Community Facilities in Public Rental Apartments)

  • Nowadays, public rental apartments' community facilities emphasize only their quantity aspect without considering residents' characteristics, leading their installation regulations to be based on only the number of households, which is problematic. As a result, in many cases, residents, after moving in, alter the facility usage or remodel the facilities for their use. Hereby, this study conducted focus group interviews with public rental apartments' residents as to find out space conditions of and improvement demands for the community facilities. Two public rental apartment complexes in Seoul and Gyeongi-do which were built after 2007 were selected for this study. As for the survey method, workshop panel was employed. Four people in each age class of infants, children, adolescents, adults, and seniors were formed into one group, and a total of 40 people in 10 groups were surveyed. The survey was continuously conducted from February to March in 2009. The study findings can be summarized as follows. 1) Among community facilities, there were more satisfactory outdoor facilities than satisfactory indoor facilities. Residents expressed satisfaction with the facilities linked with natural environment. The causes of unsatisfactory facilities were mostly poor management. 2) The facilities demanded by the residents included ones relevant to study, exercise, and hobbies. As public rental apartments are resided mostly by low-income families, study and hobby activities bring them cost problems. Therefore, it is needed that the apartment complexes support diverse such activities 3) As for facilities demanded for usage alteration, a residents' meeting room accounted for the most popular opinions. As it was used only once a week, its usage was very low. It should be opened to the residents and allowed to be used in various ways. 4) As for demands of changing spatial characteristics, outdoor exercise facilities accounted for the most opinions. Although they were installed in most cases, they were damaged and poorly managed, therefore being in need of improvement in operation and management. In order to maximally utilize public rental apartments' community facilities, facility planning in consideration of various age groups from residents' viewpoint and sustainable systematic management are required.

국민임대아파트단지의 거주실태 및 커뮤니티의식 비교 연구 (The Comparative Study on the Residential Conditions and the Community Consciousness of the National Rental Housing)

  • The purpose of the study is to provide basic data to be useful for living environment of National Rental Housing, through comparative analysis of residential conditions, community consciousness of residents, characteristics of 3 complexes, whose residents have lived more than 3 years, different in area and size. Deungchon 11 Complex in Seoul, Eui-wang Naeson Complex, and Incheon Samsan 4 Complex are chosen for the investigation and the survey and 242 copies of the questionnaire are analyzed for the final result. Analyzing the contents of the survey results are as follows those deriving conclusions and suggestions. 1) Housing and construction standards are required to reconsider for enhancing of community consciousness and housing satisfaction of residents of National Rental Housing. 2) Spending on residential move, and minimize the unnecessary expense of low-income housing need to do to promote stability. 3) Facilities and equipments for residents are needed considering barrier-free design which introduces universal design. 4) Welfare facilities such as culture space and after-school classroom for teenagers are needed. 5) By using the broadcast media actively pro-mote, various layers are encouraged moving into National Rental Housing, through the concept of housing opportunities for change. 6) In short-term, community space are need remodeling and various activity programs are developed to induce activation of community facilities. In long-term, users considering a community facility plan, actively promoting activities, methods and operating system support for the government in the continuing policy and management is needed, when the National Rental Housing are planned to build. Therefore, the organic aspects such as the development and operation of the community program as well as the physical aspects such as the community space and facilities for the active community of the National Rental Housing are constantly considered in the follow-up studies.
