House Rent Control System and Its Implementation in France (프랑스 주택 임대료 규제 및 관련 제도 연구)

  • Since year 2000, French housing and rent prices rose at a rapid rate and the housing market has been overheated. Face to this phenomena, the French government enacted a new law Alur which is a legislatif tool to control the private housing rent price for the cities, where the tension of the housing market is very high. This new law has impacted the housing market in two major ways. First, for the 38 cities designated by this law, the rent price's increase rate can not rise above the IRL, which is the rent reference index. Secondly, this law also permits local authorities to control the housing rent's price following the concrete price guidance. Especially in Paris, the city applicated this method for private rental housing since 2015. This city classified its own area by 14 zones. Based on the market surveys of each sector, local authority made a guidance for private housing rent's price. The guideline is consisted of average prices, maxima and minima price by types, which is classified by the construction year, number of rooms and furnished or not. Therefore, this study aims to understand french housing rent's price control system and draw implementation for korean housing rent policies. This research is meaningful for it introduces recent foreign regislations which could be helpful to control the housing market in Korea.

Distribution Impact of Rent Control on Seoul Market Rents during the COVID-19

  • After the outbreak of the COVID-19 in the early 2020, Korea has attempted to reinforce the existing rent controls to help the low-income households. From July 2000, the tenants' right of lease renewal came into effect, as a policy tool to enforce the upper bound percentage of rent increases within Korea. Purpose: This study aims to examine the impact of rent control on the uncontrolled rents in Seoul Metropolitan Area (SMA). Research design, data and methodology: The study regresses the monthly panel data from 58 municipalities in SMA from January 2020 to March 2022, during the COVID-19 pandemic. Results: The data indicates that the policy had the effect of lowering rents for a period of two months, and subsequently monetary policy including quantitative easing and low interest rates, coupled with asset market bubbles lead to rent increases. During the sample data period, the quantity of money supply increased by 12.6% and CPI rose by 3.0%, these phenomena collectively increased the rents by up to 14.7%. Conclusions: The results of the present study support the findings of earlier studies in part: namely, that rent control without the government's steps to stabilize the property price may have an undesirable effect on rental tenants.

  • Interest in process control has rebounded from an all-time low in the mid-1970s, with a new focus on bridging the gap between academic theory and industrial practice. Since then, much progress has been made in the new generation of process control theory to bridge this gap. This review summarizes the recent advances and cur-rent problems in process control on a qualitative level.

  • Mankind has made traditional use of various ocean resources in such several forms as fish, plants food, means of transportation, and military purpose, followed by the recent exploitation of offshore subsoil or sea-bed minerals, energies, and utilization of ocean space. These available ocean resources come from the marine natural environment which has a distinct feature in view of the relationship between human wants and their capacity to meet them. Though these socially basic resources however bring forth the so-called scarcity or differential rent, their communal nature of ownership dissipates free gifts of nature endowed to society as a whole. Thus to maximize these rents and social welfare thereof, rents should be secured and preserved through a well-defined arrangements of property-ownership as well as appropriate comparison of competing uses of marine resources, taking full cognizance of their irreversible adverse effects of a specific choice on the alternatives. Here I showed the sources of rent yielded from the multiple uses of navigation, fishery, mariculture, minerals, and recreation site, and also summarized the presently widely-known analytic tool to measure these rents with emphasis on due care of the telescopic faulty of the appraiser in charge, viewed from the communal point, Finally, as communal property is in strict sense owned by the public at large, notwithstanding the restricted communal ownership at government or local governments control, effectiveness of competition I expect should be kept while transferring claims of these resources from the legal owner to private enterprise as well as while extracting their rent by her. In particular, various national or social objectives look forward to tile maximization of social efficiency. Discretionary system in noncompetitive method thus, is exceptionally suggested because of probable suspicion from the public whether these resources are transferred as a give away or not in discretion. And these realized rent payments, I propose, should be wisely taken advantage of in advancement of scientific research in marine nature to bring an incremental rent therefrom successively.

  • This study is to review methodological limitations of previous studies, propose Tobit Model as an analysis model. We model used annual rent-free as dependent variable and considering to contract characteristics and building characteristics as independent variable. We model was consisted to the three model as follow: Basic model, Time control model, Quadratic model. As a result of the analysis, existing variables revealed through previous studies such as contract period, contract area, total floor area, and building age were all statistically significant. These results were robust when considering time effects. Also, floor area and annual rent-free was quadratic relationship by inverse U shape. This result provide to methodological contribution for related research. Also, provide to more accurate information for participants in seoul office market.

  • In this paper, the cooperative control scheme of micro sources and an ESS (Energy Storage System) during islanded operation is presented and evaluated by a simulation study. The ESS handles the frequency and voltage as a primary control. Then, the secondary regulation control returns the cur-rent power output of ESS into a pre-planned value. The simulation's results show that the proposed co-operative control scheme can regulate the frequency and voltage and reduce the consumption of the stored energy of ESS.

  • As every commentators has noted, bureaucratic corruption, which has complicated causes, is prevalent phenomenon in Korean society. Especially, most people realize that systemic corruption has a strong negative effect on society; however, only few studies reflect on the nature of 'systemic corruption' and it seems that no established theory explains the phenomenon. Thus, this study suggest that we look more carefully into the nature and mechanisms of 'systemic corruption'. Interdisciplinary approach based on the integrated model of structure-behavior to analyse the nature of bureaucratic corruption. The system dynamics method can test the mechanisms of 'systemic corruption'. With this way, the factors generating systemic corruption represent the relationships reinforcing and balancing within system dynamics model. This paper also consider 'isomorphism' and 'dominance' as control mechanisms to systemic corruption. From the CLD(Causal Loop Diagram), three main areas(rent in organization, networking, control mechanisms) are overlapped and it indicates dynamic relationships of systemic corruption in organizations.

  • Ac-dc 싸이리스터 컨버터에서 전류기준값의 부호가 변화할 경우에 적분항 초기값을 통해 전류제어 과도특성을 개선하는 연구가 있었다. 이 논문에서는 전류기준값의 기울기에 변화가 있을 때 그 변화를 일으키기 위한 전압을 계산하고 그 값을 점호각 $\alpha$로 환산하여 시스템에 적용시켜 변곡점 부근에서의 전류제어 특성을 개선하는 방법을 제시하였다. 또한 전류기준값에 노이즈가 포함된 경우 LPF 유/무에 따른 특성변화와 노이즈가 포함되지 않은 경우 LPF 유/무에 따른 특성변화를 관찰하였다.

The Design of a Real-Time Simulator on the Hydraulic Servo System

  • In this study we suggest real-time simulator that could describe rent system without ordinary DSP card. This simulator is composed of 80196kc-16bit ordinary microprocessor, which is widely used up to now and personal computer. DSP card that has calculated complex numerical equation is replaced by personal computer and 80196kc generates control signals independently out of the personal computer. In all process personal computer is synchronized with one-board microprocessor (80196kc) within sampling time in the closed loop system. This makes it possible to be described in hydraulic servo system in real time.

Determinants of Bilateral Foreign Direct Investment Intra-ASEAN : Panel Gravity Model

  • Purpose - This paper aims to find and analyze factors that determine the flows of bilateral foreign direct investment in intra-ASEAN. It specifically focuses on the dimension of macro-economic, natural resources, human resources, and the quality of governance. Research design, data, and methodology - Data were collected from 64 bilateral relations between ASEAN nations from 2002 to 2013. Panel gravity model was utilized to find factors that determine the flows of bilateral foreign direct investment. Results - Significant factors were identified that determine the flows of bilateral foreign direct investment: GDP home country, GDP host country, real interest rate, distance, and total natural resources rent. Unexpectedly, natural resources have a negative effect. Conclusions - In a situation of increasing the flow of FDI among the countries of ASEAN, the government should control the interest rates and maintain good relations with nearby countries. The negative effect of total natural resource rents implies that ASEAN countries should not depend on their natural resources to attract foreign investments.
