A Study on Reset of Examination Criteria for Energy Use Plan by Projet Sector (사업 분야별 에너지사용계획 검토기준 재설정에 관한 연구)

  • This study reset the Examination Criteria for Energy Use Plan by the project sector so that the Consultation about Energy Use Plan would play an effective role in reaching the National Energy Policy Issues, and to prevent complaints from the superintendent of the project & agent engaged in the project. To achieve this aim, consultation case analysis was carried out from 2001 to 2010 and the National Energy Master Plan was reviewed. The predicted effect of energy savings calculated by reset Examination Criteria on the $1^{st}$ energy demand target at 2030 was 2.5%, the effect of new and renewable energy utilization on a new and renewable energy supply target at 2030 was 3% and the rate of $CO_2$ reduction to greenhouse gas emission BAU at 2020 was 1.1%.

  • Amid growing concerns about energy security, energy prices, economic competitiveness, and climate change, district heating (DH) system has been recognized for its significant benefits and the part it can play in efficiently meeting society's growing energy demands while reducing environmental impacts. Policy makers often need to quantify the fuel and carbon dioxide ($CO_2$) emissions savings of DH system compared to conventional individual heating (IH) system in order to estimate its actual emissions reductions. The objective of this paper is to calculate energy efficiency and $CO_2$ emissions saving, and to propose the future direction for DH system in Korea. DH system achieved total system efficiencies of 67.9% compared to 54.1% for IH system in 2015. DH system reduced $CO_2$ emissions by $381,311ton-CO_2$ (4.1%) compared to IH system. The results suggest that DH system is more preferred than IH system using natural gas. In Korea, the aim is to reduce dependence on fossil fuels and to use energy more efficiently. DH system have significant potential with regard to achieving this aim, because DH system are already integrated with power generation in the electricity since combined heating and power (CHP) are used for heat supply. Although the future conditions for DH may look promising, the current DH system in Korea must be enhanced in order to handle future competition. Thus, the next DH system must be integrated with multiple renewable energy and waste heat energy sources.

  • Solar energy is one of the most promising energy resources in the future. For the application and dissemination of solar energy technologies in various fields, reliable data sets of solar irradiation are needed for engineers, researchers, businessmen, and policy makers. Global horizontal solar radiation is needed for the use of flat plate collector, solar domestic hot water system, photovoltaic devices and passive systems like green house. In many countries, solar radiation data accumulated for more then 40 or 50 years and typical weather data are published with average of more then 30 years. In Korea, those global total radiations are measured for about 30 years. With the connections of computer network, measured data could be transmitted to the central control system at key station through Ethernet lines. The data acquisition systems are connected to be automatically controlled by the monitoring network. Global horizontal solar radiation data 16 locations were measured and averaged from 1982 to 2008.

  • Photovoltaic solar energy policy in the keynote of the world in the development of new technologies in terms of renewable energy sources has been a great interest. Solar energy is the energy density, low light intensity, temperature, and a lot of areas affected by the difference, the effective use difficult. For the installation of photovoltaic solar power systems to develop farmland or forest land resulting from deforestation has become such a problem. In this paper, a way to resolve these issues as part of the development of the reservoir water through the efficient use of land and water resources through the eco-friendly energy production, water quality improvement, the cooling effect of solar modules, solar water system has the advantage of was installed. Terrestrial solar systems installed under the same conditions and solar radiation, power, module temperature, ambient temperature and analyzed. Comparative Analysis of Scenarios for Reducing GHG Emissions in Korea by 2050 Using the Low Carbon Path Calculator (저탄소 경로 모형을 활용한 2050년 한국의 온실가스 감축 시나리오 비교 분석)

  • The Low Carbon Path Calculator is an excel-based model to project greenhouse gas emissions from 2009 to 2050, which is based on the 2050 Pathways Calculator developed by the UK Department of Energy and Climate Change (DECC). Scenarios are developed to reduce GHG emissions in Korea at 50% based on 2005 levels by 2050 using a Low Carbon Path Calculator. They were classified in four different cases, which are high renewable, high nuclear, high CCS and mixed option scenarios. The objectives of this study are to compare scenarios in terms of GHG emissions, final energy, primary energy and electricity generation and examine the usefulness of that model in terms of identifying pathways towards a low carbon emission society. This model will enhance the understanding of the pathways toward a low carbon society and the level of the climate change policy for policy makers, stakeholders, and the public. This study can be considered as a reference for developing strategies in reducing GHG emissions in the long term.

  • Fuel cell with high electric efficiency has many probabilities of commercial use. Especially, polymer electrolyte or proton exchange membrane fuel cell (PEMFC) which is a low operating temperature and has less influence on $CO_2$ concentration is considered the power generation system of small building and household. We calculated the optimal operational plans of 1 kW household PEMFC power system based on daily electric and heat demand patterns of various size of apartments. Calculated results show that the economic feasibility of PEMFC power system is very sensitive to the cost policy of electricity and natural gas.

  • International negotiation and cooperation for sustainable development currently emphasize three themes on which environmental policies are developed. South Korea emphasizes two of the three themes; climate change and the 2030 Agenda for Sustainable Development. South Korea has taken a leadership role in the international arena regarding these topics, actively participating in the United Nations Framework Convention on Climate Change (UNFCCC) and the negotiations for the 2030 Agenda (Jung, 2018). South Korea has taken a number of steps to address climate change, both domestically and internationally. Domestically, it has implemented several policies and methods to lessen GHG emissions and transition to a low-carbon economy. It has implemented an Emissions Trading Scheme, the largest in the world, a renewable energy portfolio standard, and aimed at accomplishing carbon neutrality by 2050. South Korea is also actively involved in executing the Sustainable Development Goals (SDGs) and has established a national committee to ensure their successful implementation. The group is made up of representatives from the private sector, government ministries, and civil society organizations. It is focused on monitoring the progress of the SDGs and providing policy and financial support for their implementation.

  • In order to reduce greenhouse gases, the main culprit of global warming, the United Nations signed the Climate Change Convention in 1992. Korea is also pursuing a policy to expand the supply of renewable energy to reduce greenhouse gas emissions. The expansion of renewable energy development using solar power led to the expansion of wind power and solar power generation. The expansion of renewable energy development, which is greatly affected by weather conditions, is creating difficulties in managing the supply and demand of the power system. To solve this problem, the power brokerage market was introduced. Therefore, in order to participate in the power brokerage market, it is necessary to predict the amount of power generation. In this paper, the prediction system was used to analyze the Yonchuk solar power plant. As a result of applying solar insolation from on-site (Model 1) and the Korea Meteorological Administration (Model 2), it was confirmed that accuracy of Model 2 was 3% higher. As a result of comparative analysis of the DNN and RNN models, it was confirmed that the prediction accuracy of the DNN model improved by 1.72%.

Analysis on Economic Feasibility of Offshore wind power (국내 풍력발전의 경제성 분석에 관한 연구)

  • This paper conducted an analysis of economic effects of offshore wind power in Korea with benefit/cost analysis. The existing feed-on tariff, which was too low to support wind power development, was recently replaced with a Renewable Portfolio Standard(RPS), effective from 2012. According to the new regulatory policy, The Korean government has announced a strategy to draw investments worth for offshore wind farms with a total capacity of 2.5 GW over the next eight years, which is expected the change of cost and benefit. After overview the offshore wind power development status, The effects on cost can be divided by economic, environmental and social factors. Each factor will be calculated and combined by both evaluating index and using Quantification methods. At the end, the implication for the evaluation of feasibility of offshore wind power of Korea will be done.

  • 본 연구는 신재생에너지 발전차액지원제도의 기준가격이 보급규모를 제어할 수 없는 제도적 한계를 보완하여 시스템적으로 기준가격이 조정될 수 있는 유연감소율 메커니즘을 제안한다. 제안한 유연감소율 메커니즘은 시장의 보급규모에 따라 기준가격을 시스템적으로 조정함으로써 시장여건의 반영체계를 갖추어 가격조정에 대한 이행당사자간의 이해상충 문제를 완화하는 수단으로 활용될 수 있다.
