Relationship Between the Efficiency and the Redundancy in Public Administration

  • The pursuit of efficiency is taken for granted in today's public administration, and the limit of this study exists in the point that we should carefully deal with combining the redundancy scheme to the public administration. Accordingly, although this study should suggest the specific plans and backgrounds of the needs for the redundancy, it will only find out the applicability of the redundancy to the public administration for its purpose. Redundancy means the excess or superfluity in something, which means the surplusage status ranging from the wasteful and excessive supplies, insignificant additions, to the surplusage in a legal pleading. The emphasis of this study is placed on the changes in the rigidity in believing that the removal of the redundancy from the public administration is the best option in any case of the efficiency. In addition, the necessity of the overlapped organization should not be neglected by the concept of the efficiency. Indeed, it is necessary to correct the overlapped function of superfluity and ambiguity public administration, in order to remove the neglect conflicts between the organizations, to guarantee the inconsistency in the public administration and to ensure the efficiency in the public administration volunteering.

  • In this paper, a new method is proposed to remove the logical redundancy for the gate-level circuit optimization. In this method, only the fanout-branch signals in the circuits, not all the signals, are examined for redundancy. When a signal is determined to be nonredundant, other nonredundant signals are found out by the efficient procedure, using only the informations which are generated in the course of the redundancy-check. In order to avoid the re-examination of a signal for redudancy, a heuristic method is proposed to determine the redundancy-checking order of signals. The proposed method is heuristic, based on the VLSI test theory. It is much faster than other methods, since it does not reexamine a signal for redundancy.

  • The dependence of numerous systems on electronic devices is causing rapidly increasing concern over fault tolerance because of safety issues of safety critical system. As an example, a vehicle with electronics-controlled system such as x-by-wire systems, which are replacing rigid mechanical components with dynamically configurable electronic elements, should be fault¬tolerant because a devastating failure could arise without warning. Fault-tolerant systems have been studied in detail, mainly in the field of aeronautics. As an alternative to solve these problems, this paper presents the fuzzy hybrid redundancy system that can remove most erroneous faults with fuzzy fault detection algorithm. In addition, several numerical simulation results are given where the fuzzy hybrid redundancy outperforms with general voting method.

  • As many systems depend on electronics, concern for fault tolerance is growing rapidly. For example, a car with its steering controlled by electronics and no mechanical linkage from steering wheel to front tires (steer-by-wire) should be fault tolerant because a failure can come without any warning and its effect is devastating. In order to make system fault tolerant, there has been a body of research mainly from aerospace field. This paper presents the structure of predictive hybrid redundancy that can remove most erroneous values. In addition, several numerical simulation results are given where the predictive hybrid redundancy outperforms wellknown average and median voters.

  • In this paper, we proposed multispectral image compression method using CIP (classified inter-channel prediction) and SVQ (selective vector quantization) in wavelet domain. First, multispectral image is wavelet transformed and classified into one of three classes considering reflection characteristics of the subband with the lowest resolution. Then, for a reference channel which has the highest correlation with other channels, the variable VQ is performed in the classified intra-channel to remove spatial redundancy. For other channels, the CIP is performed to remove spectral redundancy. Finally, the prediction error is reduced by performing SVQ. Experiments are carried out on a multispectral image. The results show that the proposed method reduce the bit rate at higher reconstructed image quality and improve the compression efficiency compared to conventional method.

  • In this paper, we propose a coding method of remotely sensed satellite image data using region classification and interband correlation. This method classifies each pixel vector consider spectral characteristics. Then we perform the classified intraband VQ to remove spatial (intraband redundancy for a reference band image. To remove interband redundancy effectively, we perform the classified interband prediction for the band images that the high correlation spectrally and perform the classified interband VQ for the remaining band images. Experiments on LANDSAT TM image show that the coding efficiency of the proposed method is better than that of the conventional Gupta's method. Especially, this method removes redundancies effectively for satellite iamge including various geographical objects and for and images that have low interband correlation.

  • The purpose of this paper is to classify VOC gases by emulating the characteristics found in biological olfaction. For this purpose, we propose new signal processing method based a polymeric chemical sensor array consisting of 4096 sensors which is created by NEUROCHEM project. To remove unstable sensors generated in the manufacturing process of very large scaled chemical sensor array, we used discrete wavelet transformation and cosine similarity. And, to remove the supernumerary redundancy, we proposed the method of selecting candidates of representative sensor representing sensors with similar features by Fuzzy c-means algorithm. In addition, we proposed an improved algorithm for selecting representative sensors among candidates of representative sensors to better enhance classification ability. However, Classification for very large scaled sensor array has a great deal of time in process of learning because many sensors are used for learning though a redundancy is removed. Throughout experimental trials for classification, we confirmed the proposed method have an outstanding classification ability, at transient state as well as steady state.

  • In this paper, we describe implementation of efficient wavelet image compression and decompression system for DVR(Digital Video Recoder). We used various methods to remove time redundancy, spatial redundancy and statistical redundancy of video camera inputs. Motion detection, wavelet transform, RLC(Run Length Coding) and huffman coding techniques are combined for efficient compression / decompression.

  • This paper presents a new circuit panitioning algorithm using wire redundancy removal. This algorithm consist of the two steps. In the first step. We propose a new IIP(Iterative Improvement Partitioning) technique that selects the method to choice cells according to improvement status using two kinds of bucket structures, the one kept by total gain, and the other by updated gain. In the second step, we select the target wire in the cut-set. We add a alternative wire in the circuit to remove the target wire. For this we use wire redundancy removal and addition method The experimental results on MCNC benchmark circuits show improvement up to $41-50\%$ in cut-size over previous algorithms

  • In this paper, we propose an efficient coding method of remotely sensed satellite image using region classification and interband prediction.
