This project provides designs for renewal of the surrounding environment related to old fountains typically located in cities. In many cities, the fountain element has bee located with a strategic position in the city. Located in the central area of Cheongju, the Sajik Fountain Fountain has significant position in the local city. However, due to changes in the surrounding area and the old-fashioned form of the fountain, it has not contributed substantially to the cityscape. Including the historical Seomoon Bridge and Moosim-Cheon(stream) as Wooam-San(mountain) setting, the surrounding environment of our planning site appear to be a locally important place. In respect to building with a broad function, landscape designers focused on the reconsideration of symbolization as landmark, of the image of Cheongju city, of recognition by removing the horizontal line and of the substantial civil´s use rate. Achieved by working with a sculptor, a new function, the main facility, is managed sculpturally and imaged in a drop of water representing clear, fresh Cheongju city. This plan introduces the image of Wooam-San, Moosim-Cheon(stream), Sangdang-SanSung(A mountain fortress) and elicit a sense of peace, symbolic of Cheongju. The significance of this project is that as the current cities are increasingly developed, small areas left alone in city are reconsidered and offered to the public as efficient, resting and active outdoor space.

This study starts from the architectural and urban interest to integrate the daily life and behavior of residents in the city of Seongnam and to sustain the community. A fixed abode is something that can not be separated from the place and should be approached from a comprehensive perspective reflecting the physical and social conditions of the region. Although residential neighborhoods have a residential walking range, which has a steep slope, it has been formed in the suburbs of the residential area where commercial facilities are activated organically. The humanities and social organizations of the residents are integrated with the physical space and act as constituent factors of major cities. This is an attempt to suggest improvement and activation of existing cities based on their daily lives, rather than destroying cities and creating new ones. Also, it is proposed to 'Neighborhood Street' as an indicator of a uniform urban renewal plan for existing urban regeneration projects. Based on the definition of the city of living in the city, the center of the city will be located in the center of the city, and it will be the center of the city's bustling streets.
It's not easy to renew old brand of over 50 years history to the tastes of new consumer of our time. Most of national brands that has a history of some 20 years in Korea have strove for continuation and growth of brand to no avails, which can be taken as a good example of current situation. For instance, C company, one of the National brand of US which has a history of 51 years, has made its position secure as a fashion group and based itself on a sound foundation by establishing new marketing strategy and completing successful brand renewal in the process of strategic M&A with Italian company. Those successful marketing strategies are as follows. 1) they regarded both market and consumer oriented marketing activity as company's highest priority strategy and put great emphasis upon concentration on target market and reestablishment of brand image of business casual wear. 2) Setting up and operating planning team composed of merchandizer alone in Milano, they set the direction of plan on the basis of concentrated research on potential item in market according to thorough market research done by buying office in Korea, branch office in Hong Kong and buyer in US prior to blueprint planning for season. 3) Great emphasis was placed on business which focused on intensive presentation of basic key item for apparel career women who are main consumer group in the midium-low prices market in US and on supplementation of size and color. they named this line 'collectibles' and helped their customer develop their own clothes plan without worrying about the change of color and fabric by supporting same fabric and color throughout the year and enabled them to add variation easily by supplementing new trend item. 4) Company set black as a main color that lots of apparel career women find easy to care and to express their own image and presented them with pebble which belongs to navy and beige and added fashion color such as wine and brown etc as season goes by. They constructed basic line in order for their customers to coordinate purchased item with new one or to add them to present collection, and to achieve efficient sale by setting up strategy which allows this cross coordination and changing pattern occasionally. 5) Though basic jacket for 99$, short slim skirt for 49$ are products within midium-low prices range, in the material planning stage aiming at production of item that has both resonable function appealing to consumer and is fashionable, synthetic material had to be used as a main source due to price competitiveness. Despite this situation, considering comfortable sense of fit and refined drape of silhouette that has no sign of cheap material, whole collectible line was divided into two items, which contributed to reduction of cost. In case of material that is composed of triacetate and polyester in 70 to 30 ratio, was used up to 4 million yard, which allowed drastic curtailment of cost accompanied by concentration. In case of 'collectibles' line, using Korean material mainly, C company chose to have their product sewed in Southeast Asian countries where transportation is well developed and both productivity and quality verified by operating global production system which aiming at cutdown of cost through outsourcing production from the country where labor cost is low and getting finished product. Polarization between present consumers telling us that consumers with the mind of middle classes in the past no longer exists between consumers who seek after only fine article of highest quality and wise consumers who are sensible enough to judge bubble on correlation between price and quality. To cope with this change in new consumer mind, apparel makes changing their policy so as to produce item that has reasonable quality and falls within affordable price range anywhere in the world. and they're striving to get out of difficult situation by operating global marketing strategy which stresses separation of planning, production and sale and sensibility of fashion shared worldwide. The marketing strategy of C company can be exemplified as a successful one.

The renewal update of the digital map constructed through NGIS has been conducted for the enhancement of usage, maintenance so that the latest data is guaranteed. The total update has been done every five years for five regions of the country using aerial photographs and satellite images. By launching the third phase of NGIS, the updating plan was changed from total to total or partial update including the real time update scheme. Furthermore, the update period was improved from five to two years and four years for a large and a small city, respectively. Therefore, it is necessary to develope a matching technique which combines various geographic information (such as drawing map, surveying drawing and map) with exact position on the digital map. In this study, we developed a matching algorithm based on central point and suggested a method which uses general surveying drawing for revision/update of the digital map. The general survey is conducted when a civilian development on lands are approved. Thus, the outcome from the survey, which is the general survey drawing, contains the latest various contents such as road, building, water pipe and manhole. A consistent and efficient method using the general survey drawing for near real time update of the digital map by applying the developed matching algorithm is presented.

During the first and second NGIS projects by the Korean government, The first one (1995~2000) was limited on constructing geographic information and the second (2001~2005) was focused on circulation and practical use of geoinformation from the result of the first project. In the latter half of 2nd NGIS project, However, the geographic information from the NGIS projects have not been renewed even though there were significant geographical changes. The accurate renewal of geoinformation is a matter of great importance to the next generation industry (e.g. LBS, Ubiquitous, Telematics). In this respect, it is time to update the geographic information in the latter half of the second NGIS project. Therefore, It is not only important to build an accurate geoinformation but also rapid and correct renewal of the geoinformation. NGII (National Geographic Information Institute) has been studying for improvement of digital map that was constructed by the result of the 1st NGIS project. Through the construction of clean digital map, NGII constructed Framework Data to three kinds of formats (NGI, NDA, NRL). Framework Data was contained to other database, and provided the reference system of location or contents for combining geoinformation. Framework Data is consist of Data Set, Data Model and UFID (Unique Feature Identifier). It will be achieved as national infrastructure data. This paper attempts to explore a method of the update to practical framework data with realtime geoinformation on feature's creation, modification and destruction managed by 'Feature management agency' using UFID's process. Furthermore, it suggests a method which can provide important data in order to plan the Framework update with the land change ratio.

The aim of this study is to investigate to which degree farmers did the crop switching and cultivar renewal as a confrontational strategy to climate change, and which problems they had in that process, and then to provide the supporting plans for them. We conducted a questionnaire survey of 15 citrus farmers of the KNCAP graduates in Jeju Island. Most of the survey respondents agreed to the climate change of Jeju Island and the subtropical climate of its coastal area. The farmers have experienced irregular weather such as abnormal high temperature, frequent rain, and droughts, resulting in the harmful insects and new weeds attack. As the climate change strategies, they are adopting a greenhouse culture system, improving a soil drainage using reorganization of planting space, making a new pest management program, and trying to switch a crop to subtropical fruits. It is expected that 50% of the survey respondents have changed their crops or will do; and 73 % of them have changed cultivar or have a plan to do. Only a few farmers directly pointed to a reason for their efforts to change the crops or to renew the cultivars as the anti-climate change strategy, however, most farmers answered the reason was to increase profitability by meeting their consumers' tastes. Presently, it is not the anti-climate change strategy but increase of profitability by meeting the consumers' needs the reason why most of the survey respondents have changed their crops or renewed the cultivars, while a few of them switched their crops to a subtropical fruit trees due to climate change. On the crop switching, they had some difficulties such as a labor shortage, availability of land, operating costs and instable income. On the cultivar renewal, also, they encountered the lack of cultivating techniques for new cultivars and the dim future for the new market. In long-term perspective, Jeju's farmers need new information and educational programs about the effect of climate change on agriculture of Jeju, and cultivation techniques for new crops and new cultivars.
The emission trading system is an essential policy for reducing greenhouse gas emissions and converting low-carbon society. EU ETS is a good benchmark that is ahead of Korea's emission trading system in terms of operating period and design know-how. Therefore, this study focused on the key design elements of EU ETS phase 4 such as total emission allowances issued (Cap), free allocation method, carbon leakage list, market stability reserve, and innovation supporting system. In addition, we analyzed the impact of key design elements and their changes during EU ETS Phase 1 to 4 on the design and operation of Korea emission trading system in the future. First of all, the expected impact on the design of Korea emission trading system is to increase three demands: preparing benchmark renewal plans, establishing criteria for selecting free allocation industries that reflect domestic industrial structure and characteristics and introducing two-stage evaluations for free allocation industries, and preparing specific plan to support innovation and industries using allowance auction revenues. The next three impacts on the operation of Korea emission trading system are the increased needs for objective and in-depth impact assessment of plan and amendments, provision of system stability and response opportunities by quickly confirming plan and amendments prior to the implementation, and coordination of the emission trading system governance and stakeholder participation encouragement.
Purpose: The purpose of this study is to suggest a smart city strategy through smart growth considering the human, social and cultural meaning. It seeks opportunities to develop the cities that has not grown by integrating the ICT, a new growth tool for smart cities, into the spatial and physical renewal project. Method: Analyzing policy and strategy of smart living lab and digital cultural contents on the smart growth process under the experience in Amsterdam and Paris. Results: Smart city is expected to be reflected not only the technical aspects but the social characteristics of the city in order to enhance the living environment of the citizens by embracing diverse viewpoints throughout the city. It examines the smart growth plan in the improvement of the living conditions of the citizens. Conclusion: Planning smart city is to discover the smart city adaptability that can enhance the capability of cities to improve the life condition and quality of citizens by applying the core strategies and specialized programs with community service and urban marketing, which are emerging as smart cities based on ICT technologies.

This study examined the present condition of the closed elementary school in the Yeongi province, where much of the area will be transformed into the city of Se-Jong, and suggested the renewal plan in the future. Among the twelve(12) schools, eight(8) that have transferred to private sectors were analyzed in respect to lot size, present usage, surroundings, means of approach, and distance from the most populated area, ect.. Additionally, interview with the management official of school board was taken in place. The findings include: two(2) schools that are located nearer then others to the newly-born city can be rehabilitated as educational facility, such as training institute and cultural experience place. Other six(6) schools can be utilized as senior citizens' center, community center, medical substation, hobby farm, or even community warehouse.
Owing to time and cost constraints, new methods that would make it possible to evaluate the safety of the water supply pipeline in a less time- and cost-consuming manner are urgently needed. In response to this exigency, the present study developed a new statistical model to assess the safety of the water supply pipeline using the quantification theory type II. In this research, the safety of the water supply pipeline was defined as 'a possibility of the pipeline failure'. Quantification analysis was conducted on the qualitative data, such as pipe material, coating, and buried condition. The results of analyses demonstrate that the hit ratio of the quantification function amounted to 77.8% of hit ratio, which was a fair value. In addition, all variables that were included in the quantification function were logically valid and demonstrated statistically significant. According to the results derived from the application of the safety evaluation model, the coefficient of determination ($R^2$) between K-region's water supply pipeline safety and the safety inspection amounted to 0.80. Therefore, these findings provide meaningful insight for the measured values in real applications of the model. The results of the present study can also be meaningfully used in further research on safety evaluation of pipelines, establishing of renewal prioritization, as well as asset management planning of the water supply infrastructure.
